This paper explores approaches to the management of external public space, both now and in the future. The paper is in five parts. The discussion begins with an exploration of why public space management is universally an important concern by drawing from literature that argues that the quality of public space has declined, and that a greater engagement of the public sector in its management is required. Next, the research methodology is discussed which sought to investigate the management of public space in England as an example of trends and responses that point to a broader international concern. The approach included both a national survey of the state of play in public space management and a series of case studies that sought to explore innovative practice. Third, the results of a national survey are briefly outlined, with discussion following the same structure as the survey itself. Next, the results of detailed interviews with 20 local authority case studies that exhibited interesting or innovative practice in the local management of public space are presented. In a final part, conclusions are drawn which confirm that this is an area of public sector responsibility in need of significant investment and reform, but also that top-down initiatives from national government are beginning to inspire a burgeoning range of local government initiatives below. Therefore, although public space management remains a fragmented area of local government activity, a number of local authorities are beginning to establish a corresponding bottom-up agenda that seems to map a potential way forward for the future.  相似文献

This paper reviews both innovative fossil energy sources (tar sands, oil shale, and unconventional natural gas), and more established technologies that are being considered as suppliers of gaseous and liquid fuels (that is, coal gasification and liquefaction). Potential health and safety issues related to the technologies are discussed, although the absence of commercial-scale facilities in the United States restricts the discussion to health effects information derived from related processes. The available epidemiological and carcinogenic studies give cause for concern. A substantial extension of the electricity grid seems to be necessary in Germany in the coming decades for technical, economic, and ecological reasons. The increased usage of electricity from environmentally conscious sources is not undisputed and the question of where and how to extend the grid is at the centre of a controversial public discussion. One crucial point in this discussion concerns the fair sharing of the costs and benefits of such an extension. It is necessary to create a fair compensation mechanism. Therefore, an innovative mechanism is proposed in this paper that consists of cooperative game theory as well as auction elements. We interpret the German grid extension as a cooperative cost reduction game that allows the identification of fair cost shares and compensation payments. To solve the problem of non-cooperative behaviour, we propose the involvement of a sealed-bid auction. We show that this novel procedure is incentive compatible.  相似文献

Through the Direct/Delayed Response Project (DDRP), the United States Environmental Protection Agency is attempting to assess the risk to surface waters from acidic deposition in three regions of the eastern United States: the Northeast Region, the Southern Blue Ridge Province, and the Mid-Appalachian Region. The central policy question being addressed by the DDRP is: Within the regions of concern, how many surface water systems (lakes, streams) will become acidic due to current or altered levels of acidic sulfur deposition, and on what time scales? The approach taken by the DDRP is to select a statistically representative set of watersheds in each region of concern and to project the future response of each watershed to various assumed levels of acidic deposition. The probability structure will then be used to extrapolate the watershed-specific results to each region. The data will be used also for statistical investigation of hypothesized relationships between current surface water chemistry and watershed characteristics. Because the needed terrestrial data base was not available, regional watershed surveys were conducted to meet the specific data needs of the DDRP. Maps (1∶24,000) of soils, vegetation, land use, depth to bedrock, and bedrock geology were made for each watershed. The soils were grouped into sampling classes based on their hypothesized response to acidic deposition. Randomized sampling of these classes provided regional means and variances of soil properties that can be applied to individual watersheds. Because of DDRP's need for consistency within and among regions, unique quality control/quality assurance activities were developed and implemented. After verification and validation, the DDRP data base will be made publicly available. This will be a unique and useful resource for others investigating watershed relationships on a regional scale. The results of these surveys and the conclusions of the DDRP will be presented in several future papers. The current paper gives an overview of the context, rationale, logistical considerations, and implementation of these surveys, with special emphasis on the field activities of watershed mapping and soil sampling. This discussion should be useful to those planning, implementing, and managing survey activities in support of regional assessments of other environmental concerns, who are likely to face similar choices and constraints.  相似文献

Most large scale resource extraction projects in Papua New Guinea (PNG) require companies to negotiate with customary landowners for access to development sites. In the discussion of process and challenges of development and operation of projects, particularly mines, the paper, basing as a case study of land use arrangements in PNG mining, has several objectives to address. First, it discusses land use arrangements in the mining industry and how they have evolved over the last few decades. Today, most of these arrangements involve pluralistic framework agreements which have been shaped by land tenure debates, civil uprisings, government initiatives and increasingly politically savvy customary landowners. This pluralistic process encourages key stakeholder involvement, particularly customary landowner participation which has been an innovative piece of sustainable mineral policy development in PNG. Second, the paper argues that ‘it is not business as usual’ for mining companies as it would generally be the case in developed and many developing countries because they are increasingly forced to be proactive in addressing landowner and community interests while managing mining projects. A brief overview of land use debates in PNG is summarised at the outset to provide background to mining and development in the country. Third, the significance of the corporate social responsibility (CSR) paradigm and its impact on business, particularly the mining industry is acknowledged intermittently in the discussion to shed light on how it is influencing development of local communities. Finally, the paper argues that the post-Bougainville period has led to a change of the old enclave model of mining development to a broad based community driven form of development around mining. However, it is difficult to predict as to how this model of mining led development in rural PNG will span out in the long run. In the meantime, genuine landowner partnerships with developers and government in the management and operation of mining projects in the country are proving to be a positive outcome for everyone despite some major challenges.  相似文献

The frequency distributions of both grade and size of metal deposits may be well approximated by lognormal distribution functions. Using data on presently viable deposits and a simplified function which links production cost to deposit grade and size, a bivariate lognormal deposit grade/size distribution may be calibrated for a given geological environment. Exploration is introduced by assuming that the proportion discovered of the potential uranium reserve available at or below a given production cost can be represented by a function of the average deposit size and the unit exploration expenditure. As output the model derives estimates of total reserves linked to maximum production costs and to exploration expenditure where the latter may be expressed either as expenditure per lb of mineral discovered or as a given percentage of operating profit. The model is offered as a basis for discussion, and the conclusions are tentative.  相似文献

Summary The paper provides a discussion of the pollution budgeting concept and the use of emissions trading as an implementation strategy. The paper is divided into three sections. Section 1 discusses the use of emissions trading to implement the pollution budget concept. Section 2 provides a discussion of the policy problems that have arisen in the implementation of emissions trading as a transitional system. Section 3 provides concluding comments. Any opinions, findings, and conclusions or recommendations expressed in this paper are those of the author and do not necessarily reflect the views of the President's Council on Environmental Quality. With the use of water approaching, and in some cases exceeding, the limits of sustainability in many locations, there is an increasing recognition of the need to utilise stormwater for non-potable requirements, thus reducing the demand on potable sources. This paper presents a review of Australian stormwater treatment and recycling practices as well as a discussion of key lessons and identified knowledge gaps. Where possible, recommendations for overcoming these knowledge gaps are given. The review of existing stormwater recycling systems focussed primarily on the recycling of general urban runoff (runoff generated from all urban surfaces) for non-potable purposes. Regulations and guidelines specific to stormwater recycling need to be developed to facilitate effective design of such systems, and to minimise risks of failure. There is a clear need for the development of innovative techniques for the collection, treatment and storage of stormwater. Existing stormwater recycling practice is far ahead of research, in that there are no technologies designed specifically for stormwater recycling. Instead, technologies designed for general stormwater pollution control are frequently utilised, which do not guarantee the necessary reliability of treatment. Performance modelling for evaluation purposes also needs further research, so that industry can objectively assess alternative approaches. Just as many aspects of these issues may have impeded adoption of stormwater, another impediment to adoption has been the lack of a practical and widely accepted method for assessing the many financial, social and ecological costs and benefits of stormwater recycling projects against traditional alternatives. Such triple-bottom-line assessment methodologies need to be trialled on stormwater recycling projects. If the costs and benefits of recycling systems can be shown to compare favourably with the costs and benefits of conventional practices this will provide an incentive to overcome other obstacles to widespread adoption of stormwater recycling.  相似文献

Spatial group decision-making processes often include both informal and analytical components. Discussions among stakeholders or planning experts are an example of an informal component. When participants discuss spatial planning projects they typically express concerns and comments by pointing to places on a map. The Argumentation Map model provides a conceptual basis for collaborative tools that enable explicit linkages of arguments to the places to which they refer. These tools allow for the input of explicitly geo-referenced arguments as well as the visual access to arguments through a map interface. In this paper, we will review previous utility studies in geo-collaboration and evaluate a case study of a Web-based Argumentation Map application. The case study was conducted in the summer of 2005 when student participants discussed planning issues on the University of Toronto St. George campus. During a one-week unmoderated discussion phase, 11 participants wrote 60 comments on issues such as safety, facilities, parking, and building aesthetics. By measuring the participants' use of geographic references, we draw conclusions on how well the software tool supported the potential of the underlying concept. This research aims to contribute to a scientific approach to geo-collaboration in which the engineering of novel spatial decision support methods is complemented by a critical assessment of their utility in controlled, realistic experiments.  相似文献

With lack of affordable housing being clearly identified as a social and economic exclusion issue for most communities, innovative ways of addressing this deficiency should be considered. Increasingly local communities are engaging with the possibility of direct provision themselves and discussion around this notion has profound implications for community cohesion. One community-based solution gaining popular support within communities, and with government ministers, is the Community Land Trust mechanism. This involves control and ownership of land to help ensure affordable housing is built and remains affordable in perpetuity for the community. The language and difficulties with definition of terms, together with the complexity of engaging relevant stakeholders in a changing policy and legislative framework can be problematic. This may lead to apparent lack of consensus within communities on the way forward. Perceptions of local housing issues and ways to address them are sometimes vague, sometimes diverse but rarely apathetic. This paper includes data from two case studies in North East England, which are examined using interviews with key players, as a means of seeking some practical solutions.  相似文献

In recent years, there have been several calls for a UK government policy towards materials. This paper takes some proposals regarding conservation, and applies them to the UK copper-using industries. The main conclusions are that consumption is likely to decline anyway over the next ten years, but government attempts to influence the trend are likely to have little real effect — or else will be very costly, in money and other terms.  相似文献

Cities are crucial to mitigating climate change and can serve as sites for innovations, providing examples of ways to conduct effective politics in transport, energy and land-use. What does it take to become a model for climate politics? This article argues that a few innovative measures will not suffice. A common vision based on broad legitimacy is crucial to achieving this position. Using a theoretical framework on input and output legitimacy with the City of Freiburg as the case, this article explores the political dimensions of the climate innovative city. The study shows that a specific kind of “green conservative” politics and a consensual view on climate issues across parties have been very important to creating political legitimacy. This has been supported by extraordinary and extensive citizen engagement in combination with the actual output, i.e. what environmental policies have delivered. The legitimacy for the Green City model also means that Freiburg is viewed as a highly livable city, in turn, creating self-enforcing dynamics that challenge its innovative potential.  相似文献

The global warming caused by emissions of CO2 and trace gases is expected to cause shifts in climatic zones and rainfall patterns, and possibly thermal expansion of oceans. There are likely to be impacts on global agriculture and the food security of low-income countries, as well as disruptions to major ecosystem complexes such as forests. Rising sea levels will threaten low-lying regions, coastal zones and islands. Policy-makers will therefore have to consider the relative costs and benefits of 'doing nothing', preventive measures and adaptive responses. China is the largest steel producer and consumer around the world. Quantifying the Chinese steel flow from cradle to grave can assist this industry to fully understand its historical status and future options on production route transformation, capacity planning, scrap availability, resource and energy consumption. With the help of the systematic methods combined dynamic MFA (material flow analysis) with scenario analysis, the Chinese steel cycle during the first half of the 21st century was quantified and several thought-provoking conclusions were draw. In the past decade, lots of pig iron or molten iron was fed into EAF (electric arc furnace) and the scrap usage of EAF fluctuated slightly. Thus, the real scrap-EAF route share is much lower than the EAF production share. On the other hand, we reconfirmed that the scrap supply in China will rise significantly in the future. Meanwhile, the secondary production route share will grow sharply and exceed primary production share before or after 2050 depending on our options. The scrap recycling rate and construction's lifetime play a vital role in this trend. In the end, an intensive discussion on production capacities’ adjustment and energy and resource consumption was conducted and relative policy suggestions were given. It is worth noting that scrap usage is crucial to future energy saving and emissions reduction of Chinese steel sector and its energy consumption might peak as early as 2015.  相似文献

Habitat conservation plans (HCPs) permitted under Section 10(A) of the federal Endangered Species Act, have been increasingly used to overcome conflicts between urban development and species conservation. This article profiles one such HCP, the Coachella Valley (CA) Fringe-Toed Lizard Habitat Conservation Plan. The second HCP officially approved by the US Fish and Wildlife Service, the Coachella Valley case is frequently cited as a model for resolving conservation and development conflicts. The article begins with a discussion of the use of HCPs, and then provides a detailed discussion of Coachella Valley experience, its history, specific provisions, and success to date. A final section examines whether Coachella Valley does in fact represent a positive model. It is argued that the HCP has been less than fully successful and leaves unresolved a series of fundamental ethical and policy questions concerning the protection of endangered species. ABSTRACT: The cries of pending water crises are usually cast in terms of water availability and/or water quality. Unfortunately, the real factors underlying a perceived crisis are often overlooked and the solutions prescribed are fax from optimal when measured in either economic or social terms. Today's technology outstrips its implementation, yesterday's solutions are imposed on a new breed of problems, and a static game is being played in a dynamic world. There is a need for the application of innovative and revolutionary tactics, for modernizing institutions, and for educating technologists and decision makers alike in the art of communicating their views and skills. This is the challenge. If it is met, some predicted crises will not materialize, and many others will be diminished in scale. An exciting opportunity exists to extend the boundaries of a new era in water management.  相似文献

This paper examines issues related to increasing the market penetration of renewable forms of energy in developing countries. It particularly focuses on availability and access of financial support for investments relating to renewable energy and a case study is presented illustrating innovative financing. While the main focus of the discussion is on renewable energy (RE) attention is also devoted to energy efficiency (EE) projects and investment. An underlying premise is that, if RE projects are to reach their market potential, they must be fiscally sustainable and the appropriate promotion of such fiscally sustainable RE projects yields multiple environmental and developmental synergies. Commercial viability is not primarily a question of technology. There is a broad range of RE products with proven performance and commercial operation in selected market situations. The challenge of extending this market penetration is to establish the institutional, organizational and financial conditions under which a commercial market for these products can develop, particularly in developing countries. This article reflects current emphasis on increased private participation in the energy sector, as well as policy reform at the national level.  相似文献
