应用一个可计算一般均衡(CGE)模型对中国若干工业行业按照差别税率对所投入的煤炭和油气产品征收从价能源环境税的情况进行了量化模拟,预测了该项政策在中国实施的可行性;并在量化模拟和分析之后得出如下结论:即征收能源环境税有助于促进工业部门,尤其是能源密集型行业,节能、降耗、改善能源消费结构和削减SO2 和CO2 污染排放,但该项政策的实施并不能够从根本上促进能源利用效率的提高,反而易对宏观经济造成负面影响,因此在中国目前现阶段不宜作为主要能源环境政策备选方案  相似文献

目前天津在节能减排、低碳发展方面取得了一定成效,但仍面临着巨大的压力。其主要原因:经济发展对能源消耗的依赖程度较高,能源消费对高碳能源的依赖程度过高,经济发展对高碳产业的依赖程度过高。因此,天津节能减排、低碳发展的战略目标应指向"脱钩",即经济发展逐渐降低对能源消耗的依赖程度;战略核心在于能源消费要从源头上逐渐摆脱对高碳能源的过度依赖,经济发展要逐步摆脱对高碳产业和产业结构的过度依赖。  相似文献

本文分析了鄂中丘陵地区一个典型农户生态系统的能流途径,人工辅助能的输入结构,各亚系统的能量输入、输出组成和能量流动关系,以及能量转化效率。以70个农户的样本分析研究了投能结构对能效的影响规律。结果表明,当地农户生态系统仍是一种以有机能为主要人工辅助的封闭性较强的能量转化系统;增加人工辅助能,特别是无机能的投入可以增加能量产出。  相似文献

We studied the energy and economic flow of six types of homegardens in Sanjia village, SW China. Our study showed that the energy input of six types of homegardens averaged 99.11-175.65 x 1010J/ha, the energy output was 102.30-159.83 x 1010J/ha and the ratio of input/output ranged between 1:0.880-1:1.416. The ratios of input to output of home-gardens that prioritized cultivation of crops were higher than for homegardens that prioritized animal husbandry or other economic activities. The economic ratio of input/ output of six types of homegardens varied between 1:0.997-1:1.376 and the economic output ranged between 2480.0-10131.5 RMB/yr. We concluded that the homegarden systems of Sanjia village are high in the input and output of energy and cash flow, and can provide a basis for designing models of farm economy in rural subtropical areas.  相似文献

根据历年<山西统计年鉴>提供的能源输出数据,分析了1985-2007年间山西省煤炭的输出情况,并借助于GIS软件,分析了2006年山西省煤炭的流向及流量.山西省是一个大的能源辐射基地,每年产出煤炭的三分之二左右供应外省市,在外省市的经济水平、人民生活质量不断得到提升的同时,对于为周边地区的发展做出巨大贡献的能源输出地--山西来说,人均地区生产总值却低于全国平均水平,更低于其能源辐射到的其它省市区.山西省在不断向外省市输出能源的同时,也产生了巨大的环境辐射效应,但这种效应对于山西这个能源输出地来说却是负向的.主要表现在:山西省由于煤炭开采导致空气污染、地下水位下降、地面塌陷等地质灾害,而这些环境压力有三分之二是替煤炭输入地所承担的.输送电力,山西省不仅要承担煤炭开采造成的环境破坏,还要承担火力发电所造成的巨大环境二次污染,仅2007年,山西省生产外调电量就产生381.75×10~4 tSO_2,139.98×10~4 tNO_2,2799.51×10~4 t灰粉.  相似文献

为了深入了解农户能源利用状况与农村环境的相互作用关系,对一个贫困山村进行了为期15天的实地考察。通过问卷调查,入户访谈等方式,收集了50余份问卷和大量原始数据、图片资料,发现当地农户在利用薪材能源作为燃料直接燃烧时并不会带来对当地森林资源的破坏,但能源利用效率不高;而在用薪材能源作为香菇培养基原料时显著地提高了能源利用效率,却也严重影响了当地森林资源的可持续利用。由此可见,能源利用方式的选择与农村环境的变化息息相关。为了保证农村能源的可持续利用,人们需要同时考虑农村环境的承载能力,这就决定了改善农户能源利用状况不能单纯以提高能源利用效率为目标。在结合当地客观条件,综合当地政府、当地农户的意见的基础上,提出了当地能源利用的最佳方向应该是:在不增加农民支出前提下,鼓励农民改善薪材能源的利用方式,力图达到提高能源利用效率和森林资源可持续利用的“双赢”目的。  相似文献

A study of social attitudes to urban energy management strategies has been undertaken as part of a research project aiming to develop an energy planning tool for urban planners. The study used a social survey to predict attitudinal responses to proposed engineering solutions, namely load management, energy efficiency and alternative supply options (renewable energy). The principal influence on attitude formation, which emerges from the literature and this study, appears to be socio-economic conditioning.The results indicate that Leicester citizens are open to alternative energy strategies, such as a willingness to pay additional amounts of money for electricity generated from renewable or sustainable sources and the purchase of low energy appliances. Over half the sample surveyed would pay up to 5% extra for an energy-efficient appliance, and a significant minority would pay extra for 'green' energy. In addition, 73% of respondents are sympathetic to Demand-side Management measures such as interruptible tariffs. The use of 'social group' analysis has proved to be a useful and sensitive tool for the market analysis of energy-related behaviour. In this study, a positive relationship between energy-related attitudes and income is revealed.  相似文献

Energy for water heating accounts for an increasing part in residential energy demand in China. An extensive survey was conducted to analyze the determinants of household energy choices for water heaters among residents in Nanjing, China. Two sets of variables were examined as potential influences: building features and household socio-economic characteristics. Results suggest that building features such as gas availability and building structures, and household characteristics such as household head's education degree and energy-conserving sense are crucial determinants in choosing natural gas as water heater energy. Installation permission for solar water heater, building stories, and residential location serve as determining factors in choosing solar water heaters. Based on these, barriers and opportunities are discussed for transitions toward cleaner water heating energies, and suggestions are given for local governments to promote cleaner energy replacement in China.  相似文献

The hydrodynamics of super- and sub-critical shallow uniform free-surface flows are assessed using laboratory experiments aimed at identifying and quantifying flow structure at scales larger than the flow depth. In particular, we provide information on probability distributions of horizontal velocity components, their correlation functions, velocity spectra, and structure functions for the near-water-surface flow region. The data suggest that for the high Froude number flows the structure of the near-surface layer resembles that of two-dimensional turbulence with an inverse energy cascade. In contrast, although large-scale velocity fluctuations were also present in low Froude number flow its behaviour was different, with a direct energy cascade. Based on our results and some published data we suggest a physical explanation for the observed behaviours. The experiments support Jirka’s [Jirka GH (2001) J Hydraul Res 39(6):567–573] hypothesis that secondary instabilities of the base flow may generate large-scale two-dimensional eddies, even in the absence of transverse gradients in the time-averaged flow properties.  相似文献

Developing renewable energy is now becoming a hot topic as it is important in dealing with climate change issue and energy supply issue. With the growing demand of energy, it has become urgent to develop the effective policies and measures that would enable people to maintain the living standards. Among all the measures, price is an essential one. In order to evaluate the costs and prices of the electricity from renewable energy sources (RES-E) and their effects to the market, this paper firstly focus on the extra costs of the RES-E by breaking it into four parts, including investment, construction, connection and operation. Then, the policy choices made in some typical industrialized countries are examined to find answers to the problems RES-E can raise. Finally, the choices made in China are examined in comparison to industrialized countries so as to determine how the current situation could be improved.  相似文献

High energy prices and the growing concern for “Peak Oil” have put energy analysis, once again, on the front burner. However, before speculating about possible roadmaps regarding our energy future, it would be wise to develop better quantitative analyses. This paper flags the existence of systemic epistemological flaws in the current use of aggregate energy indicators and presents an alternative approach capable of dealing with the issue of multiple dimensions and multiple scales. Starting from a critical appraisal of the aggregate indicator “Economic Energy Intensity” it shows that economic and biophysical variables are often correlated and that their value is determined by characteristics which can only observed across different levels and scales. Complex metabolic systems (systems that use energy to maintain and reproduce themselves) are operating simultaneously at different scales. This implies that changes in the characteristics of parts, defined at the local scale, and changes in the characteristics of the whole, defined at the large scale can only be obtained after establishing a scaling mechanism in the analysis. In order to deal with the issue of scale in energy accounting, we propose to make a distinction between three different categories: (i) primary energy sources (PES) - establishing a link between energy quantities and the associated requirement of biophysical gradients, at the large scale, on the interface black-box/context; (ii) energy carriers (EC) - defining the set of energy inputs required by technical devices for expressing useful functions, at the local scale, within the parts operating inside the black-box; (iii) end uses (EU) the set of functions to be expressed by society across hierarchical levels for reproducing itself. Finally, the paper presents examples of quantitative results obtained using an innovative method of analysis - Multi-Scale Integrated Analysis of Societal and Ecosystem Metabolism (MuSIASEM). We conclude that by using this new accounting method it is possible to generate a better understanding of external and internal constraints determining the desirability and viability of the metabolic pattern of societies.  相似文献

The purpose of the present study is to analyse the effects of renewable energy and non-renewable energy on sustainable development. This study is pioneering in this respect because it analyses the effect of renewable energy on adjusted net savings, which is a good sustainable development variable. For this purpose, the data of 40 developed and 73 developing countries were included. According to the estimation results obtained in the study, renewable energy has a positive and statistically significant effect on sustainable development both in developed countries and in developing countries. The impact of renewable energy on sustainable development is greater than the impact of non-renewable energy. In this respect, as the renewable energy amount increases, the level of sustainable development increases. According to these results, the fact that countries use renewable energy more than non-renewable energy sources is extremely important in terms of making progress towards sustainability of development and the 2030 Sustainable Development Goals.  相似文献

Sustainable development in developing countries is the main aim of the Kyoto Protocol's Clean Development Mechanism (CDM). However, in the present context, uncertainty prevails as to whether the CDM is actually achieving its aims in terms of achieving sustainable development and to what extent. Chile has several renewable energy and energy efficiency options with significant greenhouse gas (GHG) emissions abatement potential that are not yet financially and economically competitive. In order to be able to identify potential CDM projects and to formulate a series of possible investment strategies with a sustainable development component, it is crucial to establish a clear understanding of the host country's needs and priorities and the suitable sustainable energy technologies to meet these needs. The main scope of this paper is to present results obtained from an elaborated stakeholder assessment on Chile's high priority energy needs and sustainable energy technologies fulfilling these needs in order to assist Chile in finding ways of encouraging technology transfer that would contribute to low-carbon sustainable energy development.  相似文献
