A fresh perspective on policy-making and planning has emerged which views disproportionate policy as an intentional policy response. A disproportionate policy response is understood to be a lack of ‘fit’ or balance between the costs of a public policy and the benefits that are derived from this policy, and between policy ends and means. This paper applies this new perspective on the proportionality of policy-making to the area of climate change. The first part of the paper discusses the underlying causes of disproportionate policy responses in broad terms and then applies the theoretical reasoning to understand the conditions in which they are likely to appear in relation to climate change. These conditions are hypothesized to relate to four main factors: economic considerations; levels of public demand; focusing events; and strategic considerations. It concludes with the suggestion that societal actors may be able to manipulate these four factors to encourage politicians to adopt policies that mitigate climate change more rapidly than is currently the case in most countries.  相似文献

National authorities in many countries aim at having climate change adaptation mainstreamed into existing policy domains in order to achieve coherence and synergies, and to avoid mal-adaptation. Because of local variations in climate change impacts, the lion's share of climate adaptation work will have to take place at the local level. This means also that the mainstreaming process needs to occur locally. This article examines the mainstreaming of climate change adaptation into existing sectors in five Norwegian municipalities. Applying theories of mainstreaming and policy integration we find that policy development is slower, but perhaps more robust in the municipalities that have chosen a horizontal, cross-sectoral approach to mainstreaming than in the municipalities that have chosen a vertical sector approach to mainstreaming.  相似文献

We apply insights from the recent literature on disproportionate policy reactions to the case of climate change policy-making. We show when and why climate change exhibits features of a sustained under-reaction: Governments may react to concerns about climate change not through substantive change but by efforts to manage blame strategically. As long as they can avoid blame for potential negative policy outcomes policy-makers can act to deny problems, or implement only small-scale or symbolic reforms. While this pattern may change as climate change problems worsen and public recognition of the issue and what can be done about it alters, opportunities to manage blame will still exist. Governments will only revert to more substantive interventions when attempts to fatalistically frame the problem as unavoidable fail in the face of increased public visibility.  相似文献

This special issue contributes to scholarly debates about the role of cities in global climate governance, reflecting on the promise, limits, and politics of cities as agents of change. It takes an empirically-informed approach drawing on multiple diverse geographical and political contexts. Overall, the special issue aims to stimulate reflection and debate about where understanding and practice needs improvement to advance the role of cities in global climate governance. Key questions that are addressed in the special issue include: To what extent do real world experiences confirm or disconfirm the high expectations of cities as agents and sites of change in addressing global climate change as expressed in urban climate governance literature? In what ways do internal political dynamics of cities enable or constrain urban climate governance? How is climate governance in cities enabled and constrained by interactions with broader governance levels? This paper positions climate change against the backdrop of gender, premised on the understanding that neither climate change impacts nor responses are gender neutral, therefore institutions need to respond accordingly. Institutions play a central role in facilitating policy effects and forming major nodes of interaction as well as determining the accentuation of risk. Drawing on examples from different parts of Sub-Saharan Africa, the paper seeks to elucidate why women should be placed at the heart of climate change interventions. Establishing the appropriate connections between gender and climate change will enhance the opportunities for problem-solving and can increase the efficiency and effectiveness of policy-making. The gendered aspects of climate change and environmental relations are analysed by using an African feminist approach as the theoretical framework to expand and expound upon this position. This paper also investigates institutional matters pertaining to the management of environmental resources and highlights some of the constraints that need to be overcome in order to ensure the inclusion and empowerment of women in the management of these resources. It concludes by calling for a thorough understanding of the gender-based power relations in the agendas and activities of environmental governance institutions at all levels in society.  相似文献

This paper explores the perceptions of policy makers and rural agricultural producers in respect of policy framing and adaptation to climate change, social learning and stakeholder input (participation) surrounding two successful agri-environmental programmes in Saskatchewan, Canada. Given the record of success of these two programmes in reducing vulnerability to climate change, this study provides an opportunity to explore certain attributes of adaptive management, including: what attributes make policy and programmes responsive; how government can frame programmes facilitating adaptation to climate change; what types of mechanisms can or should be used to engage with producers; and perhaps most importantly, what producers expect of government, government policies and programmes in relation to adaptation to climate change.  相似文献

应对气候变化是全球各国共同面临的严峻挑战,而不同国家由于其自身发展阶段、治理水平等存在差异,气候治理模式也呈现不同特征。本文系统梳理了英国、德国、法国、美国、欧盟、日本、韩国、印度、巴西、南非等全球主要经济体和排放体的气候政策体系与机构设置情况,将其气候治理模式分为五类:政策引领型、法律缺失型、整体完备型、部分行业先行型和政策协调双缺失型,并从政治体制和党派态度、资源禀赋和强势部门、战略定位与气候叙事、公众态度与国际事件四个维度进行了影响因素的分析。建议我国未来可在加快推进气候立法、充分发挥制度优势、形成中国特色治理方案、推动建立公平合理互利共赢国际治理体系、落实完善“1+N”政策体系等方面加强工作部署,提升应对气候变化治理水平,促进“双碳”目标尽早实现。  相似文献

The issue of proportionality is central to climate policy debates about setting targets for the reduction of greenhouse gas emissions and the development of low-carbon energy. In effect, these debates centre on whether the perceived social costs outweigh the benefits of policies and, if not, whether this may lead to over-investment or ‘policy bubbles’. Political attention, agenda setting and policy image are all crucial drivers of ambitious policy formation, as seen in the case of the United Kingdom's (U.K.) Climate Change Act (2008). However, as political salience waned and economic depression dragged on, the cost of long-term climate targets has been reconsidered. Based on documentary analysis and 33 interviews with central political actors, this article presents a detailed account of how economic arguments have been used to reinterpret and challenge policies, using the heuristics of ‘over-investment’ and ‘policy bubbles’. Ultimately, arguments about proportionality hinge on which costs and benefits are considered. In the U.K., economic and technical framings are typically prioritised, but they do not explain contradictory and politically motivated policy decisions. We discuss these dynamics within the context of maturing renewable energy technologies, high energy prices and the U.K.’s cross-party consensus approach to climate politics.  相似文献

When confronted with the demands of global climate change, what causes some policy-makers to move the climate adaptation agenda forward in their communities, while others seemingly get little accomplished? To answer this question, we first discuss work on policy-drivers in a coupled human–natural systemic context. This summary review of past research helps us develop a set of competing and complementary explanations for why some communities aggressively pursue climate adaptation policies, while others do less. Following the discussion of policy-drivers, we then undertake an aggregate-level analysis of data collected across the 169 towns in Connecticut regarding climate adaptation, thus linking policy to its fundamental global cause. The quantitative data are augmented with interview data from policy-makers and activists from around the New England region.  相似文献

By using a scale framework, we examine how cross-scale interactions influence the implementation of climate adaptation and mitigation actions in different urban sectors. Based on stakeholder interviews and content analysis of strategies and projects relevant to climate adaptation and mitigation in the cities of Copenhagen and Helsinki, we present empirical examples of synergies, conflicts and trade-offs between adaptation and mitigation that are driven by the cross-scale interactions. These examples show that jurisdictional and institutional scales shape the implementation of adaptation and mitigation strategies, projects and tasks at the management scale, creating benefits of integrated solutions, but also challenges. Investigating the linkages between adaptation and mitigation through a scale framework provides new knowledge for urban climate change planning and decision-making. The results increase the understanding of why adaptation and mitigation are sometimes handled as two separate policy areas and also why attempts to integrate the two policies may fail.  相似文献

The institutional structure and public service delivery apparatus required to meet the future effects of climate change already exist in Norway. However, there are huge challenges in coordinating these institutions at different authority levels for climate change adaptation purposes. Based upon a broad case study, this article presents how local actors consider the multi-level coordination of different levels of government and policy sectors to function today, which are the mechanisms that are used and what are the coordination challenges that are identified. Based upon the challenges revealed, this article discusses how best can the government-level institutions be organised for better goal attainment. We argue here that the elected regional level in Norway – the counties – has a huge potential to act as a multi-level coordination actor.  相似文献

Climate change adaptation strategies that aim to minimize harm and maximize benefits related to climate change impacts have mushroomed at all levels of government in recent years. While many studies have explored barriers that stand in the way of their implementation, the factors determining their potential to mainstream adaptation into various sectors are less clear. In the present paper, we aim to address this gap for two international, six national, and six local adaptation strategies. Based on document analyses and 35 semi‐structured interviews, the 14 case studies also explore in how far the factors facilitating climate change adaptation are similar across levels of government or level‐specific. Although located at three different levels of government, we find that the 14 adaptation strategies analyzed here represent “one‐size‐fits‐all governance arrangements” that are characterized by voluntariness and a lack institutionalization. Since adaptation strategies are relatively weak coordination hubs that are unable to force adaptation onto sectoral policy agendas, they rely mainly on sectoral self‐interest in adapting to climate change, largely determined by problem pressure. We conclude that one‐size‐fits‐all governance arrangements are rarely adequate responses to complex challenges, such as climate change. Although climate change adaptation depends more on framework conditions such as problem pressure than on administrative or governance features, the findings presented here can help to understand under what circumstances adaptation is likely to make progress.  相似文献

Adaptation to climate change has been reviewed in several developed nations, but in none where consideration of the effects of climate change is required by statute and devolved to local government. We examine the role of institutional arrangements, the players operating under them, the barriers and enablers for adaptation decision-making in the developed nation of New Zealand. We examine how the roles and responsibilities between national, regional and local governments influence the ability of local government to deliver long-term flexible responses to changing climate risk. We found that the disciplinary practices of law, engineering and planning, within legal frameworks, result in the use of static mechanisms which create inflexible responses to changing risk. Several enablers are identified that could create greater integration between the different scales of government, including better use of national policy instruments, shared professional experience, standardised information collection and risk assessment methods that address uncertainties. The framing of climate risk as dynamic and changing that differentiates activities over their lifetime, development of mechanisms to fund transitions towards transformational change, are identified as necessary conditions for delivering flexible responses over time.  相似文献

Abstract

This paper directs attention to conditions for climate adaptation as an important part of governing climate change in the local arena. Empirical focus is put on attempts to manage flood risks by means of risk management and planning in two Swedish municipalities. Following the need to widen our understanding of how, when and under what conditions climate adaptation occurs, three challenges are particularly emphasized from the case studies: facing the safety vs. scenery conflict where political priorities and reducing societal vulnerabilities prove difficult; the process of deciding what to adapt to, in which the troublesome role of knowledge is striking; and finally, taking responsibility for measures of flood protection. At the end of the paper, analytical generalizations illustrate the need to give increased attention to institutional challenges and challenges emanating from the science–policy interface in order to come to terms with the implementation deficit in governing climate change in the local arena.  相似文献

Political inaction at the federal level in the United States has driven increased attention to the importance of planning for climate change at the metropolitan level. This study reports on a survey of 25 regional councils in the United States that measures the extent to which they have adopted climate change plans and to identify the factors that influence their ability to implement climate change initiatives. The findings revealed that a majority of regional councils are involved in planning for and seeking to reduce climate change, and that existing efforts in complementary policy domains make this involvement possible. The findings support a multi-level framework to assess the institutional capacity of regional councils to implement climate change policy and planning in a metropolitan area.  相似文献

The present paper analyses and compares how federalism in Austria and Switzerland affected climate change mitigation in the fully decentralized building sectors of the two countries during the Kyoto Period (1990–2012). This is of interest because the environmental significance of federal political systems is still contested. We first review the literature on federalism in the context of environmental and climate policymaking, and we show that the effects of federal political systems can be positive or negative (depending on interactions between politics and problem characteristics). We then summarize the two qualitative country studies. By analysing who initiated and coordinated respective policies at what time and why, we show that respective policy changes neither emerged bottom-up nor diffused between provinces/cantons, although the latter are fully responsible for building policies. While most policy changes were triggered by federal and/or European Union interventions, the provinces/cantons usually delayed and/or watered down policy changes to smallest common denominator solutions. Based on these findings we conclude that the building sectors of the two countries became more efficient despite, not because of federalism. Against this background we recommend centralizing building policies, or to engage sub-national actors in national target-setting early on.  相似文献

The changing political environment in Hong Kong is likely to accelerate the transition in environmental policy discourse. Opportunities for critical public involvement are increasing and new environmental discourses are emerging. Yet, previous social surveys did not explore the range of these discourses and few focused on climate change. The paper outlines the public discourses of climate change in Hong Kong. Using Q-methodology, four distinctive discourses were identified, namely Pure Environmentalism, Political Pragmatism, Popular Optimism, and Fair Rationalism. While the first one is climate-centric, the other three are political or social in nature and do not indicate a clear or coherent climate orientation. This suggests that the climate change concern of the Hong Kong public is not tightly embedded into a coherent narrative of social and institutional transformation. Effective climate change governance and policies require strengthening the link between such concern and the public desires for social and institutional transformation. Bringing together the ongoing social movements and environmental campaigns will be instrumental to nurture an active climate citizenry.  相似文献

Interviews and three workshops with a wide range of stakeholders to explore their perceptions of climate change impacts and responses were conducted in two English regions (East Anglia and north-west England) as part of a UK government-funded research project on the integrated assessment of climate change impacts in the following domains: biodiversity, the coastal zone, agriculture and water resources. The findings suggest that whilst local and regional impacts are of considerable interest to regional stakeholders, their ability to respond through adapted policy and practice depends upon their existing frames of reference with respect to their understanding of the policy- and decision-making systems, and the operation of current institutional processes and response mechanisms. The authors use the empirical and conceptual findings to support the notion of the co-production of knowledge with institutional frameworks and processes.  相似文献

This paper offers a reflection on 15 years of policy change in the City of Cape Town aimed at fostering sustainability from the perspective of a City practitioner. The persistent continuation of unsustainable outcomes, despite ongoing policy reforms, is understood as a combination of the emergence of wicked problems, within a changing local government mandate, in the absence of a transformation of institutional structures, tools and approaches. While the approach to policy reform in Cape Town has focussed on reducing substantive uncertainty through its knowledge-based approach, we show that in the context of an expanding local government mandate, sustainability becomes an aspect of many departments’ directive resulting in strategic uncertainty. The untransformed traditional line-function-based structure of local government in turn works against integration between departments (fundamental for addressing non-linear wicked problems), thus promoting institutional uncertainty. In addressing this combination of strategic and institutional uncertainty, our findings indicate that integration has to happen in the policy stage in order for sustainability principles to be implemented in relevant departments; that implementation requires resourcing across the institution, and ought to be included in departments’ targets; and that competing and conflicting rationalities underpin the policy–practice gap. It is suggested that a first step in breaking down the strategic and institutional uncertainties would be to foster shared values through creating deliberative spaces within the City in which debate, discussion and learning can occur.  相似文献
