Current cost estimates for the assessment and remediation of environmental contamination at facilities operated by the U.S. Department of Energy (DOE) are based largely on assumptions, with a resulting high level of uncertainty. Therefore, consistent and reliable methods for estimating the uncertainty inherent in the estimates are of vital importance. This article presents an approach and format for estimating contingency in DOE's Environmental Restoration Program. The method involves an analysis of risk factors having a potential to affect the cost of the major elements in the estimate. Application of the contingency analysis to a project site is included in the discussion.  相似文献

Environmental risk assessment is generally based on the comparison of the exposure concentration of a chemical with the sensitivity of the ecosystems for this chemical. The exposure to this chemical is often assumed to be constant and continuous, while in reality exposure is more likely to be variable and/or intermittent. Several approaches have been developed to account for the influence of exposure time on environmental effects. Time-to-event modelling is the most recent approach to include time in environmental risk assessment. This approach is applied in the DREAM model (Dose Related Effects Assessment Model), which is used to assess the environmental impact of produced water discharges in the marine environment.  相似文献

The US Environmental Protection Agency’s National Center for Environmental Assessment is finalizing its updated approach to assessing the health risks from direct and indirect exposure to combustion emissions. The prior 1990 Indirect Exposure Methodology has been used frequently in the early part of this decade, while the new methodology considers more pathways for agent transfer and exposure. This advanced methodology is not limited to exposure from combustion emissions as the approach lends itself to assessing indirect exposure to other agents in various exposure scenarios. The purpose of this presentation is to alert the user community to the new methodology and discuss its impacts on risk assessment. A brief overview of the exposure pathways, along with the inherent uncertainties of the MPE and the risk characterization, are presented. Other associated documentation is presented and referenced. The paper concludes with a discussion of the planned implementation of the MPE and the Agency program guidance for use with RCRA combustor permitting and risk assessments.  相似文献

Many public agencies and private entities are faced with assessing the risks to humans from contamination on their lands. The United States Department of Energy (US DOE) and Department of Defense are responsible for large holdings of contaminated land and face a long‐term and costly challenge to assure sustainable protectiveness. With increasing interest in the conversion of brownfields to productive uses, many former industrial properties must also be assessed to determine compatible future land uses. In the United States, many cleanup plans or actions are based on the Comprehensive Environmental Responsibility, Compensation, and Liability Act, which provides important but incomplete coverage of these issues, although many applications have tried to involve stakeholders at multiple steps. Where there is the potential for exposure to workers, the public, and the environment from either cleanup or leaving residual contamination in place, there is a need for a more comprehensive approach to evaluate and balance the present and future risk(s) from existing contamination, from remediation actions, as well as from postremediation residual contamination. This article focuses on the US DOE, the agency with the largest hazardous waste remediation task in the world. Presented is a framework extending from preliminary assessment, risk assessment and balancing, epidemiology, monitoring, communication, and stakeholder involvement useful for assessing risk to workers and site neighbors. Provided are examples of those who eat fish, meat, or fruit from contaminated habitats. The US DOE's contaminated sites are unique in a number of ways: (1) huge physical footprint size, (2) types of waste (mixed radiation/chemical), and (3) quantities of waste. Proposed future land uses provide goals for remediation, but since some contamination is of a type or magnitude that cannot be cleaned up with existing technology, this in turn constrains future land use options, requiring an iterative approach. The risk approaches must fit a range of future land uses and end‐states from leave‐in‐place to complete cleanup. This will include not only traditional risk methodologies, but also the assessment and surveillance necessary for stewards for long‐term monitoring of risk from historic and future exposure to maintain sustainable protectiveness. Matrix effects may increasingly lead to erroneous environmental decisions as regulatory limits or risk‐based concentrations of concern for trace metals move lower toward the limits of analytical detection. A U.S. Environmental Protection Agency Office of Technical Standards Alert estimated that environmental data reported using inductively coupled plasma spectrometry (ICP‐AES) has a false‐positive rate for thallium of 99.9 percent and for arsenic of 25 to 50 percent. Although this does not seem to be widely known in the environmental community, using three case studies, this article presents data in environmental samples that demonstrate severe matrix effects on the accuracy of arsenic and thallium results. Case Study 1 involves soil results with concentrations that approached or exceeded the applicable regulatory soil cleanup objectives of 13 mg/kg for arsenic and 2 mg/kg for thallium. Reanalysis using ICP coupled with a mass spectrometer (ICP‐MS) confirmed all thallium results were false positives and all arsenic results were biased high, concluding no action was required for soil remediation. Case Study 2 involves groundwater results for thallium at a Superfund site, where thallium was detected in groundwater up to 21.6 μ g/L using ICP‐AES. Reanalysis by ICP‐MS reported thallium as nondetect below the applicable regulatory level in all samples. ICP‐MS is usually a more definitive and accurate method of analysis compared to ICP‐AES; however, this is not always the case, as we demonstrate in Case Study 3, using data from groundwater samples at an industrial site. Through a weight‐of‐evidence approach, it is demonstrated that although method quality control results were acceptable, interferences in some groundwater samples caused biased high results for arsenic using ICP‐MS, which were significantly lower when reanalyzed using hydride generation atomic fluorescence spectrometry. Causes of these interference effects and conclusions from the three case studies to obtain accurate metal data for site assessment, risk characterization, and remedy selection are discussed. © 2010 Wiley Periodicals, Inc.  相似文献

Risk assessment has been increasingly applied as a tool in making risk management decisions that affect cleanup of contaminated sites, property transactions, and liability issues. As a site-specific evaluation, risk assessment takes into account the unique characteristics and intended future uses for site property in evaluating chemical concentrations which may remain in place without risk to public health and the environment. The results of a risk assessment can be used to determine reuse options for a property, facilitate site closure, and reduce liabilities (Copeland and Robles, 1994; Copeland et al., 1993a). This article describes the risk assessment process, the role of risk assessment in determining the need for remedial action and identifying site-specific cleanup goals, and the cost effectiveness of applying risk assessment in remedial decisions. Because of the prevalence of former UST sites throughout the United States, this article focuses on risk assessment and remediation of UST sites. However, the process can be applied at sites where other chemicals have been released. Three case studies are presented to illustrate the application of risk assessment in achieving cost-effective site closure at sites containing leaking underground storage tanks.  相似文献

The Department of Energy (DOE) is conducting a Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) mandated Remedial Investigation/Feasibility Study for a site contaminated with Dense Non-Aqueous Phase Liquid (DNAPL) pollutants. Three key efforts were a hydrogeological modeling approach, the generation of feasible sequences of technologies, and the screening of alternative technologies. This research uses a decision analysis process to provide a quantitative assessment of the candidate technologies. Decision analysis modeling was used to gain insight into each sequence of technologies. Sensitivity analysis was also conducted to assess the impact of key assumptions. The results provided the DOE with an objective and traceable rationale for screening and reducing all of the potential technology combinations to 58 technology combinations and a method for identifying the top scoring combinations. The approach has wide applicability to similar CERCLA remediation efforts.  相似文献

Shortly after promulgation of the Hazardous Waste Combustor MACT rule established regulatory limits for polychlorinated dioxins and furans (dioxins/furans) in incinerator stack gas, the US Environmental Protection Agency (USEPA) announced that facilities could still be required to demonstrate that stack emissions do not present an unacceptable risk to human health and the environment. Guidance for conducting this risk assessment activity, which was to be required under RCRA omnibus authority, was developed by the agency and released in 1998. The guidance represented an increase in complexity over previous documents developed by the agency and contains multiple chemical, fate and transport, and toxicological parameters which are to be used as default deterministic parameters in a complex series of algorithms which ultimately lead to numerical estimates of risk. As these changes were occurring, USEPA was also moving towards completion of its reassessment of dioxin. That series of documents has been the subject of considerable controversy and has, in several of its various drafts, proposed a number of changes, including modification of the existing toxic equivalency factor (TEF) approach and of the cancer potency factor of 2,3,7,8-tetachlorodibenzo-p-dioxin. At this time it is unclear what the impact of these changes will be on facilities progressing through the permitting process, because it is not intuitively obvious how changes in the risk assessment input parameters will impact the magnitude of the dioxinlfuran risk. In this paper, the receptor usually associated with the highest potential risk from dioxins/furans in a combustion risk assessment, the Subsistence Farmer, will be subjected to a sensitivity analysis to determine which of the multiple default input parameters will have the greatest influence on the potential cancer risk.  相似文献

Recent European environmental legislation (the Water Framework Directive, the Environmental Liability Directive, and the REACH Regulation) should provide better protection of terrestrial water bodies but their focus is on the more conspicuous pollutants, as opposed to the large number of xenobiotic micro-pollutants that are increasingly being detected in the urban water cycle. The development of Drinking Water Safety Plans (DWSPs), as promoted by the World Health Organization, utilises a proactive risk assessment—risk management approach that necessarily should include micro-pollutants, although currently in the UK micro-pollutants have largely been ignored. The generic assessment of the risks posed by micro-pollutants is proposed and will require a consensus on analytical screening methods, sampling points and frequencies, and a method for prioritising concern, and would enable DWSPs to take fuller account of the risks posed.  相似文献

A significant hindrance to reuse of brownfields properties is the risk associated with redevelopment,specifically the uncertainty associated with environmental cleanup. This article explores an approach tomanaging environmental risk through a combination of risk quantification, environmental insurance, and theTriad Approach to site sampling and data interpretation. The expected costs of environmental liabilities areestimated using the Marsh Peer ReviewSM risk quantification process that employs statistical techniques andhighly experienced technical staff. The outputs of the process indicate premiums and attachment points forinsurance products, but they also point to “critical uncertainties” that drive the insurancepremiums. Insurance premiums are often linked to site delineation deficiencies, such as the magnitude ofimpacted soil or the size of a groundwater plume. The Triad Approach is an integrated site characterizationprocess developed by the Environmental Protection Agency that combines systematic planning, dynamic or adaptivefield decision making and field analytical methods (FAMs). The real‐time data produced by FAMsallow for in‐field resolution of uncertainty about sample location, which in turn provides morerepresentative delineation of contaminant distribution. The trade‐off of using slightly less accuratebut substantially lower cost FAMs is an increase in sampling frequency or density, thereby reducing the risk ofincomplete detection or delineation while yielding a “data set” that is more powerful than fewerindividual data points analyzed through traditional methods. Employing the Triad Approach to analyze the“critical uncertainties” identified in the Peer Review Process can impact insurance premiums andallow for better terms of coverage. In 1980 the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) was passed to instigate the cleanup of uncontrolled hazardous waste sites. CERCLA necessitated the development of a set of criteria for estimating the severity of the contamination at these sites, the potential impact on human health and the environment, and establishing appropriate cleanup levels for the contaminated media. The risk assessment (RA) format was developed to meet these challenges. Though RAs vary dramatically in their scope, emphasis, and regulatory application, there are two primary objectives common to all RAs: (1) to evaluate potential risks to human health and the environment posed by the release of hazardous substances and (2) to evaluate and establish safe cleanup levels based primarily on the number and type of potential receptors, the toxicity and mobility of the contaminants, and the types of exposure pathways present. Achieving these objectives may be a relatively simple task or an extremely complex and difficult one depending on the type of material released and our understanding of its behavior in the environment, the site conditions, and the governing regulations. This article presents an approach for establishing acceptable cleanup levels for subsurface soils and illustrates the application of this approach to three different regulated sites.  相似文献

This article provides a case study of how green and sustainable remediation (GSR) concepts (including, but not limited to, worker risk) can be incorporated into the existing National Contingency Plan (NCP)/Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) remedy selection framework. The occupational risks of worker fatalities and injuries associated with two site remediation alternatives were calculated and compared. The results demonstrated that the increased worker risks associated with one of the remedy alternatives rendered it inferior based on the NCP “Balancing Criteria” of short‐term effectiveness. This type of approach is implementable at many sites by leveraging readily available information at the remedy selection stage using published methods and data sources. © 2014 Wiley Periodicals, Inc.  相似文献

Decisions that determine the proper risk-based remediation approach are based on technical, regulatory, cost, legal, and political factors. A wide variety of options such as the ASTM RBCA tiered approach, the API Decision Support Software, and a host of agency-specific methods and commercial risk assessment software are all available. The optimization of a remediation project requires the right remediation technology coupled with the appropriate analytical framework. For groundwater remediation, the application of various “risk reduction” technologies can be classified as aggressive (pump and treat), moderate intensity (air sparging), low intensity (oxygen release compound-ORC®), and intrinsic (monitor only). The time frame of risk analysis will establish the proper risk reduction strategy. The selection process is inherently iterative, and the approach by which an optimal solution can be derived forms the basis of this article. A case study of a Texas site put these issues into context.  相似文献

The U.S. Navy Public Works Center (PWC) Environmental Department, San Diego, California, is home to the Navy West Coast Site Characterization and Analysis Penetrometer System (SCAPS). SCAPS has been extensively used at several Navy sites since 1995 to provide real‐time, high‐density data sets. The U.S. Environmental Protection Agency's Triad approach provided an ideal framework for optimizing the use of the Navy SCAPS during a volatile organic compound (VOC) source investigation at Installation Restoration Site 1114 at Marine Corps Base Camp Pendleton. All three elements of Triad—systematic planning, dynamic work strategy, and use of real‐time measurement tools—were implemented to manage decision uncertainty and expedite the site management process. The investigation was conducted using the Navy SCAPS, outfitted with a cone penetrometer, membrane interface probe, and a direct sampling ion trap mass spectrometry detector, which allowed for real‐ time collection of over 690 feet of continuous lithologic information and VOC concentration data. These data were used collaboratively with 24‐hour turnaround US EPA 8260B VOC groundwater results from temporary direct‐ push wells to support the conclusion of a limited source area. Implementation of the Triad approach for this investigation provided an expedited high‐density data set and a refined conceptual site model (CSM) in real time that resulted in cost savings estimated at $2.5M and reduction of the site characterization and cleanup schedule by approximately three years. This project demonstrates how the US EPA's Triad approach can be applied to streamline the site characterization and cleanup process while appropriately managing decision uncertainty in support of defensible site decisions. © 2004 Wiley Periodicals, Inc.  相似文献

Environmental risks are a growing public concern in America. The threat of contaminated drinking water from municipal solid waste (MSW) landfills is receiving increased attention from citizens and from the United States Environmental Protection Agency (USEPA). Examination of USEPA data collected from MSW landfills reveals approximate risks posed by these landfills. USEPA research suggests that 60% of MSW landfills present less than a 1 in 10 billion risk of cancer incidence. Another 6% pose risks less than 1 in a billion, while 17% present risks less than 1 in a million. This study addresses the USEPA risk assessment techniques and models for estimating MSW landfill risks. USEPA data for toxic constituents of landfill leachate are also analysed in order to better understand the difficulties encountered in estimating landfill risks. The study also presents a brief discussion of public perceptions of risk as they relate to communicating the USEPA landfill model results to those who might be affected.  相似文献

Clearly defined remedial action objectives are a key factor in successful remediation programs. Chemical-specific cleanup criteria are critical components of remedial action objectives. A common risk-based approach can be applied for developing cleanup criteria for remediations under CERCLA, RCRA, and TSCA. This approach involves four steps: identify regulatory requirements; identify chemical-specific cleanup guidelines from previous cleanups; evaluate site-specific risk considering mitigating factors for a given site; select the final cleanup criteria based on information from the first three steps. To describe this approach, this paper presents a case study on a PCB cleanup conducted under TSCA. An objective risk-based approach was used to capitalize on the flexibility built into EPA's PCB cleanup guidelines. EPA granted an exemption to the stated policy on the basis of competing risk factors using a comparative risk-assessment approach. Similarly, risk assessment can be used to take advantage of regulatory flexibility in the selection of applicable or appropriate and relevant requirements (ARARs) under CERCLA, or in the selection of media protection standards under RCRA.  相似文献

Cleanup levels at hazardous waste sites are typically developed based at least in pan on either generic or site-specific risk assessments. Risk assessment in its purest form should be a measure of the potential for a site to cause adverse effects and therefore should be used as the basis for cleanup. However, the process of risk assessment continues to be subject to problems, primarily related to inherent uncertainties in the exposure parameters and toxicity criteria that are the building blocks of the risk assessment. Criticism of risk assessments and risk-based decisions range from comments that the process inadequately protects human health to comments that the process is overly protective, and examples of both ends of the spectrum are readily available. Site remediation professionals should be aware of the issues related to uncertainty and understand the potential problems in order to ensure appropriate and effective site cleanup. © 1999 John Wiley & Sons, Inc.  相似文献

The Triad Approach was field‐tested to determine if characterization objectives could be met for a brownfields property that had been identified as a future elementary school site. The new school is in response to a New Jersey Supreme Court ruling (the Abbott decision) that directed the state of New Jersey to fund school construction in poorer districts to expand physical facilities to relieve overcrowding. The Triad Approach is promoted by the United States Environmental Protection Agency as a process that has the potential to improve the timeliness and efficiency of site characterization, and the New Jersey Department of Environmental Protection (NJDEP) recently issued a policy statement supporting its potential. Aggressive school construction deadlines are contingent on property acquisitions that are relatively faster than the traditional investigatory process. In addition, given the future sensitive population, the investigations must be thorough. This case study is among the first studies to document the use of the Triad Approach for a future school site. The Triad Approach was used to define site conditions for six areas of concern in a two‐month time frame (from the start of the planning process to completed investigation). © 2004 Wiley Periodicals, Inc.  相似文献

Near surface disposal facility design and management are examined and compared using a systems approach that defines facility performance as a function of three components (or subsystems): the disposal facility design (cover systems and bottom liners); the properties of the waste (waste composition, waste form and waste package); and the site‐specific environmental features (climate, geology, and hydrology). We report an evaluation of five DOE near surface disposal facility case studies, selected to provide a “representative” sample that included disposal sites with a range of waste and environmental characteristics across the DOE. The facilities selected were the Savannah River E‐Area Engineered Trenches, Hanford Integrated Disposal Facility, Idaho Radioactive Waste Management Complex, Oak Ridge Environmental Management Waste Management Facility, and Nevada National Security Site Area 5. ©2015 Wiley Periodicals, Inc.  相似文献
