Farming communities are increasingly expected to manage their agricultural activities in ways that ensure sustainable flows of a wide range of ecosystem services for society. The land use and management choices that farmers make are dependent upon their socio-economic characteristics and background, and in turn have important implications for the landscape and associated ecosystem services. Thus, a better understanding about the linkages between the characteristics of farmers, farm management and land use is important for managing multifunctional agro-ecosystems. In this paper, we first develop a typology of farmers for Torrealvilla catchment in Murcia, Spain, according to the characteristics of their households and farm management (e.g. the farmer’s age, household income, water access, land tenure and farm labour). This analysis distinguishes six types of farmers. Secondly, we analyse the link between farmer typology and the farmers’ responses to a number of scenarios. The scenarios describe different likely changes to agriculture in the catchment in terms of environmental constraints (irrigation water availability and rainfall pattern) and environmental policy regulation (water taxation and subsidies). This exercise enables us to explore the range of future land use changes that are likely to occur in the study area. The results indicate that: rain-fed agriculture is expected to experience gradual but extensive abandonment; vegetable/fruit farming and pig/animal rearing are likely to stagnate or even decline; and growing of grapes is likely to expand. Thirdly, we qualitatively evaluate how future land use changes are likely to affect key ecosystem services in the study area including future agricultural production and associated local income generation, erosion control, maintenance of the groundwater table and various cultural services associated with a heterogeneous agro-ecosystem. Particular changes such as expansion of grape production will increase food production and local income at the cost of further depletion of the aquifer and increased risk of salinisation. The outcomes of the study highlight that, to be effective, the design of agri-environmental schemes and other government interventions (e.g. specific compulsory regulations on farming practices and associated water use) should carefully take into account the characteristics of the farmers within the area of interest, their land uses and the possible diversity of responses to policy and environmental drivers. Opportunities exist for future studies quantifying the extent of the impacts of ecosystem service provision through formal models combining farmers’ land use decision-making and spatially explicit modelling of landscape processes.  相似文献

The effects of agricultural activities on the environment can be presented by suitable pressure indicators. These pressure indicators can also be used as control variables to achieve a desired environmental state. Therefore, pressure indicators can play a decisive role in the elaboration of agri-environmental measures. This paper deals with the use of pressure indicators to assess the sustainability of agricultural land use on the one hand, and their contribution to the development of agri-environmental measures on the other hand. After the illustration of the general political background on the CAP evolution and the information needed for monitoring, control and ex-post assessment, the methodological approach of the AEMBAC project to provide this information is presented. Experiences in applying pressure indicators in assessing the agri-environmental measures are discussed and their applicability for the identification of environmental impacts, management and monitoring is evaluated.  相似文献

The complex relationships between governance processes, ecosystem management and biodiversity conservation are receiving growing attention by the scientific community. The scope of research in this field is generally that of identifying main governance factors leading to success or failure in the sustainable management of ecosystems and biodiversity conservation, so to develop appropriate sectoral and intersectoral policies fostering sustainable use of natural resources. In this paper, a methodological approach is first presented and then applied to analyse the impacts of agriculture and rural policies on agro-ecosystem services and biodiversity conservation in the central hills of Tuscany, the Chianti area. This approach is focusing in particular on governance objectives and instruments used in the management of ecosystem services. A share-farming system based on multifunctional agriculture ruled Chianti until World War II. Then, after the abandonment of rural areas by share-farmers, governance objectives and ecosystem management were oriented towards the production of commodities such as wine and olive oil almost ignoring the provision of public goods such as soil erosion and water run-off control and biodiversity conservation. In order to achieve a more sustainable ecosystems management in Chianti, there is the need to develop a multifaceted governance strategy to reward appropriately the supplying of environmental goods and services by farmers.  相似文献

Information on the economic benefits arising from alternative secondary National Ambient Air Quality Standards can provide one measure of regulatory efficiency. If benefits assessments are to be used in assessing regulatory impacts of federal standards as recently ordered by President Ronald Reagan, the economic concept of benefits, the limitations of benefits analysis, and the validity of those estimates needs to be clarified. This paper briefly reviews some methodological and applied issues which can effect the validity of environmental economic assessments as they pertain to agriculture. Recent studies from the assessment literature on agriculture are critiqued with respect to how well they address such issues. An attempt is made to identify potential sources of variability in estimates found within that literature. Finally, implications for performance of future assessments are discussed.  相似文献

Spatial modelling of environmental indicators has been well established in landscape ecology and in nature conservation on regional and national scales over the recent past. Yet, using spatial information as a basis for the coordination of environmental measures on a trans-national European level reveals several shortcomings and hindrances, ranging from data quality issues and methodological aspects to discussions on how to define ecological indicators across Europe. This paper analyzes the potential of spatial modelling for the development and implementation of agri-environmental measures as part of rural development policies, discussing critical aspects of spatial environmental modelling as well as chances, trends and demands.  相似文献

This article reconsiders the challenge of environmental communication by inquiring into the fundamental rhetorical difficulty of thinking in terms of ecology. We discuss two essential yet bewildering aspects of ecology: its focus on interconnection and its use of multiple scales. On this basis, we distil six rhetorical recommendations: a shift from appealing to pre-existing values to avenues for transforming values; a shift from arguments from authority to addressing legitimate resistances; a shift from a focus on mutual agreement to a mutual bewilderment; a shift from intellectual comprehension to personal experience; a shift from negative effects to positive connections; and, finally, a shift from a focus on political results to local transformations. We experiment with this rhetorical approach through two applications: for critical reassessments of past articulations we consider the Gaia Hypothesis and Deep Ecology, and for current refinements to environmental problems we consider controversies around Marcellus Shale gas development  相似文献

The need to balance agricultural production and environmental protection shifted the focus of Brazilian land-use policy toward sustainable agriculture. In 2010, Brazil established preferential credit lines to finance investments into low-carbon integrated agricultural systems of crop, livestock and forestry. This article presents a simulation-based empirical assessment of integrated system adoption in the state of Mato Grosso, where highly mechanized soybean–cotton and soybean–maize double-crop systems currently prevail. We employ bioeconomic modeling to explicitly capture the heterogeneity of farm-level costs and benefits of adoption. By parameterizing and validating our simulations with both empirical and experimental data, we evaluate the effectiveness of the ABC Integration credit through indicators such as land-use change, adoption rates and budgetary costs of credit provision. Alternative scenarios reveal that specific credit conditions might speed up the diffusion of low-carbon agricultural systems in Mato Grosso.

While the role Aboriginal people play in environmental governance programs are often underpinned by the Crown, Aboriginal peoples are ratifying negotiated agreements with mining proponents to ensure their issues and concerns are addressed. This paper examines Aboriginal participation in mine development to show how more inclusive social and environmental development models can support a more sustainable development. Through two complementary processes, negotiated agreements and environmental impact assessment, Aboriginal peoples are maximizing their benefits and minimizing the adverse impacts of a project to create a more sustainable resource development. Case study analysis of the Galore Creek Project in northwestern British Columbia, Canada, illustrates how environmental impact assessment and negotiated agreements can co-exist to positively contribute to a successful mineral development, and hence operationalize sustainability within this context.  相似文献

The increasing demand for agricultural commodities is a major cause of tropical deforestation. However, pressure is increasing for greater sustainability of commodity value chains. This includes the demand to establish new crop plantations and pasture areas on already deforested land so that new forest clearing for agriculture is minimized. Where tree crops are planted as part of agroforestry systems on deforested land, this amounts to a form of re-agro-forestation which can generate environmental benefits in addition to crop production. Here, we discuss a case where agroforestry systems based on cocoa (Theobroma cacao) are being established on crop and pasture land in the south of Pará state, Brazilian Amazon. The adoption of cocoa by farmers and ranchers of the region is stimulated by the coincidence of (1) favorable prospects for cocoa on the national and international markets including the expectation of a global cocoa supply gap; (2) environmental policies obliging land owners to reforest excess cleared land with native trees, with agroforests based on the native cocoa tree being an economically attractive option; and (3) biophysical conditions (especially soil fertility) favorable for growing cocoa in part of the region. We show that in the state of Pará at least 1.26 million hectares of naturally high-fertility soils in deforested areas outside legally protected and indigenous lands are potentially suitable for cocoa production with low agrochemical inputs, sufficient to make a significant contribution to closing the predicted supply gap. Their actual suitability depends on their state of degradation after years of pasture use and the availability of technologies and finance to convert them into tree crop agroforests. We discuss the significant environmental benefits of pasture re-agro-forestation with cocoa-based systems, including reduced emissions of up to 135 Mg of carbon per hectare compared to the historically common scenario of planting cocoa after forest clearing. We identify important research questions related to the scaling up of this practice and the maximization of its environmental benefits. We conclude that the coincidence of the afore-mentioned factors could drive a re-agro-forestation frontier in this part of the Amazon, with potential for positive outcomes in terms of commodity production while generating social and environmental benefits.  相似文献

Green construction is gaining increasing attention in the global context. However, the construction of sustainable green buildings and environments involves different tools and systems and diverse perspectives. Therefore, the development of environmental assessment tools is an important task for managing green housing and green building projects. In this paper, we discuss the benefits, limitations, and future directions of the assessment framework. There are four characteristics of building environmental assessment, i.e., comprehensiveness, design guideline, signaling, and communication tools, which afford both benefits and limitations. We illustrate the role of the assessment framework as a hub promoting integration of diverse knowledge, as a design guideline encouraging better design and action, as signaling environmentally friendly design and action, and as a communication tool. On the other hand, there are limitations, such as the use of a mixture of quantitative and qualitative measures, ambiguity of weighing, lack of financial evaluation, and lack of involvement of diverse disciplines and stakeholders. To develop an effective assessment framework, the following three factors must be considered: knowledge, power, and implementation. We propose that knowledge innovation, a credible approach for a salient solution, and collective action represent the future challenges of the assessment framework.  相似文献

The irrational use of water in agriculture is often responsible for several problems concerning the depletion and/or the pollution of water resources. In these cases specific policy measures should be taken to protect water resources from harmful agricultural activities, mitigating at the same time their potential impact on farmers’ welfare. To this end, a multicriteria decision-making model is formulated that aims at allocating efficiently water and land resources in a rural area of Greece, by optimizing a set of important socio-economic and environmental objectives. According to the model’s output, past and current decisions on irrigated agriculture turned out to be oriented towards meeting exclusively the socio-economic objectives. Yet, there are several other possible allocations schemes that could be applied in order to improve the performance of environmental indicators and to contribute to a more sustainable use of natural resources. Moreover, the decision-making model can be further employed to assess a number of additional policy measures in irrigated agriculture. In this framework, the outcome of imposing various water pricing policies was evaluated. The efficiency of these policies was found tightly connected to the elasticity of water demand. Namely, higher elasticity seems to enhance the flexibility in resource allocation and the movement towards environmental objectives. 以“生态系统服务”为生态风险评价终点,通过量化外界压力源与生态系统服务的“压力 响应”模式,建立基于生态系统水平的生态风险评价方法。该方法将生态系统整体作为分析对象,同时考虑了生态系统的各种组成要素及要素间的复杂关联作用。运用该方法评价了洞庭湖的生态风险,并对评价结果进行了分析。评价结果表明东洞庭湖的生态风险程度最高,西洞庭湖次之,南洞庭湖最低。造成洞庭湖生态风险的主要压力源为城市化、生活和气候变化;主要胁迫因子为有机污染物、营养物质和水流量变化。受影响较大的生态系统指标为生物多样性、河湖连通性和碳循环;营养循环价值、净化水质价值和生物多样性价值3项生态系统服务风险程度较高  相似文献

Smallholder agriculture dominates Kenya’s agricultural landscape, accounting for 75 % of total agricultural output and 70 % of the marketed agricultural produce. As a result, the Government of Kenya, with the support of development partners, has invested in production and dissemination of productivity-enhancing technologies such as high-yielding varieties and inorganic fertilizers targeting the smallholders. Adoption of these technologies has remarkably improved, especially in the maize sub-sector. However, productivity has been declining or, at best, stagnating. Productivity is attributable to not only technological improvements but also technical efficiency. Consequently, this study sought to determine the technical efficiency of the country’s smallholder food crop farmers and establish how it correlates with environmental factors. The study used a two-stage nonparametric approach on household panel data to estimate the efficiency levels of the smallholders and establish the sources of its variation across households. Controlling for endogeneity and incorporating geographic information system-derived measures of environmental factors in the analysis, the study finds that technical efficiency differentials are influenced by environmental factors, production risks and farmer characteristics. The policy implication is that the country has room to improve agricultural productivity by addressing environmental and farm-level constraints. Viable options include switching from rain-fed to irrigated agriculture, entrenching land tenure security, improving transport network among farm communities and setting up smallholder credit schemes.  相似文献

Conservation agriculture has successfully spread in a number of developing country contexts, resulting in both positive production and environmental impacts. However, there are ongoing questions about the appropriateness of conservation agriculture for small-scale farming as poor farmers tend to be risk averse, typically lack access to credit, and may have planning horizons associated with heavily discounted future benefits. This study investigates farmer attitudes toward how a hypothetical set of conservation agriculture production practices will affect yield, labor use, erosion, and cost in two communities of Bolivar province, Ecuador, through the implementation of a discrete choice experiment. Results show producers are most concerned with future yields, planting labor, and overall costs. While off-farm erosion impacts are of concern, producers only placed small values on these impacts. Results provide support for conservation agriculture outreach to highlight practices that increase long-run production and reduce the time and technical skills associated with planting.  相似文献

Recognition has grown among policy-makers that early in the decision-making process, there is a need for an environmental assessment of the effects of the policy, plan, and program (PPP) and their alternatives. Strategic environmental assessment (SEA) is widely recognized as a supporting tool that systematically integrates environmental aspects into strategic decision-making processes, thereby contributing to sustainable development. In this study, SEA was applied for an integrated assessment of environmental, social, and economic impacts of a wide range of scenarios for transport-related air quality policies to help decision-makers in identifying the most sustainable scenario with the purpose of reducing carbon monoxide (CO) concentrations from transport emissions in Hanoi City, Vietnam. In conducting SEA process, the urban air dispersion model MUAIR was used as a quantitative tool in prediction of CO concentrations. To evaluate the predicted impacts of scenarios, the SEA objectives concerning sustainability and the corresponding sustainable indicators were identified. Based on the likely significant predicted impacts on landscape, biodiversity, and health benefits, mitigation measures were proposed. These included planning in infrastructure development and implementation of public education campaign. The results of predicted and evaluated impacts of scenarios as well as proposed mitigation measures were taken into account for supporting sound decision-making that is consistent with the principles of sustainable development. Considering sustainable impacts of the scenarios, the SEA result clearly indicates that a combination of policy for public transport development and policy for installation of oxidation catalytic converter for motorcycles is the most sustainable scenario for reducing CO concentrations from transport emissions.  相似文献

协调经济发展与环境保护之间的关系,建立以循环经济理念为核心的循环农业经济体系,是改变传统农业经济增长方式,促进农村经济可持续发展的一项重要课题。本文在分析中国农业发展所面临的生态环境安全问题的基础上,探讨了循环农业经济体系的内涵及其特点,并与传统农业、生态农业和绿色农业进行了比较;由此构建了循环农业经济体系的框架,即由目标层、参与主体层、技术层和制度层四个层面共同组成的综合体系,各层面之间通过耦合、互动、协作、共进最终实现农业发展的生态效益、社会效益和经济效益的统一。  相似文献

Up to now, the “low” price of oil has prevented the development of alternative fuels but with the current high price and increasing scarcity, biofuels could become an economically attractive alternative. However, the economic assessment of biofuels has to take into account total production costs, including impact on agriculture, and the energy balance of first generation alternative fuels (biodiesel and bioethanol). Moreover, plans to produce biofuels from agriculture should not be achieved without considering the latest developments and reforms of the common agricultural policy, which promotes a change towards sustainable rural development based on multifunctional agriculture. From the analysis carried out, it emerges that first generation biofuels do not seem to be the best solution because of high production cost, limited land availability and low net energy balance. Furthermore, only a small quantity of biofuels can be produced as alternative to fossil oil because an incremental production will lead to the rising of agri-food prices. Only second generation biofuels could be a possible solution, although they still require much supplementary research and analysis.  相似文献

发展生态循环农业是我国新时期转变农业发展方式的战略选择,农户是生态循环农业的经营主体和利益相关者,厘清农户参与生态循环农业的根本动机,对于制定有效的生态循环农业推广措施具有重要意义。文章基于湖北省391份农户调查数据,首先,在文献回顾的基础上提出市场收益、政策激励对农户生态循环农业从事意愿与行为影响路径的基本假设,并利用OLS方法分析市场收益和政策激励对农户从事生态循环农业意愿与行为的影响;其次,运用优势分析法评估市场收益类变量和政策激励类变量影响农户意愿与行为过程中的相对重要性;最后,通过交互效应检验市场收益类变量和政策激励类变量间的交互作用。结果表明:收入预期对农户从事生态循环农业的意愿与行为均有直接的积极影响,是促进农户从事生态循环农业的最重要的因素;焚烧秸秆惩罚政策和废弃物资源化补贴政策对农户从事生态循环农业的意愿有积极影响,沼气池建设补贴政策和废弃物资源化补贴政策对农户生态循环农业行为有促进作用;收入预期与废弃物资源化补贴政策在影响农户生态循环农业行为的过程中存在互补效应。本研究认为,市场收益是刺激农户采纳生态循环农业生产模式的首要因素,因此,要着力完善生态农业市场体系,增强生态农产品的市场竞争力,提升农户对生态循环农业的盈利信心;另外,政策激励对于农户采纳生态循环农业具有促进作用,应该做到约束与激励并行,同时注意加强农业政策的科学设计与落实执行。  相似文献
