: The National Wild and Scenic River Act of 1968 was designed to protect the nation's unique waterways. This Act, however, has been criticized for negatively affecting areas it was intended to protect. Findings, based on field investigation in the Upper Mississippi River basin suggest that designation may serve as a factor for increasing recreational use levels on the protected rivers. Perceptions of Community Benefits from Two Wild and Scenic Rivers   总被引:1,自引:0,他引:1  
Wild and Scenic Rivers provide a host of psychological, social, ecological, and economic benefits to local communities. In this study, we use data collected from recreational users of two Wild and Scenic Rivers to examine perceptions of the benefits provided by the rivers to local communities. Our purposes are (1) to determine if similar perceptions of community benefits exist across the two rivers, (2) to determine if individuals’ proximity to the rivers are related to the benefits they perceive, (3) to determine if individuals’ prior recreation experience on the river is related to variations in perceived benefits, (4) to determine if users’ sociodemographic characteristics are related to perceived community benefits, and (5) to determine if the influence of these characteristics on perceived community benefits is similar across the two resource areas. Perceived benefits were found to be analogous across both rivers as individuals consistently ranked ecological/affective benefits as well as tangible benefits similarly. Recreationists living further from the river ranked ecological and affective benefits as significantly less important than those individuals living closer to the river. Women perceived the community benefits produced by the resource areas to be significantly more important when compared to men. Significant relationships were also found between perceived benefits and recreationists’ previous use of the river, their age, and their level of education. With the exception of resource proximity and prior use history, the effects of user characteristics on perceived community benefits were not statistically different across the two rivers. These findings imply similar patterns of perceived community benefits exist across distinct resource areas and that the relationships between user characteristics and perceived benefits are also similar across the study rivers.  相似文献

The capacity of riparian zones to serve as critical control locations for watershed nitrogen flux varies with site characteristics. Without a means to stratify riparian zones into different levels of ground water nitrate removal capacity, this variability will confound spatially explicit source-sink models of watershed nitrate flux and limit efforts to target riparian restoration and management. We examined the capability of SSURGO (1:15 840 Soil Survey Geographic database) map classifications (slope class, geomorphology, and/or hydric soil designation) to identify riparian sites with high capacity for ground water nitrate removal. The study focused on 100 randomly selected riparian locations in a variety of forested and glaciated settings within Rhode Island. Geomorphic settings included till, outwash, and organic/alluvial deposits. We defined riparian zones with "high ground water nitrate removal capacity" as field sites possessing both >10 m of hydric soil width and an absence of ground water surface seeps. SSURGO classification based on a combination of geomorphology and hydric soil status created two functionally distinct sets of riparian sites. More than 75% of riparian sites classified by SSURGO as organic/alluviumhydric or as outwash-hydric had field attributes that suggest a high capacity for ground water nitrate removal. In contrast, >85% of all till sites and nonhydric outwash sites had field characteristics that minimize the capacity for ground water nitrate removal. Comparing the STATSGO and SSURGO databases for a 64000-ha watershed, STATSGO grossly under-represented critical riparian features. We conclude that the SSURGO database can provide modelers and managers with important insights into riparian zone nitrogen removal potential.  相似文献

Recent research has emphasized the importance of riparian ecosystems as centers of biodiversity and links between terrestrial and aquatic systems. Riparian ecosystems also belong among the environments that are most disturbed by humans and are in need of restoration to maintain biodiversity and ecological integrity. To facilitate the completion of this task, researchers have an important function to communicate their knowledge to policy-makers and managers. This article presents some fundamental qualities of riparian systems, articulated as three basic principles. The basic principles proposed are: (1) The flow regime determines the successional evolution of riparian plant communities and ecological processes. (2) The riparian corridor serves as a pathway for redistribution of organic and inorganic material that influences plant communities along rivers. (3) The riparian system is a transition zone between land and water ecosystems and is disproportionately plant species-rich when compared to surrounding ecosystems. Translating these principles into management directives requires more information about how much water a river needs and when and how, i.e., flow variables described by magnitude, frequency, timing, duration, and rate of change. It also requires information about how various groups of organisms are affected by habitat fragmentation, especially in terms of their dispersal. Finally, it requires information about how effects of hydrologic alterations vary between different types of riparian systems and with the location within the watershed.  相似文献

Watershed vulnerability predictions for the Ozarks using landscape models   总被引:1,自引:0,他引:1  
Forty-six broad-scale landscape metrics derived from commonly used landscape metrics were used to develop potential indicators of total phosphorus (TP) concentration, total ammonia (TA) concentration, and Escherichia coli bacteria count among 244 sub-watersheds of the Upper White River (Ozark Mountains, USA). Indicator models were developed by correlating field-based water quality measurements and contemporaneous remote-sensing-based ecological metrics using partial least squares (PLS) analyses. The TP PLS model resulted in one significant factor explaining 91% of the variability in surface water TP concentrations. Among the 18 contributing landscape model variables for the TP PLS model, the proportions of a sub-watershed that are barren and in human use were key indicators of water chemistry in the associated sub-watersheds. The increased presence and reduced fragmentation of forested areas are negatively correlated with TP concentrations in associated sub-watersheds, particularly within close proximity to rivers and streams. The TA PLS model resulted in one significant factor explaining 93% of the variability in surface water TA concentrations. The eight contributing landscape model variables for the TA PLS model were among the same forest and urban metrics for the TP model, with a similar spatial gradient trend in relationship to distance from streams and rivers within a sub-watershed. The E. coli PLS model resulted in two significant factors explaining 99.7% of the variability in E. coli cell count. The 17 contributing landscape model variables for the E. coli PLS model were similar to the TP and TA models. The integration of model results demonstrates that forest, riparian, and urban attributes of sub-watersheds affect all three models. The results provide watershed managers in the Ozark Mountains with a broad-scale vulnerability prediction tool, focusing on TP, TA, and E. coli, and are being used to prioritize and evaluate monitoring and restoration efforts in the vicinity of the White River, a major tributary to the Mississippi River and Gulf of Mexico.  相似文献

This study quantified the impact of bison and cattle grazing management practices on bare ground coverage at the watershed, riparian, and forested riparian scales within the Flint Hills ecoregion in Kansas. We tested for correlations between bare ground coverage and fluvial suspended sediment concentrations during base‐flow and storm‐flow events. We used remotely sensed imagery combined with field surveys to classify ground cover and quantify the presence of bare ground. Base‐flow water samples were collected bi‐monthly during rain‐free periods and 24 h following precipitation events. Storm‐flow water samples were collected on the rising limb of the hydrograph, using single‐stage automatic samplers. Ungrazed treatments contained the lowest coverage of bare ground at the watershed, riparian, and forested riparian scales. Bison treatments contained the highest coverage of bare ground at the watershed scale, while high‐density cattle treatments contained the highest coverage of bare ground at the riparian and forested riparian scales. In bison and cattle‐grazed treatments, a majority of bare ground was located near fence lines, watershed boundaries, and third‐ and fourth‐order stream segments. Inorganic sediment concentrations at base flow were best predicted by riparian bare ground coverage, while storm‐flow sediment concentrations were best predicted by watershed scale bare ground coverage.  相似文献

ABSTRACT: The lower 4 miles of the Red River, a tributary of the Rio Grande in northern New Mexico, was designated as one of the “instant” components of the National Wild and Scenic River System in 1968. The Bureau of Land Management (BLM), as the managing agency of the wild and scenic river, was a participant in a general water rights adjudication of the Red River stream system. The BLM sought a federal reserved water right and asserted a claim to the instream flows necessary to protect and maintain the values of the river. Instream flows are not recognized under New Mexico water law. Instream flow requirements were determined by several methods to quantify the claims made by the United States for a federal reserved water right under the Wild and Scenic Rivers Act. The scenic (aesthetic), recreational, and fish and wildlife values are the purposes for which instream flow requirements were claimed. Since water quality is related to these values, instream flows for waste transport and protection of water quality were also included in the claim. The U.S. Fish and Wildlife Service's Instream Flow Incremental Methodology was used to quantify the relationship between various flow regimes and fish habitat. Experience in this litigation indicates the importance of using state-of-the-art methodologies in quantifying instream flow claims. The incremental methodology held up well under technical and legal scrutiny and is an example of the latest methodology that was applied successfully in an adjudication. On February 23, 1984, the parties involved in the adjudication entered a precedential stipulation recognizing a federal reserved right to instream flows for the Red River component of the National Wild and Scenic River System.  相似文献

River restoration is becoming a priority in many countries because of increasing the awareness of environmental degradation. In Europe, the EU Water Framework Directive (WFD) has significantly reinforced river restoration, encouraging the improvement of ecological status for water bodies. To fulfill the WFD requirements, the Spanish Ministry of the Environment developed in 2006 a National Strategy for River Restoration whose design and implementation are described in this paper. At the same time many restoration projects have been conducted, and sixty of them have been evaluated in terms of stated objectives and pressures and implemented restoration measures. Riparian vegetation enhancement, weir removal and fish passes were the most frequently implemented restoration measures, although the greatest pressures came from hydrologic alteration caused by flow regulation for irrigation purposes. Water deficits in quantity and quality associated with uncontrolled water demands seriously affect Mediterranean rivers and represent the main constraint to achieving good ecological status of Spanish rivers, most of them intensively regulated. Proper environmental allocation of in-stream flows would need deep restrictions in agricultural water use which seem to be of very difficult social acceptance. This situation highlights the need to integrate land-use and rural development policies with water resources and river management, and identifies additional difficulties in achieving the WFD objectives and good ecological status of rivers in Mediterranean countries.  相似文献

The goal of restoring ecological integrity in rivers is frequently accompanied by an assumption that a comparative reference reach can be identified to represent minimally impaired conditions. However, in many regulated rivers, no credible historical, morphological or process-based reference reach exists. Resilient restoration designs should instead be framed around naturalization, using multiple analytical references derived from empirically-calibrated field- and model-based techniques to develop an integrated ecological reference condition. This requires baseline data which are rarely collected despite increasing evidence for systematic deficiencies in restoration practice. We illustrate the utility of baseline data collection in restoration planning for the highly fragmented and regulated lower Merced River, California, USA. The restoration design was developed using various baseline data surveys, monitoring, and modeling within an adaptive management framework. Baseline data assisted in transforming conceptual models of ecosystem function into specific restoration challenges, defining analytical references of the expected relationships among ecological parameters required for restoration, and specifying performance criteria for post-project monitoring and evaluation. In this way the study is an example of process-based morphological restoration designed to prompt recovery of ecosystem processes and resilience. For the Merced River, we illustrate that project-specific baseline data collection is a necessary precursor in developing performance-based restoration designs and addressing scale-related uncertainties, such as whether periodic gravel augmentation will sustain bed recovery and whether piecemeal efforts will improve ecological integrity. Given the numerous impediments to full, historical, restoration in many river systems, it seems apparent that projects of naturalization are a critical step in reducing the deleterious impacts of fragmented rivers worldwide.  相似文献

Several models have been developed to assess the biological integrity of aquatic systems using fish community data. One of these, the target fish community (TFC) model, has been used primarily to assess the biological integrity of larger, mainstem rivers in southern New England with basins characterized by dispersed human activities. We tested the efficacy of the TFC approach to specify the fish community in the highly urbanized Charles River watershed in eastern Massachusetts. To create a TFC for the Charles River we assembled a list of fish species that historically inhabited the Charles River watershed, identified geomorphically and zoogeographically similar reference rivers regarded as being in high quality condition, amassed fish survey data for the reference rivers, and extracted from the collections the information needed to define a TFC. We used a similarity measurement method to assess the extent to which the study river community complies with the TFC and an inference approach to summarize the manner in which the existing fish community differed from target conditions. The five most abundant species in the TFC were common shiners (34%), fallfish (17%) redbreast sunfish (11%), white suckers (8%), and American eel (7%). Three of the five species predicted to be most abundant in the TFC were scarce or absent in the existing river community. Further, the river was dominated by macrohabitat generalists (99%) while the TFC was predicted to contain 19% fluvial specialist species, 43% fluvial dependent species, and 38% macrohabitat generalist species. In addition, while the target community was dominated by fish intolerant (37%) and moderately tolerant (39%) of water quality degradation, the existing community was dominated by tolerant individuals (59%) and lacked intolerant species expected in the TFC. Similarity scores for species, habitat use specialization, and water quality degradation tolerance categories were 28%, 35% and 66%, respectively. The clear pattern of deviations from target conditions when observing fish habitat requirements strongly suggests that physical habitat change should be a priority for river enhancement in the Charles River. Comparison of our target and existing fish communities to those from a comprehensive study of Northeastern fish assemblage responses to urban intensity gradients revealed very similar results. Likewise, comparison of our TFC community and affinity scores to those of other TFCs from similar regions also yielded similar results and encouraging findings. Based on the positive results of these comparisons, the utility of the findings from the inference approach, and the widespread adoption of the TFC in the Northeast US, it appears that the TFC approach can be used effectively to identify the composition of a healthy fish community and guide river enhancements in both highly urbanized and non-urbanized streams and rivers in the Northeast US.  相似文献

Riparian zones are critical for protecting water quality and wildlife, but are often impacted by human activities. Ongoing threats and uncertainty about the effectiveness of buffer regulations emphasize the importance of monitoring riparian buffers through time. We developed a method to rapidly categorize buffer width and landuse attributes using 2007 leaf-on aerial photography and applied it to a 65 km section of the Toccoa River in north Georgia. We repeated our protocol using 1999 leaf-off aerial photographs to assess the utility of our approach for monitoring. Almost half (45%) of the length of the Toccoa River was bordered by buffers less than 50 ft wide in 2007, with agricultural and built-up lands having the smallest buffers. The percentage of river length in each buffer width category changed little between 1999 and 2007, but we did detect a 5% decrease in agricultural land use, a corresponding increase in built-up land use, and an additional 149 buildings within 100 ft of the river. Field verification indicated that our method overestimated buffer widths and forested land use and underestimated built-up land use and the number of buildings within 100 ft of the river. Our methodology can be used to rapidly assess the status of riparian buffers. Including supplemental data (e.g., leaf-off imagery, road layers) will allow detection of the fine-scale impacts underestimated in our study. Our results on the Toccoa River reflect historic impacts, exemptions and variances to regulations, and the ongoing threat of vacation home development. We recommend additional monitoring, improvements in policy, and efforts to increase voluntary protection and restoration of stream buffers.  相似文献

We present a simulation model developed to communicate a potential investment trap associated with using man‐made river engineering to protect built infrastructure. A small system dynamics model in STELLA? was constructed following a collaborative model‐building process to increase understanding among stakeholders of the role natural capital plays in wealth creation. We set out to explore the dynamic relationship between investing tax revenue in natural capital (specifically forested headwaters and low land wetlands) rather than built capital (specifically stopbanks) for flood protection in the Manawatū watershed, New Zealand. Significant investment is currently required to maintain and enhance river engineering infrastructure and keep pace with changes in the river's geomorphology. Viewed from a systems perspective, we suggest diversion of a proportion of existing funding into restoration of forested headwaters on steep slopes and restoration of functioning wetlands on floodplains could in the longer term provide an effective approach to flood protection. Co‐benefits of increased natural capital include the ecosystem services nutrient cycling, sediment capture, water purification, biodiversity, pollination, and cultural and recreational values. Overcoming an investment trap requires a longer term perspective. This simple model consisting of two feedback loops and two delays aims to contribute to an ongoing stakeholder dialogue concerning the Manawatū River watershed in New Zealand.  相似文献

Climate Change and River Ecosystems: Protection and Adaptation Options   总被引:3,自引:0,他引:3  
Rivers provide a special suite of goods and services valued highly by the public that are inextricably linked to their flow dynamics and the interaction of flow with the landscape. Yet most rivers are within watersheds that are stressed to some extent by human activities including development, dams, or extractive uses. Climate change will add to and magnify risks that are already present through its potential to alter rainfall, temperature, runoff patterns, and to disrupt biological communities and sever ecological linkages. We provide an overview of the predicted impacts based on published studies to date, discuss both reactive and proactive management responses, and outline six categories of management actions that will contribute substantially to the protection of valuable river assets. To be effective, management must be place-based focusing on local watershed scales that are most relevant to management scales. The first priority should be enhancing environmental monitoring of changes and river responses coupled with the development of local scenario-building exercises that take land use and water use into account. Protection of a greater number of rivers and riparian corridors is essential, as is conjunctive groundwater/surface water management. This will require collaborations among multiple partners in the respective river basins and wise land use planning to minimize additional development in watersheds with valued rivers. Ensuring environmental flows by purchasing or leasing water rights and/or altering reservoir release patterns will be needed for many rivers. Implementing restoration projects proactively can be used to protect existing resources so that expensive reactive restoration to repair damage associated with a changing climate is minimized. Special attention should be given to diversifying and replicating habitats of special importance and to monitoring populations at high risk or of special value so that management interventions can occur if the risks to habitats or species increase significantly over time.  相似文献

During the last 200 years, many rivers in industrialized countries have been modified by canalization. In the last two decades, the philosophy of river management has changed considerably, and restoration of ecological integrity has become an important management goal. One appealing restoration approach is to create “river widenings” that permit braiding within a limited area. This study presents a new and efficient framework for rapidly assessing such widening projects and offers a novel method to comparing restored sites with near-natural stretches (stencil technique). The proposed framework evaluates spatial patterns of riparian habitat types using landscape metrics as indicators. Three case studies from river restoration (river widening) in Switzerland are presented for demonstration purposes.The method compares restored sites with prerestoration conditions and near-natural conditions, which are assumed to represent the worst and best case states of a river system. To take into account the limited spatial extent of the restored sites, the so-called “stencil technique” was developed, where the landscape metrics of the near-natural reference sites are calculated for both the entire study area and smaller sections (clips). The clips are created by using a stencil that has the exact shape and size of the restored area (random window-sampling technique). Subsequently, the calculated metrics for the restored sites are compared to the range of values calculated for the near-natural data subset. Our studies show that the proposed method is easy to apply andprovides a valid way to assess the restoration success of river widenings. We found that river widenings offer real opportunities for establishing riparian habitats. However, they promote mainly pioneer successional stages and the habitat mosaic of the restored section is more complex than at the near-natural reference sites.  相似文献

Like other great desert rivers, the Colorado River in the United States and Mexico is highly regulated to provide water for human use. No water is officially allotted to support the natural ecosystems in the delta of the river in Mexico. However, precipitation is inherently variable in this watershed, and from 1981-2004, 15% of the mean annual flow of the Lower Colorado River has entered the riparian corridor below the last diversion point for water in Mexico. These flows include flood releases from US dams and much smaller administrative spills released back to the river from irrigators in the US and Mexico. These flows have germinated new cohorts of native cottonwood and willow trees and have established an active aquatic ecosystem in the riparian corridor in Mexico. We used ground and remote-sensing methods to determine the composition and fractional cover of the vegetation in the riparian corridor, its annual water consumption, and the sources of water that support the ecosystem. The study covered the period 2000-2004, a flood year followed by 4 dry years. The riparian corridor occupies 30,000ha between flood control levees in Mexico. Annual evapotranspiration (ET), estimated by Moderate Resolution Imaging Spectrometer (MODIS) satellite imagery calibrated against moisture flux tower data, was about 1.1myr(-1) and was fairly constant throughout the study period despite a paucity of surface flows 2001-2004. Total ET averaged 3.4x10(8)m(3)yr(-1), about 15% of Colorado River water entering Mexico from the US Surface flows could have played only a small part in supporting these high ET losses. We conclude that the riparian ET is supported mainly by the shallow regional aquifer, derived from agricultural return flows, that approaches the surface in the riparian zone. Nevertheless, surface flows are important in germinating cohorts of native trees, in washing salts from the soil and aquifer, and in providing aquatic habitat, thereby enriching the habitat value of the riparian corridor for birds and other wildlife. Conservation and water management strategies to enhance the delta habitats are discussed in light of the findings.  相似文献

ABSTRACT: The development of a nondegradation policy for high quality waters is a complex and often controversial process. This paper discusses the development of a nondegradation policy for two components of the National Wild and Scenic Rivers System. Water quality in these reaches of the Delaware River is threatened by rapid growth and development and the cumulative impacts from numerous wastewater discharges and nonpoint sources of pollution. The Delaware River Basin Commission, with assistance from its member states and the National Park Service, conducted a highly public, six-year planning process to develop a nondegradation policy that protected existing water quality without impinging upon local and state economic development objectives. The resulting non-degradation policy includes such features as numeric definitions of existing water quality and measurable change; stringent point source requirements; nonpoint source requirements including watershed planning requirements; and other water quality management policies.  相似文献

Wild salmon stocks in the Pacific Northwest are imperiled by a variety of declining habitat factors, including riparian shade and in-channel large wood. In this paper, a relatively simple lidar model of the riparian canopy was used along anadromous streams in the Skagit River watershed in western Washington State, United States, to delineate where riparian trees were most lacking, and where restoration efforts would have the greatest benefit in terms of shade and large wood recruitment potential. Within a 45-m riparian buffer, 61% of riparian zones were currently incapable of delivering large wood to the stream. Current potential for large wood recruitment is greatest adjacent to stream edges and falls off rapidly with distance from the channel. Approximately 99% of large wood recruitment potential lies within 45 m of the channel edge, and 50% of the wood potential is within 9 m. A hypothetical canopy model in which all trees mature to a 100-year height would provide 18% more shade distributed over the entire watershed, and 90% more shade in the tributaries. Most of the potential gains in improved shade and large wood contributions are in agricultural areas, as opposed to forestry or urban land uses. The shade and large wood models were constructed from widely available geographic information system tools and are readily transferable to other watersheds with similar characteristics. Model outputs are intended for use in planning restoration projects, as an input to stream temperature models, and to inform policy on restoration priorities and regulatory buffer widths.  相似文献

Societal constraints often limit full process restoration in large river systems, making local rehabilitation activities valuable for regeneration of riparian vegetation. A target of much mitigation and restoration is the federally threatened Valley elderberry longhorn beetle and its sole host plant, blue elderberry, in upper riparian floodplain environments. However, blue elderberry ecology is not well understood and restoration attempts typically have low success rates. We determined broad-scale habitat characteristics of elderberry in altered systems and examined associated plant species composition in remnant habitat. We quantified vegetation community composition in 139 remnant riparian forest patches along the Sacramento River and elderberry stem diameters along this and four adjacent rivers. The greatest proportion of plots containing elderberry was located on higher and older floodplain surfaces and in riparian woodlands dominated by black walnut. Blue elderberry saplings and shrubs with stems <5.0 cm in diameter were rare, suggesting a lack of recruitment. A complex suite of vegetation was associated with blue elderberry, including several invasive species which are potentially outcompeting seedlings for light, water, or other resources. Such lack of recruitment places increased importance on horticultural restoration for the survival of an imperiled species. These findings further indicate a need to ascertain whether intervention is necessary to maintain functional and diverse riparian woodlands, and a need to monitor vegetative species composition over time, especially in relation to flow regulation.  相似文献

ABSTRACT: Modem management concepts were used to increase the efficiency and productivity of a large and complex water resource study conducted on two Delaware River components of the National Wild and Scenic Rivers System. The study analyzed the hydraulics of a 120 mile reach of the river using Rhodamine WT dye injected under medium-flow, low-flow steady-state, and low-flow-surge wave flow conditions. The study benefited from a decentralized management structure that used informal teams to attain quality control objectives, to overcome study difficulties, to secure substantial interagency cooperation, and to maximize limited financial and staffing resources.  相似文献
