The intention of this article is to clarify the current status of ISO 14001, the internationally accepted voluntary environmental management system (EMS) standard, which is an effective means to generate continuous environmental performance improvement in an organization as well as significant financial benefits such as operational efficiency improvements (e.g., energy and water savings), reduction in environmental risks and liability expenses, protection of corporate asset value, and public image improvements. The number of “ISO 14001” companies in Europe and the Pacific Rim is steadily increasing with customer and governmental pressure as the driving forces. In the United States, ISO 14001 implementation has lagged behind due to the fact that, so far, the EPA has not supported ISO 14001 as being sufficient for guaranteeing a reliable environmental performance record. Most ISO 14001 certified companies in the United States have been driven by overseas demand, particularly in the microelectronics industry because customers in this industry, especially those in Europe, will simply not do business in the future with companies that are not registered to ISO 14001. It is expected that European demand will continue to push ISO 14001 certification in the United States. Six ISO 14001 case studies in the U.S. chemical, electronics, and plastics industries, along with EPA's attitude toward ISO 14001 are described in this article. The case studies contain the reasons, steps taken, costs, benefits, problems, and future trends of ISO 14001 implementation and certification. 相似文献

This article investigates the impact of ISO 14001 certification on the compliance with environmental regulations by Korean companies. The impact of ISO 14001 certification on the industry was studied through a questionnaire survey and the compliance of environmental regulations were investigated using government-released data. The motivation for an environment management system was a result of the current international situation and the need to maintain fair competition. ISO 14001 certification has been recognized as an essential strategy for industrial competition and to improve company/product recognition. The certified and non-certified companies' environmental regulation violation (ERV) rates were 3.5% and 11.6%, respectively, in 1997. In 1998, the ERV rate had an eight-time difference with 1.0% and 8.5% for certified and non-certified companies, respectively. Annual regulation violation rates were reduced from 3.5% in 1997 to 1.0% in 1998 with certified companies and from 11.6% in 1997 to 8.5% in 1998 with their non-certified counterparts, respectively. Since the adoption of ISO 14001, companies have examined the standard and considered certification. Although the framework is useful and enhancing environmental management systems is beneficial, the adoption of ISO 14001 alone will not provide maximum company benefits. Companies must strive for an improvement in environmental performance and financial performance that can be accomplished only through significant changes in corporate culture, structure, and systems. By developing core capabilities such as skills and knowledge, physical technical systems, managerial systems, and values and norms, companies can develop organizational learning to increase sustainable competitive advantage. Since establishment of the ISO 14001 environmental management system in 1996, Japanese facilities have led the world in numbers of certifications. This research utilises survey data from more than 1700 Japanese facilities as well as follow-up interviews to identify the determinants of ISO certification, to examine the differences between early, recent and in-process certifiers, and to understand how ISO 14001 certification affects various environmental and managerial outcomes in Japan. Findings show that ISO certified facilities are larger and report higher levels of environmental management capacity. In addition, early certifiers are more likely to have established voluntary environmental agreements and are more active in international trade and business. Findings also provide evidence that while many facilities believe that ISO 14001 certification is excessively costly, they also report that certification has resulted in the establishment of new energy efficiency and waste reduction targets and higher target levels. Nevertheless, evidence indicates that certification does not generally result in longer-term outcomes such as post-certification adjustment of non-regulated targets. 相似文献

Environmental management systems (EMS) have been introduced globally to reduce environmental degradation issues brought about by industrial development. The research discussed in this paper is aimed at identifying the benefits and motivations of the implementation of EMS in compliance with the International Organization for Standardization (ISO) 14001 standard in Malaysian industries by using the pairwise comparison method. Experts in EMS from the Scientific and Industrial Research Institute of Malaysia were invited to participate in the research panel. Based on the experts’ input, data analysis was carried out by using multi‐criteria pairwise comparisons. The findings showed the ranked benefits and motivations of the implementation of the ISO 14001 standard for businesses. The results can indicate to policy‐makers and business advisors how businesses can be encouraged to implement the ISO 14001. 相似文献

This article analyzes what motivates companies to obtain ISO 14001 certification and what factors within companies determine the success or failure of the environmental management standard. The most important motivators appear to be the worldwide recognition accorded the ISO 14000 norm, and its applicability to all sectors. The factors that most contribute to success are the company's experience in management systems and involvement by management. The methodological framework set by standards ISO 14001 and ISO 14004 gives only general principles for environmental aspects
assessment, which is regarded as one of the most critical stages of implementing environmental management system. In Estonia,
about 100 organizations have been certified to the ISO 14001. Experience obtained from numerous companies has demonstrated
that limited transparency and reproducibility of the assessment process serves as a common shortcoming. Despite rather complicated
assessment schemes sometimes used, the evaluation procedures have been largely based on subjective judgments because of ill-defined
and inadequate assessment criteria. A comparison with some similar studies in other countries indicates a general nature of
observed inconsistencies. The diversity of approaches to the aspects’ assessment in concept literature and to the related
problems has been discussed. The general structure of basic assessment criteria, compatible with environmental impact assessment
and environmental risk analysis has also been outlined. Based on this general structure, the article presents a tiered approach

The International Standardization Organization (ISO) will be publishing the first international environmental management system standard: ISO 14001. The ultimate impact of this standard is subject to heated debate throughout the industrial and environmental communities. This article focuses on one aspect of the standard: the process of certification/registration. ISO 14001 is a voluntary initiative. Is ISO 14001 just for the private sector? The answer is definitely “No.” The survey in this article was conducted to better understand how ISO 14001/Environmental Management Systems (EMSs) was being addressed by state agencies around the country. The survey goals were to determine where the focus on ISO 14001/EMSs is within state government, what the level of interest is, and how far states have progressed toward some form of use or recognition of ISO 14001. During the months that this survey was conducted, the progress at the state and federal levels was remarkable. Many states are aggressively moving forward and encouraging the investigation of ISO 14001 implementation. There is a well coordinated effort between several states (the Multi-State Working Group) to gather data on ISO 14001 effectiveness in a consistent manner. The cooperation between EPA and the states is beginning to solidify, with federal dollars going to state-managed pilot programs, and EPA has stepped forward with a more organized effort led by the Office of Reinvention. 相似文献

In 1996, the International Standards Organization (ISO) completed work on an environmental management system (EMS) standard: ISO 14001. The standard involves only five required elements, spans less than five pages, and upon initial review, appears relatively uncomplicated. As well, many of the ISO 14001 requirements may already be present in an organization's existing EMS. Nevertheless, the new standard presents a number of challenges to industry implementation. Whether an organization aims to start from scratch in developing an EMS under ISO 14001 or modify its existing EMS to meet the ISO challenge, implementation requires careful planning and analysis. This article provides a summary of the planning required to implement ISO 14001 at the facility level, including the initial planning effort and the identification of significant environmental impacts, objectives, and targets. The aim will be to eliminate some of the “hype” associated with ISO and provide some practical “how to” guidance for implementing the standard. In this study, we seek to verify the contributions made by three international standards to efforts by eight companies to reduce their environmental impacts and move toward sustainable development. The standards considered in this article are the International Organization for Standardization's (ISO) 9001 (quality), ISO 14001 (environmental management systems), and the Occupational Health and Safety Assessment Series (OHSAS) 18001. The eight companies analyzed for this study are located in the state of Rio Grande do Sul in Brazil. As part of this work, the authors generated a proposed sustainable positioning matrix and placed each company within one of four quadrants—economic approach, environmental approach, social approach, and sustainability approach—derived from the context of the Triple Bottom Line (Elkington, 2004 ). 相似文献

The ISO 14000 standards for environmental management systems (EMS) are voluntary standards intended to aid companies that wish to improve their environmental performance. The standards owe their existence, at least in part, to three widely shared views: (1) that existing environmental management systems are either inadequate or ineffective; (2) that companies will want to improve environmental performance for economic or social reasons; and (3) that governments and stakeholders will require companies to exercise greater control of the impacts to the environment through new regulations. ISO 14000 offers a solution—an ?integrated”? EMS, with components designed to effect sound management in any size organization and in any country. The standards are an embodiment of both the policy and practice of environmental management. This article is a consideration of the business implications of the ISO 14000 series of standards. This article introduces the concept of ISO 14001 registration, outlines related assessment processes, and reviews the drivers behind developing an ISO-14001-concordant environmental management system (EMS) and seeking third party registration of that EMS. It focuses on registration strategies for larger organizations and considerations in choosing a registrar, including: auditor qualifications, standards for the conduct of EMS audits, and some issues for audit and registration service providers. The authors conclude that it is beneficial to pursue an ISO-14001-concordant EMS and that the value of the system can be enhanced through registration. However, some thought should be given to choosing the appropriate registrar, in particular to their EMS and audit approaches and to the qualifications of their audit team. Service providers are also cautioned to remember that ISO 14001 is not the same as ISO 9000, and that the registrar's standard of care in the discharge of their work should reflect that. © 1998 John Wiley & Sons, Inc. 相似文献

This article presents Mead Coated Board, Mahrt Mill's experiences in this process, which involved undertaking a gap analysis and developing the key elements and specific procedures that comprise the EMS.
