The alcohol industry in China makes an important contribution to the national economy. However, the associated pollution problems cause gradual deterioration of the ambient environment and adverse impacts on the local community. Cleaner production (CP) technology, as an effective way to reduce waste emission and save resources, has been widely employed in the alcohol industry across the developed countries. In China, although such technologies have been applied in a number of factories, an integrated assessment and implementation procedure is lacking for proceeding with practical CP technologies for alcohol factories in China. To solve such problems, a series of cleaner production options are proposed and assessed in this study. Five groups of CP options were screened, on factory survey, expert questionnaires, and integrated assessment. With the consideration of environmental impacts and economic efficiency, four CP options combined with various advanced CP technologies, such as high-concentration wort fermenting, CO2 reuse, different pressure distilling, methane and fertilizer production, were proposed. To verify the proposed options, a case study was carried out in the Shouguang Alcohol Factory (SAF), East China. The characteristics of resources consumption and waste emission during the production process were identified. A comprehensive evaluation of the proposed options was conducted from different aspects. An integrated cleaner production system based on the proposed options was formed and then implemented in the factory. Through the four years of practice, the productivity/quality of alcohol product were improved, but and the reduction of waste and pollution were achieved as well as a marked increase in water/energy savings. This study provides theoretical and practical support for extensive application of cleaner production technologies and sustainable development in the alcohol industry of China.  相似文献

Cleaner Production (CP) as a strategy for reducing negative environmental impacts throughout the production processes avoids and decreases pollution at its source and increases the competitiveness of enterprises. Since the establishment of China's goal for quadrupling its gross domestic product between 2000 and 2020, while improving its environmental performance and maintaining social stability, ‘win-win’ concepts such as CP are playing an increasingly prominent role in the country's development plans. Consequently, China's efforts to create a favourable policy and institutional framework for the promotion of CP that includes its unique national “CP Promotion Law” which governs the implementation of all CP activities in the country are encouraging. However, China has encountered significant challenges in improving, on a large scale, the environmental performance of its industries. Factors such as the difficulty in mainstreaming CP in industries, limited institutional resources as well as constraints in financial and technical resources of small and medium-sized enterprises have hindered the widespread adoption of CP. In addition, due to local peculiarities and disparities, different regional approaches for its implementation have evolved. This paper describes and analyses how the application of an environmental management tool in Zhejiang Province has enhanced the environmental, economic and organisational benefits of CP in enterprises.  相似文献

构建了清洁生产驱动力模型,提出重点企业清洁生产推进的定量化分析指标,采用回归方法分析了经济发展水平、污染压力和外部条件对重点企业清洁生产推进的影响.结果表明:以重点企业审核率为指标反映重点企业清洁生产的推进情况更合适和准确.我国重点企业清洁生产在经济发展水平、污染压力和外部条件等方面共同作用下逐步推进,现阶段则更多地依靠经济发展和污染压力外部驱动力推进,这种驱动模式的速度较慢.要快速推进重点企业清洁生产,需加强和激发企业内部条件的推动作用.   相似文献

Cleaner Production (CP) should be an essential part of any comprehensive environmental management system at an enterprise or national level. In many cases the adoption of CP improvements can reduce or even eliminate the need for end-of-pipe investments and therefore can have both environmental and economic benefits. Experience shows, that often companies having identified cost-effective and technically-feasible CP options, may still not be able to make necessary CP investment to realise the financial benefits and environmental advantages. Financing of CP projects varies among countries and types of the projects. Domestic and international efforts to strengthen environmental financing still face a number of serious obstacles, many of which are related to profound economic, political and social problems. The detailed evaluation of revolving fund establishment possibilities based on personal experience of the authors in Lithuania, Zimbabwe and Vietnam is presented in the paper.  相似文献

This paper applies an analytic hierarchy process (AHP) to examine and prioritize underlying barriers to adoption of cleaner production (CP) by small- and medium-sized enterprises (SMEs) in China from the perspectives of government, industry and expert stakeholder groups. First, on the basis of the findings of previous research and literature review, 20 barriers are identified and grouped into four categories: (1) policy and market barriers; (2) financial and economic barriers; (3) technical and information barriers; and (4) managerial and organizational barriers. Second, an AHP model is developed and a survey questionnaire was designed, tested, and refined. Third, the questionnaire was distributed to the representatives of three stakeholders of CP, i.e. enterprise managers, government officials, and experts. The returned questionnaires were validated in terms of consistency and in some cases followed up for verification. Fourth, the 20 barriers were rated by analyzing the valid questionnaires through the AHP model. The top three barriers to CP adoption by Chinese SMEs were found to be: (a) lack of economic incentive policies; (b) lax environmental enforcement, and (c) high initial capital cost. The researches conclude that current governmental policy should give higher priority to lessening those external policy and financial barriers rather than internal technical and managerial barriers. The findings shed some new light on readjusting public policy in order to help to facilitate widespread CP implementation in SMEs in China.  相似文献

Anthropogenic climate change is likely to add significant pressure to the determinants of public health, and to current health and social protection measures in high, middle and low income countries. Adaptation strategies within the health sector are being developed to address the multi-dimensional nature of the costs and impacts. We further develop and apply a new generic conceptual framework for development-compatible climate policy planning to evaluate policy options for middle and low income countries that reduce the adverse health effects of climate change. The criteria used for comparative evaluation included economic, environment, social and institutional factors. The proposed framework, incorporating system dynamics, provides a foundation for a decision-analytical approach to support the formulation of robust climate change adaptation policies to protect human health.  相似文献

Cleaner production (CP) working methods should facilitate the search for feasible CP options and contribute to their on-going implementation in a company. Over the past decade, numerous working methods have been developed in order to cater for specific segments of industry. This paper describes, compares and analyses the core components of six Dutch working methods to develop a framework for CP methodologies, to draft guidelines for the selection of an appropriate working method for a certain industry, and to identify areas which require additional methodology development. A division is proposed between four types of CP working methods: indicators, scan, pre-assessment and assessment. Each of these has its strengths and weaknesses, which calls for a careful selection of the working method, which in turn could be based on size of the company, material- and energy-intensity of the production, and complexity of the production processes. This comparative evaluation further proves that the working methods are still weak in stimulating the corporate transition process from ‘end-ofpipe’ to CP thinking and acting. It is tentatively concluded that an ‘assessment’ is superior in identifying comparatively radical environmental improvements (‘innovations’) as well as in fostering the integration of CP into the daily operation and management of a company. The use of simplified working methods in selected industries, is, however, justified given their ability to contribute to the implementation of relatively obvious CP options.  相似文献

The analysis of the Cleaner Production (CP)/pollution prevention concept application in Lithuanian companies demonstrates a number of opportunities in waste minimization and pollution prevention areas aimed at sustainable development.To compare the efficiency of various CP methods and to identify the preventive methods with the highest energy saving possibilities in different Lithuanian sectors of the economy the database “The implementation of Cleaner Production in Lithuania” was used. This database was developed in line with CP implementation methodology and contains technical, environmental, economic and financial information on implemented CP innovations in Lithuanian companies during the last decade. The development of an international climate policy builds on national policy perspectives. These depend on the perceived risks of climate change, socioeconomic and cultural characteristics of the nations and regions involved, and the technical feasibility of policy measures. Scientific and technological research supports the policy making process about these issues. The perspectives of the scientific community and the policy makers differ and as a consequence communication is often troublesome. The construction and utilization of knowledge under such circumstances can only be effective if all parties involved engage in a continuous dialogue about causes, effects, impacts and responses. This paper describes a project carried out in the Netherlands. It has as its major objective the articulation of a variety of perceptions and positions related to climate change. As a result of the project, policy actors produced five policy options and formulated research questions. The policy options are linked in the framework of a policy life cycle. Research questions focus on the risks of climate change and on feasible social, economic, cultural and technological responses to it. As to the policy options, striving for common means appears to be more promising than pursuing shared goals and philosophies.  相似文献

通过分析国内外企业环境保护社会责任的发展现状、存在问题和浙江省开展企业社会责任试点工作的主要做法,主要从政府、企业、公众3个方面来构建了浙江省企业环境保护社会责任制度框架。构建制度框架的关键重点不在于制定新的政策与机制,而是将现有的企业自愿性政策与政府的强制性政策相配套与整合,并进行适当的补充。从而形成综合的制度框架。制度框架的最终目的在于,充分发挥政府的引导和推动作用、发挥企业的主体作用、发挥行业协会商会等组织的自律作用、发动社会各方广泛参与,着力构建政府引导、企业自愿、行业自律、社会监督“四位一体”的企业环境保护社会责任推进机制。  相似文献

提出了基于生态环境绩效和社会效益的经济可持续发展的定义,并引入多边形综合指标法,根据经济发展、资源能源消耗、生态环境压力、社会效益4个方面对江苏省1990~2003年经济可持续发展状态进行了定量评价和分析.结果表明,江苏省经济可持续发展综合指数从1990年的0.123上升到2003年的0.521.经济可持续发展的协调性在1990~1996年逐年增强,但在1996年后有所下降.综合指数(D)与经济发展(EDI)、资源能源消耗(RCI)、生态环境压力(EPI)、社会效益(SBI)4个分指数之间的关系可以用线性方程D=0.152EDI+0.308RCI+0.453EPI+0.502SBI-0.458表征.今后决策中,要把经济发展的社会效益放在首要关注位置,特别关注发展过程中的公平性问题.  相似文献

In recent years, many electronic manufacturing firms have looked upon Cleaner Production (CP) as the means by which they could maintain environmental practice and competitive advantages. CP has been adopted by companies as an important factor in enhancing industrial productivity. Sustainable projects that deal appropriately with environmental and social factors are also more likely to be the most profitable.This paper investigated the criteria and attributes that determine a successful adoption and implementation of CP in reference to PWB manufacture in Taiwan. Fuzzy Analytic Hierarchy Process (FAHP) methodology is used to discuss the different decision criteria that include Organizing, Systems and Technologies, Measurement and Feedback, Working environment and Worker's Culture which are all vital factors in an effective CP implementation. AHP is an efficient tool in controlling the fuzziness of the data involved in choosing the most preferred decision variables. The linguistic level of comparisons produced by the manufacturers and experts are tapped and constructed in a form of triangular fuzzy numbers in order to construct fuzzy pairwise comparison matrices. The implementation of the system is demonstrated by a problem involving three stages of hierarchy which contains different criteria and attributes at a wider perspective within an environmental uncertainty. The findings advocate that these enterprises would need to setup the priorities of the CP implementation. The results suggest a generic hierarchical model of organizations of which the highest level is to be prioritized among the CP implementation factors.  相似文献

以新安江流域横向生态补偿试点作为准自然实验,采用2001~2017年中国安徽和浙江省内县域面板数据,利用双重差分方法(DID)定量研究了试点政策对流域上下游地区经济发展的影响及可能机制.结果显示:试点政策对上游地区的经济发展造成了一定程度的抑制影响,表现为相关地区的人均GDP或地区GDP出现了下降,而对流域下游地区经济发展并无显著作用,这一结论在进行多项稳健性检验后仍然成立;新安江试点政策对上游地区经济发展的负面影响呈现出了“先增强后减弱”的动态变化规律;此外,机制分析显示5个试点县内规模以上工业企业个数显著下降,表明“企业退出”是新安江试点政策对上游地区经济发展造成负面影响的重要原因.本研究可为后续制定和实施跨地区水资源保护的利益调配机制提供依据.  相似文献

The past decades have seen planning and implementation of built infrastructure in all over the developed and developing world growing in large scales. This has been influenced by economic and population growths, urbanization and industrialization, which in turn have put increasing stress in provision of services. The paper reviews the policy dimensions of water infrastructure development and financing in the two largest economies at present, China and India, including planning, implementation and decision-making processes. Findings indicate that main challenges for infrastructure development have been limited sources of financing, but also policies and their implementation. The high levels of investment in water infrastructure in the two countries have been impressive, mainly in China. However, they still have not necessarily addressed efficiency over the long term, supported more inclusive and higher economic growth or improve social and environmental conditions in all cases.  相似文献

The paper presents on the experience of the first year of implementation of the UNEP project ‘Strategies and mechanisms for promoting cleaner production (CP) investments in developing countries’. An insight into the experience gained in two developing countries, Guatemala and Zimbabwe is given in separate cases.The paper attempts a preliminary—by no means exhaustive—analysis of the current status of CP awareness among the financial community in selected developing countries and the main barriers to funding CP from a financial sector perspective. The experience gained in five developing countries allows to better investigate the ways whereby the financial community could, and perhaps should, more effectively promote financing of CP, thus contributing to the spread of the CP concept and measures at the macro (government), medium (industry associations, chambers of commerce) and micro (enterprises) levels. In doing so, the paper indirectly emphasises the role of other key stakeholders.Suggestions and recommendations expressed in the paper have to be taken clearly with a pinch of salt, as each country in the developing world has its distinct economic, political, social and cultural features.  相似文献

This paper is based upon the understanding that fundamental disciplines of human knowledge such as chemistry, ecology, sociology, geology, economics, engineering or politics, cannot, by themselves, provide the sufficient and necessary solutions to complex problems of sustainability. The paper, therefore, presents an integrated knowledge approach to sustainability policy on industry with the understanding that the essence of such an approach is to enable and support stewardship for building a sustainable society by transcending the conflicts between the paradigm of economics and the paradigm of ecology. This is done by testing the complementarities of three functional modes of knowledge (contextual, technological, and reconciliatory) in actuating the policy science of sustainability. This is based upon an analysis of surveys on CP implementation motives, CP technologies and CP policies. The paper colludes with the finding that even when provided with impressive amounts of data, information and supportive opinion on specific sustainability issues, a society that is not sufficiently cognizant of the necessary knowledge synthesis processes will be unlikely to gain momentum in moving forward in the development, implementation and on-going support of industrial sustainability policy.  相似文献
