| 摘 要： | 随着中国农业农村环境问题不断演变,人们的认知层次以及政府采取的农业农村环境保护政策行动也不断发展完善。尤其是改革开放至今,中国农村地区逐渐由城市和工业污染的受纳场,转变为绿色发展的主战场。本文基于不同时期农业农村主要环境问题特征和相关政策方向的变化,将中国农业农村环境保护政策的演变分成四个阶段;通过对不同阶段中国农业农村环境问题演变和相关政策调整变化的回顾和分析,从历史中探寻规律、分析原因;明确新时代背景下农业农村环境保护的目标和定位,并提出新时代农业农村环境保护的政策手段建议和政策行动方向。
