The 1994 forest and wildlife policy of Ghana provides the basis for community participation in forest management through participatory forest management. Even though forest reserves in the Northern Region are said to be managed collaboratively, fringe communities are supposedly involved only in maintenance activities of the reserve boundaries and seedling planting in plantation programmes. The forest reserves are said to be threatened by illegal activities from the fringe communities. This study therefore examined the nature of community participation in the management of forest reserves.

It is a mixed method research in which structured interview schedule, in-depth interview and focus group discussion guides were used for data collection. Respondents comprised community members, forestry staff and NGOs. Communities’ participation was found to be passive and tokenistic and limited to boundary cleaning and providing labour on plantations. There is no formal collaboration between communities and Forest Services Division. Prospects to communities’ participation lie in the continuous flow of benefits and their active involvement in management decisions. Active involvement of communities in all decision-making processes, capacity building of communities and forestry staff, incentive schemes and awareness creation are recommended for promoting community participation in managing forest reserves in Northern Region.  相似文献

The ongoing scientific controversy over a putative "global pollination crisis" underscores the lack of understanding of the response of bees (the most important taxon of pollinators) to ongoing global land-use changes. We studied the effects of distance to forest, tree management, and floral resources on bee communities in pastures (the dominant land-use type) in southern Costa Rica. Over two years, we sampled bees and floral resources in 21 pastures at three distance classes from a large (approximately 230-ha) forest patch and of three common types: open pasture; pasture with remnant trees; and pasture with live fences. We found no consistent differences in bee diversity or abundance with respect to pasture management or floral resources. Bee community composition, however, was strikingly different at forest edges as compared to deforested countryside only a few hundred meters from forest. At forest edges, native social stingless bees (Apidae: Meliponini) comprised approximately 50% of the individuals sampled, while the alien honeybee Apis mellifera made up only approximately 5%. Away from forests, meliponines dropped to approximately 20% of sampled bees, whereas Apis increased to approximately 45%. Meliponine bees were also more speciose at forest edge sites than at a distance from forest, their abundance decreased with continuous distance to the nearest forest patch, and their species richness was correlated with the proportion of forest cover surrounding sample sites at scales from 200 to 1200 m. Meliponines and Apis together comprise the eusocial bee fauna of the study area and are unique in quickly recruiting foragers to high-quality resources. The diverse assemblage of native meliponine bees covers a wide range of body sizes and flower foraging behavior not found in Apis, and populations of many bee species (including Apis), are known to fluctuate considerably from year to year. Thus, the forest-related changes in eusocial bee communities we found may have important implications for: (1) sustaining a diverse bee fauna in tropical countryside; (2) ensuring the effective pollination of a diverse native plant community; and (3) the efficiency and stability of agricultural pollination, particularly for short-time-scale, mass-flowering crops such as coffee.  相似文献

Establishing protected areas (PAs) is an essential strategy to reduce biodiversity loss. However, many PAs do not provide adequate protection due to poor funding, inadequate staffing and equipment, and ineffective management. As part of China's recent economic growth, the Chinese government has significantly increased investment in nature reserves over the past 20 years, providing a unique opportunity to evaluate whether PAs can protect threatened species effectively. We compiled data from published literature on populations of gibbons (Hylobatidae), a threatened taxon with cultural significance, that occurred in Chinese reserves after 1980. We evaluated the ability of these PAs to maintain gibbon habitat and populations by comparing forest cover and human disturbance between reserves and their surrounding areas and modeling the impact of reserve characteristics on gibbon population trends. We also assessed the perspective of reserve staff concerning PA management effectiveness through an online survey. Reserves effectively protected gibbon habitat by reducing forest loss and human disturbance; however, half the reserves lost their gibbon populations since being established. Gibbons were more likely to survive in reserves established more recently, at higher elevation, with less forest loss and lower human impact, and that have been relatively well studied. A larger initial population size in the 1980s was positively associated with gibbon persistence. Although staff of all reserves reported increased investment and improved management over the past 20–30 years, no relationship was found between management effectiveness and gibbon population trends. We suggest early and emphatic intervention is critical to stop population decline and prevent extinction.  相似文献

Increasing the density of natural reserves in the forest landscape may provide conservation benefits for biodiversity within and beyond reserve borders. We used 2 French data sets on saproxylic beetles and landscape cover of forest reserves (LCFR) to test this hypothesis: national standardized data derived from 252 assessment plots in managed and reserve stands in 9 lowland and 5 highland forests and data from the lowland Rambouillet forest, a forested landscape where a pioneer conservation policy led to creation of a dense network of reserves. Abundance of rare and common saproxylic species and total saproxylic species richness were higher in forest reserves than in adjacent managed stands only in highland forests. In the lowland regional case study, as LCFR increased total species richness and common species abundance in reserves increased. In this case study, when there were two or more reserve patches, rare species abundance inside reserves was higher and common species richness in managed stands was higher than when there was a single large reserve. Spillover and habitat amount affected ecological processes underlying these landscape reserve effects. When LCFR positively affected species richness and abundance in reserves or managed stands, >12‐20% reserve cover led to the highest species diversity and abundance. This result is consistent with the target of 17% forested land area in reserves set at the Nagoya biodiversity summit in 2010. Therefore, to preserve biodiversity we recommend at least doubling the current proportion of forest reserves in European forested landscapes.  相似文献

Protected areas (nature reserves) cover 0.7% of the land area in southern Finland (162,000 km2), which belongs to the south- and mid-boreal coniferous forest zones. The value of these areas in preserving land birds was studied on the basis of quantitative censuses. The numbers of bird pairs were estimated in nature reserves and in the whole of southern Finland, and the significance of the reserves was evaluated based on how large a proportion of the total population in southern Finland was found in them. Forest habitat generalists and species of coniferous forests occurred in protected areas as expected by the proportion of these areas in southern Finland. Specimens of these species groups comprise two thirds of all the country's land birds. Species of old-growth forests and open peatlands clearly preferred protected areas, whereas species of bushes, and lush and deciduous forest were scarcer in protected areas than elsewhere in southern Finland. The latter fertile habitats are poorly represented in protected areas, even though due to their disappearance or alteration elsewhere several species confined to these habitats have declined and are even threatened. Drainage of open peatlands and clearcutting of old-growth forests has caused a decrease in the area of these habitats in southern Finland during the past decades. Therefore, protected areas have a high significance in preserving bird species preferring these habitats. Protected areas are particularly important for decreased species of old-growth forests, such as the Three-toed Woodpecker Picoides tridactylus and the Siberian Jay Perisoreus infaustus , as about 10% of their total population in southern Finland was estimated to breed in protected areas. The future protection of both old-growth and deciduous forests is important if we are to preserve bio-diversity of land birds in Finland.  相似文献

Importance of Reserve Size and Landscape Context to Urban Bird Conservation   总被引:15,自引:1,他引:15  
Abstract:  We tested whether reserve size, landscape surrounding the reserve, and their interaction affect forest songbirds in the metropolitan area of Seattle, Washington (U.S.A.), by studying 29 reserves of varying size (small, medium, large) and surrounding urbanization intensity (urban, suburban, exurban). Larger reserves contained richer and less even bird communities than smaller reserves. These size effects disappeared when we removed the positive correlation of shrub diversity with reserve size, suggesting that greater habitat diversity in large reserves supported additional species, some of which were rare. Standardizing the number of individuals detected among all reserve size classes reversed the effect of size on richness in exurban landscapes and reduced the magnitude of the effect in suburban or urban landscapes. The latter change suggested that richness increased with reserve size in most landscapes because larger areas also supported larger samples from the regional bird species pool. Most bird species associated with native forest habitat (native forest species) and with human activity (synanthropic species) were present in reserves larger than 42 ha and surrounded by >40% urban land cover, respectively. Thus, we recommend these thresholds as means for conserving the composition of native bird communities in this mostly forested region. Native forest species were least abundant and synanthropic species most abundant in urban landscapes, where exotic ground and shrub vegetation was most common. Therefore, control of exotic vegetation may benefit native songbird populations. Bird nests in shrubs were most dense in medium (suburban) and large reserves (urban) and tended to be most successful in medium (suburban) and large reserves (exurban), potentially supplying another mechanism by which reserve size increased retention of native forest species.  相似文献

物种多样性是群落功能复杂性和稳定性的重要量度指标,人为干扰对森林群落的影响可以通过群落结构和物种多样性的变化而直接显现,不同干扰强度下的森林群落结构和物种多样性特征不同。采用典型样地法,对比研究两种人为干扰强度(干扰强和弱)对江油地区的马尾松(Pinus massoniana)人工林群落的物种组成、群落结构和物种多样性的影响,采用物种丰富度指数D值、Shannon-wienner指数H值、Simpson优势度指数H′值和均匀度指数Jsw值来综合衡量群落的物种多样性水平。结果表明,(1)在总面积3200 m2的8个样地中记录到124个物种,隶属于105属56科,干扰强的群落各层次物种数均低于干扰弱的群落。(2)不同强度人为干扰下马尾松人工林的群落结构不同,干扰弱的群落径级结构呈近正态分布,在径级Ⅵ(7 cm≤d〈9 cm)处出现数量的峰值26株,群落结构较稳定;干扰强的群落径级结构不呈正态分布,在径级Ⅶ(13 cm≤d〈15 cm)处出现峰值43株。干扰弱和干扰强的群落高度级结构与其径级结构具有相似性,干扰弱的群落的个体主要集中在低中高度级(3≤H〈17);干扰强的群落的个体数在各高度级分布不均匀,主要分布在中高高度级(H≥13);干扰强的群落的个体数在各径级和高度级分布相对不均匀,群落结构趋于不稳定。(3)人为干扰对马尾松人工林群落造成负面影响,随着人为干扰强度的增加,物种丰富度指数D值、Shannon-wiener多样性指数H值、均匀度多样性指数Jsw值降低,Simpson优势度指数H′值增大,物种多样性呈下降趋势。  相似文献

The harvesting of communal natural resources by ‘outsiders’ (i.e. harvesters from other villages or towns) was investigated in ten rural villages in South Africa. Participatory Rural Appraisal (PRA) techniques were used to collect data in focus groups in each village. A case study quantifying the outflow of fuelwood was also conducted in one of the villages. Harvesting by outsiders was reportedly widespread and, in the case of fuelwood, a cause for concern. Of 13 recorded resources, the three most commonly harvested by outsiders were fuelwood, plants for traditional medicine and river sand for brick-making. An increase in harvesting by outsiders over the last decade was widely reported. This was related to socio-economic changes, largely associated with the first democratic elections in 1994. Key socio-economic drivers of this increased harvesting were: 1) the breakdown of institutional control of resources, 2) rising unemployment, and 3) a pervasive sense of entitlement associated with new-found political freedom and democracy. Evidence suggests that the increased harvesting by outsiders is a reality, rather than a xenophobic accusation, and that it poses a threat to the sustainability of communal resources in rural areas. The Japanese National Biodiversity Strategy 2010 calls for the creation of ecological networks as a biodiversity conservation policy. However, there is an obvious lack of information on the spatial distribution of many species and a lack of scientific methods for examining habitat requirements to establish the need for constructing these networks for target species. This study presents a quantitative method for assessing the need for ecological networks through modeling the potential geographic distributions of species based on a case study of local populations of Asiatic black bear (Ursus thibetanus japonicus) in Fuji and Tanzawa, Japan. A total of 1541 point records of occurrences of Asiatic black bears and 11 potential predictors were analyzed in a GIS environment. After a predictive distributional map was obtained using the Maximum Entropy (MaxEnt) algorithm, a gap analysis was carried out and population size was estimated. Approximately 24% of the bear's predicted habitat area fell within a wildlife protection area, 2% within a nature reserve, and 37% within natural parks. Conservation forest comprised 54% of the total area of predicted habitat; of this, national forest comprised 2%, and private and communal forest comprised 37%. The total estimated Asiatic black bear population in this region was 242, with 179 individuals in the Fuji local population, 26 in the Tanzawa local population, and 37 in the corridor patch between the two local populations. Our study also found a potential corridor connecting the Fuji and Tanzawa local populations, as well as potential habitat corridors in the Fuji region containing subpopulations on Mt. Fuji (119 individuals) and Mt. Kenashi (53 individuals). An additional subpopulation on Mt. Ashitaka (7 individuals) is isolated and not fully protected by a zoning plan. Mt. Furo's subpopulation is considered to be almost extinct, although black bears were observed here until 2002 based on the report by Mochizuki et al. (2005). The total black bear population of the Fuji-Tanzawa region is considered to be “endangered”; thus, an adequate population size might be difficult to maintain even if this region were to be internally connected by means of an ecological network.  相似文献

Abstract: Bwindi Impenetrable is the most important forest in Uganda for conservation of biodiversity. It contains over half the world's mountain gorillas. It is surrounded by densely populated agricultural land and lies within a region of political instability. Gazetted as a forest reserve in 1932, little forest now remains outside its boundaries. Transformation of nearby communal swampland to farmland, much owned by a few individuals, shows the probable fate of Bwindi if it had not been declared a protected area. Widespread illegal logging and other activities were among reasons why the status of the forest was raised to national park in 1991. This resulted in local resentment, fed by inadequate consultation and concern about the local people's loss of access to resources. Fires were set in the forest and threats made against the gorillas. Three schemes to provide benefits from the existence of the forest to communities and involve them in park management were then instituted: agreements allowing controlled harvesting of resources in the park, receipt of some revenue from tourism, and establishment of a trust fund partly for community development. Tension between people and park has been reduced. This case demonstrates the importance of protected areas and community involvement in such circumstances. Community support is especially critical, as here, when resources available to park managers are limited and political instability endemic.  相似文献

Abstract:  Habitat fragmentation causes extinction of local animal populations by decreasing the amount of viable "core" habitat area and increasing edge effects. It is widely accepted that larger fragments make better nature reserves because core-dwelling species have a larger amount of suitable habitat. Nevertheless, fragments in real landscapes have complex, irregular shapes. We modeled the population sizes of species that have a representative range of preferences for or aversions to habitat edges at five spatial scales (within 10, 32, 100, 320, and 1000 m of an edge) in a nation-wide analysis of forest remnants in New Zealand. We hypothesized that the irregular shapes of fragments in real landscapes should generate statistically significant correlations between population density and fragment area, purely as a "geometric" effect of varying species responses to the distribution of edge habitat. Irregularly shaped fragments consistently reduced the population size of core-dwelling species by 10–100%, depending on the scale over which species responded to habitat edges. Moreover, core populations within individual fragments were spatially discontinuous, containing multiple, disjunct populations that inhabited small spatial areas and had reduced population size. The geometric effect was highly nonlinear and depended on the range of fragment sizes sampled and the scale at which species responded to habitat edges. Fragment shape played a strong role in determining population size in fragmented landscapes; thus, habitat restoration efforts may be more effective if they focus on connecting disjunct cores rather than isolated fragments.  相似文献

Abstract: We examined how differences in local forest‐management institutions relate to disparate anthropogenic forest disturbance and forest conditions among three neighboring montane forests in Tanzania under centralized, comanaged, or communal management. Institutional differences have been shaped by decentralization reforms. We conducted semistructured interviews with members of forest management committees, local government, and village households and measured anthropogenic disturbance, tree structure, and species composition in forest plots. We assessed differences in governance system components of local institutions, including land tenure, decision‐making autonomy by forest users, and official and de facto processes of rule formation, monitoring, and enforcement among the three management strategies. We also assessed differences in frequencies of prohibited logging and subsistence pole cutting, and measures of forest condition. An adjacent research forest served as an ecological reference for comparison of forest conditions. Governance was similar for comanaged and centralized management, whereas communal managers had greater tenure security and decision‐making autonomy over the use and management of their forest. There was significantly less illegal logging in the communal forest, but subsistence pole cutting was common across all management strategies. The comanaged forest was most disturbed by recent logging and pole cutting, as were peripheral areas of the larger centralized forest. This manifested in more degraded indicators of forest conditions (lower mean tree size, basal area, density of trees ≥ 90 cm dbh, and aboveground biomass and higher overall stem density). Greater tenure security and institutional autonomy of the communal strategy contributed to more effective management, less illegal logging, and maintenance of good forest conditions, but generating livelihood benefits was a challenge for both decentralized strategies. Our results underscore the importance of well‐designed institutional arrangements in forest management and illustrate mechanisms for improved forest governance and conservation in the context of Tanzanian decentralization reforms.  相似文献

Over the past several decades a growing interest has emerged in the relationship between forest dependent communities and their use of non-timber forest resources (NTFR—i.e. berries, roots, barks). Motivated in large part by international concerns over the loss of biological and cultural diversity, efforts are now being made to conserve the world's remaining forests by repositioning NTFR to the forefront of the forest management process. Together with the Little Salmon Carmacks First Nation, we have undertaken an assessment that: 1) addresses the role of NTFR in fulfilling basic human necessities and well-being of community members, and 2) identifies the perceptual differences that exist among First Nation and non-First Nation community members regarding the security and future availability of forest resources. Based on our findings, we argue that if the true value of the forest is to be understood, and thus sustained, those involved in management must consider the full array of products and services the forest provides. Thus the conventional and over-simplified view that the forest is to provide primarily for commercial timber must be challenged in light of the multiplicity of values community members gain from forest use.  相似文献

Long-term studies to understand biodiversity changes remain scarce—especially so for tropical mountains. We examined changes from 1911 to 2016 in the bird community of the cloud forest of San Antonio, a mountain ridge in the Colombian Andes. We evaluated the effects of past land-use change and assessed species vulnerability to climate disruption. Forest cover decreased from 95% to 50% by 1959, and 33 forest species were extirpated. From 1959 to 1990, forest cover remained stable, and an additional 15 species were lost—a total of 29% of the forest bird community. Thereafter, forest cover increased by 26% and 17 species recolonized the area. The main cause of extirpations was the loss of connections to adjacent forests. Of the 31 (19%) extirpated birds, 25 have ranges peripheral to San Antonio, mostly in the lowlands. Most still occurred regionally, but broken forest connections limited their recolonization. Other causes of extirpation were hunting, wildlife trade, and water diversion. Bird community changes included a shift from predominantly common species to rare species; forest generalists replaced forest specialists that require old growth, and functional groups, such as large-body frugivores and nectarivores, declined disproportionally. All water-dependent birds were extirpated. Of the remaining 122 forest species, 19 are vulnerable to climate disruption, 10 have declined in abundance, and 4 are threatened. Our results show unequivocal species losses and changes in community structure and abundance at the local scale. We found species were extirpated after habitat loss and fragmentation, but forest recovery stopped extirpations and helped species repopulate. Land-use changes increased species vulnerability to climate change, and we suggest reversing landscape transformation may restore biodiversity and improve resistance to future threats.  相似文献

The theory of the commons encompasses two interpretations: one based on 'manifest customs', whilst the other relates to 'latent customs'. The former asserts that individuals behave as rational economic units, pursuing their own profit based on economic mechanisms, whilst social restrictions relating to the use of resources within communities act to prevent the total destruction of the natural environment. In contrast, the latter holds that people behave according to the morality or ethics embedded within the society, and that this contributes to sustainable resource management.

A field survey conducted in West Java as part of the present study revealed that a system of communal ownership of lands and resources is widely practiced on land that is strictly private property, including paddy fields, cultivated swiddens, gardens and so forth, facilitated by the distribution of land, lending and borrowing of land and collaborative labour systems. This customary management system is considered a prime example of the commons resource management. Furthermore, communal lands were also seen to play a significant role in the distribution of land and resources amongst community members to supplement daily needs. In addition, these customary land-use systems, as the commons, are considered to contribute towards mitigating the gap between rich and poor.  相似文献

为研究土壤纤毛虫群落对不同退耕模式生态恢复的响应及利用其群落特征来评价退还效果,采用“非淹没培养皿法”、活体观察法和培养直接计数法对甘肃省庆阳市庆城县退耕10年后的多树种混交林(APR)和单一树种经济林(A)以及两个农田对照样地(CK1和CK2)的土壤纤毛虫群落特征进行定性定量研究,同时测定各样地土壤温度、含水量、pH值、电导率、土壤孔隙度、有机质、总氮、总磷、总钾、速效氮、速效磷和速效钾含量,并分析不同退耕还模式下土壤纤毛虫群落特征参数与土壤理化因子间的相关关系。结果为:共鉴定到土壤纤毛虫127种,隶属10纲21目34科52属;退耕样地与农田对照样地土壤纤毛虫物种分布存在明显差异,退耕样地间的物种相似性减小,群落组成复杂化,纤毛虫密度、多样性指数和丰富度指数均显著高于对照(P<0.05),其中混交林物种多样性最高;土壤纤毛虫优势类群由农田样地的肾形目(Colpodida)逐渐过渡为退耕样地的散毛目(Sporadotrichida);相关性分析可知,有机质、总氮、孔隙度和pH是影响土壤纤毛虫群落组成的关键因子,不同退耕模式下土壤纤毛虫群落组成差异较大,表明土壤纤毛虫群落对该地区退耕还林生态恢复工程发生了积极的响应,因此土壤纤毛虫群落特征参数可以作为评价退还效果的重要指标。  相似文献

Since its isolation from the mainland more than 85 years ago, 65 bird species have disappeared from Barro Colorado Island, Panama. Because of these extinctions the island is often used as a model for the study of faunal relaxation, or loss of species through time. The most recent survey of the island's bird community was completed in 1970. Between June 1994 and May 1996 I surveyed the island and observed 218 species, including 5 species never before recorded. Three relatively sedentary species have experienced severe population declines since Willis's 1970 survey and may be on the brink of disappearing from the island. Willis estimated 500 Slate-colored Grosbeaks ( Pitylus grossus ), whereas I found only two pairs of this conspicuous midstory-dwelling finch. Two cotingas—Speckled Mourner ( Laniocera rufescens ) and Rufous Piha ( Lipaugus unirufus )—have declined by 85–95%. I did not locate any individuals of 36 other species that were present during the 1970s. Most (21) of these are uncommon aquatic or nocturnal species, which I may have missed during my surveys, or are rare to uncommon edge species that probably move frequently to and from the island. Seven species, however, are primarily inhabitants of second-growth forest and have been lost probably because of continuing successional maturation of the forest, including changes in land use around the laboratory clearing. Seven forest-dwelling species disappeared during the 1970s and have not recolonized. I detected only one sedentary forest-dwelling species, Great Currasow ( Crax rubra ), that previously had been reported as missing from the island. The nearly complete lack of recolonizations by such forest-interior species suggests that local extinction from tropical forest isolates may be extremely persistent. Tropical forest reserves as small as Barro Colorado Island (1600 ha) may not preserve high levels of regional avian diversity over long periods of time.  相似文献

The persistence of species in reserves depends in large part on the persistence of functional ecological interactions. Despite their importance, however, ecological interactions have not yet been explicitly incorporated into conservation prioritization methods. We develop here a general method for incorporating consumer–resource interactions into spatial reserve design. This method protects spatial consumer–resource interactions by protecting areas that maintain the connectivity between the distribution of consumers and resources. We illustrate our method with a conservation planning case study of a mammalian predator, American marten (Martes americana), and its two primary prey species, Red-backed vole (Clethrionomys rutilus) and Deer mouse (Peromyscus maniculatus). The conservation goal was to identify a reserve for marten that comprised 12% of a forest management unit in the boreal forest in Québec, Canada. We compared reserves developed using analysis variants that utilized different levels of information about predator and prey habitat distributions, species-specific connectivity requirements, and interaction connectivity requirements. The inclusion of consumer–resource interactions in reserve-selection resulted in spatially aggregated reserves that maintained local habitat quality for the species. This spatial aggregation was not induced by applying a qualitative penalty for the boundary length of the reserve, but rather was a direct consequence of modelling the spatial needs of the interacting consumer and resources. Our method for maintaining connectivity between consumers and their resources within reserves can be applied even under the most extreme cases of either complete spatial overlap or complete spatial segregation of consumer–resource distributions.
