Despite over two decades of efforts towards involving indigenous and traditional peoples in protected area management, there are few successful examples. Several international principles and guidelines on indigenous peoples' involvement in protected areas exist. However, because of the lack of evaluation of whether or not these principles and guidelines have been put into practice, there is hardly any information that indicates the actual involvement of indigenous peoples in protected areas. This paper attempts to compare efforts in partnership between indigenous peoples and protected area authority in three Asian countries: Nepal, Thailand, and China. It shows that the involvement of indigenous peoples is more successful where park planning is participatory and where political and socioeconomic reforms are underway. Indigenous peoples are in conflict with park authorities where park management is centralized and nonparticipatory. Unless concrete efforts are made to address livelihood issues of indigenous peoples living in and around protected areas, park management aimed to protect wildlife will rarely succeed. Participatory park management that involves indigenous peoples and that addresses livelihood issues of indigenous communities will ultimately succeed in its efforts toward wildlife conservation.  相似文献

The impacts of land use and land cover (LULC) change in buffer zones surrounding protected ecological reserves have important implications for the management and conservation of these protected areas. This study examines the spatial and temporal patterns of LULC change along the boundary of Rio Abiseo National Park in the Northern Peruvian Andes. Landscape change within four ecological zones was evaluated based on trends expected to occur between 1987 and 2001. Landsat TM and ETM imagery were used to produce LULC classification maps for both years using a hybrid supervised/unsupervised approach. LULC changes were measured using landscape metrics and from-to change maps created by post-classification change detection. Contrary to expectations, tropical upper wet montane forest increased despite being threatened by human-induced fires and cattle grazing of the highland grasslands inside the park. Within the park’s buffer zone, tropical moist forest remnants were fragmented into more numerous and smaller patches between 1987 and 2001; this was in part due to conversion into agricultural land. The methods used in this study provide an effective way to monitor LULC change detection and support the management of protected areas and their surrounding environments.  相似文献

/ This review will trace the evolution of beyond boundary/buffer zone thinking and policy responses in the US National Park Service (NPS); address buffer zone science, benefits, and limitations; examine pertinent legal and social concerns; highlight some agency attempts to create buffer zone-like areas; and propose highlights of a protected area strategy, with buffer zones and corridors as one component. Some findings follow. The need to expand national parks to accommodate large ungulate movement began in the late 1800s, but the recognition that such land was also needed to thwart human impacts such as poaching surfaced in the 1930s. External park buffer zone recommendations by 1930s park scientists were not implemented, and other related adopted policy forgotten, supporting the belief that great insight can be discovered in forgotten institutional history. Buffer zones can remedy some impacts but not others, but their benefits are multiple and underappreciated. The science of buffer zones is very immature and deserves more attention. A present primary obstacle to creating park buffer zones and connecting corridors is a social climate opposing federal initiatives that may intrude on the rights of private landowners. Some proactive NPS bufferlike activity examples are reviewed, but there were none where permanent, complete, effective nonlegislated park buffer zones, derived from nonfederal property, circumscribed large natural area parks. The need for buffer zones and corridors may be a symptom of inadequate regional planning. Options to create buffer zones from private and federal land are outlined. A comprehensive, overall protected area strategy must include more than just buffer zones, with highlights provided. Because optimal regional planning for US national parks is now thwarted by land-use politics, American society must soon decide what is most crucial to future well-being. High densities of people living around protected areas (PAs) in South Asia require management strategies to balance conservation goals and livelihood needs. Based on a survey of 777 households around five PAs in India and Nepal, this paper provides a comparative perspective of Indian and Nepali households’ views of protected area benefits and costs, their attitude toward conservation in general, and attitude toward protected area staff. Results indicate mixed responses towards tourism, varying from very favorable in Nepal to less favorable in India. The majority (81%) held positive attitudes towards the existence and importance of PAs but had negative perceptions of PA staff (69%). Most residents perceived benefits from access to fuel wood, fodder and other PA resources including benefits from tourism, while crop and livestock losses from wildlife were the main costs. Households overall positive attitudes towards the PAs and conservation despite high losses from living around PAs suggests that local residents may support conservation if their livelihood needs are met. Comparisons of household attitudes and perceptions suggest that locally based strategies rather than top-down approaches are likely to be more effective. Extending PA benefits to smaller landholders, households that are highly resource-dependent or experiencing higher income losses from human-wildlife conflicts, and less educated residents are particularly important to balance costs and losses from living around protected areas.  相似文献

Livelihoods of people living in many protected areas (PAs) around the world are in conflict with biodiversity conservation. In Mexico, the decrees of creation of biosphere reserves state that rural communities with the right to use buffer zones must avoid deforestation and their land uses must become sustainable, a task which is not easily accomplished. The objectives of this paper are: (a) to analyze the conflict between people’s livelihoods and ecosystem protection in the PAs of the Sierra Madre de Chiapas (SMC), paying special attention to the rates and causes of deforestation and (b) to review policy options to ensure forest and ecosystem conservation in these PAs, including the existing payments for environmental services system and improvements thereof as well as options for sustainable land management. We found that the three largest PAs in the SMC are still largely forested, and deforestation rates have decreased since 2000. Cases of forest conversion are located in specific zones and are related to agrarian and political conflicts as well as growing economic inequality and population numbers. These problems could cause an increase in forest loss in the near future. Payments for environmental services and access to carbon markets are identified as options to ensure forest permanence but still face problems. Challenges for the future are to integrate these incentive mechanisms with sustainable land management and a stronger involvement of land holders in conservation.  相似文献

Asulam is often applied from the air to control bracken. This herbicide affects other ferns and spray drift could affect their survival. This paper discusses the use of bioassays to assess drift (a) spatially around a single bracken patch, (b) downwind from sprayed areas, and (c) spatially in undulating terrain and with different vegetation cover types. The aims were to develop policies to protect sensitive habitats. It is suggested that “no-spray” buffer zones in excess of 160–180 m are needed to minimise risk. Protection of rare ferns from overstorey vegetation or from steep slopes did not occur. Although less drift was found upwind there was significant damage at the end of the helicopter runs because of errors in switching the sprayer on and off.  相似文献

Nepal has instituted progressive conservation programmes since the 1970s. This move was in reaction to very rapid rates of land clearance in the lowland areas of the country and an opening up to the world that led to nature-based tourism as a major economic enterprise. Formal conservation began with the passage of national legislation in 1973 offering strong protection for national parks and wildlife reserves, but denied usufruct rights to rural communities. From the late 1970s to the 1990s, the legislation was amended several times. Each case was, in several fundamental ways, a loosening of control by government authorities. Nepal now has buffer zone legislation and allows for the designation of conservation areas in addition to the more-strictly defined categories. Beginning in the 1990s, both government and foreign-backed projects have been implementing landscape level conservation approaches; a number of initiatives in trans-boundary protected area management with India and China have also begun and non-governmental organizations have taken an increasingly active role. This paper considers the expansion of the protected areas network in light of historical, cultural and economic factors and concludes that Nepal has been reactive in adopting conservation programmes. Both outside and inside influences have strongly affected the development of conservation programmes and there are several areas in which more work needs to be done. This includes the need for implementing both national and international conservation law and adopting social and biological monitoring programmes in and around protected areas. In addition, factors outside the control of conservation officials (i.e. a Maoist insurgency) have indirectly hindered conservation programmes in recent years and have greatly complicated prospects for further success.  相似文献

In this paper the function of protected nature in rural living environments is discussed in relation to residential choice, appreciation of the residential environment and rural development policy. In five case studies a comparison is made between the situation of protected natural areas in the Netherlands, England and Spain. The research results show that protected natural areas are an increasingly popular endogenous quality of rural regions as they have the ability to influence the residential choice and satisfaction of households. Therefore, they have not only become an important driving factor in the attraction of residential and other consumption-orientated activities towards rural areas but also need to be considered in policy formulation. After all, choices have to be made when different functions need to be combined in rural areas. Different activities may have both positive and negative effects on each other and regulatory measures are needed to tune their co-existence. For a sustainable and balanced development of rural areas it is therefore very important to create basic conditions that will make the combination of activities possible within the specific national and regional contexts.  相似文献

Like many developing countries, Nepal has adopted a community-based conservation (CBC) approach in recent years to manage its protected areas mainly in response to poor park–people relations. Among other things, under this approach the government has created new “people-oriented” conservation areas, formed and devolved legal authority to grassroots-level institutions to manage local resources, fostered infrastructure development, promoted tourism, and provided income-generating trainings to local people. Of interest to policy-makers and resource managers in Nepal and worldwide is whether this approach to conservation leads to improved attitudes on the part of local people. It is also important to know if personal costs and benefits associated with various intervention programs, and socioeconomic and demographic characteristics influence these attitudes. We explore these questions by looking at the experiences in Annapurna and Makalu-Barun Conservation Areas, Nepal, which have largely adopted a CBC approach in policy formulation, planning, and management. The research was conducted during 1996 and 1997; the data collection methods included random household questionnaire surveys, informal interviews, and review of official records and published literature. The results indicated that the majority of local people held favorable attitudes toward these conservation areas. Logistic regression results revealed that participation in training, benefit from tourism, wildlife depredation issue, ethnicity, gender, and education level were the significant predictors of local attitudes in one or the other conservation area. We conclude that the CBC approach has potential to shape favorable local attitudes and that these attitudes will be mediated by some personal attributes.  相似文献

Summary Biosphere reserves are protected areas of representative environments internationally recognised for their value for conservation and for their ability to provide the scientific knowledge, skills and human values to support sustainable development. Biosphere reserves — as a part of the UNESCO programme Man and the Biosphere (MAB) — make up a world-wide network sharing research information on ecosystem conservation, management and development. They include strictly protected core-areas — representative examples of natural or minimally disturbed ecosystems. Core areas are surrounded by buffer zones in which research, environmental education and training and recreation can take place. Buffer zones are, in turn, surrounded by transition areas, large open areas where the aim is to ensure rational development of the natural resources of the region. At present, twelve biosphere reserves are designated in Germany, covering in all an area of 11,589 km2. The connections between people, parks, and tourism have received significant attention in recent years, recognizing the potential for mutually beneficial relationships. Ecotourism has been promoted and widely adopted as a strategy for funding conservation initiatives, while at the same time contributing to the socioeconomic development of host communities and providing for quality tourism experiences. Parks are among the most common ecotourism destinations. Employing interviews, observations and secondary sources, this study assesses the current status of ecotourism at two protected areas in Hainan, China, where it is being promoted as a strategy for balancing regional economic growth and conservation objectives. Through an evaluation of the existing tourism–park–community relationships, opportunities and constraints are identified. Ecotourism development was found to be at an early stage at both study sites. Socioeconomic benefits for the local communities have been limited and tourism activity has not contributed revenues towards conservation to date. Community residents, nevertheless, generally support conservation and are optimistic that tourism growth will yield benefits. In light of the study findings and the salient literature, planning direction is offered with the intention of enhancing the capacity of ecotourism to generate benefits for both communities and the parks, and thus contribute to the sustainable development of the region more generally. Lessons derived have broad applicability for ecotourism destinations elsewhere.  相似文献

Riparian buffer zones have been incorporated in land and water management policy for England since 1994, when the Ministry of Agriculture, Fisheries and Food introduced a Water Fringe Option (WFO) as part of a broader habitat conservation scheme. Whilst natural scientists have examined the functioning of riparian buffer zones, understanding of farmers' decision making regarding the adoption or non-adoption of voluntary buffer zone policies is very limited. This paper examines the factors influencing the decision making of farmers who were eligible to join the WFO in three river catchments. Quantitative and qualitative information was collected from farmers using semi-structured interviews and was supplemented with in-depth interviews with representatives of public agencies, agricultural groups and independent experts. Data analysis was completed using the 'Framework' analytical approach and the Statistical Package for the Social Sciences 8.0 computer software. The research revealed that decisions to participate in the WFO were influenced by a mix of situational, psychological and sociological characteristics, which suggests that policy makers must attach greater importance to implementation conditions and farmers decision making if riparian buffer zones are to play a more prominent role in the management of land and water in rural catchments. Tightly structured schemes will only appeal to a narrow segment of the farming population and will not lead to widespread re-creation of riparian habitats. A more flexible and collaborative style of policy development is needed in order for riparian buffer zone policies to meet the circumstances and needs of the diverse UK farming community.  相似文献

Although human presence is one of the main characteristics of the Mediterranean identity since ancient times, a false dialectic between conservation and social-economic development has emerged in recent decades. On the one hand, an economic growth policy is taken as the paradigm of social-economic development; on the other hand, there is a multi-scale conservation policy, in which natural protected areas, as patches of preserved nature, are used as one of the main tools to deal with the challenge of sustainability. The Mediterranean Basin is the habitat of many unique species and one of the 25 main biodiversity hotspots in the world, and as a consequence a strong conservation policy has been used to protect environmental values. At the same time, Mediterranean countries are deeply involved in promoting strong economic growth policies, which are not always compatible with environmental ones. In this paper, Spain has been studied as one model of this situation. Due to political reasons, Spanish economic growth and conservationist policies were pursued together during the last 20 years. As a result, Spain owns one of the largest networks of natural protected areas in Western Europe, and at the same time it has experienced one of the strongest periods of economic growths in the European and Mediterranean context during the 1980s and 1990s. An historical series of resource use in five annual periods in the last 20 years of conservation policy, and the effects on the preservation of natural capital have been investigated by means of the eMergy (spelled with an 'm') synthesis approach, which was used to characterize the flow of environmental services supplied by ecosystems, but not in monetary terms. This study shows that Spain is becoming less self-sufficient and more inefficient in resource use, comprehensively measured in eMergy terms. A large part of Spain's economy depends on imported goods and services, and most economic activities are based on tourist services and associated construction, which promotes intensification in the urban use of the territory and more intense environmental impacts and resource use intensification of those countries supplying the raw materials. The consequence is a decoupling of the Spanish economy from local environmental services and the increase of Ecological footprint of Spain, measured by means of eMergy-based indicators. In spite of the increase in number, area and associated budget of the natural protected areas and other conservation measures, the general sustainability of the nation is decreasing.  相似文献

Commonly used methods of evaluating the degree of consistency of protected area ecosystems with social and ecological carrying capacities are likely to result in decision errors. This occurs because such methods do not account for imprecision and uncertainty in inferring the degree of ecosystem consistency from an observed ecosystem indicator. This paper proposes a fuzzy adaptive management approach to determine whether a protected area ecosystem is consistent with ecological and social carrying capacities and, if not, to identify management actions that are most likely to achieve consistency when there is uncertainty about the current degree of consistency and how alternative management actions are likely to influence that consistency. The proposed approach is illustrated using a hypothetical example that uses an ecosystem indicator that reflects combinations of different levels of user satisfaction and conservation of threatened and endangered species. Application of the proposed fuzzy adaptive management approach requires a protected area manager to: (1) identify alternative management actions for achieving ecosystem consistency with social and ecological carrying capacities in each of several management zones in a protected area; (2) randomly assign alternative management actions to management zones; (3) define fuzzy sets for the ecosystem indicator and degree of ecosystem consistency, and fuzzy relations between the ecosystem indicator and the degree of ecosystem consistency; (4) monitor the indicator in each management zone; (5) define fuzzy sets based on the observed indicator in each management zone; and (6) combine the fuzzy sets defined on the observed indicator and the fuzzy relations between the indicator and the degree of ecosystem consistency to reach conclusions about the most likely degree of consistency for alternative management actions in each management zone. The fuzzy adaptive management approach proposed here is advantageous when the benefits of avoiding the decision errors inherent with crisp and stochastic decision rules outweigh the added cost of implementing the approach.  相似文献

A science-based geographic information system (GIS) approach is presented to target critical source areas in watersheds for conservation buffer placement. Critical source areas are the intersection of hydrologically sensitive areas and pollutant source areas in watersheds. Hydrologically sensitive areas are areas that actively generate runoff in the watershed and are derived using a modified topographic index approach based on variable source area hydrology. Pollutant source areas are the areas in watersheds that are actively and intensively used for such activities as agricultural production. The method is applied to the Neshanic River watershed in Hunterdon County, New Jersey. The capacity of the topographic index in predicting the spatial pattern of runoff generation and the runoff contribution to stream flow in the watershed is evaluated. A simple cost-effectiveness assessment is conducted to compare the conservation buffer placement scenario based on this GIS method to conventional riparian buffer scenarios for placing conservation buffers in agricultural lands in the watershed. The results show that the topographic index reasonably predicts the runoff generation in the watershed. The GIS-based conservation buffer scenario appears to be more cost-effective than the conventional riparian buffer scenarios.  相似文献

Annual and seasonal home ranges were calculated for 47 Eurasian lynx in four Scandinavian study sites (two in Sweden and two in Norway). The observed home ranges were the largest reported for the species, with study site averages ranging from 600 to 1400 km2 for resident males and from 300 to 800 km2 for resident females. When home range sizes were compared to the size of protected areas (national parks and nature reserves) in Scandinavia, it was concluded that very few protected areas contained sufficient forest to provide space for more than a few individuals. As a direct consequence of this, most lynx need to be conserved in the multiuse seminatural forest habitats that cover large areas in Scandinavia. This conservation strategy leads to a number of conflicts with some land uses (sheep and semidomestic reindeer herding, and roe deer hunters), but not all (forestry and moose harvest). Accordingly research must be aimed at understanding the ecology of these conflicts, and finding solutions.  相似文献

Protected areas present a global heritage. Assessing conservation achievements in protected areas is of crucial importance with respect to the on-time delivery of international biodiversity conservation targets. However, monitoring data from publicly accessible databases for comparative studies of conservation achievements in the protected areas of the world are very scarce, if not non-existent. At first glance this is surprising because, with regards to protected areas, at least according to well established protected area management guidelines and widely accepted public mandates, a great deal of monitoring work and data gathering is to be conducted. This would imply that data on changes of biodiversity in protected areas could be expected to exist, and the constant progress in information technologies and Web tools engenders hope that some of it might even be available online for the global public. This review article presents the results of an extensive online search and review of existing monitoring data from freely accessible online databases for its use in an assessment of conservation achievements in a larger sample of protected areas. Results show two contrary sides to the status quo of accessible data from the World Wide Web for conservation science: data overkill and data scarcity with poor metadata provision. While ever more research is, in fact, based on open-access online data, such as extrapolations of species ranges used in conservation management and planning, it remains almost impossible to obtain a basic set of information for an assessment of conservation achievements within a larger number of protected areas. This awareness has triggered a detailed discussion about the discrepancies in sharing data at the level of protected areas; mismatching relationships between expected activities in protected areas and the capacity for delivering these requirements are certainly among the main challenges. In addition, the fear of data misuse potentially resulting in harm for nature, careers, and competencies still seems to be a critical barrier strictly controlling the willingness to share data. Various initiatives aimed at tackling technical and cultural obstacles are introduced and discussed to reach the goal of a modern resource management based on adaptive management using digital opportunities of the new millennium for a sustainable global village.  相似文献

Conservationists in the recent years view local peoples' support for protected areas management as an important element of biodiversity conservation. This is often linked to the direct benefits, which local communities get from the protected areas. These benefits could be in the form of biomass resources, park funds diverted to local villages by state agencies and revenue from wildlife tourism. There are a very few studies which have attempted to study the direct relationship between benefits from wildlife tourism and local support for conservation. In India, wildlife tourism is restricted, and mostly controlled by state and private agencies. Wildlife conservation policy does not view tourism in protected areas as a source of revenue for the local communities. The present study examines the local people's attitudes towards wildlife tourism and the impact of benefits from tourism on the local support for Sariska Tiger Reserve (STR), India. STR is a flagship for tourism where protected areas are increasingly being visited and where local support for wildlife tourism has not been studied adequately. Results indicate that two-thirds of the respondents were positive towards tourism and support for conservation. The respondents were aware that more tourism benefits are possible from a well-conserved protected area. There appears to be correlation between benefits obtained by local people from wildlife tourism and other sources, and support for protected area existence, suggesting that benefits impact people's attitudes towards conservation. Some of the main problems are the unequal distribution of tourism benefits, lack of locals' involvement in tourism and development. There is a need to clearly address these issues, so that protected areas may get the support of local people, which may lead to sustainable development.  相似文献
