Large geographic areas can have numerous incipient invasive plant populations that necessitate eradication. However, resources are often deficient to address every infestation. Within the United States, weed lists (either state-level or smaller unit) generally guide the prioritization of eradication of each listed species uniformly across the focus region. This strategy has several limitations that can compromise overall effectiveness, which include spending limited resources on 1) low impact populations, 2) difficult to access populations, or 3) missing high impact populations of low priority species. Therefore, we developed a novel science-based, transparent, analytical ranking tool to prioritize weed populations, instead of species, for eradication and tested it on a group of noxious weeds in California. For outreach purposes, we named the tool WHIPPET (Weed Heuristics: Invasive Population Prioritization for Eradication Tool). Using the Analytic Hierarchy Process that included expert opinion, we developed three major criteria, four sub-criteria, and four sub-sub-criteria, taking into account both species and population characteristics. Subject matter experts weighted and scored these criteria to assess the relative impact, potential spread, and feasibility of eradication (major criteria) for 100 total populations of 19 species. Species-wide population scores indicated that conspecific populations do not necessarily group together in the final ranked output. Thus, priority lists based solely on species-level characteristics are less effective compared to a blended prioritization based on both species attributes and individual population and site parameters. WHIPPET should facilitate a more efficacious decision-making process allocating limited resources to target invasive plant infestations with the greatest predicted impacts to the region under consideration.  相似文献

Working rangelands and natural areas span diverse ecosystems and face both ecological and economic threats from weed invasion. Restoration practitioners and land managers hold a voluminous cache of place-based weed management experience and knowledge that has largely been untapped by the research community. We surveyed 260 California rangeland managers and restoration practitioners to investigate invasive and weedy species of concern, land management goals, perceived effectiveness of existing practices (i.e., prescribed fire, grazing, herbicide use, and seeding), and barriers to practice implementation. Respondents identified 196 problematic plants, with yellow starthistle (Centaurea solstitialis L.) and medusahead (Elymus caput-medusae L.) most commonly listed. Reported adoption and effectiveness of weed management practices varied regionally, but the most highly rated practice in general was herbicide use; however, respondents identified considerable challenges including nontarget effects, cost, and public perception. Livestock forage production was the most commonly reported management goals (64% of respondents), and 25% of respondents were interested in additional information on using grazing to manage invasive and weedy species; however, 19% of respondents who had used grazing for weed management did not perceive it to be an effective tool. Across management practices, we also found common barriers to implementation, including operational barriers (e.g., permitting, water availability), potential adverse impacts, actual effectiveness, and public perception. Land manager and practitioner identified commonalities of primary weeds, management goals, perceived practice effectiveness, and implementation barriers across diverse bioregions highlight major needs that could be immediately addressed through management–science partnerships across the state’s expansive rangelands and natural areas.  相似文献

This paper aims to assess the suitability of remote sensing for enhancing the management of water body resources and for providing an inexpensive way to gather, on a wide area, weed infestation extent and optical parameter linked to the water body status. Remotely sensed satellite images and ancillary ground true data were used to produce land cover maps, trough classification techniques, and water compounds maps, applying radiative transfer models. The study proposed within the framework of the cooperation between Italian Foreign Affair Ministry (through the University of Rome) and Kenyan Authorities has been carried out on the Kenyan part of the Lake Victoria. This lake is one of the largest freshwater bodies of the world where, over the last few years environmental challenges and human impact have perturbed the ecological balance affecting the biodiversity. The objective of this research study is to define the thematic products, retrievable from satellite images, like weed abundance maps and water compound concentrations. These products, if provided with an appropriate time frequency, are useful to identify the preconditions for the occurrence of hazard events like abnormal macrophyte proliferation and to develop an up-to-date decision support system devoted to an apprised territory, environment and resource management.  相似文献

Healthy seagrass is considered a prime indicator of estuarine ecosystem function. On the Pacific coast of North America, at least two congeners of Zostera occur: native Zostera marina, and introduced, Zostera japonica. Z. japonica is considered “invasive” and therefore, ecologically and economically harmful by some, while others consider it benign or perhaps beneficial. Z. japonica does not appear on the Federal or the Oregon invasive species or noxious weed lists. However, the State of California lists it as both an invasive and noxious weed; Washington State recently listed it as a noxious weed. We describe the management dynamics in North America with respect to these congener species and highlight the science and policies behind these decisions. In recent years, management strategies at the state level have ranged from historical protection of Z. japonica as a priority habitat in Washington to eradication in California. Oregon and British Columbia, Canada appear to have no specific policies with regard to Z. japonica. This fractured management approach contradicts efforts to conserve and protect seagrass in other regions of the US and around the world. Science must play a critical role in the assessment of Z. japonica ecology and the immediate and long-term effects of management actions. The information and recommendations provided here can serve as a basis for providing scientific data in order to develop better informed management decisions and aid in defining a uniform management strategy for Z. japonica.  相似文献

A cooperative approach via transfer fee was developed to improve the cost‐effectiveness of water pollution control in interjurisdictional lake basin management in China. Different from the existing literature that studies water quality trading and pollution reduction at micro levels (i.e., focusing on enterprises and firms), this article explores cooperative pollution reduction strategies from a macro level, targeting multiple jurisdictional regions. The merits of this new approach include: (1) improving the cost‐effectiveness of pollution reduction by making use of the cost differentiation in pollution reduction between industries and municipal sewage plants, and between different administrative areas; (2) managing payments for ecosystem services by horizontal transfer payment; and (3) incorporating the concepts of game, cooperation, coordination, and watershed‐based management in implementation. For empirical demonstration, a bilevel optimization model was built and calibrated using the 2005 data of the Lake Tai basin to work out the optimal solutions for cooperative chemical oxygen demand (COD) reduction. Results show that policies based on this new approach can significantly reduce the overall COD abatement costs for the basin as well as the individual jurisdictional regions compared to the current practice.  相似文献

A basic proposition of ‘agency theory’ is that output-based performance incentives encourage greater effort. However, studies find that incentive schemes can distort effort if rewards for performance are discrete or non-linear. The Federal Emergency Management Agency's (FEMA) Community Rating System (CRS) is a flood mitigation programme with a non-linear incentive design. Under this programme, localities are incentivised to implement a mix of 18 flood mitigation activities. Each activity is performance scored, with accumulated scores corresponding to a percent discount on flood insurance premiums for residents that hold National Flood Insurance policies. Discounts range from 0 to 45% and increase discretely in increments of 5%. With multivariate statistical and Geographic Information Systems analytic techniques, tests are made to find whether observed changes in annual CRS scores for participating localities in Florida are explained by non-linear incentives, adjusting for hydrologic conditions, flood disaster histories, socio-economic and human capital controls that can plausibly account for local mitigation activity scores over time. Results indicate that local jurisdictions are discount-seeking, with mitigation efforts partially driven by the non-linear incentive design of the CRS programme. The paper ends with recommendations to improve the operation FEMA's flood mitigation programme.  相似文献

Globally, invasions by alien plants are rapidly increasing in extent and severity, leading to large-scale ecosystem degradation. Weed biological control offers opportunities to arrest or even reverse these trends and, although it is not always effective or appropriate as a management strategy, this practice has an excellent record of safety and many notable successes over two centuries. In recent years, growing concerns about the potential for unintended, non-target damage by biological control agents, and fears about other unpredictable effects on ecosystems, have created an increasingly demanding risk-averse regulatory environment. This development may be counter-productive because it tends to overemphasize potential problems and ignores or underestimates the benefits of weed biological control; it offers no viable alternatives; and it overlooks the inherent risks of a decision not to use biological control. The restoration of badly degraded ecosystems to a former pristine condition is not a realistic objective, but the protection of un-invaded or partial restoration of invaded ecosystems can be achieved safely, at low cost and sustainably through the informed and responsible application of biological control. This practice should therefore be given due consideration when management of invasive alien plants is being planned. This discussion paper provides a perspective on the risks and benefits of classical weed biological control, and it is aimed at assisting environmental managers in their deliberations on whether or not to use this strategy in preference, or as a supplement to other alien invasive plant control practices.  相似文献

What resources should be committed to the control of invasive species? This study is based on a survey of nature conservation and forestry authorities, wildlife trusts and private landowners which investigated the extent of the ecological and economic impacts of the invasive non-native plant Rhododendron ponticum in the British Isles. There are data on 52,000 ha of land affected by R. ponticum, more than 30,000 ha of it in nature reserves. For nearly all nature reserves, displacement of native species and habitat changes were both reported. In 2001, respondents controlled 1275 ha of R. ponticum at a cost of pound 670,924. To test the optimality of this, we apply a model of social expenditure. The external costs of R. ponticum control are estimated from the probability that it will spread to contiguous sites and the damage done on invaded sites. These are then used to calculate the socially optimal level of expenditure on R. ponticum control, and the funding gap it identified by comparing the result with current levels of expenditure. The results suggest that a socially optimal level of control effort requires a significant increase in social funding for R. ponticum control, although the size of the increase varies between landholders.  相似文献

Microstegium vimineum is an invasive grass introduced from Asia that has spread throughout riparian areas of the eastern United States threatening native riparian vegetation. Postemergence (POST) herbicides registered for aquatic use were evaluated for control of M. vimineum on two riparian restoration sites in the Piedmont and Upper Coastal Plain of North Carolina. This study found that standard and lower than standard rates of diquat, fluridone, flumioxazin, glyphosate, imazamox, and imazapyr reduced weed stem density and biomass at 6 and 30 weeks after treatment (WAT). Both rates of bispyribac and penoxsulam provided less control of M. vimineum. Visual ratings showed both rates of diquat, flumioxazin, imazamox, and imazapyr controlled 63‐100% of M. vimineum at 6 WAT and 84‐100% at 30 WAT. Fluridone and glyphosate provided slightly less control. Bispyribac and penoxsulam treatments provided less control at 6 and 30 WAT compared to the other treatments. Plots treated with both rates of diquat, flumioxazin, imazamox, and imazapyr were nearly devoid of all vegetation at 30 WAT. Recommendations include POST application of lower than standard rates of diquat, flumioxazin, fluridone, glyphosate, imazamox, and imazapyr on riparian restoration sites infested with M. vimineum. Immediate vegetation management measures including temporary and permanent plant cover should be employed on treated sites where weeds are completely eradicated to prevent erosion.  相似文献

Socioeconomic, demographic, and attitudinal factors likely to influence individual initiative to use control measures against gypsy moth infestation in New Hampshire are examined. Data were acquired through a mail survey from 629 individuals in three targeted towns: Bow, Conway, and Exeter. Using logit regression analysis, numerous variables are shown to be statistically significant in influencing an individual's willingness to use control measures. The influencing factors include: the individual knowing the difference between the gypsy moth caterpillar and the eastern tent caterpillar; the individual being a homeowner rather than a renter; the number of acres of land accompanying the individual's dwelling; the number of trees on the individual's property; the individual's gender; and the individual's level of income. Aesthetic damage and the nuisance caused by gypsy moth infestation were the primary reasons for individuals to use control measures. The results from this study indicate that the motivation behind an individual's initiative to use control measures is influenced by diverse and varying factors. The models, methodology, and results as applied and presented here are exploratory in nature, yet could prove informative for researchers seeking a greater understanding of the interaction between humans and insect pests.  相似文献

This paper applies the concept of welfare environmentality to analyse Indonesia’s emerging national and project-based incentive frameworks, a key component to the climate programme reducing emissions from deforestation and forest degradation (REDD+). The paper adapts governmentality theory to explore the rationale and design of various incentive instruments, including government institutions to disburse financial payments and co-benefits to multiple recipients, as well as a local demonstration project in Central Kalimantan Province. These REDD+ incentives are often conflated with the neoliberalisation of the climate agenda, focused on the adoption of market instruments and the commodification of forest carbon. However, REDD+ incentives in Indonesia include diverse policy mechanisms and encompass multiple objectives – such as the delivery of social services and employment schemes aimed at improving community livelihoods. These incentives employ a welfare environmentality, where government agencies and their partners deliver certain rights and socio-economic security for communities in return for adopting practices that improve carbon and forest management. The application of welfare environmentality shows how incentive frameworks operate as a state intervention designed to restructure relations between people and environmental resources.  相似文献

Yellow starthistle (Centaurea solsitialis L.) is an invasive weed that creates problems for the management of Idaho's rangelands. A bioeconomic approach combined with an input-output economic model is used to estimate direct and secondary economic costs of the weed in relation to its interference with agricultural and non-agricultural benefits that rangelands provide. Direct economic costs of the infestations were estimated to be of 8.2 million '05 dollars per year, and secondary costs of 4.5 million '05 dollars per year, for a total of 12.7 million '05 dollars; agricultural related economic impacts accounted for 79% of this total cost, and non-agricultural for 21%.  相似文献

New plant taxa from around the world continue to be imported into Australia and New Zealand. Many of these taxa have the potential to become agricultural or environmental weeds and this risk needs to be assessed before allowing their entry. A weed risk assessment system is described that uses information on a taxon's current weed status in other parts of the world, climate and environmental preferences, and biological attributes. The system is designed to be operated by quarantine personnel via a user-friendly computer interface.The model was tested against experts' scores for weediness for 370 taxa present in Australia, representing both weeds and useful taxa from agriculture, the environment, and other sectors. The model was judged on its ability to correctly ‘reject’ weeds, ‘accept’ non-weeds, and generate a low proportion of taxa which could not be decisively categorised, termed ‘evaluate’. More than 70% of the taxa were rejected or accepted. All taxa classified as serious weeds, and most minor weeds, were rejected or required further evaluation, while only 7% of non-weeds were rejected. The model was modified to New Zealand conditions and evaluated against the opinions of several groups of experts and against economic measures. The model produced a weediness score very similar to the mean of the experts scores. The latter were highly variable: agriculturalists tended to accept known weeds, conservationists tended to reject most adventive taxa, and only botanists produced scores similar to the model. The model scores also tended to be independent of economic value as measured in this study. The model could be adapted for use as a screening tool in any region of the world.  相似文献

The intensive and abundant use of synthetic herbicides has been questioned in recent decades due to the strong dependence and also the resistance effects that are identified in weeds. Several grain crops suffer from the weed control system because many of the weeds are already resistant to the main herbicides that are used. In recent years, there has been a large gap in the market without the addition of new synthetic herbicides with mechanisms of action that differ from those already existing. The objective of this short piece is to address and overcome this challenge and bring an innovative and alternative solution that proposes a synergistic action system between bioherbicides produced by the fungus Trichoderma koningiopsis and synthetic herbicides (2,4‐dichlorophenoxyacetic acid, glyphosate, and ammonium glufosinate). The plants included in this study were Bidens pilosa (amor seco, or in the United States, beggar ticks or Spanish needle), Euphorbia heterophylla (adeus‐brasil), and Conyza bonariensis (margaridinha‐do‐campo, or, in the United States, hairy fleabane or asthmaweed). It was verified that, in the application of the biocomposites in the presence of chemical herbicides, potentiation of the phytotoxic action (100%) occurred under the target plants, emphasizing phytotoxicity to the weed, C. bonariensis, which is currently resistant to available herbicides. The bioherbicides studied have promising characteristics to be explored in the biocontrol of weeds.  相似文献

The cost-effectiveness of biodiversity management of heather, herb-rich grassland and wetland habitats is compared between different farm types in the context of the Environmentally Sensitive Area (ESA) scheme in Scotland. Biodiversity is measured at two spatial levels. Costs to the public exchequer of habitat management are compared with private costs to the farmer. Biodiversity and cost are combined in cost-effectiveness ratios. Biodiversity, cost and cost-effectiveness differentials are found between farm types for all three habitats. Farms incur negligible opportunity costs in the management of all three habitats, implying farmer retention of compensating ESA management payments. It is concluded that greater account of biodiversity and cost characteristics of entrants to agri-environmental schemes would increase the costeffectiveness and transparency of schemes, and assist towards scheme assessment at the individual farm level.  相似文献

In this paper estimates are made of the profitability of the tin buffer stocks operated under the International Tin Agreements. The issue of buffer stock profitability is important because under UNCTAD's Common Fund proposals some funds will be raised from money or capital markets and commercially competitive rates of interest must be paid. If a buffer stock fails to be commercially profitable, these interest payments will have to be subsidized from governmental contributions or elsewhere. Although it does seem that the International Tin Agreements have been broadly self- financing, the limited influence that they have had on market price fluctuations still leaves open the question of their usefulness.  相似文献

Previous studies have suggested that phenolic acids from legume green manures may contribute to weed control through allelopathy. The objectives of this study were to investigate the oxidation reactions of phenolic acids in soil and to determine the subsequent effects of oxidation upon phytotoxicity. Soils were reacted for 18 h with 0.25 mmol L(-1) benzoic and cinnamic acid derivative solutions and Mn release from the suspension was used as a marker for phenolic acid oxidation. The extent of oxidation in soil suspensions was in the order of 3,4dihydroxy- > 4-hydroxy-3-methoxy- > 4-hydroxy-approximately 2-hydroxy-substituted benzoic and cinnamic acids. The same ranking was observed for cyclic voltammetry peak currents of the cinnamic acid derivatives. This suggests that the oxidation of phenolic acids is controlled by the electron transfer step from the sorbed phenolic acid to the metal oxide. A bioassay experiment showed that the 4-hydroxy-, 4-hydroxy-3-methoxy-, and 3,4-dihydroxy-substituted cinnamic acids were bioactive at 0.25 mmol L(-1) concentration. Reaction with soil for 18 h resulted in the elimination of bioactivity of these three cinnamic acids at the 5% significance level. The oxidative reactivity of phenolic acids may limit the potential of allelopathy as a component of an integrated weed management system. However, the initial phytotoxicity after soil incorporation may coincide with the early, critical stage of weed emergence and establishment, so that allelopathic phenolic acids may still play a role in weed management despite their reactivity in soil systems.  相似文献

随着社会经济的发展和城市化进程的推进,我国环境风险事故频发。与此同时,公众对于美好环境的需求日益提升,公众与专家和政府之间的风险判断差异是不同规模的群体性事件发生的主要诱因。为识别公众环境风险接受度的影响因素,本研究基于结构方程模型分析了11种环境风险的客观风险水平和公众感知到的风险影响度、场域了解度、政府信任度、社会经济水平等因素对公众风险接受度的影响。研究结果显示,社会经济水平、风险影响度、场域了解度、政府信任度均直接影响公众的风险接受度;客观风险水平则通过风险影响度的中介作用间接影响风险接受度。因此,为在经济发展过程中降低公众风险感知偏差对生产生活的影响,我国除了通过更严格的风险管控手段降低风险事故发生概率和影响范围外,还需要通过信息公开、公众参与和生态科普等方式增强公众对风险场域的了解度和对政府的信任度以提升风险接受能力。  相似文献

We present the idea of using potential infringements on annual allowable harvest targets as an approach to estimate threats from invasive species to the forest products sector. The approach uses present-day harvest levels as a reference level to estimate when and where the impact of a nonnative forest pest could become economically damaging. We use a generic model that simulates spread and damage by nonnative invasive species, basic harvest and forest growth through time. The concept is illustrated with a case study of a new nonnative invasive pest, Sirex noctilio Fabricius on pine resources in eastern Canada. Impacts of invasion on wood supply, in particular, the point at which present-day harvest levels are not attainable, were identified for 77 non-overlapping geographical regions that delimit the primary wood supply areas around large mills and wood processing facilities in eastern Canada. The results identify the minimum area of a pest outbreak that could trigger harvest shortages (approximately 12.5–14 M ha of pine forests in Ontario and Quebec). Beyond this level, the amount of host resource available for harvesting in any given year declines rapidly. The failure to sustain broad-scale harvest targets may be an attractive and intuitive indicator for policy makers and regulators interested in developing control and “slow-the-spread” programs for non-native forest pests.  相似文献
