Discourse analysis is becoming an increasingly common approach in planning and environmental policy research. This paper asserts that the generic treatment of discourse analysis obscures distinct approaches in which ‘discourses’ can combine different elements of text, systems of thought and action. Textually oriented approaches have been more prevalent during the 1990s, but this paper explores a different approach, grounded in the theory of Michel Foucault, which broadens discourse to embrace social action. Comparing and contrasting two studies that have utilized this approach, the paper suggests that there is considerable room for variation concerning the subjects of study, the institutional scale of analyses, the methods of investigation and process of analysis. Nevertheless, this paper identifies certain core elements of a Foucauldian discourse analytic approach. The paper concludes that this emerging approach to discourse analysis promises considerable insights if applied more widely in planning and environmental research. Many studies have addressed the justice of public land acquisition, but few studies have addressed the question of what landowners perceive as just. Individual perceptions drive an important part of the social and scientific debates on legitimate and just land acquisition. This article addresses this gap by studying landowners’ and land purchasers’ perceptions of just land acquisition. We did this by uncovering the prevailing discourse on just land acquisition and studying the values that shaped people’s perceptions of just land acquisition. The results showed that perceptions of justice are based on the values of lawfulness, decentness and equality. These values were translated into different norms that resulted in expectations pertaining to just land acquisition. Insight into the different perceptions and the prevailing discourse of just land acquisition and their underlying values increases the understanding of land acquisition processes and land policy strategies. First, it becomes apparent that land acquisition has an essential element of injustice that cannot be avoided by a good process or a just compensation fee. Second, insight in different discourses provides valuable input for debates on just land acquisition. Third, such insight shows that money is not always a sufficient means of indemnification. The combination of sufficient financial compensation, the opportunity of a new location, attractive selling conditions and accurate and open process are all important requisites to ensure that public land acquisition is perceived by the majority of landowners as just.  相似文献

Critics of my book, Sustainability, have raised many objections which are addressed. In general, I emphasize that the book is an integrative work; it must be long and complex beause it attempts a comprehensive treatment of problems of communication, of evaluation, and of management action in environmental discourse. I explain that I depend upon the pragmatists and on work in the pragmatics of language because the current language of environmental policy discourse is inadequate to allow deliberative processes that can reach consensus and cooperative actions. I revise my account of risk analysis somewhat, and defend my broad approach to the concept of sustainability. Finally, I discuss applications of my book to the current situation in environmental policy discourse.  相似文献

A number of social surveys on environmental issues have been conducted in Hong Kong over the past 20 years but none has investigated processes of environmental reform from a stakeholder perspective. This paper reports on the findings of a survey of 120 representatives of eight stakeholder groups conducted in 2003. This exploratory study had two main objectives. First, it investigated stakeholder views on environmental policy making in Hong Kong including policy objectives and priorities, the policy instruments employed, the discourse surrounding environmental policy making and sustainable development, and the effectiveness of local environmental institutions. Second, it explored the extent to which Hong Kong is undergoing environmental reform processes consistent with the principles of ecological modernization.

The results indicate that a conventional command-and-control model focusing on pollution control drives environmental policy making in Hong Kong. Government is seen as a relatively unresponsive, ‘controller’ regime relying heavily on laws and regulation to pursue its policy objectives. Support exists among stakeholders for the use of new environmental policy instruments (NEPIs), particularly those of an economic nature, but there is scepticism about the potential effectiveness of voluntary environmental agreements. Local environmental discourse is characterized by the counter-positioning of economic development and the environment. Most stakeholders share the view that the debate surrounding sustainable development has been poorly informed and that the concept is not well-understood. Stakeholder responses suggest that there is considerable divergence between the potential and actual effectiveness of important local environmental institutions. While there is empirical evidence indicating that some environmental initiatives have produced technical outcomes consistent with ecological modernization, our findings suggest these do not reflect a conscious change in the direction of environmental policy and that the social and institutional transformations that also underpin ecological modernization have yet to become embedded in Hong Kong.  相似文献

This paper presents the first principles of the MameLuke framework, an agent-based modelling framework for studying environmental issues and land use and cover change (LUCC). The MameLuke framework enhances the understanding of the relationship between societal processes and LUCC by modelling individual and group decisions and human-environment interactions. The framework allows for the transformation of real-life stories into computerised models following a predetermined sequence. By doing so, the framework allows for a truly integrative approach, because it is not bound to any particular scientific discourse. Even better, the framework enables its users to combine scientific discourses regarding human decisions and behaviour on multiple scales and levels. The agents (actors and locations) in the framework are heterogeneous. This heterogeneity of agent behaviour is established by dividing the agents into categories. If an agent is a member of an agent category or combination of categories, it has access to a defined set of implementable actions. The actions are constructed out of potential option paths (POPs) and potential option nodes (PONs). The whole of POPs represent a theoretical construct of agent behaviour and decisions that the framework user wishes to explore. The POP defines a sequence of PONs. The PON is a transaction interface between an initialising agent and a recipient agent where they exchange material and immaterial capital. This paper explains the basic architecture of the MameLuke framework and shows its applicability with a model of a Philippine case study. This case study concerns the dynamics of migration and deforestation. It is part of a larger study on land use change in the San Mariano watershed area at the forest fringe of the Sierra Madre mountains in the Philippines.  相似文献

This article identifies and compares meanings of wildfire risk mitigation for stakeholders in the Front Range of Colorado, USA. We examine the case of a collaborative partnership sponsored by government agencies and directed to decrease hazardous fuels in interface areas. Data were collected by way of key informant interviews and focus groups. The analysis is guided by the Circuit of Culture model in communication research. We found both shared and differing meanings between members of this partnership (the "producers") and other stakeholders not formally in the partnership (the "consumers"). We conclude that those promoting the partnership's project to mitigate risk are primarily aligned with a discourse of scientific management. Stakeholders outside the partnership follow a discourse of community. We argue that failure to recognize and account for differences in the way risk mitigation is framed and related power dynamics could hamper the communicational efforts of the collaborative partnership and impact goals for fuels reduction. We recommend ways that both groups can capitalize on shared meanings and how agency managers and decision makers can build better working relationships with interface communities and other external stakeholders.  相似文献

ABSTRACT

Recently, calls have increased for a paradigm shift or transition towards resource recovery and a circular economy in the Dutch wastewater system. However, we have observed diverging interpretations on the nature of the transition. This reflects the political environment of sustainability transitions: political struggle emerges over the definition of problems, futures and strategies to be used. In order to help clarify the emerging debate and identify political choices, we conducted a discourse analysis. We identified three discourses that reveal some of the political choices to be made. One discourse is becoming dominant and focusses on optimising the large-scale infrastructure, market development and legislative changes. The discourse draws on the existing infrastructure and current political-economic institutions, which gives it an advantage in becoming dominant. Our findings also suggest that this discourse shapes a transition pathway that is characterised by lock-in effects and, at most, incremental changes instead of a fundamental shift in the established Dutch wastewater system.  相似文献

In selecting six keywords from the environmental discourse the authors argue that language's 'double motivation' reveals a dialectical structure through which it simultaneously expresses both a utopian narrative and an ideologically driven myth of totality and consensus. The ambiguity of these keywords is of critical significance to all those involved in the environmental discourse, for without agreement on the meaning of commonly used concepts effective policy development is potentially disabled. The keywords we explore are 'community', 'sustainability', 'globalisation', 'diversity', 'democracy' and 'environment' itself.  相似文献

The caliber of recent discourse regarding geneticallymodified organisms (GMOs) has suffered from a lack of consensuson terminology, from the scarcity of evidence upon which toassess risk to health and to the environment, and from valuedifferences between proponents and opponents of GMOs. Towardsaddressing these issues, we present the thesis that GM should bedefined as the forcible insertion of DNA into a host genome,irrespective of the source of the DNA, and exclusive ofconventional or mutation breeding.Some defenders of the commercial use of GMOs have referred to thescientific work of GMO critics as ``junk science.' Such a claim isfalse and misleading, given that many papers critical of both theutility and safety of GMOs have been published in peer reviewedjournals by respected scientists. In contrast, there is a dearthof peer reviewed work to substantiate the frequently heardassertions of either safety or utility in GMOs. The polarity,which now characterizes much of the public discourse on GMOs,reflects not simply scientific disagreement, but alsodisagreement in underlying value assumptions. Value differencesstrongly affect the assessment of both benefit and harm fromGMOs.The concept of substantial equivalence occupies a pivotalposition in the GMO risk assessment process that is used in bothCanada and the US. A GMO judged to be substantially equivalent toa conventional product – as have all submissions to date – ispresumed to be safe enough for commercialization. The conclusionof safety – from both human health and environmental perspectives– should be based on scientific evidence, corroborated by actualexperimentation. However, regulators infer safety largely fromassumptions-based reasoning, with little or no experimentalvalidation. The judgement of safety because of substantialequivalence is a dubious argument by analogy.  相似文献

Despite the professed concern of many governments, businesses and individuals – and the recent publication of another alarming report from the IPCC – inaction on climate change remains a significant concern. For many, the problem is rooted in a neoliberal account of social change. Neoliberal environmentalism is the dominant approach to environmental issues but it is often blamed for the continuing failure of climate change policy in general and behaviour change initiatives in particular. This paper explores the dynamics of this dominant discourse through an examination of environmentalism in the large “green” corporation. Specifically, it uses discourse analysis to investigate so-called “climate champion” schemes and considers examples of resistance to the dominant neoliberal discourse. The paper finds that many of the champions did resist the basic components of neoliberal environmentalism. They challenged the principles of self-interest, self-rule and incremental change, and they talked about the possibility of enforced action. However, this resistance was limited in a number of different ways. The paper suggests that the workplace does play a role in restricting resistance but that there are more fundamental issues that need to be addressed if we hope to pursue an alternative approach to environmental problems such as climate change.  相似文献

Model-based decision support systems are increasingly used to link knowledge to action for environmental decision making. How stakeholders perceive uncertainty in models and visualisations affects their perceptions of credibility, relevance and usability of these tools. This paper presents a case study of water decision makers’ evaluations of WaterSim, a dynamic water simulation model presented in an immersive decision theatre environment. Results reveal that decision makers’ understandings of uncertainty in their evaluations of decision support systems reflect both scientific and political discourse. We conclude with recommendations for design and evaluation of decision support systems that incorporate decision makers' views.  相似文献

ABSTRACT

In the North Sea, many oil and gas fields will reach the end of their productivity and their associated structures will be decommissioned. OSPAR decision 98/3 prescribes removal of all disused offshore structures as the only acceptable decommissioning option. This policy is the legacy of the 1995 Brent Spar incident, which resulted in the current dominant discourse of ‘Hands off the Oceans,’ ruling out the conversion of oil and gas rigs into artificial reefs (Rigs-to-Reefs (RtR)). The shift from a conservation to a restoration paradigm could open up the RtR debate. In this paper, a discourse analysis is carried out to discern whether and how ideas about RtR and ecosystem restoration are articulated to challenge the dominant ‘Hands off the Oceans’ discourse and thereby bring about change in North Sea decommissioning policy. A discourse analytic framework is applied to elucidate whether an ‘RtR as Restoration’ discourse can be distinguished and how competing claims are presented in the various storylines. Our analysis shows an ‘RtR as Restoration’ discourse, consisting of four different storylines. Given the fragmented nature of this discourse, the ‘RtR as Restoration’ discourse will not overcome the dominant ‘Hands off the Oceans’ discourse.  相似文献

‘Fracking’ was on New York's agenda since 2008, yet no decision was made about it until late 2014. The gridlock is an intriguing puzzle given that the Marcellus shale is considered a ‘world class’ energy supply, and development has been aggressive in other US states. While policy scholars typically conceptualize gridlock as policy stability, this paper examines it as a dynamic process by which competing discourse coalitions engage in interactive framing processes that (re)structure the discussion. This suggests that the interaction between contending coalitions influences gridlock. Yet, we lack knowledge about interactive framing between competing coalitions during policy controversies. Our main finding is that a central mechanism of gridlock is the production of conflict through interactive framing dynamics that deny a shared discursive space capable of ushering in a consensus, or reasoned agreement. In New York, this contest evolved from a policy consensus about the economic benefits of fracking to policy negotiation that incorporated environmental threats, and to prolonged policy controversy in which competing discourse coalitions contested notions of fracking in relation to energy production, environmental protection, public health, economic development, and governance. While a ban has been instituted, the failure to bridge discourse coalitions suggests that controversy will persist unless meaning disputes are resolved.  相似文献

Just sustainabilities has emerged as a powerful discourse to guide local action towards sustainability. As an overarching discourse, it prescribes four policy principles: (1) addressing well-being and quality of life; (2) meeting the needs of present and future generations; (3) enabling justice and equity in terms of recognition, process, procedure, and outcome; and (4) living within ecosystem limits. Following previous calls for engaging public and private actors in just sustainabilities, this paper inquiries about the extent to which these principles can be realistically integrated in local environmental governance. A database of 400 sustainability initiatives in more than 200 cities in all world regions is analysed to examine whether just sustainabilities principles are already enshrined, explicitly or implicitly, in local sustainability initiatives. This analysis suggests that, in this sample, there is a significant deficit in terms of addressing the principles of justice and equity, and ecosystem limits. However, the data also suggest that local action may already be delivering some aspects of just sustainabilities, even if this is not always explicit. The paper concludes with a call for a coordinated effort to translate a just sustainabilities discourse to local actors leading action on the ground.  相似文献

This paper describes a ‘win–win’ discourse on local sustainable development and global climate change mitigation regarding Kachung, a Swedish–Norwegian climate forestry investment in Uganda certified under the Clean Development Mechanism (CDM). In many ways, this investment is a typical example of how private interests and capital accumulation are prioritised over local concerns in natural resource management under neoliberalism. This study, however, indicated that investors had genuine intentions of creating mutual benefits for the global environment and local people. Drawing on Li (2007), we show that this ‘will to improve’ was nevertheless constructed in ways that resulted in prioritisation of global climate change mitigation over local context-specific concerns.

We identify three core factors making the win–win discourse around Kachung plantation especially resilient: (i) the perceived urgency of climate change mitigation, (ii) the apolitical framing of ‘sustainability’ as an environmental issue that can be fixed through external technical interventions and (iii) the devaluation of local and context-specific knowledge. We end by suggesting that research on the neoliberalisation of nature focus more on analysing the rationales behind specific interventions. This would leave us better equipped to suggest how such interventions should be modified to produce true wins for local contexts.  相似文献

This paper attempts to capture the socially constructed nature of risk by analyzing the discourses embedded in community beliefs, myths and experiential narratives regarding coastal hazards and fishworkers' livelihoods. This paper draws insights from the works of James Scott on power and resistance in the everyday life of marginalized populations. Qualitative data for the study was collected using semi‐structured interview schedules, in‐depth group interviews, oral histories and storytelling across twenty marine fishing villages in Kerala. A significant finding of the study is that the communal discourse of coastal hazards or kolu is an integral part of fishworkers' resistance against formal authority and scientific knowledge systems in coastal management. The myths and beliefs of fishworkers are expressions of their concerns about present forms of development and coastal resource management.  相似文献

What factors explain stakeholders’ perceptions of scientists in environmental politics? Questionnaire data are used to examine stakeholders’ views of scientific experts in the context of Lake Tahoe environmental policy from 1984 to 2001. Stakeholders’ perceptions of scientists have remained the same over time – despite a shift from adversarial to collaborative policymaking and after decades of mounting scientific evidence showing water quality declines. On average, stakeholders perceive scientists with limited influence on Lake Tahoe environmental policy and view them with mixed levels of skepticism. Stakeholders’ evaluation of scientists is best explained by their beliefs about development versus the environment. Stakeholders in favor of more land development express distrust of scientists and negatively evaluate university researchers and consultants. Stakeholders in favor of environmental protection are more likely to trust scientists and positively evaluate university researchers and consultants.  相似文献

Sows housed in stalls are kept insuch extreme confinement that they are unableto turn around. In some sectors of the porkindustry, sows are subjected to this degree ofconfinement for almost their entire lives(apart from the brief periods associated withmating). While individual confinement isrecognized by farmers and animal welfarecommunity organizations alike, as a valuabletool in sow husbandry (to mitigate againstaggression), what remains questionable from ananimal welfare point of view is the necessityto confine sows in such small spaces.In 2001, the Australian Journal ofAgricultural Research published a reviewarticle on the science associated with the useof the sow stall, and claimed that ``noscientific evidence to support therecommendation in the Code of Practice advisingagainst housing of sows in stalls followed byhousing in crates' (Barnett et al., 2001, p. 21).If all the available scientific publications onthe animal welfare implications of sow stallsare consulted (many of which did not feature inthe above review), then one will indeed findscientific evidence to support recommendationsagainst the housing of sows in stalls. Becausethere is science on both sides of this policydivide, the argument to defend the use of sowstalls, therefore, is not one of science vspublic opinion, but one of ethics.An analysis of the scientific argumentsagainst the use of the sow stall should be usedto encourage ethical debate on this issue. Asan ethical debate, the issue of the use of thesow stall can then focus on the degree ofsuffering we as a society are willing totolerate in agricultural practices, and theanimal welfare costs associated with extremeeconomies of scale in sow stocking rates,rather than get bogged down in red herringdebates over whether there is any suffering atall.  相似文献
