技术路线图方法在安全生产科技规划战略研究中的应用

摘    要:技术路线图是一种新兴和有效的可用于规划战略研究的技术方法,近年来在我国相关行业领域的重大技术发展战略研究,以及重点产业技术创新规划中得到越来越广泛的应用。本文对技术路线图的起源、发展、类型等进行了概述,介绍了技术路线图同科技规划之间的关系,并按照"重大需求—战略任务—技术重点"的规划战略研究分析框架,进行了"十二五"安全生产科技规划战略研究,通过专家问卷调查和综合分析,对梳理凝练的22项技术重点的研发重要度、紧迫性进行了评价,绘制了安全科技发展技术路线图。使用技术路线图方法对安全生产科技规划进行战略研究是"十二五"安全科技规划编制工作的一次探索和尝试,希望对今后开展相关领域战略研究、重大科技遴选等工作提供借鉴作用。

Abstract:As a method of strategic planning,technology roadmap(TRM) could provide an efficticve means on analysis and applications for research planning.This paper traces back to the development process of the TRM,and analyzes main features and sorts of it,introduces the relationship between the TRM and the science technology development planning,the application of supporting the decisionmakers with work-safety Scinece Technology planning.In this paper,the author deal with the strategic analysis of work-safety science technology developing in accordance with the framework of "Major requirements-strategic task-technical focus".The developing importance and urgency of these 22 technical focus were evaluated by expert survey method,and then the TRM of work-safety science technology development was drafted.The author hope that the study can promote the study and application of TRM in the strategic planning research in our country.
