Summary In the current push for wildland preservation it is imperative to consider the inherent value of wilderness as a medium for improving psychological health. As Fritz Perls and other Gestalt psychologists have pointed out, we are living in an increasingly complex social structure which is causing us to lose touch with our ‘inner voice’—the voice that Perls claimed could tell us how to maintain organismic health and balance, if only we paid attention to it. He emphasized the need for an individual to become self-aware and self-responsible in order to reach psychological maturity (internal versus external support). However learning and developing self-awareness need not occur in a therapeutic setting alone. The process of personal growth may be greatly expedited by spending time in a wilderness setting. Environmentalists have long known about the healing powers of nature. From Thoreau to Abbey, they have pointed out the unique qualities of wilderness—simplicity and impartiality—which, in contrast to a complex, value-governed society, make it an ideal setting for self-exploration and understanding. People who experience the wilderness can return empowered to act as responsible, aware human beings, in a currently unhealthy, dehumanizing society. Ms. Suttie is a native of Northern California where the natural beauty of rugged coastline and wooded hills impressed upon her the importance of preserving the environment. Ms. Suttie completed her undergraduate degree in Biochemistry-Molecular Biology at the University of California, Santa Barbara (1981) and is presently involved in the master of Arts programme in Confluent Education, also at UCSB. She is studying under the direction of Dr George Brow, a noted Gestalt therapist. She hopes to combine the insights of the Gestalt approach with her particular interest—environmental education. Ms. Suttie has traveled extensively in Europe and the US and spent a year at St. Andrew's University, Scotland while an undergraduate. An avid backpacker, she has hiked the major mountain ranges of the Pacific northwest. Currently a resident of Santa Barbara, California, she finds the nearby San Rafael Wilderness and the coastal ranges ideal as settings for testing out her theories regarding the relationship between health and wilderness experience. This article critically reviews the evolution of urban environmental management in Shanghai since 1978. Established in a transitional postsocialist economy and shaped by a spectacular urban redevelopment process, the current environmental management framework of Shanghai has succeeded in mitigating major industrial pollution and improving urban amenities with unprecedented pace and magnitude. However, it generally failed to take social equity and environmental justice issues into consideration. Based on Haughton’s models of sustainable urban development, this article proposes four priorities and five principles within the framework of a fair shares cities model for the future environmental management of Shanghai and briefly discusses their policy implications and implementation issues. The authors argue that Haughton’s approach is relevant to Shanghai’s case because the essence of his argument—the multidimensional equity principles—is the core of the concept of sustainable development.  相似文献

By 2050, global livestock production is expected to double—growing faster than any other agricultural sub-sector—with most of this increase taking place in the developing world. As the United Nation’s four-hundred-page report, Livestock’s Long Shadow: Environmental Issues and Options, documents, livestock production is now one of three most significant contributors to environmental problems, leading to increased greenhouse gas emissions, land degradation, water pollution, and increased health problems. The paper draws on the UN report as well as a flurry of other recently published studies in order to demonstrate the effect of intensive livestock production on global warming and on people’s health. The paper’s goal is to outline the problems caused by intensive livestock farming and analyze a number of possible solutions, including legislative changes and stricter regulations, community mobilizing, and consumers choosing to decrease their demand for animal products.  相似文献

Wildfire, like many natural hazards, affects large landscapes with many landowners and the risk individual owners face depends on both individual and collective protective actions. In this study, we develop a spatially explicit game theoretic model to examine the strategic interaction between landowners’ hazard mitigation decisions on a landscape with public and private ownership. We find that in areas where ownership is mixed, the private landowner performs too little fuel treatment as they “free ride”—capture benefits without incurring the costs—on public protection, while areas with public land only are under-protected. Our central result is that this pattern of fuel treatment comes at a cost to society because public resources focus in areas with mixed ownership, where local residents capture the benefits, and are not available for publicly managed land areas that create benefits for society at large. We also find that policies that encourage public expenditures in areas with mixed ownership, such as the Healthy Forest Restoration Act of 2003 and public liability for private values, subsidize the residents who choose to locate in the high-risk areas at the cost of lost natural resource benefits for others.  相似文献

Representative Landscapes in the Forested Area of Canada   总被引:1,自引:0,他引:1  
Canada is a large nation with forested ecosystems that occupy over 60% of the national land base, and knowledge of the patterns of Canada’s land cover is important to proper environmental management of this vast resource. To this end, a circa 2000 Landsat-derived land cover map of the forested ecosystems of Canada has created a new window into understanding the composition and configuration of land cover patterns in forested Canada. Strategies for summarizing such large expanses of land cover are increasingly important, as land managers work to study and preserve distinctive areas, as well as to identify representative examples of current land-cover and land-use assemblages. Meanwhile, the development of extremely efficient clustering algorithms has become increasingly important in the world of computer science, in which billions of pieces of information on the internet are continually sifted for meaning for a vast variety of applications. One recently developed clustering algorithm quickly groups large numbers of items of any type in a given data set while simultaneously selecting a representative—or “exemplar”—from each cluster. In this context, the availability of both advanced data processing methods and a nationally available set of landscape metrics presents an opportunity to identify sets of representative landscapes to better understand landscape pattern, variation, and distribution across the forested area of Canada. In this research, we first identify and provide context for a small, interpretable set of exemplar landscapes that objectively represent land cover in each of Canada’s ten forested ecozones. Then, we demonstrate how this approach can be used to identify flagship and satellite long-term study areas inside and outside protected areas in the province of Ontario. These applications aid our understanding of Canada’s forest while augmenting its management toolbox, and may signal a broad range of applications for this versatile approach.  相似文献

South Korea’s Civilian Control Zone (CCZ), a relatively untouched area due to tight military oversight since the end of Korean War, has received considerable attention nationally and internationally for its rich biodiversity. However, the exclusion of local communities from the process of defining problems and goals and of setting priorities for biodiversity conservation has halted a series of biodiversity conservation efforts. Through qualitative research, we explored CCZ farmers’ views of key problems and issues and also the sources of their opposition to the government-initiated conservation approaches. Key findings include the farmers’ concerns about the impact of conservation restrictions on their access to necessary resources needed to farm, wildlife impacts on the value of rice and other agricultural goods they produce, and farmers’ strong distrust of government, the military, and planners, based on their experiences with past conservation processes. The findings regarding farmers’ perceptions should prove useful for the design of future participatory planning processes for biodiversity conservation in the CCZ. This case highlights how conservative measures, perceived to be imposed from above—however scientifically valuable—can be undermined and suggests the value that must be placed on communication among planners and stakeholders.  相似文献

Earthworms’ body works as a ‘biofilter’ and they have been found to remove the 5 days’ BOD (BOD5) by over 90%, COD by 80–90%, total dissolved solids (TDS) by 90–92%, and the total suspended solids (TSS) by 90–95% from wastewater by the general mechanism of ‘ingestion’ and biodegradation of organic wastes, heavy metals, and solids from wastewater and also by their ‘absorption’ through body walls. Earthworms increase the hydraulic conductivity and natural aeration by granulating the clay particles. They also grind the silt and sand particles, increasing the total specific surface area, which enhances the ability to ‘adsorb’ the organics and inorganic from the wastewater. Intensification of soil processes and aeration by the earthworms enable the soil stabilization and filtration system to become effective and smaller in size. Suspended solids are trapped on top of the vermifilter and processed by earthworms and fed to the soil microbes immobilized in the vermifilter. There is no sludge formation in the process which requires additional expenditure on landfill disposal. This is also an odor-free process and the resulting vermifiltered water is clean and disinfected enough to be reused for farm irrigation and in parks and gardens G. Institutions are the rules and norms that guide societal behavior. As societies evolve—with more diverse economies, increased populations and incomes, and more water scarcity—new and more complex water management institutions need to be developed. This evolution of water management institutions may also be observed across different constituencies, with different societal needs, in the same time period. The Red River of the North basin is particularly well suited for research on water management issues. A key feature of water management in the Red River Basin is the presence of three completely different sets of water law. Minnesota’s water law is based upon riparian rights. North Dakota’s water law is based upon prior appropriation. Manitoba has a system of water allocation that features provincial control. Because the basin is fairly homogeneous in terms of land use and geographic features, its institutional diversity makes this an excellent case study for the analysis of local water institutions. This article reviews the local water management institutions in the Red River Basin and assesses the ongoing institutional evolution of local water management.  相似文献

Land-Use and Land-Cover Change in Montane Mainland Southeast Asia   总被引:12,自引:1,他引:12  
This paper summarizes land-cover and land-use change at eight sites in Thailand, Yunnan (China), Vietnam, Cambodia, and Laos over the last 50 years. Project methodology included incorporating information collected from a combination of semiformal, key informant, and formal household interviews with the development of spatial databases based on aerial photographs, satellite images, topographic maps, and GPS data. Results suggest that land use (e.g. swidden cultivation) and land cover (e.g. secondary vegetation) have remained stable and the minor amount of land-use change that has occurred has been a change from swidden to monocultural cash crops. Results suggest that two forces will increasingly determine land-use systems in this region. First, national land tenure policies—the nationalization of forest lands and efforts to increase control over upland resources by central governments—will provide a push factor making it increasingly difficult for farmers to maintain their traditional swidden land-use practices. Second, market pressures—the commercialization of subsistence resources and the substitution of commercial crops for subsistence crops—will provide a pull factor encouraging farmers to engage in new and different forms of commercial agriculture. These results appear to be robust as they come from eight studies conducted over the last decade. But important questions remain in terms of what research protocols are needed, if any, when linking social science data with remotely sensed data for understanding human-environment interactions.  相似文献

Summary It appears that Harvey’s mediating definition and structural model have in fact subsumed the substance of earlier definitions and models; it also appears that no definitions or models proposed since the completion of his work in 1976 are at variance. The same might also be said about Lucas’ in, about, and for analysis, and to Johnson’s definitional study. But these works do clearly lie ‘mostly unattended by professionals’ (Hungerfordet al., 1983). The basic problem apparently is one of communication—either those concerned are not aware of what each other are saying, or they choose not to acknowledge, discuss, or debate it, for what they must assume are sufficient reasons. A number of apparently viable definitions and models have been advanced; Harvey has provided an analysis of most, and proposed a middle ground. A basis for resolution exists.  相似文献

Federal land management agencies, such as the USDA Forest Service, have expanded the role of recreation partners reflecting constrained growth in appropriations and broader societal trends towards civic environmental governance. Partnerships with individual volunteers, service groups, commercial outfitters, and other government agencies provide the USDA Forest Service with the resources necessary to complete projects and meet goals under fiscal constraints. Existing partnership typologies typically focus on collaborative or strategic alliances and highlight organizational dimensions (e.g., structure and process) defined by researchers. This paper presents a partner typology constructed from USDA Forest Service partnership practitioners’ conceptualizations of 35 common partner types. Multidimensional scaling of data from unconstrained pile sorts identified 3 distinct cultural dimensions of recreation partners—specifically, partnership character, partner impact, and partner motivations—that represent institutional, individual, and socio-cultural cognitive domains. A hierarchical agglomerative cluster analysis provides further insight into the various domains of agency personnel’s conceptualizations. While three dimensions with high reliability (RSQ = 0.83) and corresponding hierarchical clusters illustrate commonality between agency personnel’s partnership suppositions, this study also reveals variance in personnel’s familiarity and affinity for specific partnership types. This real-world perspective on partner types highlights that agency practitioners not only make strategic choices when selecting and cultivating partnerships to accomplish critical task, but also elect to work with partners for the primary purpose of providing public service and fostering land stewardship.  相似文献

Over the last years, Norway has revised its animal welfare legislation. As of January 1, 2010, the Animal Protection Act of 1974 was replaced by a new Animal Welfare Act. This paper describes the developments in the normative structures from the old to the new act, as well as the main traits of the corresponding implementation and governance system. In the Animal Protection Act, the basic animal ethics principles were to avoid suffering, treat animals well, and consider their natural needs and instincts. In addition, a principle for balancing our duties towards animals with the needs and interests of humans was expressed by the formulation “unnecessary suffering.” These principles (only with slightly different formulations) are retained in the new act. The novelty of the new act is shown by its explicit intention to promote respect for animals and its recognition of animals’ intrinsic value. Whereas intrinsic value is only given a symbolic function, the notion of respect is intended to have practical consequences. One interpretation of respect for animals is taking the animal’s integrity—and not only welfare—into account. Another is to see the introduction of respect as a call to animal keepers to provide animals with welfare exceeding the minimum requirements. In several respects, the legal system now seems to leave more responsibility to the individual animal keeper—and to citizens in general. I argue that if the authorities really do want to promote respect for animals, they must at the same time initiate activities to achieve this. In my perspective the challenge is to provide adequate measures to achieve in practice the intended respect for animals expressed in the new act.  相似文献

It has been proposed that indigenous societies can be models for the conservation of biodiversity. However, attempts at implementing conservation-based development plans are being judged failures. In this article, I argue that these failures can be addressed by translating indigenous knowledge into context that is mutually intelligible to both indigenous people and conservation biologists. Drawing on sixteen months of ethnobiological fieldwork, this article uses indigenous knowledge to describe the relationship of traditional life to biodiversity for the Hewa of Papua New Guinea’s Central Range. The island of New Guinea is one of the planet’s last bastions of cultural and biological diversity. Using birds as an indicator of diversity, I argue that more productive conservation policies will emerge when indigenous activities are viewed not as vehicles for establishing equilibrium with the environment, but as a source of ecological disturbance. Although Hewa traditions currently play a significant role in shaping this biologically diverse environment, their lifestyle is not necessarily a template for sustainability in the future.  相似文献

Wyoming’s Green Mountain Common Allotment is public land providing livestock forage, wildlife habitat, and unfenced solitude, amid other ecological services. It is also the center of ongoing debate over USDI Bureau of Land Management’s (BLM) adjudication of land uses. Monitoring resource use is a BLM responsibility, but conventional monitoring is inadequate for the vast areas encompassed in this and other public-land units. New monitoring methods are needed that will reduce monitoring costs. An understanding of data-set relationships among old and new methods is also needed. This study compared two conventional methods with two remote sensing methods using images captured from two meters and 100 meters above ground level from a camera stand (a ground, image-based method) and a light airplane (an aerial, image-based method). Image analysis used SamplePoint or VegMeasure software. Aerial methods allowed for increased sampling intensity at low cost relative to the time and travel required by ground methods. Costs to acquire the aerial imagery and measure ground cover on 162 aerial samples representing 9000 ha were less than $3000. The four highest correlations among data sets for bare ground—the ground-cover characteristic yielding the highest correlations (r)—ranged from 0.76 to 0.85 and included ground with ground, ground with aerial, and aerial with aerial data-set associations. We conclude that our aerial surveys are a cost-effective monitoring method, that ground with aerial data-set correlations can be equal to, or greater than those among ground-based data sets, and that bare ground should continue to be investigated and tested for use as a key indicator of rangeland health.  相似文献

Summary When people are in government, they are always involved in some type of information communication, but for more than five years now I have been involved with the Congressional Research Service, CRS, an institution which is totally committed to research and transfer of information to the United States Congress. The Congressional Research Service works exclusively for congress—for al the members and all the committees; and CRS’s scope—information, reference and research—covers all subject areas, including environmental issues, which are of congressional interest. The inquiries from members and staff—by phone, letter or in person—exceed 400 000 a year, and the number of requests has increased at an average rate of almost 9 percent each year over the past decade. Small wonder the service employs about 825 people, 550 of whom are professionals. Gilbert Gude is Director of the Congressional Research Service of the Library of Congress, appointed by Librarian Daniel J. Boorstin in January 1977. Mr Gude’s career in public service began in 1953 when he was elected to the Maryland House of Delegates; he served as a Member of the Maryland State Senate from 1962–1966, before being elected to the US House of Representatives for the 8th District of Maryland in 1967. During his 10-year career in the House he served as ranking member of the Subcommittee on Conservation, Energy and Natural Resources of the Government Operations Committee and ranking member of the Committee on the District of Columbia; he was also a member of the Select Committee on Aging. Mr Gude’s legislative work concentrated in the areas of urban and regional affairs and environmental issues. He was a key sponsor of the bill creating the C&O Canal National Historical Park and developed a number of legislative initiatives involving the Potomac River. Mr Gude is Vice Chairman of the Board of Trustees of The Catholic University of America and a member of the National Academy of Public Administration. He is a former member of Members of Congress for Peace Through Law and former chairman of the 1976 Anglo-American Conference on Africa. Mr Gude received a B.S. from Cornell University in 1948 and an M.A. in public administration from George Washington University in 1958.  相似文献

For more than a decade, the U.S. government has promoted integrated pest management (IPM) to advance sustainable agriculture. However, the usefulness of this practice has been questioned because of lagging implementation. There are at least two plausible rationales for the slow implementation: (1) growers are not adopting IPM—for whatever reason—and (2) current assessment methods are inadequate at assessing IPM implementation. Our research addresses the second plausibility. We suggest that the traditional approach to measuring IPM implementation on its own fails to assess the distinct, biologically hierarchical components of IPM, and instead aggregates growers’ management practices into an overall adoption score. Knowledge of these distinct components and the extent to which they are implemented can inform government officials as to how they should develop targeted assistance programs to encourage broader IPM use. We address these concerns by assessing the components of IPM adoption and comparing our method to the traditional approach alone. Our results indicate that there are four distinct components of adoption—weed, insect, general, and ecosystem management—and that growers implement the first two components significantly more often than the latter two. These findings suggest that using a more nuanced measure to assess IPM adoption that expands on the traditional approach, allows for a better understanding of the degree of IPM implementation.  相似文献

Poverty, hunger and demand for agricultural land have driven local communities to overexploit forest resources throughout Ethiopia. Forests surrounding the township of Humbo were largely destroyed by the late 1960s. In 2004, World Vision Australia and World Vision Ethiopia identified forestry-based carbon sequestration as a potential means to stimulate community development while engaging in environmental restoration. After two years of consultation, planning and negotiations, the Humbo Community-based Natural Regeneration Project began implementation—the Ethiopian organization’s first carbon sequestration initiative. The Humbo Project assists communities affected by environmental degradation including loss of biodiversity, soil erosion and flooding with an opportunity to benefit from carbon markets while reducing poverty and restoring the local agroecosystem. Involving the regeneration of 2,728 ha of degraded native forests, it brings social, economic and ecological benefits—facilitating adaptation to a changing climate and generating temporary certified emissions reductions (tCERs) under the Clean Development Mechanism. A key feature of the project has been facilitating communities to embrace new techniques and take responsibility for large-scale environmental change, most importantly involving Farmer Managed Natural Regeneration (FMNR). This technique is low-cost, replicable, and provides direct benefits within a short time. Communities were able to harvest fodder and firewood within a year of project initiation and wild fruits and other non-timber forest products within three years. Farmers are using agroforestry for both environmental restoration and income generation. Establishment of user rights and local cooperatives has generated community ownership and enthusiasm for this project—empowering the community to more sustainably manage their communal lands.  相似文献

According to the Seventh National Forest Inventory (2004–2008), China’s forests cover an area of 195.45 million ha, or 20.36% of the total land area. China has the most rapidly increasing forest resources in the world. However, China is also a country with serious forest pest problems. There are more than 8,000 species of potential forest pests in China, including insects, plant diseases, rodents and lagomorphs, and hazardous plants. Among them, 300 species are considered as economically or ecologically important, and half of these are serious pests, including 86 species of insects. Forest management and utilization have a considerable influence on the stability and sustainability of forest ecosystems. At the national level, forestry policies always play a major role in forest resource management and forest health protection. In this paper, we present a comprehensive overview of both achievements and challenges in forest management and insect pest control in China. First, we summarize the current status of forest resources and their pests in China. Second, we address the theories, policies, practices and major national actions on forestry and forest insect pest management, including the Engineering Pest Management of China, the National Key Forestry Programs, the Classified Forest Management system, and the Collective Forest Tenure Reform. We analyze and discuss three representative plantations—Eucalyptus, poplar and Masson pine plantations—with respect to their insect diversity, pest problems and pest management measures.  相似文献

National surveys and a survey conducted by the authors in March and April 2004 revealed that the public’s concerns about air, water and land pollution have declined during the last four years in the United States and more specifically in the State of New Jersey. In New Jersey pollution remains a major concern of most residents, even during a period of a war, anxiety about terrorism and the economy. Those most anxious about pollution do not believe that government is doing enough to protect the environment, want to maintain current environmental laws, and are worried about the future. Disproportionately they are African and White Americans, middle income, and college graduates, in other words, part of the American mainstream. Direct attempts to weaken environmental protection are likely to be resisted by this core of the population, which does not trust current federal, state and local governments to protect the environment. We expect concerns for the environment to continue and yet change as production processes in the United States continue a trend toward pollution prevention, and we wait for the public’s mental models to catch up with this evolving reality.  相似文献
