ABSTRACT: Decisionmaking associated with the Nation's 1.7 billion acres of forest and range land has become increasingly complicated because of the rise in competition for resource use and in the awareness of environmental and social effects. This system analysis approach uses four models to synthesize pertinent masses of information into measures of economic, environmental, and social impacts. The system results can be used to help evaluate alternative national programs. The models are:

/ We examined data relative to species abundance, distribution, anddiversity patterns of reptiles and amphibians to determine how perceptionschange over time and with level of sampling effort. Location data werecompiled on more than one million individual captures or observations of 98species during a 44-year study period on the US Department of Energy's(DOE) Savannah River Site National Environmental Research Park (SRS-NERP) inSouth Carolina. We suggest that perceptions of herpetofaunal speciesdiversity are strongly dependent on level of effort and that land managementdecisions based on short-term data bases for some faunal groups could resultin serious errors in environmental management. We provide evidence thatacquiring information on biodiversity distribution patterns is compatiblewith multiyear spatially extensive research programs and also provide aperspective of what might be achieved if long-term, coordinated researchefforts were instituted nationwide.To conduct biotic surveys on government-managed lands, we recommend revisionsin the methods used by government agencies to acquire and report biodiversitydata. We suggest that government and industry employees engaged inbiodiversity survey efforts develop proficiency in field identification forone or more major taxonomic groups and be encouraged to measure the status ofpopulations quantitatively with consistent and reliable methodologies. Wealso suggest that widespread academic cooperation in the dissemination ofinformation on regional patterns of biodiversity could result byestablishment of a peer-reviewed, scientifically rigorous journal concernedwith status and trends of the biota of the United States. The United States and other developed countries are faced with restoring and managing degraded ecosystems. Evaluations of the degradation of ecological resources can be used for determining ecological risk, making remediation or restoration decisions, aiding stakeholders with future land use decisions, and assessing natural resource damages. Department of Energy (DOE) lands provide a useful case study for examining degradation of ecological resources in light of past or present land uses and natural resource damage assessment (NRDA). We suggest that past site history should be incorporated into the cleanup and restoration phase to reduce the ultimate NRDA costs, and hasten resource recovery. The lands that DOE purchased over 50 years ago ranged from relatively undisturbed to heavily impacted farmland, and the impact that occurred from DOE occupation varies from regeneration of natural ecosystems (benefits) to increased exposure to several stressors (negative effects). During the time of the DOE releases, other changes occurred on the lands, including recovery from the disturbance effects of farming, grazing, and residential occupation, and the cessation of human disturbance. Thus, the injury to natural resources that occurred as a result of chemical and radiological releases occurred on top of recovery of already degraded systems. Both spatial (size and dispersion of patch types) and temporal (past/present/future land use and ecological condition) components are critical aspects of resource evaluation, restoration, and NRDA. For many DOE sites, integrating natural resource restoration with remediation to reduce or eliminate the need for NRDA could be a win-win situation for both responsible parties and natural resource trustees by eliminating costly NRDAs by both sides, and by restoring natural resources to a level that satisfies the trustees, while being cost-effective for the responsible parties. It requires integration of remediation, restoration, and end-state planning to a greater degree than is currently done at most DOE sites.  相似文献

Retrospective ecological risk assessment, restoration, natural resource damage assessment (NRDA) and managing ecosystems all require having a baseline. This policy and practice paper explores the factors that influence baseline selection, and it is suggested that ecological resources would best be served by: (1) integrating NRDA considerations into both future land-use planning and remediation/restoration; (2) selecting a baseline for NRDA that approximates the land-use conditions at the time of occupation (or a preferred ecosystem); and (3) integrating both the positive and negative aspects of industrial occupation into restoration decisions, baseline selection and NRDA. Under the Comprehensive Environmental Response and Compensation and Liability Act (CERCLA), natural resource damages are assessed for injuries incurred since 1980 due to releases, but the release itself may have occurred before 1980. The paper uses the Department of Energy as a case study to examine NRDA and the management of ecosystems. Releases occurred at many DOE sites from the 1950s to the 1980s during nuclear bomb production. It is suggested that the DOE has been responsible not only for injuries to natural resources that occurred as a result of releases, but for significant ecosystem recovery since DOE occupation, because some lands were previously farmed or industrialized. Natural resource injuries due to releases occurred simultaneously with ecosystem recovery that resulted from DOE occupation. While the 1980 date is codified in CERCLA law as the time after which damages can be assessed, baseline can be defined as the conditions the natural resources would have been in today, but for the release of the hazardous substance. It is also suggested that NRDA considerations should be incorporated into the remediation and restoration process at DOE sites, thereby negating the need for formal NRDA following restoration, and reducing the final NRDA costs.  相似文献

With the ending of the Cold War, the Department of Energy (DOE) is evaluating mission, future land use and stewardship of departmental facilities. This paper compares the environmental concerns and future use preferences of 351 people interviewed at Lewiston, Idaho, about the Hanford Site and Idaho National Engineering and Environmental Laboratory (INEEL), two of DOE's largest sites. Although most subjects lived closer to Hanford than INEEL, most resided in the same state as INEEL. Therefore their economic interests might be more closely allied with INEEL, while their health concerns might be more related to Hanford. Few lived close enough to either site to be directly affected economically. We test the null hypotheses that there are no differences in environmental concerns and future land-use preferences as a function of DOE site, sex, age and education. When asked to list their major concerns about the sites, more people listed human health and safety, and environmental concerns about Hanford compared to INEEL. When asked to list their preferred future land uses, 49% of subjects did not have any for INEEL, whereas only 35% did not know for Hanford. The highest preferred land uses for both sites were as a National Environmental Research Park (NERP), and for camping, hunting, hiking, and fishing. Except for returning the land to the tribes and increased nuclear storage, subjects rated all future uses as more preferred at INEEL than Hanford. Taken together, these data suggest that the people interviewed know more about Hanford, are more concerned about Hanford, rate recreational uses and NERP as their highest preferred land use, and feel that INEEL is more suited for most land uses than Handford. Overall rankings for future land uses were remarkably similar between the sites, indicating that for these stakeholders, DOE lands should be preserved for research and recreation. These preferences should be taken into account when planning for long-term stewardship at these two DOE sites.  相似文献

Nine hectares (23 acres) of a degraded section of Patuxent Research Refuge in Laurel, Maryland, USA, were converted to wetland habitat by the Baltimore Gas and Electric Company in 1994. The wetlands were created as mitigation for 5.7 ha (14 acres) of wetlands that were impacted as part of the construction of an 8.5-km (5.3-mile) 500-kV overhead transmission line on the refuge. The area consists of a created forested wetland of 5.5 ha (13.5 acres), a seasonally inundated green-tree reservoir of 7.6 ha (6.5 acres), and an impounded pond wetland of 1.2 ha (3 acres). Construction included the planting of 6131 trees, 4276 shrubs, and 15,102 emergent plants. Part of the site has been studied intensively since completion and survival of trees and shrubs after two years was 88%. Measurements of these transplants have shown growth greater than on other created sites in Maryland. Grasses and other herbaceous vegetation were dominant plants in the meter-square plots in the first two years of sampling of the created forested wetland. Wildlife surveys for birds, mammals, amphibians, and reptiles have revealed diverse communities. Although these communities represent species consistent with open habitat, more typical forest species should colonize the area as it undergoes succession into a more mature forested wetland. The creation, management, and research of this mitigation site represents an excellent example of a partnership between a private electric power company and a federal wildlife refuge. This partnership has increased local biodiversity and improved regional water quality of the Patuxent River and the Chesapeake Bay.  相似文献

With the ending of the Cold War, several federal agencies are reclaiming land through remediation and restoration and are considering potential future land uses that are compatible with current uses and local needs. Some sites are sufficiently contaminated that it is likely that the responsible federal agency will retain control over the land for the foreseeable future, providing them with a stewardship mission. This is particularly true of some of the larger Department of Energy (DOE) facilities contaminated during the production of nuclear weapons. The use of the term “restoration” is explored in this paper because the word means different things to the public, ecologists, and environmental managers responsible for contaminated sites, such as Superfund sites and the DOE facilities. While environmental restoration usually refers to remediation and removal of hazardous wastes, ecological restoration refers to the broader process of repairing damaged ecosystems and enhancing their productivity and/or biodiversity. The goals of the two types of restoration can be melded by considering environmental restoration as a special case of ecological restoration, one that involves risk reduction from hazardous wastes, and by broadening environmental restoration to include a more extensive problem-formulation phase (both temporal and spatial), which includes the goal of reestablishing a functioning ecosystem after remediation. Further, evaluating options for the desired post remediation result will inform managers and policy-makers concerning the feasibility and efficacy of environmental restoration itself.  相似文献

Mine-drainage treatment wetland as habitat for herptofaunal wildlife   总被引:1,自引:0,他引:1  
Land reclamation techniques that incorporate habitat features for herptofaunal wildlife have received little attention. We assessed the suitability of a wetland, constructed for the treatment of mine-water drainage, for supporting herptofaunal wildlife from 1988 through 1990 using diurnal and nocturnal surveys. Natural wetlands within the surrounding watershed were also monitored for comparison. The treatment wetland supported the greatest abundance and species richness of herptofauna among the sites surveyed. Abundance was a function of the frog density, particularly green frogs (Rana clamitans) and pickerel frogs (R. palustris), while species richness was due to the number of snake species found. The rich mix of snake species present at the treatment wetland was believed due to a combination of an abundant frog prey base and an amply supply of den sites in rock debris left behind from earlier surface-mining activities. Nocturnal surveys of breeding male frogs demonstrated highest breeding activity at the treatment wetland, particularly for spring peepers (Hyla crucifer). Whole-body assays of green frog and bullfrog (R. catesbeiana) tissues showed no differences among sites in uptake of iron, aluminum, and zinc; managanese levels in samples from the treatment wetland were significantly lower than those from natural wetlands. These results suggest that wetlands established for water quality improvement can provide habitat for reptiles and amphibians, with the species composition dependent on the construction design, the proximity to source populations, and the degree of acidity and heavy-metal concentrations in drainage waters.  相似文献

We analyzed the past and current distribution and abundance of vegetation and wildlife to develop a wildlife habitat restoration plan for the Sweetwater Regional Park, San Diego County, California. Overall, there has been a substantial loss of native amphibians and reptiles, including four amphibians, three lizards, and 11 snake species. The small-mammal community was depauperate and dominated by the exotic house mouse (Mus musculus) and the native western harvest mouse (Reithrodontomys megalotis). It appeared that either house mice are exerting a negative influence on most native species or that they are responding positively to habitat degradation. There has apparently been a net loss of 13 mammal species, including nine insectivores and rodents, a rabbit, and three large mammals. Willow (Salix) cover and density and cottonwoods (Populus fremontii) had the highest number of positive correlations with bird abundance. There has been an overall net loss of 12 breeding bird species; this includes an absolute loss of 18 species and a gain of six species. A restoration plan is described that provides for creation and maintenance of willow riparian, riparian woodland, and coastal sage scrub vegetation types; guides for separation of human activities and wildlife habitats; and management of feral and exotic species of plants and animals.  相似文献

We used southwestern Florida as a case study to lay the groundwork for an intended and organized decision-making process for managing warm-water habitat needed by endangered manatees to survive winters in Florida. Scientists and managers have prioritized (a) projecting how the network of warm-water sites will change over the next 50 years as warmed industrial discharges may expire and as flows of natural springs are reduced through redirection of water for human uses, and (b) mitigating such changes to prevent undue consequences to manatees. Given the complexities introduced by manatee ecology; agency organizational structure; shifting public demands; fluctuating resource availability; and managing within interacting cultural, social, political, and environmental contexts, it was clear that a structured decision process was needed. To help promote such a process, we collected information relevant to future decisions including maps of known and suspected warm-water sites and prototyped a characterization of sites and networks. We propose steps that would lead to models that might serve as core tools in manatee/warm-water decision-making, and we summarized topics relevant for informed decision-making (e.g., manatee spatial cognition, risk of cold-stress morbidity and mortality, and human dimensions). A major impetus behind this effort is to ensure proactively that robust modeling tools are available well in advance of the anticipated need for a critical management decision.  相似文献

ABSTRACT: An attempt was made to review all available data on the extent and status of riparian ecosystems in the U.S.A. This report presents a synthesis of the findings, including some estimates of how much land was originally covered by woody riparian vegetation, and how much remains in that condition today. A synopsis of information is presented on the status of riparian ecosystems in each of 10 regions: California, Pacific Northwest, Rocky Mountain, Arid Southwest, Plains-Grasslands, Lake States, Corn Belt, Mississippi Delta, Northeast-Appalachian, and Southeast. Woody riparian plant communities once covered an estimated 75 to 100 million acres of land in the contiguous 48 states. Mankind has converted at least two-thirds of that nationwide acreage to other non-forest land uses and it is estimated that only 25 to 35 million acres of riparian plant communities remain in a near natural condition. Across the country, loss of riparian acreages is directly attributable to water resource development (especially channel modification and water impoundment), floodplain clearing for agriculture, and urbanization. In many states of the arid west, the midwest, and the lower Mississippi alluvial valley, riparian vegetation has been reduced in area by more than 80 percent. Riparian woodlands are one of this country's most heavily modified natural vegetation types.  相似文献

Many reports have recognized the need for a national water census for the United States and have called upon the U.S. Geological Survey to undertake this challenge. For example, the National Science and Technology Council stated: “The United States has a strong need for an ongoing census of water that describes the status of our Nation's water resource at any point in time and identifies trends over time.” Responding to the need for this information, the U.S. Congress established the SECURE Water Act. The directives are to provide a more accurate assessment of the status of the water resources of the United States; determine the quantity of water available for beneficial uses; identify long‐term trends in water availability; assist in determination of the quality of the water resources; and develop the basis for an improved ability to forecast the availability of water for future economic, energy production, and environmental uses. This article provides summary and new information on the process and progress on work to estimate water budget components nationwide, involvement of stakeholder interests, efforts to examine water‐use characteristics throughout the Nation, studies of water availability in geographically focused areas and the initiation of methods to provide open access to existing and new water resources information contributing to Open Water Data Initiative (OWDI) efforts and objectives.  相似文献

Land uses such as forestry and agriculture are presumed to degrade the biodiversity of riparian wetlands in the northern temperate regions of the United States. In order to improve land use decision making in this landscape, floral and faunal communities of 15 riparian wetlands associated with low-order streams were related to their surrounding land cover to establish which organismal groups are affected by anthropogenic disturbance and whether these impacts are scale-specific. Study sites were chosen to represent a gradient of disturbance. Vascular plants of wet meadow and shrub carr communities, aquatic macro-invertebrates, amphibians, fish and birds were surveyed, and total abundance, species richness and Shannon diversity were calculated. For each site, anthropogenic disturbances were evaluated at local and landscape scales (500, 1000, 2500 and 5000 m from the site and the site catchment) from field surveys and a geographic information system (GIS). Land use data were grouped into six general land use types: urban, cultivated, rangeland, forest, wetland and water. Shrub carr vegetation, bird and fish diversity and richness generally decrease with increasing cultivation in the landscape. Amphibian abundance decreases and fish abundance increases as the proportions of open water and rangeland increases; bird diversity and richness increase with forest and wetland extent in the landscape. Wet meadow vegetation, aquatic macro-invertebrates, amphibians and fish respond to local disturbances or environmental conditions. Shrub carr vegetation, amphibians and birds are influenced by land use at relatively small landscape scales (500 and 1000 m), and fish respond to land use at larger landscape scales (2500, 5000 m and the catchment). Effective conservation planning for these riparian wetlands requires assessment of multiple organismal groups, different types of disturbance and several spatial scales.1998 Academic Press  相似文献

Some effects of domestic sheep grazing on vegetation and soils were measured at four sites in the western Mojave Desert. Although sheep have grazed the Mojave Desert for the past 50–100 years, the effects of grazing on the desert ecosystem are largely unknown.The results reflect only short-term effects of grazing, because fenced control areas were not available for study. Heavy grazing caused a 60% reduction in the above-ground biomass under creosote bushes (Larrea tridentata), and sheep trampling caused an increase in soil strength and decreased intershrub annual densities 24 and 28% in two areas. The average area per individual (cover) of burrobush (Ambrosia dumosa) decreased 16–19% and the cover of spiny hop-sage (Grayia spinosa) decreased 29% under grazing pressure. The volumes of individual Ambrosia were 21 and 65% less in two heavily grazed areas than in two lightly grazed areas; the volume of goldenhead (Acamptopappus sphaerocephalus) was 68% less in one heavily grazed area.These changes indicate that the range quality of the Mojave Desert is deteriorating under sheep grazing pressures. Trampling reduces annual cover and disrupts the soil surface, thus promoting wind erosion. The loss of annual biomass and shrub cover should adversely affect reptiles and rodents by removing food sources and protection. Soil strength increases may retard future growth of annuals, further contributing to erosion and food source losses. Studies should be initiated to determine the long-term effects of grazing in the Mojave Desert.  相似文献

Habitat valuation methods were implemented to support remedial decisions for aquatic and terrestrial contaminated sites at the East Tennessee Technology Park (ETTP) on the US Department of Energy (DOE) Oak Ridge Reservation in Oak Ridge, TN, USA. The habitat valuation was undertaken for six contaminated sites: Contractor's Spoil Area, K-901-N Disposal Area, K-770 Scrapyard, K-1007-P1 pond, K-901 pond, and the Mitchell Branch stream. Four of these sites are within the industrial use area of ETTP and two are in the Black Oak Ridge Conservation Easement. These sites represent terrestrial and aquatic habitat for vertebrates, terrestrial habitat for plants, and aquatic habitat for benthic invertebrates. Current and potential future, no-action (no remediation) scenarios were evaluated primarily using existing information. Valuation metrics and scoring criteria were developed in a companion paper, this volume. The habitat valuation consists of extensive narratives, as well as scores for aspects of site use value, site rarity, and use value added from spatial context. Metrics for habitat value were expressed with respect to different spatial scales, depending on data availability. There was significant variation in habitat value among the six sites, among measures for different taxa at a single site, between measures of use and rarity at a single site, and among measures for particular taxa at a single site with respect to different spatial scales. Most sites had aspects of low, medium, and high habitat value. Few high scores for current use value were given. These include: wetland plant communities at all aquatic sites, Lepomid sunfish and waterbirds at 1007-P1 pond, and Lepomid sunfish and amphibians at K-901 pond. Aquatic sites create a high-value ecological corridor for waterbirds, and the Contractor's Spoil Area and possibly the K-901-N Disposal Site have areas that are part of a strong terrestrial ecological corridor. The only example of recent observations of rare species at these sites is the gray bat observed at the K-1007-P1 pond. Some aspects of habitat value are expected to improve under no-action scenarios at a few of the sites. Methods are applicable to other contaminated sites where sufficient ecological data are available for the site and region.  相似文献

Learning is considered as a promising mechanism to cope with rapid environmental change. The implications of learning for natural resource management (NRM) have not been explored in-depth and the evidence on the topic is scattered across multiple sources. We provide a qualitative review of types of learning outcomes and consider their manifestations in NRM across selected empirical literature. We conducted a systematic search of the peer-reviewed literature (N = 1,223) and a qualitative meta-synthesis of included articles, with an explicit focus on learning outcomes and NRM changes (N = 53). Besides social learning, we found several learning concepts used, including policy and transformative learning, and multiple links between learning and NRM reported. We observe that the development of skills, together with a system approach involving multi-level capacities, is decisive for implications of learning for NRM. Future reviews could systematically compare how primary research applies different learning concepts and discusses links between learning and NRM changes.  相似文献

This paper describes the development and implementation ofPREPLAN, A Pristine Environment Planning Language and Simulator, for two conservation areas in Australia, Kosciusko National Park (New South Wales) and Tutanning Nature Reserve (Western Australia).PREPLAN was derived from the North American gradient modeling systems and theForest Planning Language and Simulator (FORPLAN), but includes unique characteristics not previously available.PREPLAN includes an integrated resource management data base, modules for predicting site-specific vegetation, fuels, animals, fire behavior, and fire effects, and an English language instruction set.PREPLAN was developed specifically to provide available information and understanding of ecosystems to managers in a readily accessible and usable form, and to provide the motivation to conduct additional required research projects. An evaluation of the system's advantages and limitations is presented, and the way the utilization of such systems is improving natural area decision making throughout Australia is discussed.  相似文献

This research examines the perceptions of planners in communities around the largest US Department of Energy (DOE) nuclear weapons sites. Surveys and interviews revealed that planners are often unclear about DOE intentions, concerned about jobs and environmental contamination, and desire more involvement with future site use decisions. Planners' ratings of residents' trust of the DOE were also low, and low trust was most strongly associated with places where local officials have not been invited to future use meetings. Recommendations include improving coordination of on-site planning with local land use plans and increasing trust with a Federal-local government partnership that recognizes local concerns about the clean-up, closure and disposition of the sites.  相似文献

For water‐resource planning, sensitivity of freshwater availability to anthropogenic climate change (ACC) often is analyzed with “offline” hydrologic models that use precipitation and potential evapotranspiration (Ep) as inputs. Because Ep is not a climate‐model output, an intermediary model of Ep must be introduced to connect the climate model to the hydrologic model. Several Ep methods are used. The suitability of each can be assessed by noting a credible Ep method for offline analyses should be able to reproduce climate models’ ACC‐driven changes in actual evapotranspiration in regions and seasons of negligible water stress (Ew). We quantified this ability for seven commonly used Ep methods and for a simple proportionality with available energy (“energy‐only” method). With the exception of the energy‐only method, all methods tend to overestimate substantially the increase in Ep associated with ACC. In an offline hydrologic model, the Ep‐change biases produce excessive increases in actual evapotranspiration (E), whether the system experiences water stress or not, and thence strong negative biases in runoff change, as compared to hydrologic fluxes in the driving climate models. The runoff biases are comparable in magnitude to the ACC‐induced runoff changes themselves. These results suggest future hydrologic drying (wetting) trends likely are being systematically and substantially overestimated (underestimated) in many water‐resource impact analyses.  相似文献
