Cost–benefit analysis has been criticised on the grounds that it cannot compute the value of environmental goods whose value constitutively defies monetary valuation. Two forms of incommensurability make monetary valuation problematic: constitutive incommensurability and quantitative incommensurability. These pose a threat only to shadow pricing, and not the formation of prices in an actual market. Where property rights to environmental goods are appropriately assigned, the prices that form reflect the actual uses persons put them to, given their value commitments. In a real market, the formation of prices does not depend upon the assignment of cardinal values via monetary valuation; rather, the formation of prices is a side effect of the way in which environmental goods are used. A property right gives one the right to reject terms of exchange one deems inappropriate. Where sale of an environmental good is deemed inappropriate, it is kept out of the cash nexus. Incommensurability therefore precludes cost–benefit analysis, but not markets in environmental goods where property rights are appropriately allocated.  相似文献

Decision making is of crucial importance in the lives of both animals and humans. How decisions of group members scale up to group decisions is of great interest. Accordingly, we gave homeless ant colonies (n = 67) in three experiments a choice between two nest sites (with small, big or mixed sand grains), each of which had to be excavated to be habitable. Among the colonies that chose only one of the new nest sites, all preferred the ones that could be excavated most easily and quickly. There are interesting parallels between the collective choice of mining sites and the ability of certain ants to select short cuts; both involve positive feedback. However, in this paper, we discuss a mechanism whereby collective co-ordination in the production of social infrastructure can occur in the absence of signalling.  相似文献

This article presents a methodological framework for strategic environmental assessment (SEA) application. The overall objective is to demonstrate SEA as a systematic and structured policy, plan, and program (PPP) decision support tool. In order to accomplish this objective, a stakeholder-based SEA application to greenhouse gas (GHG) mitigation policy options in Canadian agriculture is presented. Using a mail-out impact assessment exercise, agricultural producers and nonproducers from across the Canadian prairie region were asked to evaluate five competing GHG mitigation options against 13 valued environmental components (VECs). Data were analyzed using multi-criteria and exploratory analytical techniques. The results suggest considerable variation in perceived impacts and GHG mitigation policy preferences, suggesting that a blanket policy approach to GHG mitigation will create gainers and losers based on soil type and associate cropping and on-farm management practices. It is possible to identify a series of regional greenhouse gas mitigation programs that are robust, socially meaningful, and operationally relevant to both agricultural producers and policy decision makers. The assessment demonstrates the ability of SEA to address, in an operational sense, environmental problems that are characterized by conflicting interests and competing objectives and alternatives. A structured and systematic SEA methodology provides the necessary decision support framework for the consideration of impacts, and allows for PPPs to be assessed based on a much broader set of properties, objectives, criteria, and constraints whereas maintaining rigor and accountability in the assessment process.  相似文献
