Increasingly, the urgency of reorienting conventional development paradigms to take into account indigenous institutions and their ecological knowledge base is being recognized in both developed and developing countries. Based on a field research in Ghana, this paper discusses the nature and operation of indigenous economic institutions, their ecological knowledge, norms, beliefs, and practices pertaining to sustainable utilization of natural resources and environmental management. The institutions provide a framework of ideas, guiding principles, and practices that could serve as a foundation for endogenous options and broad-based efforts to solving resource and environmental management problems in the developing world. The paper also discusses limitations of indigenous ecological knowledge and practices.  相似文献

In many communities in northern Ghana, the environment has been altered by complex natural and human driven forces with significant impact on the lives of their inhabitants. The need to formulate an improved, holistic and consistent methodological approach to assess the problem is critical for sustainable natural resource management. This paper examines the potential of the DPSIR environmental assessment framework utilizing GIS‐based participatory methodology in the assessment of environmental degradation in northern Ghana. Community truthing tools such as key informant interviews, focus group discussions, participant observation and participatory Geographical Information Systems (GIS) were employed as a means of soliciting societal responses integrated to conventional GIS spatial analysis to measure the indicators of the Driving force–Pressure–State–Impacts–Response (DPSIR) assessment framework. Post classification GIS imagery results show a marked natural vegetation decrease of 634 km2 (42%) of the study area with a corresponding increase of 600 km2 (39%) of grasses and built‐up and barren environment in the period of 14 years from 1990 to 2004. This is attributed to extreme climatic conditions and human driven causes such as poverty, population growth, migration and land tenure system. Poverty reduction strategies, amendment of the Mining and Mineral Law (PNDC law 153), improvement of the existing land tenure system and the control of migrants and Fulani herdsmen from neighbouring Burkina Faso were some of the solutions selected by the research participants, to be emphasized in the National Environmental Action Plan (EPA Act 490). This paper concludes that the DPSIR environmental assessment framework is an effective means of organizing complex environmental information to facilitate policy decision making.  相似文献

Applying Ecological Risk Principles to Watershed Assessment and Management   总被引:6,自引:0,他引:6  
Considerable progress in addressing point source (end of pipe) pollution problems has been made, but it is now recognized that further substantial environmental improvements depend on controlling nonpoint source pollution. A watershed approach is being used more frequently to address these problems because traditional regulatory approaches do not focus on nonpoint sources. The watershed approach is organized around the guiding principles of partnerships, geographic focus, and management based on sound science and data. This helps to focus efforts on the highest priority problems within hydrologically-defined geographic areas. Ecological risk assessment is a process to collect, organize, analyze, and present scientific information to improve decision making. The U.S. Environmental Protection Agency (EPA) sponsored three watershed assessments and found that integrating the watershed approach with ecological risk assessment increases the use of environmental monitoring and assessment data in decision making. This paper describes the basics of the watershed approach, the ecological risk assessment process, and how these two frameworks can be integrated. The three major principles of watershed ecological risk assessment found to be most useful for increasing the use of science in decision making are (1) using assessment endpoints and conceptual models, (2) holding regular interactions between scientists and managers, and (3) developing a focus for multiple stressor analysis. Examples are provided illustrating how these principles were implemented in these assessments.  相似文献

One of the most important endemic tree species of Chile and at the same time one of the most endangered ones is Araucaria araucana (Mol.) C. Koch, the monkey‐puzzle tree. It grows in the Andes Mountains, homeland of the indigenous Mapuche Pewenche people who depend on this tree. This paper is based on field research that investigated the ecological knowledge, uses and management of the Araucaria araucana forest by indigenous Mapuche Pewenche people based on the socio‐cultural, spiritual and ecological relationships they have with the Araucaria forest, to find out how indigenous people and their knowledge could contribute to sustainable Araucaria forest management. A Mapuche Pewenche community located in the IX region of Chile contributed to this study. Based on the analyses this paper illustrates the nature of indigenous ecological knowledge of Araucaria araucana on the one hand, and its utility in native forest management on the other. The research shows that the Mapuche Pewenche hold ecological knowledge and conduct practices to manage their Araucaria forest in a balanced way. They conserve and use forest biodiversity at one and the same time. This paper provides recommendations for sustainable Araucaria forest management and conservation strategies ex‐situ and in‐situ incorporating indigenous knowledge and scientific knowledge and for promoting a collaborative natural resources management.  相似文献

环境影响评价是环境管理的重要组成部分,为我国的环境管理决策提供重要依据。但在实际工作中,我国的环境管理工作仍然存在一定的问题。本文结合采掘行业的特点,分别从法律层面、设计层面和环境影响评价层面等三个方向进行分析,结合发现的问题提出建议,力求从不同的角度完善相关制度和技术要求。从而使采掘行业的环境管理能全面涵盖采掘行业开发过程,最大程度地减少采掘行业开发过程中的环境影响,完善采掘行业环境影响评价制度,对我国采掘行业生态环境的改善及环境影响评价法制建设起到一定的借鉴意义。  相似文献

This article critically reviews environmental assessment (EA) practices in Sri Lanka, with a particular focus on ecology. An overview is provided of the domestic and international influences which have shaped the administrative process which is currently a two-tiered scheme. An Initial Environmental Examination (IEE) provides a preliminary screening tool, prior to the requirement for a full Environmental Impact Assessment (EIA). A comprehensive survey of Sri Lankan national archives showed that 463 EAs were completed in the period 1981–2005, with the bulk of these in the more populated Western and North Western Provinces. Two-thirds were IEE surveys, while the remaining third advanced to full EIA. A representative sample of 130 EAs (both IEEs and full EIAs) spanning a broad range of project types, scales, and environmental settings was selected to evaluate the quality of the ecological investigations within the published environmental impact statements (EISs). These were assigned into five classes of “explanatory power”, on the basis of their scientific content in relation to survey, analysis, and reporting of ecological interests. Within most EISs, the ecological impact assessment (EcIA) was restricted to the lowest two categories of ecological assessment, i.e., tokenistic presentation of reconnaissance-level species lists without further analysis of the development implications for individual organisms or communities. None of the assessments reviewed provided statistically rigorous analysis, which would be required if ecological impact studies are to include quantitative and testable predictions of impact, which could then be followed up by appropriate post-impact monitoring programs. Attention to key local issues such as biodiversity or ecosystem services, which also have strong social dimensions in the developing world, was also notably underrepresented. It was thus concluded that despite the existence of a sound legislative framework in Sri Lanka, the analysis contained within EISs generally fails to convey meaningful information to the relevant stakeholders and decision makers involved in protecting ecological interests and promoting sustainable development. The introduction of strategic environmental assessment (SEA) is considered an important tool to strengthen the institutional capacity of Sri Lankan government to implement current regulations and, in particular, to combat the cumulative effects of incremental development.  相似文献

Large-scale public infrastructure projects have featured in China’s modernization course since the early 1980s. During the early stages of China’s rapid economic development, public attention focused on the economic and social impact of high-profile construction projects. In recent years, however, we have seen a shift in public concern toward the environmental and ecological effects of such projects, and today governments are required to provide valid environmental impact assessments prior to allowing large-scale construction. The official requirement for the monitoring of environmental conditions has led to an increased number of debates in recent years regarding the effectiveness of Environmental Impact Assessments (EIAs) and Governmental Environmental Audits (GEAs) as environmental safeguards in instances of large-scale construction. Although EIA and GEA are conducted by different institutions and have different goals and enforcement potential, these two practices can be closely related in terms of methodology. This article cites the construction of the Qinghai–Tibet Railway as an instance in which EIA and GEA offer complementary approaches to environmental impact management. This study concludes that the GEA approach can serve as an effective follow-up to the EIA and establishes that the EIA lays a base for conducting future GEAs. The relationship that emerges through a study of the Railway’s construction calls for more deliberate institutional arrangements and cooperation if the two practices are to be used in concert to optimal effect.  相似文献

Environmental assessment is an intriguing policy phenomenon: it is employed in an ever-increasing range of contexts the world-over, yet research indicates it rarely efficiently or effectively achieves its principal purpose of promoting sustainable development. Increasingly, practical limitations in the effectiveness of environmental assessment are attributed to its theoretical shortcomings, particularly in relation to the conception of causation. This research advanced debate on environmental assessment by examining the theoretical implications of an empirical analysis of its causal operation in purposefully selected cases. The causal models derived from the research data illustrate the diversity of mechanisms through which environmental assessment can contribute to sustainability, and provide an insight into the complexity and contextuality of causation in the empirical realm. The research findings also highlight a multiplicity of societal expectations concerning environmental assessment's contribution to sustainable development. It is concluded that the interplay of non-rational variables (such as power, agency, experiences and expectations) necessitates the pursuit of a reflexive accommodation of purposes, methods and context in environmental assessment practices.  相似文献

Risk management practices under the current environmental regulations is a long, complex process that considers scientific, technologic, and management factors to develop various regulatory standards and pollution control measures. Using the mandatory enforcement approach, sometimes referred to as “command-and-control”, a set of preliminary environmental goals, such as better air and water qualities, were achieved. However, the information-intensive nature of the risk management process and the lack of flexibility in conventional regulatory methods to changing economic and technologic realities of the decade has created interest among risk managers to examine some innovative management approaches. Above all, environmental problems of a global scale require novel management methods while striving to achieve the desired environmental goals. As the principal analytical tool in risk management, quantitative risk assessment exerts considerable influence on the risk management process. Therefore, advances in risk management are closely associated with scientific developments that enhance the risk assessment process, particularly those efforts aimed at improving human exposure and toxicity assessments. Market incentives, information dissemination, creative enforcement practices, and interagency and intergovernmental interactions were identified as the key elements of innovative environmental risk management practices. This paper will present an overview of the emerging innovative risk management approaches.  相似文献

Society needs a quantitative and systematic way to estimate and compare the impacts of environmental problems that affect large geographic areas. This paper presents an approach for regional risk assessment that combines regional assessment methods and landscape ecology theory with an existing framework for ecological risk assessment. Risk assessment evaluates the effects of an environmental change on a valued natural resource and interprets the significance of those effects in light of the uncertainties identified in each component of the assessment process. Unique and important issues for regional risk assessment are emphasized; these include the definition of the disturbance scenario, the assessment boundary definition, and the spatial heterogeneity of the landscape. While risk assessment continues to drive most environmental management decision-making, its methods and assumptions have been criticized for, among other things, perpetuating environmental injustice. The justice challenges to risk assessment claim that the process ignores the unique and multiple hazards facing low-income and people of color communities and simultaneously excludes the local, non-expert knowledge which could help capture these unique hazards from the assessment discourse. This paper highlights some of these challenges to conventional risk assessment and suggests that traditional models of risk characterization will continue to ignore the environmental justice challenges until cumulative hazards and local knowledge are meaningfully brought into the assessment process. We ask whether a shift from risk to exposure assessment might enable environmental managers to respond to the environmental justice critiques. We review the US EPA's first community-based Cumulative Exposure Project, piloted in Brooklyn, NY, and highlight to what extent this process addressed the risk assessment critiques raised by environmental justice advocates. We suggest that a shift from risk to exposure assessment can provide an opportunity for local knowledge to both improve the technical assessment and its democratic nature and may ultimately allow environmental managers to better address environmental justice concerns in decision-making.  相似文献

/ The Galilee region on the northern edge of Israel constitutes more than 15% of the state's territory, supplies more than half of its drinking water needs, and is an important recreational resource and destination for Israelis. One of the main objectives of the plan for the Galilee was to devise a regional physical and economic development strategy for the years 1992-2007 that would arrest the trend of emigration of its residents, attract newly arrived immigrants to the region, and at the same time protect natural resources and environmental quality. This paper is limited to discussion of the environmental aspects of the plan. It analyzes spatial concepts for distribution of projected population growth, evaluates environmental impacts of alternative plans, and proposes a decision-making framework and tools for minimizing natural resources loss from development at the local level. Assessment of potential environmental impacts generated quantitative data of natural resources areas. Application of the data in the plan evaluation stage showed that the alternative that concentrated most of the new development in central Galilee was the second-best choice environmentally, but was preferred as the best choice for overall qualities. The planning study offers an alternative environmental impact assessment (EIA) process to the one presently used in Israel by incorporating environmental considerations at the initial plan-making stage and not at the plan-approval stage. It demonstrated that in order to be effective, environmental assessment and land-use planning should be seen as one effort that is integrated from the start and in each stage of the plan-making process.KEY WORDS: Environmental assessment; Development planning; Galilee  相似文献

/ Environmental impact assessment (EIA) has been identified as an important instrument for facilitating sustainability. However, to do so requires the integration of sustainability into EIA theory and practice. The sustainability concept is a valid and important environmental management perspective. However, many issues and obstacles need to be addressed further if the concept is to be translated into practical strategies. Sustainability can potentially infuse EIA with a clearer sense of direction, an ethical foundation, a mechanism for establishing priorities and assessing choices, and a means of linking EIA to other environmental management instruments. Conceptually, EIA and sustainability can be integrated, but frameworks should be refined, adpated to context, and linked to related initiatives. Sustainability should be explicitly incorporated into EIA legislation, guidelines, and institutional arrangements. An experimental approach to testing, assessing, and sharing experiences is suggested.A framework is first presented that defines and characterizes the sustainability concept. A further framework is then described for integrating sustainability into EIA at the conceptual level. The integration of sustainability and EIA at the regulatory level is next addressed through an overview of sustainability initiatives in EIA requirements in Canada. The Canadian examples include many promising initiatives but these and other experiences will need to be monitored, shared, and integrated into comprehensive environmental management strategies. Colonial processes including the dispossession of indigenous lands and resources and the development of Western management institutions to govern the use of culturally important fish resources have served in many ways to marginalize indigenous interests within the United States fisheries. In recent years, several US fishery institutions have begun to develop policies that can confront this colonial legacy by better accommodating indigenous perspectives and rights in fishery management practices. This paper analyzes two such policies: the 2005 community quota entity program in Alaska which permits rural communities (predominantly Alaska Native villages) to purchase and lease commercial halibut fishing privileges and the 1994 State of Hawai?i community-based subsistence fishing area (CBSFA) legislation through which Native Hawaiian communities can designate marine space near their community as CBSFAs and collaborate with the state of Hawai?i to manage those areas according to traditional Hawaiian practices. The analysis reveals a striking similarity between the trajectories of these two policies. While they both offered significant potential for incorporating indigenous rights and environmental justice into state or federal fishery management, they have so far largely failed to do so. Environmental managers can gain insights from the challenges and potentials of these two policies. In order to introduce meaningful change, environmental policies that incorporate indigenous rights and environmental justice require a commitment of financial and institutional support from natural resource agencies, a commitment from indigenous groups and communities to organize and develop capacity, and careful consideration of contextual and cultural factors in the design of the policy framework.  相似文献

ABSTACT / Environmental indicator systems aim to improve both the information and communication on the state of the environment and the environmental policy making. They have to fulfill scientific, functional and pragmatic requirements, e.g., consideration of ecological context, transparency and reproducibility, comprehensibility, policy relevance, international comparability, and justifiable expenditure. This paper analyzes the experiences made with the development of the German environmental indicator system and draws general conclusions toward further improvements. For Germany, an indicator system has been developed that uses the pressure-state-response approach proposed by the OECD, together with a classification in 14 environmental themes. According to the general requirements, the main criteria used for selecting the indicators are the ecological significance of the indicator, its quantifiability and data availability, and its comprehensibility and policy relevance. Altogether, about 140 indicators are selected. This high number stresses the need for further high-level aggregation, e.g., using methods developed for the valuation process in LCA. Further improvement is also needed, especially for the development of response indicators and in the area of data systematization.  相似文献

Protection of culturally important indigenous landscapes has become an increasingly important component of environmental management processes, for both companies and individuals striving to comply with environmental regulations, and for indigenous groups seeking stronger laws to support site protection and cultural/human rights. Given that indigenous stewardship of culturally important sites, species, and practices continues to be threatened or prohibited on lands out of indigenous ownership, this paper examines whether or not indigenous people can meaningfully apply mainstream environmental management laws and processes to achieve protection of traditional sites and associated stewardship activities. While environmental laws can provide a “back door” to protect traditional sites and practices, they are not made for this purpose, and, as such, require specific amendments to become more useful for indigenous practitioners. Acknowledging thoughtful critiques of the cultural incommensurability of environmental law with indigenous environmental stewardship of sacred sites, I interrogate the ability of four specific environmental laws and processes—the Uniform Conservation Easement Act; the National Environmental Policy Act and the California Environmental Quality Act; the Pacific Stewardship Council land divestiture process; and Senate Bill 18 (CA-2004)—to protect culturally important landscapes and practices. I offer suggestions for improving these laws and processes to make them more applicable to indigenous stewardship of traditional landscapes.  相似文献

/ Current private and public regulatory systems may not provide an optimal degree of regulation for labels bearing environmental information, and established institutions may detract from efforts to provide for better environmental management. The advent of ISO 14000 offers new opportunities for making eco-labeling a meaningful tool to encourage environmental stewardship. While new federal legislation offers the best vehicle to introduce these standards into US law, the slow pace of the legislative process may recommend an alternative system.
