高校危机管理现状及对策

在国家进入改革开放深化阶段、各种矛盾凸现的大背景下,高校危机事件时有发生,加强高校危机管理显得更加迫切和重要。在对高校危机管理现状深入分析的基础上,指出其存在的主要问题,并进一步就高校危机管理的一些理论问题做了较为详尽的研讨。概括总结了高校危机的5个特点和5个类型;提出了高校危机管理“四位一体”对策方案,即以解决高校管理者危机管理意识为前提,以危机管理责任制度为核心,以推进高校危机管理法制化导向,以提高教职员工、学生安全文化素质为基础,综合推进,治本长效;直观提供了高校危机管理体系构架示意图;对危机责任在危机管理中特殊性进行了重点探讨。为高校应对未来各种危机,赢得有序稳定发展环境,创建和谐校园,走上现代大学之路提供了一定理论指导和实践例证。

Situation of University Crisis Management and Its Countermeasures

With the deepening of national reform and the appearing of many conflicts, crisis affairs in universities occur now and then. So, strengthening crisis management in universities is urgent. On the basis of the analysis of current situation of university crisis management, the author points out the existing problems and details the theory of how to improve crisis management in universities. Five traits and five sorts of university crisis are summarized. “Four aspects unified” countermeasures for university crisis management are offered, namely, taking the improvement of university administrators' crisis management consciousness as the premise; the responsibility system of crisis management as the core; the legalization of university crisis management as the direction and the enhancement of quality of university staff and students' safety culture as the basis. Furthermore, frame work diagram of university crisis management is visualized. The particularity of crisis responsibility in micro-computer management is discussed with emphasis. This study provides an academic direction and a practical example for dealing with various crisis in future, achieving steady environment and harmonious campus, and establishing modern universities.
