Environmental Impact Assessment of Railway Construction Projects based on New Format and New Requirements

This paper analyzes the new types of railway construction projects and diversified investment and construction entities, as well as the new requirements of the new edition of the technical guidelines for environmental assessment and the deepening of the reform of "management service" in the field of ecological environment on the environmental assessment of railway construction projects. It expounds that the project compliance analysis is the prerequisite for the development of environmental assessment. It also puts forward suggestions on the technical points of the environmental assessment of the general situation of the project, the environmental impact comparison and selection of the project scheme, the ecological,acoustic, surface water, groundwater, soil and other environmental factors, and the management of the environmental assessment of the reconstruction of the railway "bringing the old with the new" and the engineering change.
