Environmental impact assessment (EIA) has been required for certain proposed road developmentsin the UK since EC Directive (85/337) was implemented in 1988. The extent to which the requirements of the EIA Directive are met with respect to ecological issues has been explored in earlier reviews of road statements (Treweek et al., 1993) and of UK environmental impact statements (EISs) in general (Thompson et al., 1997). This paper describes the results of a further review of 40 EISs produced between 1993 and 1997 and also examines recent changes in the political context for EIA of proposed road developments,including developments in UK transport policy and the UK biodiversity process. The results of the review suggest that the ecological assessment of proposed road developments has improved in some respects, but also highlights the persistence of many shortcomings identified in earlier reviews. The reasons for ongoing failure to address these issues are explored. Key findings include a marked improvement in the extent of reference to consultation with statutory consultees and an increase in the proportion of EISs reporting the results of new ecological surveys. However, while potential ecological impacts were discussed in all the EISs reviewed, many still failed to predict the full range of potential ecological impacts.  相似文献

Large-scale public infrastructure projects have featured in China’s modernization course since the early 1980s. During the early stages of China’s rapid economic development, public attention focused on the economic and social impact of high-profile construction projects. In recent years, however, we have seen a shift in public concern toward the environmental and ecological effects of such projects, and today governments are required to provide valid environmental impact assessments prior to allowing large-scale construction. The official requirement for the monitoring of environmental conditions has led to an increased number of debates in recent years regarding the effectiveness of Environmental Impact Assessments (EIAs) and Governmental Environmental Audits (GEAs) as environmental safeguards in instances of large-scale construction. Although EIA and GEA are conducted by different institutions and have different goals and enforcement potential, these two practices can be closely related in terms of methodology. This article cites the construction of the Qinghai–Tibet Railway as an instance in which EIA and GEA offer complementary approaches to environmental impact management. This study concludes that the GEA approach can serve as an effective follow-up to the EIA and establishes that the EIA lays a base for conducting future GEAs. The relationship that emerges through a study of the Railway’s construction calls for more deliberate institutional arrangements and cooperation if the two practices are to be used in concert to optimal effect.  相似文献

Environmental Impact Assessments (EIAs) should ideally help minimize adverse effects on biological diversity by considering impacts of projects on wide ranges of species. This paper investigates how recent Dutch EIAs included the species comprising animal diversity. We present results of two studies on fauna data used in the EIAs. Objectives were to determine for different taxa (a) the relative representation of species in Environmental Impact Statements (EISs); (b) the extent to which EISs referred to specific species and the accuracy of survey data referred to; and (c) apparent roles of different EIA actors in species inclusion. EIAs were found to use data on various taxa but on limited numbers of species. The frequency with which taxa were included varied significantly. Birds were most frequently included, followed by mammals, amphibians, and other species groups. The quality of data on birds exceeded that regarding other vertebrates. Our results indicate that (a) EIA working groups of independent experts were the most influential in determining the data to be used; (b) on average, proponents included data more often than required by guidelines; and (c) in 30 to 40% of the EIAs, the participation of nongovernmental organizations prompted use of data. Despite the key role of experts in data inclusion, the taxon rankings found in the EIAs showed little deviation from those observed in studies on people’s preferences for species. Given the limited ranges of species considered, it is doubtful that the EIAs examined effectively contributed to conserving animal species diversity. Landscape is the area primarily affected by proposed human projects. The prediction and evaluation of the potential anthropogenic impacts under Environmental Impact Assessment (EIA) is therefore one of the major environmental tools for prevention of any deteriorative or destructive actions. To conduct EIA properly requires inclusion of a determination of landscape vulnerability which expresses the possible landscape reaction to impacts of any exogenous factors. When it is designated correctly, the suitable human activities are determined more accurately. Even though many techniques for this have been suggested worldwide, lots of deficiencies have surfaced in their application. This paper presents a method for landscape vulnerability analysis which consists of qualitative evaluation of landscape receptors, their scoring, the vulnerability degree calculation, and overall reliability evaluation. The method proposed can improve the impact objectivity of prediction and evaluation and the suggestion of precise mitigation measures with the purpose of achieving sustainable landscape management.  相似文献

通过分析我国填埋场环评存在的问题,本文提出采用VB6.0的方法,基于知识推理来建立填埋环境影响评价决策支持系统(LEIADSS),使填埋场环评工作标准化。实例研究显示,利用VB6.0编程语言可以方便的完成该系统的设计,且能使环评工作快速、准确的完成。  相似文献

US government actions undertaken in Antarctica are subject to the requirements of both the Protocol and the US National Environmental Policy Act (NEPA). There are differences in the scope and intent of the Protocol and NEPA; however, both require environmental impact assessment (EIA) as part of the planning process for proposed actions that have the potential for environmental impacts. In this paper we describe the two instruments and highlight key similarities and differences with particular attention to EIA. Through this comparison of the EIA requirements of NEPA and the Protocol, we show how the requirements of each can be used in concert to provide enhanced environmental protection for the antarctic environment. NEPA applies only to actions of the US government; therefore, because NEPA includes certain desirable attributes that have been refined and clarified through numerous court cases, and because the Protocol is just entering implementation internationally, some recommendations are made for strengthening the procedural requirements of the Protocol for activities undertaken by all Parties in Antarctica. The Protocol gives clear and strong guidance for protection of specific, valued antarctic environmental resources including intrinsic wilderness and aesthetic values, and the value of Antarctica as an area for scientific research. That guidance requires a higher standard of environmental protection for Antarctica than is required in other parts of the world. This paper shows that taken together NEPA and the Protocol call for closer examination of proposed actions and a more rigorous consideration of environmental impacts than either would alone. Three areas are identified where the EIA provisions of the Protocol could be strengthened to improve its effectiveness. First, the thresholds defined by the Protocol need to be clarified. Specifically, the meanings of the terms “minor” and “transitory” are not clear in the context of the Protocol. The use of “or” in the phrase “minor or transitory” further confuses the meaning. Second, cumulative impact assessment is called for by the Protocol but is not defined. A clear definition could reduce the chance that cumulative impacts would be given inadequate consideration. Finally, the public has limited opportunities to comment on or influence the preparation of initial or comprehensive environmental evaluations. Experience has shown that public input to environmental documents has a considerable influence on agency decision making and the quality of EIA that agencies perform.  相似文献

Environmental impact assessment (EIA) procedures have been in existence in the People's Republic of China over the last decade. The impetus for China's introduction of EIA was provided by the Environmental Protection Law of the People's Republic of China, which was adopted by the Fifth National People's Congress in 1979. The EIA process, which is administrative and not statutorily mandated, has been applied primarily to construction projects. Four stages are typically involved in an EIA investigation: design of the investigation, evaluation of background environmental quality, prediction of environmental impacts, and an assessment and analysis of the environmental impacts. A variety of approaches is used for predicting and analyzing environmental impacts, ranging from ad hoc methods to fairly sophisticated mathematical models. The results of the EIA investigation are compiled in an environmental impact statement, which is used as the basis for decision making by personnel in environmental protection departments. The EIA process does not include provisions for citizen notification or involvement. Views differ concerning the effectiveness of the EIA program in protecting China's natural, social, and cultural environments. Some hold that the EIA program has brought about improvement in environmental protection, while critics contend that the program has had little effect in the prevention of pollution. However, most, if not all, observers seem to feel that the program should be continued and improved. A major avenue for improvement is to place the evaluation of a particular project in a regional context. Guidelines for implementation of the National Environmental Policy Act state that environmental impact statements (EISs) shall use “appropriate graphics.” We examined one component of graphics, typography, identifying applicable criteria from the literature and applying them to 150 EISs prepared by seven agencies. We found that the EISs ranged widely in typographic quality. The average EIS met fewer than seven of ten criteria; 12% were considered unreadable. The results suggest that weak typography may seriously limit public review of EISs. Agencies are encouraged to make typography a serious component of their public participation programs.  相似文献

/ Environmental impact assessment (EIA) has been identified as an important instrument for facilitating sustainability. However, to do so requires the integration of sustainability into EIA theory and practice. The sustainability concept is a valid and important environmental management perspective. However, many issues and obstacles need to be addressed further if the concept is to be translated into practical strategies. Sustainability can potentially infuse EIA with a clearer sense of direction, an ethical foundation, a mechanism for establishing priorities and assessing choices, and a means of linking EIA to other environmental management instruments. Conceptually, EIA and sustainability can be integrated, but frameworks should be refined, adpated to context, and linked to related initiatives. Sustainability should be explicitly incorporated into EIA legislation, guidelines, and institutional arrangements. An experimental approach to testing, assessing, and sharing experiences is suggested.A framework is first presented that defines and characterizes the sustainability concept. A further framework is then described for integrating sustainability into EIA at the conceptual level. The integration of sustainability and EIA at the regulatory level is next addressed through an overview of sustainability initiatives in EIA requirements in Canada. The Canadian examples include many promising initiatives but these and other experiences will need to be monitored, shared, and integrated into comprehensive environmental management strategies. Environmental impact assessment (EIA) is based on the results of effect prediction. In general, there is much diversity in the expertise in the field of environmental prediction between the different categories of actors involved in EIA. In practice it became obvious in The Netherlands that the accessibility and comprehensibility of existing relevant information was insufficient. For improvement, a series of systematic handbooks on effect prediction, useful for all categories of actors, has been developed in The Netherlands. In this way, the selection of effect prediction methods to be used in concrete circumstances is improved and speeded up for all parties involved in environmental prediction. After a discussion of the purpose of the handbook, the realization and structure of the series are presented. Finally, the use and (potential) benefits of the handbooks for environmental management are indicated.  相似文献

Since environmental impact assessment (EIA) is concerned primarily withsignificant environmental impacts, the concept of impact significance deserves to be defined and applied rigorously. In this article use of the term over the past 15 years in EIA documentation is reviewed. Some recent attempts at elucidating the concept are summarized. Four perspectives on impact significance that emerged from a series of workshops on the ecological basis for EIA are presented. These perspectives include (a) statistical (related to problems of isolating project-induced changes from natural variation), (b) ecological (related to the importance of project-induced changes from a purely ecological perspective), (c) social (related to the acceptability of project-induced changes in important environmental attributes), and (d) project (related to whether project-induced changes will indeed influence project decision making). The following synthesis is proposed: Any exercise in judging the significance of an environmental impact should thoroughly consider (a) the importance of the environmental attribute in question to project decision makers, (2) the distribution of change in time and space, (c) the magnitude of change, and (d) the reliability with which change has been predicted or measured. The implications of considering these factors are discussed.  相似文献

Stakeholder engagement (SE), particularly with representatives of locally affected communities, is integral to Environmental Impact Assessment (EIA) processes, so critical evaluation of SE is necessary across a range of different socio-political contexts. EIA SE practice in the Sultanate of Oman is examined using Q-Methodology, a qualitative-quantitative discourse analysis technique, in order to evaluate key-actor perspectives and policy directions. Four discourses emerge, pertaining to (1) the institutionalisation of SE; (2) business as usual; (3) rights-centred engagement; and (4) decentralisation of EIA institutions. Consensus emerges that shows support for transparency and formalisation of SE; greater citizen-centred decision-making power; transparency in government guidelines; and the elimination of developer-led consultation processes. Policy options for reforming EIA policy are discussed, including a code of participation practice and a toolkit of suitable engagement methods.  相似文献
