This paper appraises the concept of environmental auditing in respect of the principles of sustainable economic development, and the options available to local authorities for positive action. Humberside County Council's various environmental initiatives are reviewed as a case study. This article presents a case study regarding initiatives, apparent failures, and successes that the Avery Dennison Materials Group organization encountered over the last five years in creating and sustaining environmental awareness throughout its organization. This awareness encompasses considerations thought to position the organization to compete against the core elements proposed within the ISO 14001 environmental management system protocol. While Avery Dennison's Materials Group has undertaken many initiatives which strive to achieve business integration, this article focuses primarily on three environmental management systems believed to be the foundation for a manufacturing or service organization—a foundation built on sustainable compliance, incorporation of quality management concepts, and the fulfillment of environmental performance expectations driven by the community at large. Those three programs are (1) an Environmental Stewardship Policy with specific environmental operating principles, (2) Environmental Control Instructions (ECIs), which establish accountability for proper operation, and (3) an Environmental Management System Assessment similar to the Global Environmental Management Initiatives (GEMI) environmental self-assessment tool. These cornerstones provide a basis for the construction of a management program pyramid, the top of which results in a quality process for making effective business decisions by integrating core environmental operating principles.  相似文献

In New Zealand environmental management is essentially the responsibility of land managers. Management decisions affect both production/productivity and the environment. However, responsibility for ensuring positive environmental outcomes falls on both local (Regional) and Central Government, and both they and international agencies such as the OECD would wish to monitor and report on changes. In terms of policy, strong links have been established via Central and Regional Government to land managers. Consumers in the market place are also, increasingly, requiring responsibility for positive environmental outcomes of those who purchase and process primary products. Strong links for responsibility have been established between our international markets and processing businesses and there is a noticeable strengthening of the links from the processors to the land manager/producer. In New Zealand a range of initiatives has been developed and implemented over recent times, whereby land managers are taking increasing responsibility for accounting for the environmental outcomes of their production activities. The range covers the spectrum from voluntary to compulsory (e.g., in order to meet market requirements) and from those initiated by customers to processor and/or producer initiatives. This paper follows the evolution of the principles that drove the predominant activities of the period and the processes that initiated the changes in environmental management. As the focus of agriculturalists changed from pioneering in a new world, to establishing a production base, to economic reality, and finally to environmental responsibility, the processes of extension adapted to meet the new challenge.  相似文献

This article examines recent research on approaches to community-based environmental and natural resource management and reviews the commonalities and differences between these interdisciplinary and multistakeholder initiatives. To identify the most effective characteristics of Community-based natural resource management (CBNRM), I collected a multiplicity of perspectives from research teams and then grouped findings into a matrix of organizational principles and key characteristics. The matrix was initially vetted (or “field tested”) by applying numerous case studies that were previously submitted to the World Bank International Workshop on CBNRM. These practitioner case studies were then compared and contrasted with the findings of the research teams. It is hoped that the developed matrix may be useful to researchers in further focusing research, understanding core characteristics of effective and sustainable CBNRM, providing practitioners with a framework for developing new CBNRM initiatives for managing the commons, and providing a potential resource for academic institutions during their evaluation of their practitioner-focused environmental management and leadership curriculum.  相似文献

Just sustainabilities has emerged as a powerful discourse to guide local action towards sustainability. As an overarching discourse, it prescribes four policy principles: (1) addressing well-being and quality of life; (2) meeting the needs of present and future generations; (3) enabling justice and equity in terms of recognition, process, procedure, and outcome; and (4) living within ecosystem limits. Following previous calls for engaging public and private actors in just sustainabilities, this paper inquiries about the extent to which these principles can be realistically integrated in local environmental governance. A database of 400 sustainability initiatives in more than 200 cities in all world regions is analysed to examine whether just sustainabilities principles are already enshrined, explicitly or implicitly, in local sustainability initiatives. This analysis suggests that, in this sample, there is a significant deficit in terms of addressing the principles of justice and equity, and ecosystem limits. However, the data also suggest that local action may already be delivering some aspects of just sustainabilities, even if this is not always explicit. The paper concludes with a call for a coordinated effort to translate a just sustainabilities discourse to local actors leading action on the ground.  相似文献

A number of social surveys on environmental issues have been conducted in Hong Kong over the past 20 years but none has investigated processes of environmental reform from a stakeholder perspective. This paper reports on the findings of a survey of 120 representatives of eight stakeholder groups conducted in 2003. This exploratory study had two main objectives. First, it investigated stakeholder views on environmental policy making in Hong Kong including policy objectives and priorities, the policy instruments employed, the discourse surrounding environmental policy making and sustainable development, and the effectiveness of local environmental institutions. Second, it explored the extent to which Hong Kong is undergoing environmental reform processes consistent with the principles of ecological modernization.

The results indicate that a conventional command-and-control model focusing on pollution control drives environmental policy making in Hong Kong. Government is seen as a relatively unresponsive, ‘controller’ regime relying heavily on laws and regulation to pursue its policy objectives. Support exists among stakeholders for the use of new environmental policy instruments (NEPIs), particularly those of an economic nature, but there is scepticism about the potential effectiveness of voluntary environmental agreements. Local environmental discourse is characterized by the counter-positioning of economic development and the environment. Most stakeholders share the view that the debate surrounding sustainable development has been poorly informed and that the concept is not well-understood. Stakeholder responses suggest that there is considerable divergence between the potential and actual effectiveness of important local environmental institutions. While there is empirical evidence indicating that some environmental initiatives have produced technical outcomes consistent with ecological modernization, our findings suggest these do not reflect a conscious change in the direction of environmental policy and that the social and institutional transformations that also underpin ecological modernization have yet to become embedded in Hong Kong.  相似文献

Over the last thirty years, we have seen a dramatic shift in values that people and corporations place on environmental responsibility. People have become more aware of how the earth's limited resources are being rapidly depleted. High levels of consumption have resulted in increasing manufacturing and transportation needs which in turn lead to greater energy use, higher usage of hazardous and toxic substances, and decreased air and water quality. Leadership for environmental protection has shifted from vocal environmental advocacy groups to corporate executives. Driven by shifting customer requirements, competitive pressures, and resource conservation technologies, environmental issues are becoming embedded in the fundamental business strategies. In this article we will describe the application of the Malcolm Baldrige quality award criteria to environmental management and show how the focus on quality principles and tools can improve profitability. Examples from the Xerox Corporation and other companies will be provided to illustrate the breadth of environmental improvement initiatives that are being implemented.  相似文献

Sustainability has become a major focus area within forest products industry. The European operational environment and national environmental steering in EU member states highlight the importance of sustainable development and the development of associated new management approaches to promote sustainability. This article reviews some key elements of sustainability management, covering examples of both Finnish forest products industry initiatives and public environmental steering at the European level. An assessment is made of the current situation and an outline of a future outlook for sustainability management, with special emphasis on bridging the gap between industry initiatives and environmental steering in the form of legislation, policies and strategies at the EU level.This study applied a hybrid approach comprising a review of EU sustainability initiatives, a policy and legal review and a questionnaire survey of forest industry actors. The results of the future outlook indicate that energy efficiency is perceived to be the most important focus area in addition to e.g. environmental and waste management and recycling. Less than half of the companies aim at applying sustainability management. Life-cycle management is also considered to be important whereas product-based approaches, climate change and local industrial symbiosis receive very little attention. All responding companies aim to integrate the principles of sustainability into their operations and most companies consider that life-cycle thinking, management and assessment are useful for them. Energy efficiency is identified as the most important focus area with energy and materials efficiency seen as the most crucial factors for the achievement of responsible competitive advantage and building of sustainable value-added. The findings indicate that sustainability and life-cycle management are not receiving enough management focus at the moment and neither is the industry receiving enough guidance at either the EU level or via national steering and regulatory frameworks.  相似文献

China is a large densely populated country undergoing rapid industrialization and is becoming one of the world's biggest consumers of natural resources. This circumstance provides a sharp contrast with other countries. As China is so significant in the global economy, studies of its eco-industrial development are very important. In this study we examined the state of eco-industrial development in China and have drawn conclusions from this analysis about some of the future prospects for sustainable development. In the analysis, we investigated the application of industrial ecology concepts by reference to several case studies. We have therefore described the current environmental situation in China, and have provided an overview of eco-industrial development and its implementation. Constraints to industrial sustainability in China have also been examined. We consider that eco-industrial development in China is in its infancy, and that closed loops involving chains and industrial symbiotic webs are the technological key and core of successful initiatives in the application of industrial ecology. In the case studies, we found that each system has different characteristics and management concerns. Our major conclusion is that even though China's Agenda 21 highlights the principles and sets the directions for eco-industrial development, these have not yet become essential ingredients in the country's industrial policy and practice for implementing Agenda 21.  相似文献

This paper examines how some of the principles of environmental education have been taken up in environmental strategies and activities in Victoria, Australia. The focus is upon the efforts of the State Government-funded Victorian Environmental Education Council (VEEC) to encourage the development of environmental education in sectors and organizations outside the formal education sector and not usually associated with either the environment or education. The relative success of initiatives fostered in marginalized community sectors and in the private industry sector are discussed. Following the abolition of the VEEC (late 1993) with a change of government, questions are raised about the sustainability of environmental reform agendas in the public political domain. In view of the fragility of sympathetic political environments, it is argued, that for environmentally sustainable development a broader commitment to social justice and social change must be fundamental to environmental education principles and processes to both include all sections of the community and, also, to actually change who makes decisions and how and where they are made.Jeannie Rea lectures in environmental policy and polities at Victoria University of Technology, Victoria, Australia. The existing scholarship on alternative institutional designs around environmental issues mostly focuses on ideals, goals and practices of these designs. It remains unclear under which circumstances these initiatives emerge and expand. Moreover, those scholars who address the emergence and expansion of these initiatives focus on examples which are located in advanced industrialised societies. It remains unclear why and how these alternative institutions emerge in non-industrialised societies and countries which have not gone through the same growth path as their advanced industrialised counterparts. Consequently, transformative implication of these initiatives for broader social change in non-advanced industrialised societies has not been explored. In this paper, I show that in Iran the emergence of these alternative designs should be understood within the context of post-contentious politics. I present original research on a cooperative that embraces an alternative lifestyle and whose aim is to create Iran's first ecovillage. This case study discusses one kind of response to the contraction of space for civil society and environmental non governmental organisations in Iran. The paper adds to our understanding of the interplay between democratisation processes and environmental activism.  相似文献

This paper reviews a series of strategies for improving environmental performance in the small-scale gold mining industry. Although conditions vary regionally, few regulations and policies exist specifically for small-scale gold mining activity. Furthermore, because environmental awareness is low in most developing countries, sites typically feature rudimentary technologies and poor management practices. A combination of policy-, managerial- and technology-related initiatives is needed to facilitate environmental improvement in the industry. Following a broad overview of these initiatives, a recommended strategy is put forth for governments keen on improving the environmental conditions of resident small-scale gold mines.  相似文献

The relationship between green supply chain initiatives and performance outcomes has been subject to numerous studies but the results are not conclusive. This study tries to assess the actual environmental, economic and intangible outcomes resulting from the adoption of green supply chain initiatives. This study used a structured questionnaire derived from the literature and employing a mail survey to collect responses form a group of 569 ISO 14001 certified firms in Malaysia. The results of testing the hypotheses that predicted that green supply chain initiatives have positive effect on the outcomes showed that eco-design have significant positive effect on the four types of outcomes (environmental outcomes, economic outcomes, cost reductions, and intangible outcomes). Reverse logistics was found to have significant positive effect on cost reductions only. However, green purchasing was not found to have significant effect on any of the four types of outcome. Through designing environmentally friendly products and taking back products and packaging, business organizations can generate benefits to the environment, in the form of reduced waste and better resource utilization, in addition to economic benefits and cost reductions to the organizations.  相似文献

This paper briefly assesses the economic efficiency case for voluntary initiatives (VIs), discusses some limitations of this type of policy instrument and goes on to consider the role that local‐scale voluntary initiatives might play in assisting small and medium sized enterprises (SMEs) to embrace the issue of environmental performance improvement. The paper examines SME organizational management in relation to the likely effectiveness of their participation in voluntary environment programmes. An environmental attitudes survey carried out with 62 SMEs in East Anglia found that willingness to become involved in such initiatives does exist, but that a better presentation of opportunities for prospective small firms, together with a more tailored approach, will be necessary if VIs for SMEs are to become a more extensive feature of environmental policy making in the UK.  相似文献

In the last decade, “resilience” has gained increasing recognition as a theoretical framework for understanding and managing change in complex social–ecological systems. Resilience assessments are increasingly used to inform sustainability initiatives, strategies, and policies. The Lewes Pound represents a new complementary currency model in the UK, aiming to build community resilience. However, there have been no empirical studies to date assessing the socio-economic impacts of this model. This article addresses the need to understand how such currencies function by measuring whether the Lewes Pound is capable of building resilience. This is done by developing a novel framework for estimating economic, social, and environmental outcomes, which uses a mixed-methods approach. Findings suggest that complementary currencies can enhance social-ecological resilience through awareness-raising and changes in consumption. Although economic localisation – a key indicator – is lacking, there is evidence that the Lewes Pound has developed social interactions and changed consumption patterns of its users.  相似文献

Experience with collaborative approaches to natural resource and environmental management has grown substantially over the past 20 years, and multi-interest, shared-resources initiatives have become prevalent in the United States and internationally. Although often viewed as “grass-roots” and locally initiated, governmental participants are crucial to the success of collaborative efforts, and important questions remain regarding their appropriate roles, including roles in partnership initiation. In the midst of growing governmental support for collaborative approaches in the mid-1990s, the primary natural resource and environmental management agency in Wisconsin (USA) attempted to generate a statewide system of self-sustaining, collaborative partnerships, organized around the state’s river basin boundaries. The agency expected the partnerships to enhance participation by stakeholders, leverage additional resources, and help move the agency toward more integrated and ecosystem-based resource management initiatives. Most of the basin partnerships did form and function, but ten years after this initiative, the agency has moved away from these partnerships and half have disbanded. Those that remain active have changed, but continue to work closely with agency staff. Those no longer functioning lacked clear focus, were dependent upon agency leadership, or could not overcome issues of scale. This article outlines the context for state support of collaborative initiatives and explores Wisconsin’s experience with basin partnerships by discussing their formation and reviewing governmental roles in partnerships’ emergence and change. Wisconsin’s experience suggests benefits from agency support and agency responsiveness to partnership opportunities, but cautions about expectations for initiating general-purpose partnerships.  相似文献

This review of the literature on environmental auditing and the potential role of accountants distinguishes between compliance audits and audits of the environmental management system. After an extensive introduction to the concept, this review focuses on the similarities and differences between an environmental audit and a financial statement audit. The general approach to both types of audits is similar, except that environmental audits are largely unregulated. Both audits place an emphasis on the evaluation of control systems, which is an argument in favor of external auditors playing a role in environmental audits. Another argument for including external accountants is their code of ethics. However, these professionals seem to be reluctant to enter the field of environmental auditing. It is argued that this reluctance is because of a lack of generally accepted principles for conducting environmental audits. If external accountants are engaged in environmental auditing, they should be part of multidisciplinary teams that also include scientists and engineers to avoid a too strong focus on procedures. Rather than treating these audits as totally different, it is proposed that there be a move towards integrated, or even universal, audits.  相似文献

不规范的流域水环境模型应用增加了决策风险。从过程管理的角度来看,我国尚未针对流域水环境模型的评估与验证建立标准化的技术流程,模型标准化应用水平较低。在总结已有研究成果以及先进管理经验的基础上,本文构建了标准化的流域水环境模型评估验证技术框架,提出了对应用于流域水环境管理决策的模型开展评估验证的基本原则、工作流程和技术要求,并通过案例研究验证了技术框架的可行性。技术框架引入了结构合理性评估、参数识别与灵敏度分析、模拟效果评估、不确定性分析等模型评估验证的关键技术,结合不同的模型类型、决策功能等特征给出了原则性的技术要求和应用建议。研究成果充分考虑了我国的环境管理需求,与现阶段环境模拟技术要求、环境监测能力和数据条件相适应,在理论探讨和技术实现层面具备明确的可行性,将促进我国流域水环境模型的规范化、标准化和本地化应用。  相似文献

Cities have increasingly become the focal point for climate change initiatives. However, how cities respond to climate change challenges and through what mechanisms have remained largely unexplored. This paper develops a framework for local governance to examine and explain climate change initiatives in cities. Based on the analysis of 20 climate change initiatives in major cities and a detailed case study of Hong Kong, this paper has two main findings. First, local governments at the city level have an important role to play in climate change policies by embracing some key strategies (such as deliberation and partnership) and values (such as equity and legitimacy) of good governance. Second, by comparing and contrasting the experience in other cities, our case study of Hong Kong provides insights about the barriers that may limit a city's ability to adapt to new forms of governance that would enable it to better respond to climate change. The paper concludes by exploring the potential role of local governance as a model to strengthen climate change initiatives at the city level.  相似文献

Adopting a new paradigm for natural resource and environmental policy that emphasises continuous change, adaptation and learning demands a new approach to evaluation to enable improvements in the way these initiatives contribute to sustainable resource use. Evaluation is fundamental to identifying change, supporting an adaptive approach that is flexible enough to meet the challenge of change, and enabling learning at individual, community, institutional and policy levels. Based on a consideration of changing approaches to natural resource management (NRM) policy and observations and experiences in the practical assessment of on-the-ground initiatives, the authors develop a set of principles for evaluation in NRM that: (a) addresses evaluation from a systems perspective, (b) links objective to consequence, (c) considers the fundamental assumptions and hypotheses that underpin core policy or program objectives, (d) is grounded in the natural resource, policy/institutional, economic, socio-cultural and technological contexts of implementation in practice, (e) establishes practical and valid evaluation criteria by which change can be monitored and assessed, (f) involves methodological pluralism including both quantitative and qualitative methods to ensure rigour and comprehensiveness in assessment, and (g) integrates different disciplinary perspectives (i.e. social, economic, environmental, policy and technological). The paper develops a systems-based evaluation framework that incorporates these principles and also recognises the multiple levels and nested nature of NRM policy, namely: problem characterisation, policy formulation and intent, program logic, and on-ground implementation. Finally, we demonstrate its utility through application to three contrasting Australian case studies: a community-based Integrated Catchment Management policy implementation; a resource information delivery system; and the development of a Decision Support System.  相似文献
