建设项目环境影响的经济计量研究

中国提出了可持续发展的战略思想，要实现经济的可持续增长，就必须实现经济发展与环境保护的协调发展。然而，环境影响难于计量以及其非商品特性导致的市场失灵问题，造成在项目的可行性研究中忽略了对环境影响的外部性。本文开展的建设项目环境影响的经济计量研究，通过采取费用效益分析和环境价值评估技术相结合的方法，试图实现从经济角度对环境影响进行定量分析，真正做到在项目经济决策中充分考虑环境问题的目的。
