In Sweden, environmental policy is essentially carried out through a system of environmental objectives adopted by Parliament in the late 1990s. This system contains principles, objectives, interim targets, strategies, and follow-up mechanisms, which together provide a solid ground for increased efficiency and improved prioritization in environmental policies. Despite the ambitious approach of the Swedish Parliament, the system of environmental objectives suffers from certain shortcomings. Some of the objectives are imprecise and difficult to evaluate, and there are no rules or principles that may be used to solve goal conflicts and to prioritize between different objectives. As a consequence, the environmental objectives tend to differ in their degrees of operationalizability, and the priority-setting between different objectives is often unclear.*Rskr. denotes a written communication (from the Swedish Parliament to the Swedish Government) of a Parliamentary decision. Much as Total Quality Management (TQM) has helped companies decrease waste and enhance value, environmental accounting offers an approach and a suite of tools that can help organizations improve both environmental quality and bottom-line business performance. Its focus is to bridge the world of finance and economics with the world of environmental management. Companies in all sectors have discovered that they can increase profits by meeting and even surpassing environmental regulations. Through environmental accounting, companies can discover more of these opportunities and, ideally, bring environmental concerns earlier into planning, decision making, and operations. This article introduces environmental accounting and some basic principles that should guide organizations' thinking on environmental accounting and environmental accounting systems. It also describes several different objectives for environmental accounting that imply different requirements and orientations. Although the focus of this article is on environmental accounting as an aspect of forward-looking management and decision making in companies, much of the discussion applies to nonprofits and government units as well.  相似文献

Environmental psychology research in Sweden is reviewed beginning with studies in the 1960s. The traditional main foci of the Swedish research are the visual perception of form, space, colour, and texture, the meaning of social and physical environments; and the effects of the indoor and outdoor ambient environment (noise, air quality and temperature). More recent research foci include environmental cognition (perceptual categorization, cognitive mapping, orientation, planning), affective reactions to the environment, and systems applications. It is concluded that the Swedish research is integrated with environmental psychology research in other countries in terms of a common data base and methodology, despite the fact that the problems investigated are to some extent national in tone. It is also pointed out that the Swedish research appears to have the potential of theoretical contributions to environmental psychology, which is badly needed within the field as a whole.  相似文献

In the Netherlands various fields of policy planning and decision making are related to the environment, of which physical land use planning and environmental planning are the most important. In the last 20 years the environmental effects of production, mobility and consumption in this densely populated country have increased. The location and land use of economic activities have therefore become a main concern for environmental policy which has as its aim the improvement and conservation of the quality of the natural and human environment. The prospects for a better co‐ordination and integration of the two policy ‘tracks’ have become a matter of political, scientific and public concern. In some regions the government has started experiments with more integrated environmental policy and management. This paper discusses some of the possibilities and limitations of this regionally oriented policy against the background of a more effective environmental policy, especially in two cases—a rural area in the province of Gelderland and the region of Schiphol Airport.  相似文献

As part of a larger research effort, the empirical basis for this note is responses to four out of many questions in a mailed survey, which primarily focused on national environmental objectives in Sweden. The results show that out of eight broad areas for use of tax money, five-including environment-are rated as important by over 90% of the respondents. Respondents appear to be less willing to discriminate between different issues covered by national environmental objectives, as all of these are rated as important by more than 80% of the respondents. The function of the ozone layer is an example of an environmental issue where the knowledge among people is relatively high, while this is not the case when it comes to the amount of pesticides used in agriculture. The results also show less support for actions at the individual level to improve the environment, as compared to support for actions taken by society at large through, e.g., technological improvement or policy intervention.  相似文献

This paper discusses the use of Material Flow Analysis (MFA) as a tool to support policy decision making in the field of resource and environmental management. In terms of policy, MFA can be used for early recognition, priority setting, to analyse and improve the effectiveness of measures and to design efficient material management strategies in view of sustainability. MFA has a high potential to be implemented as a guiding tool at the regional level, for example as part of a regional environmental management and audit system or as a part of the Local Agenda 21 process. Material management based on MFA is complementary to traditional environmental and resource management strategies, which have tended to focus heavily on specific environmental compartments, and measure the concentration of substances in various media. MFA, in contrast, provides an overview of the total system by linking the anthroposphere (that part of the biosphere in which humans' activities take place) with the environment. This system approach shifts the focus away from the back-end so-called 'filter strategies' to more pro-active front-end measures. MFA examines short- and long-term loadings rather than concentrations and highlights current and potential material accumulations, called material stocks. These stocks represent either potential environmental problems (e.g. large stocks of hazardous materials) or a potential source of future resources (e.g. urban mining). In this way, MFA can assist precautionary policy making by highlighting future environmental or resource issue problems without relying on signals of environmental stress. The objective of materials management is: firstly, to analyse material flows and stocks; secondly, to evaluate these results; and thirdly, to control material flows in view of certain goals such as sustainable development. MFA is an excellent tool for the first objective and is well suited to generate a base for the other two objectives. MFA results can be compared against environmental standards or can be interpreted using assessment or indicator methodologies (such as environmental impact assessment or ecological footprints). Selected results from two studies, carried out for the city of Vienna (substance management) and the Swiss lowlands (timber management), illustrate the use of MFA as a tool for early recognition (resource depletion and environmental quality), for priority setting and for effective policy making.  相似文献

Summary The evolution of the environmental issue has moved through the early stage of technological fixes and estimable economic costs into an area of larger uncertainty and higher information costs.The economic costs of pollution control are about one percent of the GNP. The technological fixes have improved air and water quality somewhat; but in air quality little reduction in nitrogen oxides has been achieved, and in water quality about 25 percent of the water is poor or worse, with high fecal coliform bacteria.The next stage of environmental improvement is to reduce hazardous chemical elements in the environment. In these areas, the health and biological effects are still uncertain, information costs are high, and subjective judgments are common.As uncertainty and qualitative judgments have become more prominent in environmental decisions, delays have been introduced into the decision loops, raising regulatory costs, and heightening adversary stresses between business and environmentalists. The stresses place an aura of arbitrariness over regulations in a milieu where the governability of society is already questioned. This is not the time to retreat from environmental improvement, but to try to simplify the decision process. Two possible alternatives are to codify court precedents into a more rigorous reliance on agency administration law, or to revert to the common rules of civil law that complainants must show damage and cause before an award is allowable by an administrative agency. Either of these options would free the decision making process of delays and allow it to function prospectively, while allowing environmental damages from inadequate decisions to be remedied retroactively. Potential liabilities may increase, but at least the decision process could move forward without being frustrated by regulatory delays.  相似文献

Use of publicly-provided information to promote environmental quality has received somewhat less attention in the environmental management literature than use of other environmental policy tools based on economic incentives such as emissions taxes, subsidies and marketable permits. Yet publicly-provided information may have potential as an environmental policy tool, especially in managing problems of agricultural pollution, due in large part to the existing capability of public information agencies associated with the agricultural research community. Information provided by these agencies is known to be an important factor in decision making in agriculture and may have potential for influencing decisions that relate directly to preserving the integrity of environmental resources. Moreover, this potential may have particular relevance for protecting groundwater quality from agricultural production since the results of contamination are often at least partially internal to the farm decision maker. This paper develops an empirical model to formulate publicly-provided herbicide treatment recommendations designed to protect both the quality of groundwater and the income of farmers. An economic and statistical model of a crop-pest system is used in conjunction with a groundwater loading model to derive the trade-off relationship between producer income and movement of herbicide material through the root zone. The trade-off relationship can provide the basis for formulating herbicide treatment recommendations and can also shed light on appropriate groundwater quality goals.  相似文献

The two major processes of decision making, behavioral interactions and decision analysis, are discussed. Comparisons are made between the Delphi and NGT methods of behavioral interaction. Three different types of decision analysis are compared, including the Goals Achievement Matrix, Concordance Analysis, and the Simple Multi-Attribute Rating Technique. Decision making problems characteristic of environmental studies are reviewed. A method of decision making that combines the best qualities of other methods is suggested. The overall purpose of this paper is to make the technical knowledge of decision making useful to environmentalists, businessmen, citizens, and politicians, and to improve the process of policy making in environmental studies.  相似文献

In this paper, I will discuss some aspects of the Swedish policy to reduce pesticide use by 50%, a decision that has attracted great interest and may sometimes have been over-advertised. It has also been followed by similar programmes in other countries such as Denmark, Holland and Canada, What are the cultural and political backgrounds? What is general and what is specifically swedish? Why did the demand for this decision first occur in Sweden, where the problems concerning pesticide use are much less pronounced than in many other countries and agricultural areas? Does the Swedish policy imply a new approach with completely different conditions for pesticide use, or should it preferably be described as an adaptation to what modern pesticide and agricultural technology can achieve?  相似文献

At the 7th conference of the parties to the Convention on Biological Diversity (CBD-COP7, Kuala Lumpur, 2004) it was agreed to establish a global network of marine and coastal protected areas by 2012. The defined objectives of this MPA-network are based on the ecosystem approach: to protect biodiversity and other ecological values, and to ensure sustainable use. The (inter)national policy guidelines state that the selection of MPAs should be based on scientific information and ecological criteria only. As a signatory to the Convention, the Netherlands is now faced with meeting this obligation, and the process of designating the first Marine Protected Areas (MPAs) in the Dutch part of the North Sea is currently in progress. We focus on the science–policy interactions that are part of this Dutch MPA selection process. By taking a closer look at the contemporary site selection process as well as its historical background, we show that ecological, socio-economic and political considerations cannot always be easily separated. Uncertainty is high and the ultimate selection and delimitation of candidate sites rather seems to be the result of a balancing act between ecological, socio-economic and political interests, in which scientific and policy guiding procedures blend with ad-hoc political decision making, and with expert judgment in cases where data is lacking. As such, this paper presents an example of present-day environmental policy making in action.  相似文献

The coverage of strategic environmental assessment (SEA) has been extended to all public sector policies, plans and programmes subject to Scottish jurisdiction. Evaluation of the arguments advanced by the Scottish Executive for using environmental assessment as a tool for environmental governance requires an exploration of some of the contested interpretations of the function of environmental assessment at a strategic level. The paper examines the implications of this extension of the European Union SEA Directive in the context of current arrangements to fit environmental assessment into the UK tradition of integrated policy appraisal. It considers the methodological implications of using SEA explicitly for improving public sector decision making at all levels and across all activities. This enables environmental effects to be taken into account at an early stage in the formulation of government policy, through a transparent system of assessment which encourages public participation.  相似文献

Summary Schools and higher education institutions in Sweden have developed a wide range of innovative and demanding curricula to meet the objectives of Sweden's environmental policy. Environmental education in compulsory schools is taught principally through biological sciences, although social studies are beginning to occupy a substantial component of the environmental curriculum. Upper secondary schools offer more opportunities to develop environmental awareness, understanding and practical skills than comparable sixth form and post-secondary colleges in England. In Sweden there is a strong emphasis on practical work developed through projects based on contemporary environmental issues and their resolution. The development of environmental education has been well supported by a substantial input of new resources, especially materials developed by the Swedish Environmental Protection Agency and Industry. Universities have also begun to adopt new organisational structures to help develop inter-disciplinary teaching and research teams. Several universities are experimenting with common core courses, parts of which comprise environmental elements.Dr P. ABSTRACT: Making decisions for environmental management is a complex task due to the multiplicity and diversity of technological choices. Furthermore, the exploitation of natural resources and the preservation of the natural environment imply objectives that are often in conflict within a sustainable development paradigm. Managers and other decision makers require techniques to assist them in understanding strategic decision making. This paper illustrates the use of a multiple‐objective decision‐making methodology and an integrative geographical information system‐based decision‐making tool developed to help watershed councils prioritize and evaluate restoration activities at the watershed level. Both were developed through a multidisciplinary approach. The decision‐making tool is being applied in two watersheds of Oregon's Willamette River Basin. The results suggest that multiple‐objective methods can provide a valuable tool in analyzing complex watershed management issues.  相似文献

为了更好地为有关决策和政策制定提供定量化信息,提高政策设计和决策的科学性,本文采取实地调研法和政策分析方法,对2016年度我国重点环境经济政策的年度进展进行了系统评估,对年度环境经济政策实践进展总体状况进行了研判,并指出了下一步环境经济政策改革需要解决的关键问题。总体上看,环境经济政策的重要性成为社会各方的普遍共识,特别是绿色金融、生态补偿,环境税费等政策取得了阶段性突破,但是我国的环境经济政策体系仍不够完善,环境质量导向的环境经济政策体系还没有建立起来,因此,应积极推进环保投融资、生态环境补偿等环境经济政策的创新运用,为环境质量改善、生态文明建设提供长效机制保障。  相似文献

Abstract: In optimization problems with at least two conflicting objectives, a set of solutions rather than a unique one exists because of the trade‐offs between these objectives. A Pareto optimal solution set is achieved when a solution cannot be improved upon without degrading at least one of its objective criteria. This study investigated the application of multi‐objective evolutionary algorithm (MOEA) and Pareto ordering optimization in the automatic calibration of the Soil and Water Assessment Tool (SWAT), a process‐based, semi‐distributed, and continuous hydrologic model. The nondominated sorting genetic algorithm II (NSGA‐II), a fast and recent MOEA, and SWAT were called in FORTRAN from a parallel genetic algorithm library (PGAPACK) to determine the Pareto optimal set. A total of 139 parameter values were simultaneously and explicitly optimized in the calibration. The calibrated SWAT model simulated well the daily streamflow of the Calapooia watershed for a 3‐year period. The daily Nash‐Sutcliffe coefficients were 0.86 at calibration and 0.81 at validation. Automatic multi‐objective calibration of a complex watershed model was successfully implemented using Pareto ordering and MOEA. Future studies include simultaneous automatic calibration of water quality and quantity parameters and the application of Pareto optimization in decision and policy‐making problems related to conflicting objectives of economics and environmental quality.  相似文献

This article presents a methodological framework for strategic environmental assessment (SEA) application. The overall objective is to demonstrate SEA as a systematic and structured policy, plan, and program (PPP) decision support tool. In order to accomplish this objective, a stakeholder-based SEA application to greenhouse gas (GHG) mitigation policy options in Canadian agriculture is presented. Using a mail-out impact assessment exercise, agricultural producers and nonproducers from across the Canadian prairie region were asked to evaluate five competing GHG mitigation options against 13 valued environmental components (VECs). Data were analyzed using multi-criteria and exploratory analytical techniques. The results suggest considerable variation in perceived impacts and GHG mitigation policy preferences, suggesting that a blanket policy approach to GHG mitigation will create gainers and losers based on soil type and associate cropping and on-farm management practices. It is possible to identify a series of regional greenhouse gas mitigation programs that are robust, socially meaningful, and operationally relevant to both agricultural producers and policy decision makers. The assessment demonstrates the ability of SEA to address, in an operational sense, environmental problems that are characterized by conflicting interests and competing objectives and alternatives. A structured and systematic SEA methodology provides the necessary decision support framework for the consideration of impacts, and allows for PPPs to be assessed based on a much broader set of properties, objectives, criteria, and constraints whereas maintaining rigor and accountability in the assessment process.  相似文献
