Since the adoption of EC Directive (85/337) in the UK in 1988, potential environmental impacts of certain proposed road schemes must be assessed before development consent can be given. This paper focuses specifically on the ecological effects of road developments. A review of Environmental Statements produced for road development schemes is described, and the methods used to assess ecological effects are summarized. Many statements failed to provide the data necessary to predict potential ecological impacts, and very few attempted to quantify these impacts. It is suggested that ecological assessments should be carried out earlier in the planning and design of new roads, thereby permitting more thorough assessments to be made.  相似文献

This article critically reviews environmental assessment (EA) practices in Sri Lanka, with a particular focus on ecology. An overview is provided of the domestic and international influences which have shaped the administrative process which is currently a two-tiered scheme. An Initial Environmental Examination (IEE) provides a preliminary screening tool, prior to the requirement for a full Environmental Impact Assessment (EIA). A comprehensive survey of Sri Lankan national archives showed that 463 EAs were completed in the period 1981–2005, with the bulk of these in the more populated Western and North Western Provinces. Two-thirds were IEE surveys, while the remaining third advanced to full EIA. A representative sample of 130 EAs (both IEEs and full EIAs) spanning a broad range of project types, scales, and environmental settings was selected to evaluate the quality of the ecological investigations within the published environmental impact statements (EISs). These were assigned into five classes of “explanatory power”, on the basis of their scientific content in relation to survey, analysis, and reporting of ecological interests. Within most EISs, the ecological impact assessment (EcIA) was restricted to the lowest two categories of ecological assessment, i.e., tokenistic presentation of reconnaissance-level species lists without further analysis of the development implications for individual organisms or communities. None of the assessments reviewed provided statistically rigorous analysis, which would be required if ecological impact studies are to include quantitative and testable predictions of impact, which could then be followed up by appropriate post-impact monitoring programs. Attention to key local issues such as biodiversity or ecosystem services, which also have strong social dimensions in the developing world, was also notably underrepresented. It was thus concluded that despite the existence of a sound legislative framework in Sri Lanka, the analysis contained within EISs generally fails to convey meaningful information to the relevant stakeholders and decision makers involved in protecting ecological interests and promoting sustainable development. The introduction of strategic environmental assessment (SEA) is considered an important tool to strengthen the institutional capacity of Sri Lankan government to implement current regulations and, in particular, to combat the cumulative effects of incremental development.  相似文献

This paper discusses the treatment of social and economic impacts within UK environmental impact assessment (EIA). Socio-economic effects have an uncertain status in EIA, guidance on their assessment is limited and their treatment is often partial and of poor quality. This has led some commentators to view socio-economic impacts as the 'poor relations' in EIA. The paper presents the results of a recent review of the socio-economic component of UK environmental statements (ESs), which provides information on the extent, scope, balance and quality of socio-economic impact treatment. The review reveals that, although most ESs include some information on socio-economic issues, coverage tends to be narrowly focused on a small number of--primarily beneficial economic--impact types. Quantification of socio-economic impacts is also rarely attempted. The review findings are compared with those of similar studies undertaken in the mid-1990s, and the paper concludes with some recommendations for EIA practitioners relating to the treatment of socio-economic impacts.  相似文献

This paper draws on a research report recently produced (1996) by the authors for the UK Department of the Environment. The principal aim of the research was to establish clearly what changes, if any, there have been in the quality of Environmental Impact Statements (EISs) since the inception of mandatory EIA in 1988, and to explain reasons for the changes. The paper provides a critique of the meaning of 'quality' in an area such as this. Quality relates both to the EIS and to the EIA process. EIS quality can be assessed against various review frameworks in a structured and systematic way; quality can also be assessed according to the perspective of the individual participant in the EIA process. The findings of both macro and micro studies of quality are discussed. The macro study uses a range of review frameworks (minimum regulatory requirements, an EU framework, and comprehensive frameworks developed by EIA academics at UK universities, including Oxford Brookes University) for a large sample of EISs. The micro study uses a structured questionnaire of the participants (local planning officers, developers, consultants and others) involved in a smaller set of detailed case studies. The findings reveal that there has been a learning from experience and an improvementin quality, but they also highlight a number of problems in the EIA process. The paper outlines some of the determinants of the changes in quality, and concludes with recommendations for developments in EIA in response to particular issues raised. These recommendations are set in the context of European Commission amendments to the EC EIA Directive.  相似文献

Regulations to implement Directive 85/337/EEC have been in operation in the UK for over 10 years. Implementation of the amended Directive (97/11/EC) in March 1999 marked the start of a new phase in environmental impact assessment (EIA), and so a review of the impact of the original Directive upon EIA activity is timely. This paper examines the implementation of the Directive in the UK through an empirical analysis of the publication of environmental statements (ESs) between July 1988 and April 1998. ES submissions are analysed under Annexes I and II of the Directive and under the main UK regulations, and then development control decision outcomes are considered. The implications of selected legislation and policy initiatives for ES submissions are then investigated in detail for four types of project. The Directive has been a major force in stimulating the development and growth of EIA in the UK, although the interaction of policies and legislation (environmental and otherwise) can exert an important influence upon trends in ES submissions.  相似文献

Environmental assessment (EA) of the impacts of development is required under the 1985 European Directive 85/337/EEC, which is implemented in Britain primarily through the 1988 Town and Country Planning (Assessmentof Environmental Effects) Regulations. Ecology provides analytical procedures for studying relationships between organisms and their environment and therefore has an obvious role in EA. The status of ecology within the British EA process was investigated by analysing 179 environmental statements (ESs) produced between 1988 and 1993. In many cases, the ecological information provided was so limited in quantity, or of such poor quality, that it was not possible to assess the ecological implications of proposed schemes. Many ESs failed to provide the data necessary to predict ecological impacts. Potential ecological impacts were reported in 93% of statements, but only 9% made any attempt to quantify them. Of those ESs which made references to ecological effects, only 45% based their findings on new ecological survey information. Consultation with statutory consultees for nature conservation was reported in 48% of ESs. Although 78% of ESs mentioned mitigation measures, only 23% described them in detail. A major shortcoming was the universal failure to make any commitment to monitoring of development impacts. In addition to the lack of formal requirements for monitoring, the lack of guidance for ecologists and developers involved in EA is concluded to be a major factor behind some of the shortcomings summarized in this paper.  相似文献

As an aid to decision making Environmental Impact Assessment (EIA) is seen as a rational and systematic process which is often held to be holistic and proactive in its approach to environmental protection (Glasson et al., 1999). The roots of EIA are firmly located within the 1960s' demand for a more systematic and objective approach to environmental decision making and hence within the rationalist model of decision making theory. This paper examines the key stages of the EIA process to assess how far EIA conforms to the rationalist model today. Most research in EIA decision making has focused on the project authorization process and not the crucial decisions made at the earlier stages of screening and scoping. This study examines those early stages within the context of UK EIA practice. From this examination the paper attempts to locate EIA within decision-making theory.  相似文献

This paper provides a complete case study analysis of environmental impact assessment (EIA) implementation in China from planning to legal challenge, which is typical but rarely reported. The analysis takes an historical perspective on the regulatory and institutional structures through which EIA has been implemented in China, in order to evaluate the extent to which EIA has matured over the last 10 years. The case study relates to a proposed recreation/tourist development at Dianshan Lake, a protected water resource for Shanghai. Legal and administrative challenge began in 1993, when the case was initiated with a letter from the public, and concluded in 1996, when the case was decided in a court judgment. More recent follow-up research indicates that many issues have continued to be problems for EIA implementation in China. Policy implications in terms of regulatory structure, institutional arrangement, EIA procedure, EIA practitioners, and public participation can be drawn, and lessons learned for both the government and the developers. The study emphasizes the problem of relying on reorientation of existing institutions to promote new (environmental) priorities.  相似文献

The Threatened Species Conservation (TSC) Act, introduced in 1995, represents a significant attempt to conserve and restore biodiversity within the state of New South Wales, Australia. This Act aims to integrate land use planning and environmental impact assessment legislation by placing increased responsibility on applicants, proponents, consent and determining authorities, and the New South Wales National Parks and Wildlife Service, in the fields of environmental planning, development control and biodiversity conservation. The TSC Act introduced a set of eight factors which have to be considered by decision makers in determining whether a development is likely to have a significant effect upon threatened species, populations, ecological communities or their habitats (the threatened biota) as listed in the Act. These eight factors are commonly referred to as the 'eight-part test'. Fifty environmental impact statements (EISs) containing eight-part tests for development proposals were obtained. The adequacy of scoping and survey exercises, the number of species identified and afforded the eight-part test, and the actual responses to each of the eight factors contained within the test, using a series of criteria, were ascertained. Sixty per cent provided an adequate scoping exercise; 6% of the surveys for flora species, and none for fauna species carried out, were adequate in terms of identifying all threatened species on the development site. Seven hundred and thirty-seven species listed in the Act were identified, 36% of which were omitted from the eight-part test procedure. The eight sections of the eight-part test were completed to a varying degree of adequacy, with none of the EISs completing all eight sections satisfactorily. Both section 4 (regarding the impacts of a development in terms of habitat isolation) and section 8 (regarding the distribution of species potentially affected by a development) were inadequately completed in all 50 EISs.  相似文献

Summary The Commission of the European Communities' directive on environmental impact assessment (EIA) finally came into force in July 1988. The main provisions of the Directive are described, together with the objectives it is intended to achieve and the key areas where member state legislation will need to be effective if the principal requirements of the Directive are to be properly implemented. These include adequate coverage of projects, sufficient information in EIA studies, and effective consultation and public participation. Most European countries have some experience with EIA but, as illustrated by the UK Channel Fixed Link reports, the quality of the studies undertaken is very variable. Recommendations are made for improvements in practice through more effective diffusion of best practice, better provision and use of EIA guidance, more focused EIA research, more effective consultation and closer collaboration between the different parties involved in the EIA process, and both quantitative and qualitative improvements in EIA training. The results of a recent survey of European EIA training activity indicate growing interest, but further progress in improving the provision of EIA training is needed before the Directive can be effectively implemented.Drs Christopher Wood and Norman Lee have both been involved on various Environmental Impact Assessment (EIA) studies for the European Commission and have written widely on EIA and related topics. Environmental Impact Assessments (EIAs) should ideally help minimize adverse effects on biological diversity by considering impacts of projects on wide ranges of species. This paper investigates how recent Dutch EIAs included the species comprising animal diversity. We present results of two studies on fauna data used in the EIAs. Objectives were to determine for different taxa (a) the relative representation of species in Environmental Impact Statements (EISs); (b) the extent to which EISs referred to specific species and the accuracy of survey data referred to; and (c) apparent roles of different EIA actors in species inclusion. EIAs were found to use data on various taxa but on limited numbers of species. The frequency with which taxa were included varied significantly. Birds were most frequently included, followed by mammals, amphibians, and other species groups. The quality of data on birds exceeded that regarding other vertebrates. Our results indicate that (a) EIA working groups of independent experts were the most influential in determining the data to be used; (b) on average, proponents included data more often than required by guidelines; and (c) in 30 to 40% of the EIAs, the participation of nongovernmental organizations prompted use of data. Despite the key role of experts in data inclusion, the taxon rankings found in the EIAs showed little deviation from those observed in studies on people’s preferences for species. Given the limited ranges of species considered, it is doubtful that the EIAs examined effectively contributed to conserving animal species diversity. The development of regulations to implement Environmental Impact Assessment (EIA) in England and Wales occurred initially as a response to European Community Directive obligations. Since then, a proliferation of regulations has resulted from the need to meet those obligations which were not covered successfully by the first tranche of legislation; the desire to extend the range of project types requiring EIA beyond those specified in the Directive; and the need to respond to changes brought about by privatization.As a result, current regulations relating to EIA are extremely complex and are in a constant state of flux. This inevitably causes problems for those responsible for their implementation. Ten years after the 1985 Environmental Impact Assessment Directive was notified to the Member States, it has undergone a review and the European Commissionhas reached a common position on the proposedamendments.The implementation date for Member States to meet the requirements of the amended Directive is 31 December 1997 (ENDS, 1996). However, the 1985 Directive has yet to be fully implemented in the UK.  相似文献

In policy support of municipal solid waste (MSW) management, life cycle assessment (LCA) can serve to compare the environmental or economic impacts of two or more options for waste processing. The scope of waste management LCAs generally focuses less attention on future developments, e.g., where will recycling take place, and more on the environmental performance of prototypes, e.g., the incineration of all waste compared to recycling. To provide more robust support for Swiss waste glass-packaging disposal, scenarios of Swiss waste glass-packaging are assessed from a life cycle perspective. The scenarios consist in schemes for the disposal of the total amount of Swiss waste glass-packaging, i.e., different combinations of recycling and downcycling in Switzerland or abroad developed in Part I, Meylan et al. (2013). In this article (Part II), the disposal schemes are assessed with respect to eco-efficiency, an indicator that combines total environmental impacts and gross value added in Switzerland. Results show that no policy alternative guarantees environmental impact reductions and gross value added gains under all developments of exogenous constraints. Downcycling to foam glass in Switzerland is not only an environmentally sound disposal option, but it also buffers gross value added losses in case domestic recycling (and thus glass-packaging production in Switzerland) ceases in the future. The substitution of products based on raw materials other than Swiss cullet is the main responsible for change in environmental and economic impacts. Hence, an eco-efficiency maximizing policy should consider the products of disposal schemes. The combination of scenario analysis and eco-efficiency assessment as presented in this paper can be applied to other contexts (i.e., countries, waste fractions).  相似文献

Svejcar et al. (Environ Manage, 2014) offered several perspectives regarding Beschta et al. (Environ Manage 51:474–491, 2013)—a publication that addressed the interacting ecological effects of climate change and domestic, wild, and feral ungulates on public lands in the western United States (US)—by largely focusing on three livestock grazing issues: (1) legacy versus current day impacts; (2) grazing as a fire reduction tool; and (3) the complexity of grazing. Regarding these issues, we indicate that (1) legacy effects to western ecosystems were indeed significant and contemporary livestock use on public lands generally maintains or exacerbates many of those effects; (2) livestock grazing has been a major factor affecting fire frequency, fire severity, and ecosystem trajectories in the western US for over a century; and (3) the removal or reduction of grazing impacts in these altered ecosystems is the most effective means of initiating ecological recovery. Svejcar et al. (Environ Manage, 2014) offer no evidence that livestock use is consistent with the timely recovery of grazing-degraded uplands, riparian areas, or stream systems. We thus conclude that public-land ecosystems can best persist or cope with a changing climate by significantly reducing ungulate grazing and related impacts.  相似文献

The ecological compensation principle was introduced by the Dutch government in 1993. This principle is designed to enhance the input of nature conservation interests in decision-making on large-scale development projects and to counterbalance the ecological impacts of such developments when implemented. This article evaluates the application of the Dutch compensation principle in highway planning. Six current highway projects reveal consistent implementation of this principle, although provincial policies on compensation and a national method for identifying compensation measures are still under development. As the planning process has not yet been completed for all the projects, no general conclusions can be drawn on the impact of the compensation principle on highway decision-making. Nevertheless, several examples show that the principle stimulates project initiators to develop alternative routes or route sections in order to avoid or reduce ecological impacts and the need for coherent compensation measures. If the compensation principle is to be properly implemented in the context of highway planning, particular attention should be paid to the following aspects: (1) sequential assessment of overall project legitimacy and the necessity of intersecting protected areas and compensation measures, (2) the initiator's attempts to avoid and mitigate ecological impacts in developing alternative routes prior to compensation for impacts, and (3) the role of uncertain ecological impacts in identifying compensation measures, especially those concerning habitat isolation.  相似文献

This paper examines the need to consider the coverage of socio‐economic impacts within the environmental impact assessment process. It goes on to present the results of a review of British environmental impact statements which highlights the failure of environmental impact statements to address these issues. Fewer than half of those reviewed address any social or economic impacts, and of those that claim to address the issues, the focus is more on economic than social and the quality was found to be poor. A case study is undertaken of power stations. The paper concludes that socio‐economic impacts merit a higher profile within the environmental impact assessment process.  相似文献

Summary Many developed countries in the Western world employ some form of Environmental Impact Assessment (EIA). A number of sophisticated procedures are used for the assessment of the impact of large- scale developments upon the environment. In developing countries there are both large-scale schemes that are often financed by foreign aid, and small-scale projects in which technology is less sophisticated but more appropriate to human needs. Standard EIA procedures are followed for large-scale developments but assessment of the impact of small-scale projects is often ignored.This paper attempts to define appropriate technology and to describe some of the often less apparent adverse effects of such technology upon society and the environment. The need for assessment of small-scale projects is established and the possibility of applying current EIA procedures to such developments is considered. The final paragraphs refer to the advantages and disadvantages of environmental impact assessment of small-scale technology.Dr Pamela M. Goode and Alastair I. This paper is based on research conducted in 1997 and 1998 at the EIA Centre, University of Manchester. It examines the extent to which transport infrastructure related policies, plans and programmes (PPPs) in the three EU regions of North West England, the provincie (administrativeregion) of Noord-Hollandand the engerer Verflechtungsraum (EVR, planning region) of Brandenburg-Berlinconsider (environmental) sustainability issues in the form of objectives, targets and related options/measures for action. Furthermore, the role strategic environmental assessment (SEA) appears to play in this context is elaborated. Summary This paper measures the diversity of environmental impacts inherent within a proposal by the Central Electricity Generating Board (CEGB) to build a demonstration wind farm at Langdon Common in the North Pennines, UK. This assessment was made in April, 1989 in the wake of the European Community Directive on Environmental Impact Assessment (EIA) and its subsequent interpretation within the UK Town and Country Planning (Assessment of Environmental Effects) Regulations (1988).Langdon Common lies within an Area of Outstanding Natural Beauty (AONB) and within a Site of Special Scientific Interest (SSSI). These designations create a contentious choice of site made by the CEGB and the extent of environmental impact is subsequently made more broad. While the conclusions drawn are specific to Langdon Common, the methodology evolved within the project lends itself to further application to other sites in the future. The following Environmental Impact Assessment can, therefore, be seen as a step towards the reconciliation of the acceptable siting of wind turbines in the UK and the capacity of the planning system to regulate such development.This paper by Alex Steele received the Institution of Environmental Sciences award and First Prize for the best undergraduate environmental project in the UK in 1989.
