The Chernobyl post-accident situation has highlighted how the sudden emergence of persistent radioactive contamination in the environment is severely affecting the quality of life of the inhabitants in the concerned territories. The management of this situation is complex, mainly conditioned by the ability of the inhabitants themselves to be directly involved in the process of improving their living conditions. In this process, quality of life cannot be restricted solely to the dimension of radiological risk, but needs to encompass the diverse aspects of daily living, including the social, psychological, economic, political and ethical aspects. This paper presents the experience of the involvement of a group of peasant farmers from a village in the Republic of Belarus, in the process of improving the radiological quality of privately produced milk. This experience took place in the context of the ETHOS project, funded by the radiation protection research programme of the European Commission. The principal objective was to implement a complementary approach to the rehabilitation strategies adopted so far in the contaminated territories of the Republic of Belarus. This paper retraces the process of involvement of the inhabitants in a working group. It describes the characterisation of the situation by local actors, the opening of new possible actions to improve the radiological quality of milk at the individual level and the positive consequences at the scale of the village. The ETHOS project also illustrates how the scientific knowledge accumulated over many years since the Chernobyl accident in the field of radiation protection and radioecology can enter into local practices in the form of practical tools, which can be used by the population to produce significant improvements in the radiological situation.  相似文献

This paper utilizes an inclusive community based sustainability framework with a focus on a resort destination in providing a potential model for more inclusive long-range destination planning and implementation. Four diverse, but interrelated areas of sustainable tourism were specified in this framework for a more comprehensive process including ecological, cultural, economic and socio-community sustainability. In addition a strategic community driven structure, which provides direction, information and practices, serves the purpose of integrating and implementing the framework. The unique tourism destination, Noosa in Australia is used as an example of embracing sustainable tourism as a community and as part of a larger focus on the four key components of sustainability. By viewing sustainable community attributes as assets, all of which are important to manage, enhance and/or conserve, it is expected that the resort community will continue to attract visitors to feel connected and committed to experiencing its lifestyle, sense-of-community and natural features while also contributing to community sustainable stewardship and a strong tourism economy. The institutional and legislative framework of Swedish environmental protection is presented with special reference to the role of consultation in the policy process. The functions and duties of the National Environment Protection Board, the Franchise Board for Environment Protection, the Environment Advisory Board, and the Product Control Board are outlined. The main thrust of the 1969 Environment Protection Act, the 1972 Hazardous Products Control Act, and the environmental impact assessment requirements of the Planning and Building Legislation is presented. The character of consultation within this framework is also discussed, with reference to the role of public participation and of organized regulated interests. It is found that the main functions of consultation in policy-making are “feeding back on former policy,” “foreseeing future policies,” and “canvassing for consensus.” In the stage of policy clarification, consultation is found to be a means of “catering for compliance” and “creating coherence.” In policy implementation, consultation is an important means of gathering information from parties possibly affected by implementative decisions.  相似文献

In Australia, governments are committed to water infrastructure developments that are both environmentally sustainable and economically viable. Consumption-based pricing is seen as a water conservation strategy. This has significant implications for Aboriginal communities, many of which do not pay for water use and experience economic hardship. This paper outlines attitudes towards paying for water use in five Aboriginal communities in South Australia. Inability to pay for services was a common factor hindering willingness to pay for water. While different factors were raised in different communities, most communities believed that water is a ‘cultural right’ that should not be paid for. The research found that strategies such as communication and community involvement in the decision-making processes around water supply are necessary to facilitate cost recovery and to promote water conservation.  相似文献

The deforestation in Indonesia is already alarming. One of the strategies used by the government to overcome forest deforestation is social forestry. This program is called PHBM (Pengelolaan Hutan Bersama Masyarakat/Joint Forest Management) which is basically a partnership program. This study aims at describing the partnership program between a local organization (i.e. LMDH) and a government unit (i.e. RPH of Perhutani) within the PHBM program. The objectives of this study are to (a) describe the model of partnerships between LMDH and RPH Besowo for sustainable forest management and local community empowerment; (b) determine the contribution of the forest to the national economy and rural household income; and (c) determine the obstacles commonly found in Besowo forest that have to be faced during the implementation of the partnerships. The study shows that with good partnership between these two units, the prosperity of the local community can be enhanced and the forest preservation can be maintained. The model of the partnerships in this particular area in Indonesia is expected to be applicable as well in other rural areas in Indonesia, as well as in other developing countries.  相似文献

The emissions trading program was one of the first major regulatory reform efforts at the U.S. Environmental Protection Agency under the Reagan Administration. This program is a set of guidelines for the states to develop federally approved transactions in discharge permits, called an Emission Reduction Credit. The rules governing emissions trading apply within a total ambient constraint or “pollution budget.” This paper provides a discussion of the emissions trading program as an improved technique for air quality management. The paper begins with a discussion of the concept of emissions trading and how the EPA emissions trading program fits into the U.S. Clean Air Act. It is then argued that emissions trading provides a more cost-effective set of implementation incentives in comparison to a “command and control” regulatory system. A number of important attributes of the emissions trading program are discussed, and estimates of cost reductions are provided. The current status of the implementation of the emissions trading program is discussed. The paper concludes with a discussion of several legal, technical, and administrative obstacles to obtaining the efficiencies of emissions trading.  相似文献

准确评价区域耕地整治、农村居民点整治、废弃地复垦和未利用地开发4种类型的土地整治潜力是实现区域统筹规划和保障粮食安全的重要前提。通过选取能反映区域四种土地整治类型内在和外在潜力的指标因素,引入生态安全和社会经济双重制约条件,结合层次分析法和约束条件评价模型对研究区域生态安全和经济社会约束下的土地整治综合潜力开展定量评价,并采用K-Means聚类方法进行潜力分区。研究结果表明:高生态安全和经济发展水平条件能提高区域土地整治潜力水平,反之则制约土地整治潜力水平,同时根据约束条件的土地整治潜力评价结果将研究区域划分为土地整治高潜力区、较高潜力区、一般潜力区和低潜力区,与无约束条件下的土地整治潜力评价结果相比,该分区结果更加符合当地实际情况。该研究一方面可为生态文明建设背景下的土地整治潜力评价提供新方法,另一方面可为新一轮土地整治统筹规划提供有效的依据和参考。  相似文献

This paper captures the lessons learned from the implementation of water supply and sanitation interventions in Mayiwane community in the rural northeastern region of the Kingdom of Swaziland, relating to water system rehabilitation, water quantity and quality improvements, and the promotion of latrine construction. The issues examined include both the dimensions of implementation efficiency and project effectiveness: first identifying the inputs, activities and final outputs and, then, tracking the entire project cycle, from design to implementation and monitoring. To draw meaningful lessons for the sustainability of similar interventions, project evaluation involved extensive fieldwork, water sampling and testing, review of documentation, and interviews with community members and officials of governmental, civil society and collaborating external agencies. This study proposes and empirically tests a framework that integrates the concepts of community resilience and social–ecological system (SES) resilience through community forestry case studies. The framework provides a possible approach for assessing community resilience based on the development and allocation of socio-cultural, economic, and natural capital of individual households within a given forest community. Furthermore, aspects of SES resilience and system dynamics are used to define the potential state thresholds of community resilience. This exploratory attempt to quantify community resilience, using the proposed framework, aims to advance understanding of the conceptual overlaps of SES and community resilience as applied to forestry management. We consider community forestry groups as SES examples in which the community is an important stakeholder in managing natural forest capital. We selected pioneer communities under the community-based forest management (CBFM) Program in the Philippines as our case studies. We found that, on average, CBFM group members demonstrated moderate levels of resilience according to their acquired levels of capital. Although economic capital remained the weakest capital, the CBFM program had a positive effect in increasing the socio-cultural and natural capital of an entire community.  相似文献

The International Atomic Energy Agency (IAEA), through the BIOMASS program, has provided a unique international forum for assessing the relative contribution of different sources of uncertainty associated with environmental modeling. The methodology and guidance for dealing with parameter uncertainty have been fairly well developed and quantitative tools such as Monte-Carlo modeling are often recommended. The issue of model uncertainty is still rarely addressed in practical applications and the use of several alternative models to derive a range of model outputs (similar to what was done in IAEA model intercomparisons) is one of a few available techniques. This paper addresses the often overlooked issue of what we call 'modeler uncertainty,' i.e., differences in problem formulation, model implementation and parameter selection originating from subjective interpretation of the problem at hand. This study uses results from the Fruit and Forest Working Groups created under the BIOMASS program (BIOsphere Modeling and ASSessment). The greatest uncertainty was found to result from modelers' interpretation of scenarios and approximations made by modelers. In scenarios that were unclear for modelers, the initial differences in model predictions were as high as seven orders of magnitude. Only after several meetings and discussions about specific assumptions did the differences in predictions by various models merge. Our study shows that the parameter uncertainty (as evaluated by a probabilistic Monte-Carlo assessment) may have contributed over one order of magnitude to the overall modeling uncertainty. The final model predictions ranged between one and three orders of magnitude, depending on the specific scenario. This study illustrates the importance of problem formulation and implementation of an analytic-deliberative process in fate and transport modeling and risk characterization.  相似文献

In the context of renewed interest in collaboration in natural resource management,the collaborative governance approach has lately been introduced to the forest Protected Areas(PAs)in Bangladesh.The adoption of this co-management approach is seen as an attempt to influence the governance process towards a transformation from the conventional custodian system to a more participatory management regime.Recognition of rights and responsibilities,effective participation,and equitable distribution of benefits amongst the key stakeholders working under a facilitative policy and legal framework are believed to address the broader goals of sustainable development Notwithstanding the resurgence of interest in governance of forest PAs through the co-management approach,academic research on the subject remains limited.This article attempts to review selected key information and milestones on the forest PAs governance with special reference to the major policies and legal documents.With a brief introductory section,this article focuses on the genesis and selected major features of the Forest PAs in the country.The discussion then dwells on the policy and legal framework and provides a critique on its relevance for promoting community participation.The existing institutional arrangements for community engagement in protected area governance are also analyzed in light of the national and international commitment and policy obligations on the part of the country.The salient observations and key findings of the study include the following:(1)despite its limitations,comanagement as concept and practice has gradually taken roots in Bangladesh;(2)the degree and level of active community participation remain low and limited,and there is also clear weakness in conscientizing and orientating the local community on the key legal and policy issues related to PA governance in the country;and(3)policy makers,practitioners,and other local stakeholders related to PA governance need to be oriented on international commitment and national de  相似文献

The purpose of this paper is to discuss a methodology for the implementation of a participative plan for forest use and management in a rural community. We present an experience carried out in an aboriginal community located in the “Yungas biosphere reserve” in Northern Argentina. We developed a methodology to work with the community to assess the quality of the forest resources and to find out the causes of degradation. We worked at three levels: the community council, the community, and the school. The community has a very short-term vision. The setup, the feasibility, and the implementation of the plan is highly dependent on the willingness of the community to participate. It is so far the first attempt, in Yungas region, to develop a multi-level methodology to work with local communities to implement a forest-management plan. Findings and recommendations could be useful for others who would like to work in similar contexts.  相似文献

2016年《巴黎协定》的正式生效是全球环境治理的重要里程碑,是国际社会在应对气候变化的艰难进程中迈出的重要一步,标志着全球环境治理从此进入履约阶段。本文基于宾夕法尼亚大学智库与公民社会项目(TTCSP)公布的《2015年全球智库指数报告》,选取其中排名前十位的国际环境智库的研究报告和环境领域中代表性学者的相关论文,对国外学术界有关《巴黎协定》履约前景的分析进行了系统梳理,并对此做出简要评述。文章在肯定《巴黎协定》有力推进国际气候治理进程的同时,也指出在新的国际形势之下,尤其是在英国正式启动脱欧进程和特朗普新任美国总统后,其履约过程中更是存在着协定之内和协定之外的众多挑战和不确定性,本文的基本结论如下:首先,协定之内面临着协定缔约方国内批准程序上的挑战;国家自主贡献的实现与发展中国家能力建设;2℃温升目标的实现前景;审评和盘点的效力评估;碳市场机制能否有效运行。其次,协定之外面临着英国脱欧的潜在气候政策变化及影响;美国气候政策的可能变化及其影响。基于对以上智库报告和相关研究论文的分析,笔者对《巴黎协定》的履约前景得出几点看法:(1)正视国际气候合作的机遇与挑战;(2)对具体议题的落实需充满信心;(3)理性冷静看待英美气候政策的可能变化;(4)鼓励环境类国际组织之外的非国家行为体展开通力合作。对此,我们应正视履约中的挑战与不确定性,做好充分的应对之策,确保履约进程的顺利完成。总之,《巴黎协定》的履约前景不容乐观,国际社会任重道远。  相似文献

The ENSEMBLE system has been considerably expanded and improved. The system that allows the real-time collection of atmospheric dispersion forecasts their real-time consultation and ensemble dispersion analysis has been coupled with the EUropean Radiological Data Exchange Platform (EURDEP) for the acquisition of real-time monitoring data on environmental (mainly in air) radiological measurements. This paper explains how the coupling has been realized and presents the potentials of this unique system that is presently in use in more than 25 countries around the world.  相似文献

In 2005, a group of researchers, community-based organizations and lawyers got together with small-scale fishers to launch a class action law suit against the government of South Africa in its allocation system of Individual Transferable Quotas, on the ground that the system was unfair to small-scale fishing communities and threatened their right to practise their livelihoods. This effort resulted in the cabinet adoption of a new small-scale fisheries policy in 2014, with amendments being made to fisheries law (the Marine Living Resource Act 18 of 1998) to accommodate the issues and concerns of small-scale fisheries. Draft regulations and an implementation plan have recently been released, paving the way for the implementation of small-scale fisheries allocations in 2016. These legal and policy shifts are of great significance for small-scale fisheries, both in South Africa and elsewhere, and deserve careful examination. This paper discusses the processes leading to the development of a new small-scale fisheries policy and what has followed since. Specifically, the analysis focuses on a variety of collaborations between scholars from different disciplines; researchers from multiple fields; community practitioners representing diverse professional and community perspectives; and community organizations across local, state, national and international levels. The paper uses a model of change that crosses research and practitioner boundaries based on three key strategies: getting noticed; organizing at scale; and getting a seat at the negotiation table. It also considers the “transdisciplinary” process of involving all relevant actors in strategic, collective, reflection–action–reflection–action “from below”, which was crucial in the co-designing of this small-scale policy formulation in South Africa.  相似文献

This paper highlights some recent trends and developments in dialogue on radioactive waste management in the UK. In particular, it focuses on the use of dialogue around options for the management of risk, and describes techniques for stakeholder dialogue in the field of radioactive waste management. The paper summarises past and on-going experience in the UK, and provides an overview of some practical examples from decommissioning of the former reprocessing facility at Dounreay in Scotland. In common with developments and trend in other countries, the UK has moved to a position where there is now widespread recognition that radioactive waste management requires not only sound technical assessment of risk, but also public participation, consultation and stakeholder dialogue on proposed solutions and the associated risks. In fact, the shift of position has arguably been quite pronounced, with formal procedures to identify, clarify and integrate stakeholders' issues and concerns within the decision-making processes. Experience suggests that citizens are capable of engaging with complex technical issues such as radioactive waste. Indeed, the earlier in the decision-making process that public and stakeholder engagement (PSE) occurs--for example, on the consideration of options and alternatives--the greater the chance of reaching a successful outcome that properly reflects the values and opinions of stakeholders. In the UK, the assessment of alternative waste management options is increasingly being addressed through Best Practical Environmental Option (BPEO) studies. Responses to stakeholder engagement processes and experience of conducting BPEO studies emphasise that consultation must be open, transparent, deliberative and inclusive. However, while early consideration of generic approaches and option choices is necessary to generate a climate of openness and understanding, it remains essential to fully engage with local stakeholder and community groups to consider issues associated with proposed developments at a site-specific level. An interesting area where further attention may be warranted is the use in final decision-making of the results from participatory processes such as BPEO studies. Demonstrating clearly that participants' views have influenced decisions appears to be essential for retaining legitimacy and trust, confidence and goodwill.  相似文献

The survey of the environmental radioactivity in Switzerland is the responsibility of the Swiss Federal Radioactivity Surveillance Commission (KUeR).All laboratories specialized in environmental radioactivity measurements in Switzerland take part in the KUeR-sampling and measurement program. This program includes measurements of air, water, soil, grass, important food sources as well as the body radioactivity of human beings.This program and the various measuring methods are based on the experience on fall-out measurements of the KUeR and of various international bodies.Special environmental sampling and measurement programs are implemented in the vicinity of the operating Nuclear Power Stations (NPS) and those under construction. To confirm compliance with the licensing requirements the various activities include all measurements to assess any radiological consequences of NPS operation. Such requirements are drawn up for each power-station by the Nuclear Safety Division of the Swiss Federal Office of Energy (ASK) and the KUeR.They include various measurements and techniques starting from the release-point, to dose estimation from external radiation (plum exposure), dose estimation from internal radiation (ecological pathway) and in some cases whole body counting of persons.In our laboratories and national and international round-robin measurements programs we think it will be useful to include standards developed under the auspices of the ICRM.  相似文献

Changing unsustainable natural resource use in agricultural landscapes is a complex social–ecological challenge that cannot be addressed through traditional reductionist science. More holistic and inclusive (or transdisciplinary) processes are needed. This paper describes a transdisciplinary project for natural resource management planning in two regions (Eyre Peninsula and South Australian Murray-Darling Basin) of southern Australia. With regional staff, we reviewed previous planning to gain an understanding of the processes used and to identify possible improvement in plan development and its operation. We then used an envisioning process to develop a value-rich narrative of regional aspirations to assist stakeholder engagement and inform the development of a land use management option assessment tool called the landscape futures analysis tool (LFAT). Finally, we undertook an assessment of the effectiveness of the process through semi-structured stakeholder interviews. The planning process review highlighted the opinion that the regional plans were not well informed by available science, that they lacked flexibility, and were only intermittently used after publication. The envisioning process identified shared values—generally described as a trust, language that is easily understood, wise use of resources, collaboration and inclusiveness. LFAT was designed to bring the best available science together in a form that would have use in planning, during community consultation and in assessing regional management operations. The LFAT provided spatially detailed but simple models of agricultural yields and incomes, plant biodiversity, weed distribution, and carbon sequestration associated with future combinations of climate, commodity and carbon prices, and costs of production. Stakeholders were impressed by the presentation and demonstration results of the software. While there was anecdotal evidence that the project provided learning opportunities and increased understanding of potential land use change associated with management options under global change, the direct evidence of influence in the updated regional plan was limited. This project had elements required for success in transdisciplinary research, but penetration seems limited. Contributing factors appear to be a complexity of climate effects with economic uncertainty, lack of having the project embedded in the plan revision process, limited continuity and capacity of end users and limited after project support and promotion. Strategies are required to minimise the controlling influence that these limitations can have.  相似文献

While the role Aboriginal people play in environmental governance programs are often underpinned by the Crown, Aboriginal peoples are ratifying negotiated agreements with mining proponents to ensure their issues and concerns are addressed. This paper examines Aboriginal participation in mine development to show how more inclusive social and environmental development models can support a more sustainable development. Through two complementary processes, negotiated agreements and environmental impact assessment, Aboriginal peoples are maximizing their benefits and minimizing the adverse impacts of a project to create a more sustainable resource development. Case study analysis of the Galore Creek Project in northwestern British Columbia, Canada, illustrates how environmental impact assessment and negotiated agreements can co-exist to positively contribute to a successful mineral development, and hence operationalize sustainability within this context.  相似文献

In this study, we have shown the importance of remote sensing applications and community forestry for forest management, discussed as a case study on Cambodian forest management. Curbing deforestation is necessary for the effective implementation of Reducing Emissions from Deforestation and forests Degradation (REDD+) mechanism and management of forest resources to support sustainable forest management plans. The updated information of the forest cover and forest biomass using advanced remote sensing techniques can be useful for selecting the suitable sites for planned thinning, reforestation, community forestry, and concession land, which eventually will help in controlling the deforestation in Cambodia. To overcome the limitations of remote sensing, an integrated approach of remote sensing and community forestry to monitor forests from local to national level has also been discussed.  相似文献
