Conflicts between protected-area managers and local people are common, but the drivers of conflict are rarely analyzed. This limits opportunities to identify strategies that reduce conflict and the magnitude of resulting threats to conservation. Integrated conservation and development (ICD) was adopted at Bwindi Impenetrable Forest, Uganda, to reduce conflict during gazettement of the national park, but the success of this approach remains contested. We retrieved documents of conflict written by park staff and local people from 1986 through 2000 (before, during, and after gazettement). We extracted data on 48 incidences of violent conflict and categorized them by gazettement period, area, instigator, and type to undertake a historical analysis of the triggers of violent conflict at Bwindi. Before and during gazettement, local villagers instigated most of the conflict incidents when law-enforcement efforts sought to halt commercial activities within Bwindi. No conflict arose from the arrest of villagers collecting subsistence resources during these periods. After gazettement, prohibitions on commercial activities continued to drive conflict even though villagers collecting subsistence resources were arrested more frequently than before gazettement, and local attitudes toward the park had improved following receipt of ICD benefits. Law-enforcement efforts targeted commercial activities to reduce this threat to Bwindi's mountain gorillas (Gorilla beringei beringei), although the activities remained important income sources for people in villages near Bwindi. Losing commercial income following gazettement therefore appeared to be their primary motivation for instigating conflict with park rangers. Prohibitions on subsistence resource use triggered conflict less often. Our use of typologies for a multivariate conflict analysis demonstrates that by identifying differences between effects of conservation as drivers of conflict, conflict analysis can enable a more strategic deployment of conflict-resolution measures that could further conservation efforts. At Bwindi targeting ICD toward individuals who lost benefits from commercial activities may strengthen the role of ICD in conflict resolution and conservation.  相似文献

The ecological constraints model predicts that daily travel distance and home range size of social animals will increase as group size increases in order to meet the dietary needs of additional group members. This theory has been supported more predominantly by studies of frugivorous primate species than by studies of folivorous species. We examined the ranging patterns of mountain gorillas in Bwindi Impenetrable National Park, Uganda, who include both herbaceous vegetation and fruit in their diet, to determine how ecological, behavioral, and social parameters influence movement patterns. Data were collected from three groups of gorillas with overlapping home ranges at a low-altitude location (1,450–1,800 m) and one group at a high-altitude location (2,100–2,500 m) in Bwindi from September 2001 to August 2002. We analyzed daily travel distance and home range size in relation to group size, while also considering patterns of frugivory, rainfall, and location (proxy for food availability) within the park. Both daily travel distance and home range size were positively related to group size. In addition, the degree of frugivory positively influenced daily travel distance and home range size, while rainfall negatively influenced daily travel distance only. Finally, groups at the low-altitude location, with higher fruit availability, traveled less than the group at the high-altitude location. These results demonstrate that mountain gorillas in Bwindi provide support for the ecological constraints model, but further studies are needed to determine how fine-scale spatial and temporal availability of food resources influence movement patterns. Unauthorized use of natural resources is a key threat to many protected areas. Approaches to reducing this threat include law enforcement and integrated conservation and development (ICD) projects, but for such ICDs to be targeted effectively, it is important to understand who is illegally using which natural resources and why. The nature of unauthorized behavior makes it difficult to ascertain this information through direct questioning. Bwindi Impenetrable National Park, Uganda, has many ICD projects, including authorizing some local people to use certain nontimber forest resources from the park. However, despite over 25 years of ICD, unauthorized resource use continues. We used household surveys, indirect questioning (unmatched count technique), and focus group discussions to generate profiles of authorized and unauthorized resource users and to explore motivations for unauthorized activity. Overall, unauthorized resource use was most common among people from poor households who lived closest to the park boundary and farthest from roads and trading centers. Other motivations for unauthorized resource use included crop raiding by wild animals, inequity of revenue sharing, and lack of employment, factors that created resentment among the poorest communities. In some communities, benefits obtained from ICD were reported to be the greatest deterrents against unauthorized activity, although law enforcement ranked highest overall. Despite the sensitive nature of exploring unauthorized resource use, management‐relevant insights into the profiles and motivations of unauthorized resource users can be gained from a combination of survey techniques, as adopted here. To reduce unauthorized activity at Bwindi, we suggest ICD benefit the poorest people living in remote areas and near the park boundary by providing affordable alternative sources of forest products and addressing crop raiding. To prevent resentment from driving further unauthorized activity, ICDs should be managed transparently and equitably.  相似文献

An assessment of human interference in Kedarnath Wildlife Sanctuary (KWLS) showed huge dependence of local communities on forest fringes. KWLS is under active consideration as a national park because of its unique flora and fauna. Studies have evidenced habitat destruction and successional changes in the area because of ongoing unsustainable harvesting and logging. The present study provides an integrated approach towards evaluating resource extraction and management of the sanctuary. The study was based on in-depth semi-structured interviews and group discussions with local inhabitants of six villages and with forest officials. In addition, regeneration patterns and vegetation analysis was conducted in three land tenurial systems: community forest (CF), reserve forest (RF) and protected forest (PF). Key issues identified were wildlife offences, encroachment, pressure from unsustainable harvesting of resources and lack of livelihood opportunities. Ecological studies showed continuous change in regeneration patterns in forest patches/stands. The local survey stressed managing sanctuary fringes considering the village economy, social issues and resource requirements, and enhancing on-farm resource production to reduce pressure on forests. Forest personnel demanded more training on encroachment and poaching, these being major threats to biodiversity and bio-resources. Supporting and providing better livelihood opportunities is a viable option for minimizing pressure and managing biodiversity of the area through active community participation. This study generated useful outcomes and strategies for advancing policies to reduce pressure and overcome management constraints in the sanctuary.  相似文献

Abstract: We combined ethnographic investigations with repeated ecological transect surveys in the Dzanga‐Sangha Dense Forest Reserve (RDS), Central African Republic, to elucidate consequences of intensifying mixed use of forests. We devised a framework for transvaluation of wildlife species, which means the valuing of species on the basis of their ecological, economic, and symbolic roles in human lives. We measured responses to hunting, tourism, and conservation of two transvalued species in RDS: elephants (Loxodonta cyclotis) and gorillas (Gorilla gorilla). Our methods included collecting data on encounter rates and habitat use on line transects. We recorded cross‐cultural variation in ideas about and interactions with these species during participant observation of hunting and tourism encounters and ethnographic interviews with hunters, conservation staff, researchers, and tourists. Ecologically, gorillas used human‐modified landscapes successfully, and elephants were more vulnerable than gorillas to hunting. Economically, tourism and encounters with elephants and gorillas generated revenues and other benefits for local participants. Symbolically, transvaluation of species seemed to undergird competing institutions of forest management that could prove unsustainable. Nevertheless, transvaluation may also offer alternatives to existing social hierarchies, thereby integrating local and transnational support for conservation measures. The study of transvaluation requires attention to transnational flows of ideas and resources because they influence transspecies interactions. Cross‐disciplinary in nature, transvalution of species addresses the political and economic challenges to conservation because it recognizes the varied human communities that shape the survival of wildlife in a given site. Transvaluation of species could foster more socially inclusive management and monitoring approaches attuned to competing economic demands, specific species behaviors, and human practices at local scales.  相似文献

As one of the dominant large-scale mechanisms proposed to combat climate change, biodiversity loss, and rural poverty, REDD+ (Reducing Emissions from Deforestation and Forest Degradation) has added further complexity to the challenging governance of rights and resources in global forests. As REDD+ is commodifying carbon, concerns emerge about how carbon ownership and its rights can be accommodated into the existing framework that governs local forest resource rights. The Nepalese government has formally entered into REDD+ policy preparations, but it lacks clear legal provisions regarding key forest tenure rights such as carbon ownership, benefit sharing, and the political participation of community forest user groups from national to local. As a result, Nepal’s policy process points toward performance-based carbon forestry in a way that may undermine and weaken existing community tenure rights and forest tenure security.

This paper discusses Nepal’s potential impacts of new REDD+ and carbon ownership arrangements on forest tenure security and community-based forest governance. In a threefold methodological approach, the paper presents three scenarios for a REDD+-oriented tenure reform within the existing framework and assesses their concerns through in-depth qualitative interviews with key stakeholders, representatives, and advocates of Nepal’s community forestry system, complemented by a review of government documents and academic literature of REDD+ lessons so far. The analysis identifies critical concerns for forest tenure security, state-community power relationships, and effective local institutions of the commons, and suggests that Nepal’s REDD+ process is taking place at a particularly consequential time for structural changes of the forest governance framework.  相似文献

Abstract: Habitat overlap can increase the risks of anthroponotic and zoonotic pathogen transmission between humans, livestock, and wild apes. We collected Escherichia coli bacteria from humans, livestock, and mountain gorillas (Gorilla gorilla beringei) in Bwindi Impenetrable National Park, Uganda, from May to August 2005 to examine whether habitat overlap influences rates and patterns of pathogen transmission between humans and apes and whether livestock might facilitate transmission. We genotyped 496 E. coli isolates with repetitive extragenic palindromic polymerase chain reaction fingerprinting and measured susceptibility to 11 antibiotics with the disc‐diffusion method. We conducted population genetic analyses to examine genetic differences among populations of bacteria from different hosts and locations. Gorilla populations that overlapped in their use of habitat at high rates with people and livestock harbored E. coli that were genetically similar to E. coli from those people and livestock, whereas E. coli from gorillas that did not overlap in their use of habitats with people and livestock were more distantly related to human or livestock bacteria. Thirty‐five percent of isolates from humans, 27% of isolates from livestock, and 17% of isolates from gorillas were clinically resistant to at least one antibiotic used by local people, and the proportion of individual gorillas harboring resistant isolates declined across populations in proportion to decreasing degrees of habitat overlap with humans. These patterns of genetic similarity and antibiotic resistance among E. coli from populations of apes, humans, and livestock indicate that habitat overlap between species affects the dynamics of gastrointestinal bacterial transmission, perhaps through domestic animal intermediates and the physical environment. Limiting such transmission would benefit human and domestic animal health and ape conservation.  相似文献

Abstract:  Harvesting of wild plants for nontimber uses is widespread in the tropics, but its impact is usually quantified only for one or a few species at a time. Thus, forest managers are never clear about how well their efforts are protecting such plants. We quantified abundance and edge-related variation in 91 species of useful wild plants commonly harvested by communities around Bwindi Impenetrable National Park (BINP), Uganda, to evaluate the effect of their harvest. Forty percent of these species were harvested exclusively for medicines, 22% for weaving, and 24% for other uses. Fourteen percent were harvested for combinations of uses. Plants were surveyed around the entire periphery of the park transects that extended out 1 km into the forest interior from the edge. Analyses of edge and interior distribution were controlled for effects of topography. Individually, nine (10%) species were very rare, occurring in <0.5% of the plots searched. Of the remaining 82 species, most (50%) decreased significantly away from the park boundary, whereas 4.9% increased and 45.1% showed no pronounced edge-related distributions. Rarer species were no more likely to be less abundant near the edge than commoner species. These results suggest that most plants used for nontimber purposes in BINP are not currently being harvested unsustainably. In this respect many of the species of useful wild plants we examined resembled animals commonly hunted in tropical forests for bushmeat because they increased in abundance in disturbed habitat. Conservation action should initially aim to understand what influences distributions of very rare species. Edge-based assessments of distributions may be valuable for revealing harvest impact on species of useful wild plants commonly harvested by people living around forest islands in the tropics.  相似文献

Erosion control is one of the most important functions of forest ecosystems, and its accurate assessment is useful to illuminate the importance of forest ecosystem services for humans so as to rationally conserve forest resources. This paper examines Zhangjiajie National Forest Park, the first national forest park in China, to seek practical methods for assessment of the forest erosion control function using a geographical information system (GIS). The results show that the potential and actual amounts of soil erosion are 2.92 million ton and 0.14 million ton per year, respectively, in Zhangjiajie National Forest Park. The total reduction in soil loss reaches 2.77 million ton per year with the existence of a forest ecosystem. The erosion control function of near mature, mature and over mature broadleaf forest is excellent, and natural forest conservation and natural restoration of the degraded forest ecosystem can provide the largest benefits in soil erosion control. Nearly all the near mature, mature and over-mature forest in the park is at the top and in steep mountain areas, and could be rationally cut and utilized by local communities, but extensive timber felling should be strictly prohibited.  相似文献

Socioecological models predict that contest competition for clumped foods can lead to higher energy intake and lower energy expenditure for higher-ranking individuals. Here, we examine the relationships between dominance rank and energy intake and expenditure of female mountain gorillas in Bwindi Impenetrable National Park, Uganda (Gorilla beringei beringei). Bwindi gorillas have weak dominance relationships, feed on nonreproductive plant parts throughout the year, and consume fruit when it is seasonally available. We used behavioral observations on one group of gorillas and nutritional analysis of their major food items to calculate energy intake rates and estimated energy expenditure. Using linear mixed models, we found a significant positive relationship between dominance rank and energy intake rates, due to higher-ranking females having faster ingestion rates, rather than consuming foods with higher energy concentrations. Lower-ranking females did not spend significantly more time feeding to compensate for their lower energy intake rates. Lower-ranking females spent significantly more time traveling than higher-ranking females, leading to a negative relationship between dominance rank and energy expenditure. The combined results revealed a significant positive relationship between dominance rank and energy balance. Higher-ranking females did not spend longer feeding on fruit than lower-ranking ones, and the relationship between dominance rank and energy intake rates was not stronger when fruit was available. According to socioecological models, these results suggest that contest competition may be occurring with both fruit and nonreproductive plant parts, which would be consistent with growing evidence that nonreproductive plant parts can be contestable.  相似文献

Socioecological models provide a framework for predicting how animals respond competitively to the abundance and distribution of food resources. Testing predictions of socioecological models requires analysis of relationships among food resource characteristics, competitive behaviors, and measures of rank-related skew in energy balance or reproductive success. A positive relationship between dominance rank and energy balance has been observed among female mountain gorillas in Bwindi Impenetrable National Park, Uganda. This study examines the proximate mechanisms underlying feeding competition among those females. To assess the contestability of food resources, we measured the time a female spent feeding at a food site (food site residence time). We also examined the relationship between dominance rank and the access to resources, as well as the rate, context, and direction of aggression, and the number of neighbors in close proximity. As predicted, females had longer food site residence times and higher aggression rates with fruit and decaying wood than with herbaceous vegetation, suggesting that those resources may be contestable. Aggression was predominantly directed down the dominance hierarchy, although against expectation, rank was not significantly correlated with aggression rates or the time spent feeding on contestable foods. Higher-ranking females had significantly fewer neighbors, suggesting that lower-ranking females avoid higher-ranking ones. This study provides additional support for the claim that there is variability in how primates respond to the quality and distribution of food resources and that avoidance as a strategy to cope with feeding competition may result in similar skew in energy balance as rank-related aggression.  相似文献

通过对小良试验站不同类型、不同林龄的3种人工林群落(群落B:桉林;群落C:松桉混交林;群落D:阔叶混交林)与当地自然次生热带季雨林(乡土林)相比较,从群落结构的角度探讨人工恢复热带森林的可行性.结果表明:从桉林到松桉混交林到阔叶混交林,3种人工林群落的组成结构和空间结构向着复杂性和稳定性方向发展,并逐渐向地带性自然次生林方向演替;群落的相似性研究也表明,阔叶混交林是3种人工林中与乡土林最为相似.因此,对于极度退化的热带丘陵台地区,在一定工程和生物措施基础上,用先锋绿化树种造林成功后,及时用多层多种的阔叶混交林改造原有先锋林,可以加速人工林向地带性植被类型演替.  相似文献

Management activities such as law enforcement and community outreach are thought to affect conservation outcomes in protected areas, but their importance relative to intrinsic environmental characteristics of the parks and extrinsic human pressures surrounding the parks have not been explored. Furthermore, it is not clear which is more related to conservation outcomes—the management itself or local people's perceptions of the management. We measured objective (reports by park staff) and subjective (reports by local people) levels of community outreach and law enforcement based on responses to 374 questionnaires. We estimated mammal abundance and diversity of 6 protected areas based on data from 115 camera traps in Xishuangbanna, southwest China, a biodiversity hotspot with high hunting and land-conversion pressures. We then examined correlations among them and found that local people's perception of law enforcement was positively related to the local abundance of 2 large, hunted species, wild boar (Sus scrofa) (β = 15.22) and muntjac (Muntiacus vaginalis) (β = 14.82), but not related to the abundance of smaller mammals or to objective levels of enforcement. The subjective frequency of outreach by park staff to local communities (β = 3.42) and park size (β = 3.28) were significantly and positively related to mammal species richness, whereas elevation, human population density, and subjective frequency of law enforcement were not. We could not conclude that community outreach and law enforcement were directly causing increased mammal abundance and diversity. Nevertheless, the patterns we detected are some of the first empirical evidence consistent with the idea that biodiversity in protected areas may be more positively and strongly related to local perceptions of the intensity of park management than to either intrinsic (e.g., elevation, park size) or extrinsic (e.g., human population density) environmental factors.  相似文献

Abstract:  Small-scale, local disturbance of tropical forests, for example from selective logging, is widespread, but its effects on biodiversity and ecosystem function have rarely been studied. In 3 East African tropical rainforests, we investigated the effect of different levels of local forest disturbance on the frugivore community and on tree visitation and fruit removal rates of the small-seeded tree Celtis durandii. We quantified birds and primates in little and heavily disturbed sites, distinguishing between forest specialists, forest generalists, and forest visitors. We quantified frugivorous tree visitors and seed removal rates of C. durandii trees in the same sites. Forest disturbance reduced the species richness and density of the frugivore community and of forest specialists. Frugivorous species and individuals visiting the study trees were reduced significantly, which led to a marginally significant decline in fruit removal by all frugivores and a significant reduction in removal by forest specialists. Reduction in fruit removal by forest specialists was not compensated for by increases in removal by forest generalists or visitors. Results did not differ among the 3 rainforests, which suggests they were consistent at a regional scale. So local forest disturbance led to a loss of frugivores and their seed removal services. This suggests that large-seeded tree species and trees with small fruits are losing seed dispersers. Thus, local forest disturbance appears to have a more general negative impact on frugivores and their seed dispersal services than anticipated previously.  相似文献

SUMMARY

The causes for environmental breaches producing losses to the forest resources in the biosphere reserve Mariposa Monarca in Mexico have been investigated, mainly using methods of spatial analysis. It was demonstrated that the availability of forest resources themselves does not affect the frequency of breaches but does have consequences on the amount of resource loss per breach. Furthermore, a strong dependency on the traffic ways was demonstrated. The larger the distance to the traffic ways, the lower is the frequency of breaches. This behaviour could be described mathematically and led to the result that 38% of the breaches can be considered as caused by traffic ways. A weak dependency on the number of inhabitants could be found but no dependency on socioeconomic parameters. Taking into account the results of this analysis, a simple resource management model was developed, using a differential equation. It estimates the future development of natural resources. The model is implemented in a Geographic Information System. Sample calculations underline the importance of the supervising actions and show the possibilities of the model with respect to the measures that have to be taken to preserve natural resources in a supervised national park.  相似文献

This paper presents the results of research conducted between 2009 and 2014 in the village of Khanda Sharol in the state of Rajasthan, India. Our research objective was to determine how the livelihoods of village residents have been affected by the intensification of forest use, and the resulting loss of domestic access to traditionally used forest resources. Results indicate that changes in forest cover have resulted in a loss of livelihood options for village residents. Yet rather than being victimized by environmental change processes, this paper shows how villagers have responded by partnering with public and private actors to develop a community protected forest area that is now helping villagers to meet their livelihood needs. These findings suggest that sustainable livelihoods in rural regions of India require committed and scaled approaches involving local, public, and private actors.  相似文献

One important debate regarding Reducing Emissions from Deforestation and Forest Degradation (REDD+) in developing countries concerns the manner in which its implementation might affect local and indigenous communities. New ways to implement this mechanism without harming the interests of local communities are emerging. To inform this debate, we conducted a qualitative research synthesis to identify best practices (BPs) from people‐centered approaches to conservation and rural development, developed indicators of BPs, and invited development practitioners and researchers in the field to assess how the identified BPs are being adopted by community‐level REDD+ projects in Latin America. BPs included: local participation in all phases of the project; project supported by a decentralized forest governance framework; project objectives matching community livelihood priorities; project addressing community development needs and expectations; project enhancing stakeholder collaboration and consensus building; project applying an adaptive management approach; and project developing national and local capacities. Most of the BPs were part of the evaluated projects. However, limitations of some of the projects related to decentralized forest governance, matching project objectives with community livelihood priorities, and addressing community development needs. Adaptive management and free and prior informed consent have been largely overlooked. These limitations could be addressed by integrating conservation outcomes and alternative livelihoods into longer‐term community development goals, testing nested forest governance approaches in which national policies support local institutions for forest management, gaining a better understanding of the factors that will make REDD+ more acceptable to local communities, and applying an adaptive management approach that allows for social learning and capacity building of relevant stakeholders. Our study provides a framework of BPs and indicators that could be used by stakeholders to improve REDD+ project design, monitoring, and evaluation, which may help reconcile national initiatives and local interests without reinventing the wheel. Use-Values of Tree Species in a Communal Forest Reserve in Northeast Peru   总被引:3,自引:0,他引:3  
Abstract: Several rural villages in the department of Loreto, in northeast Peru, have sought to protect local control over access to natural resources by establishing communal reserves. Most of Loreto's villages have heterogeneous populations of detribalized Indians and mestizos, called ribereños (people of the riverbanks). The communal reserves of ribereño villages currently have no legal status, but are regulated by written communal rules and are actively guarded by community members.
An inventory of trees greater than 10 cm in diameter was conducted in one ribereño communal reserve, a fifty-year-old secondary forest. A doubly random sampling procedure was used producing a total sample size of 7.5 ha Tree species utilized by community members were found to comprise 60% of the total number of species sampled. Uses were divided into six categories: food construction, crafts remedy, commerce, and other "use-values" were assigned to each species, based on an ordinal system developed by Prance et al. (1987). The presence or absence of markets for specific forest products was found to be a major determinant of that species' overall use-value to ribereño populations. Neither the existing markets nor the lack of firm land or resource tenure for ribereño communal reserves encourages sustained management of forest resources.  相似文献

Abstract:  Since 1960, most of the forest surrounding the La Selva Biological Station, an intensively studied tropical research facility in Costa Rica, has been converted to agricultural uses. We used quantitative censuses and analysis of previously published categorical abundances to assess changes in the bird community, and we evaluated potential causes of species-specific changes by assessing their association with habitat, diet, participation in mixed-species flocks, and nest type. Approximately the same percentage of species increased as decreased in abundance from 1960 to 1999 (10–20% of all species, depending on method of assessment). Diet was the single most important trait associated with declining species. At least 50% of the species that declined have insectivorous diets. Use of forest habitat and participation in mixed-species flocks were also significant factors associated with declines, but nest type was unrelated to change in abundance. The species that increased in abundance tended to occur in open habitats and have omnivorous diets. These results reinforce the importance of several population risk factors associated with tropical understory insectivory and mixed-species flocking: patchy spatial distribution, low population density, large home range, and dietary specialization. La Selva's protected area (1611 ha), despite a forested connection on one boundary with a higher elevation national park, is apparently too small to maintain at least one major guild (understory insectivores). This first quantitative assessment of bird community change at La Selva highlights the need to intensify study of the mechanisms and consequences of biological diversity change in tropical forest fragments.  相似文献
