牡丹江市噪声功能区划调整技术方法的研究

原牡丹江城市功能区区划制定于2001年，但是随着经济的发展牡丹江城市化进程的不断推进，城市部分土地的使用功能发生了改变，同时城市规划与用地现状存在较大矛盾，造成原功能区的划分与现实的差距较大，因此该区划已经不能为环境管理提供有效的技术支持，为适应牡丹江市城市环境管理和人民生活的需要，科学调整牡丹江市环境噪声功能区划是构建人和自然相处的和谐社会，并为环境噪声执法提供依据的有效手段。本文通过噪声功能区划的技术规定认真分析研究，并结合牡丹江市实际情况对牡丹江市噪声功能区划进行调整，可以为其它县（市）的功能区调整提供一定的技术参考。

Research on Adjustment Methods of Noise Function Zone Regionalization in Mudanjiang City

The urban functional area division of Mudanjiang City was set up in 2001. With the economic development and ur- banization of Mudanjiang City, the functions of some urban lands have changed. At the same time, there is a contradiction be- tween urban planning and land use status quo, cause the difference between original functional area division and reality is becom- ing larger. The division can＇t provide effective technical support for environmental management. In order to adapt to the current situation of urban environment management and to satisfy the need of people＇s life, scientific adjustment of urban environmental noise function division is an effective measure to build the harmonious society and to provide basis for environmental noise regula- tion. This article analyzed the technical regulations on noise function regionalization with focus on actual conditions of Mudanjiang City, providing technical references to regionalization adjustment in other areas.
