电网作业人员安全素质技能评价研究

将安全木桶理论应用于管理实践,提出了"安全准入"的思路,从安全规程考试、安全行为模拟测试、在岗安全表现、安全技能实际表现4个方面阐述了作业人员安全素质技能评价的管理理念、工作流程和具体方法,以形成有力的激励和约束机制,促进一线作业人员不断提高本质安全水平。

Study on Evaluation of Safety Quality and Skills of Power Grid Operators

Applying safety cask theory to management practice,this paper puts forward the thinking of“security access”,from four aspects,the safety rules test,safety behavior simulation test,on-the-job safety performance and safety skills actual performance,this paper expounds management idea,work process,and specific methods of the operation personnel safety quality skills evaluation,to form a powerful incentive and constraint mechanism and promote the continuous improvement of essential safety level of front-line operators.
