Because seas and coastlines are shared between states, the formulation and implementation of marine spatial planning (MSP) should be transboundary by nature. The main argument of this paper is that MSP should be organized as a transboundary policy-making process, but this is hampered by the conceptual and institutional fragmentation MSP is facing. Based on an analysis of four transboundary planning processes in different European seas, the paper gives insight into the possibilities to develop and implement transboundary marine spatial planning (TMSP). To overcome the conceptual and institutional challenges, TMSP should be developed as a reflexive governance arrangement, in which the actors involved are able to change the rules of the game and to challenge the existing (national-oriented) MSP discourses. The paper develops four forms of reflexivity (unreflectiveness; performative reflectiveness; structural reflectiveness; and reflexivity) to assess TMSP processes and to formulate conditions which are crucial to develop TMSP as a reflexive marine governance arrangement.  相似文献

The Pearl River (Zhujiang) is the largest river system in southern China. The river, which is approximately 2200 km long, discharges into the South China Sea through an extensive deltaic area to the west of Hong Kong. Water quality in the river is under threat from a variety of sources associated with industrializationand urbanization in the Pearl River Delta Region (PRDR). Hong Kong's location on the eastern bank of the Pearl River estuary means that the quality of its western marine waters is likely to be increasingly influenced by the Pearl's pollution burden. Little published material exists on pollution in the Pearl River, or the potential impacts of transboundary pollution on marine water quality in Hong Kong. This paper focuses on this issue of transboundary water pollution between the Delta Region and Hong Kong. Specifically, we present the results of a preliminary analysis of water quality data for the Pearl River. The paper demonstrates that the major potential problem affecting the Pearl River is organic pollution, and that the principal sources of pollution affecting the Pearl River estuary, and consequently Hong Kong's western waters, are the Shenzhen River, the upstream Guangzhou section of the Pearl River, and the Dongguan Canal. We estimate that less than 5% of untreated domestic sewage discharges affecting the estuary derive from Hong Kong itself. The paper also discusses the implications of transboundary pollution in the context of environmentalpolicy making in Hong Kong and argues that more extensive and effective co-operation and collaboration between Hong Kong and mainland agencies should be developed to address these concerns.  相似文献

This paper reports the findings of a preliminary analysis of 15 case studies of inshore marine protected areas in the UK. It draws on the common-pool resource (CPR) literature and is premised on the thesis that building partnership capacity amongst relevant authorities and resource users provides a critical basis for overcoming collective action problems (CAPs), through the development of incentive structures and social capital, in order to achieve strategic objectives. Particular attention is paid to the influence of statutory marine biodiversity conservation obligations to the European Commission for marine special areas of conservation (MSACs), as these are an important external contextual factor. The risks of imposition and parochialism are outlined and the challenges of taking a balanced approach are discussed. The challenges posed by the attributes of the marine environment are considered, as are those posed by the policy framework for MSACs. The findings are discussed in relation to three questions: (i) which partnership models appear to have the potential to overcome the CAPs posed by inshore MSACs? (ii) what CAPs had to be addressed during the early phase of development of the MSAC co-management regimes? (iii) what are the likely future CAPs for the collaborative management of MSACs that each partnership will need to address? These preliminary findings will form the basis for future studies to analyse the outcomes of these 15 initiatives, in order to assess the strengths, in various contexts, of different approaches for building resilient and balanced, thereby effective, institutions for the co-management of MSACs in the UK.  相似文献

Throughout the world there is a general consensus among environmentalists that there should be an increase in the amount of marine area that should be reserved in marine protected areas (MPAs). In fact, the 1998 Philippines Fishery Code indicates a need for designation of at least 15% of municipal waters for fish refuges or sanctuaries. Such an increase in area would take productive fishing areas away from fishing communities that can ill-afford the loss. The larger the protected area, there will be a greater number of people impacted. This article examines the relationship between factors that influence the success of Community Based MPA (CBMPA) performance in the Visayas, Philippines and their significance in efforts to increase the size of protected areas.  相似文献

This study describes the governance and management structures of the Curonian Spit World Heritage Site, a transboundary protected area shared by Lithuania and the Russian Federation. Focusing on the national park authorities it presents the site from a local administrative perspective. The paper shows that due to strong state level influence and a lack of full stakeholder inclusion, different philosophies and priorities on both sides of the border challenge common management efforts and co-operation. Presenting the existing problems the paper points out the need for increased efforts at the state level as well as for the full inclusion of local communities to remove obstacles and foster co-operation. Hence, by adapting to certain environmental and transboundary governance principles, conflicts can be avoided and better results achieved.  相似文献

In this paper we explore the challenges involved in engaging the full range of stakeholders needed for effective marine resource management in the transboundary Grenadine Islands shared by the small island developing States (SIDS) of Saint Vincent and the Grenadines and Grenada. The study describes the ways stakeholders were engaged in the development of participatory geographic information systems (PGIS), both in terms of the research approach (process) and the final geodatabase (product); it illustrates how the approach provides a practical means to strengthen aspects of marine governance, particularly in a SIDS context. We found that PGIS can provide a foundation for ecosystem‐based transboundary marine governance. The advantages of this approach are two‐fold: it provides the fullest possible range of information as input for the management of marine resources and it engages the stakeholders. This engagement takes several forms: capacity to participate in research; ownership of information produced; increased stakeholder understanding; empowerment through access to information; capacity to interact with other stakeholders for information and problem‐solving; and competence to participate in actual governance processes. Lastly, we discuss considerations for other practitioners contemplating using PGIS, particularly those working in similar resource‐limited SIDS environments.  相似文献

The notion of creating marine protected areas (MPAs) in the high seas has been hailed as “an idea whose time has come”, and advocates are calling for them to be part of a global representative system to be established by 2012. It is argued in this paper that embedding the high seas MPA concept in the macro-goal of a global representative system subsumes more pragmatic and politically acceptable “micro-actions”. Development of politically contentious policy proposals such as high seas MPAs may have a better chance of success if they proceed by increments and are negotiated outside the limelight of a full scale, temporally defined global project. The following paper critically analyses the salience of international environmental agreements in the context of high seas MPAs and suggests a prototype MPA established by means of a negotiated agreement between a small number of countries which share political will and technological capacity to make a difference. Modelled on the recently implemented Titanic Accord, the prototypical high seas MPA would allow parties to develop a collaborative, rules-based regime which could be used to manage the actions of citizens involved in activities that may have a negative impact on the specified area.  相似文献

Community-based coastal resource management has been widely applied within the Philippines. However, small-scale community-based reserves are often inefficient owing to management inadequacies arising because of a lack of local support or enforcement or poor design. Because there are many potential pitfalls during the establishment of even small community-based reserves, it is important for coastal managers, communities, and facilitating institutions to have access to a summary of the key factors for success. Reviewing relevant literature, we present a framework of lessons learned during the establishment of protected areas, mainly in the Philippines. The framework contains summary guidance on the importance of (1) an island location, (2) small community population size, (3) minimal effect of land-based development, (4) application of a bottom-up approach, (5) an external facilitating institution, (6) acquisition of title, (7) use of a scientific information database, (8) stakeholder involvement, (9) the establishment of legislation, (10) community empowerment, (11) alternative livelihood schemes, (12) surveillance, (13) tangible management results, (14) continued involvement of external groups after reserve establishment, and (15) small-scale project expansion.These framework components guided the establishment of a community-based protected area at Danjugan Island, Negros Occidental, Philippines. This case study showed that the framework was a useful guide that led to establishing and implementing a community-based marine reserve. Evaluation of the reserve using standard criteria developed for the Philippines shows that the Danjugan Island protected area can be considered successful and sustainable. At Danjugan Island, all of the lessons synthesized in the framework were important and should be considered elsewhere, even for relatively small projects. As shown in previous projects in the Philippines, local involvement and stewardship of the protected area appeared particularly important for its successful implementation. The involvement of external organizations also seemed to have a key role in the success of the Danjugan Island project by guiding local decision-makers in the sociobiological principles of establishing protected areas. Projected increases in demand and thus increasing metal prices have brought the exploration and exploitation of marine mineral resources back into focus. The Atlantis II Deep, located in the central Red Sea between Saudi Arabia and Sudan, is one of the largest marine sulfide deposits known, with high concentrations of metals such as zinc, copper, silver and gold. However, little is known about the economic potential of marine minerals as well as the legal constraints. Our geological assessment shows that the deep is similar in grades and scale to large land-based deposits. Its economic potential is far from negligible. The total present value of possible gross revenues for the four metals zinc, copper, silver and gold ranges from 3.03 to 5.29 billion US$, depending on the assumptions made concerning future price development, mass calculation and discount rate. From a legal perspective, a general duty to cooperate in the exploration and exploitation of non-living resources located in disputed maritime areas is identified in both customary international law and in UNCLOS. It is submitted that a joint development agreement is one means of ensuring compliance with this duty in general and in the case of the Atlantis II Deep in particular.  相似文献

The basin scale has been promoted universally as the optimal management unit that allows for the internalization of all external effects caused by multiple water uses. However, the basin scale has been put forward largely on the basis of experience in temperate zones. Hence whether the basin scale is the best scale for management in other settings remains questionable. To address these questions this paper analyzes the economic viability and the political feasibility of alternative management options in the Kidron/Wadi Nar region. The Kidron/Wadi Nar is a small basin in which wastewater from eastern Jerusalem flows through the desert to the Dead Sea. Various options for managing these wastewater flows were analyzed ex ante on the basis of both a cost benefit and a multi-criteria analysis. The paper finds that due to economies of scale, a pure basin approach is not desirable from a physical and economic perspective. Furthermore, in terms of political feasibility, it seems that the option which prompts the fewest objections from influential stakeholder groups in the two entities under the current asymmetrical political setting is not a basin solution either, but a two plant solution based on an outsourcing arrangement. These findings imply that the river basin management approach can not be considered the best management approach for the arid transboundary case at hand, and hence is not unequivocally universally applicable.  相似文献

Jurisdictional boundaries and borders are rarely coincident with ecological systems. The long-term persistence of viable wildlife populations and habitats, especially for highly mobile and migratory species, is contingent upon effective management that transcends administrative boundaries. Although transboundary natural resource management has emerged as a topic of academic and professional discourse, implementation has been hampered by a host of barriers that include institutional, administrative, financial and contextual factors. The Crown Managers Partnership, a collaborative initiative of public land managers in the transboundary Rocky Mountains of Canada and the United States, is exploring the approaches to overcome these barriers. This paper reports on the results of interviews to identify the factors that influence the management of transboundary wildlife and provides a series of recommendations that are specific to the study area context, but are also transferable to other regions. Formalizing the existing partnership, exploring options for expanding participation in the partnership to include non-government interests, engaging third party facilitation, using non-traditional data sources, applying metapopulation ecology theory, and interdisciplinary problem solving are all elements recommended for improved transboundary management and of wildlife in the Crown of the Continent Ecosystem.  相似文献

Among the many factors that contribute to overexploitation of marine fisheries, the role played by uncertainty is important. This uncertainty includes both the scientific uncertainties related to the resource dynamics or assessments and the uncontrollability of catches. Some recent works advocate for the use of marine reserves as a central element of future stock management. In the present paper, we study the influence of protected areas upon fisheries sustainability through a simple dynamic model integrating non-stochastic harvesting uncertainty and a constraint of safe minimum biomass level. Using the mathematical concept of invariance kernel in a robust and worst-case context, we examine through a formal modeling analysis how marine reserves might guarantee viable fisheries. We also show how sustainability requirement is not necessarily conflicting with optimization of catches. Numerical simulations are provided to illustrate the main findings.  相似文献

Excess nutrient loads to coastal waters lead to increased production of algae, which when decaying cause oxygen depletion in bottom sediments, which in turn leads to major changes in marine ecosystems. A cost-minimization model was investigated in which nitrogen and phosphorus were assumed to interact with respect to algae production. It was investigated under what conditions only a single nutrient should be decreased and when it is cost-effective to decrease both nutrients. The model was applied to the Baltic Proper, which is the largest of the seven major basins in the Baltic Sea. Results showed that the stringency of the environmental target, as well as assumptions regarding substitutability between nutrients, are important factors to determine the nutrient on which to focus. Uniform decrease rates for emissions are often used in international agreements, and the results of this model showed that the costs of making such proportional decreases could be substantial.  相似文献

Increased development pressures on the marine environment and the potential for multiple use conflicts, arising as a result of the current expansion of offshore wind energy, fishing and aquaculture, dredging, mineral extraction, shipping, and the need to meet international and national commitments to biodiversity conservation, have led to increased interest in sea use planning with particular emphasis on marine spatial planning. Several European countries, on their own initiative or driven by the European Union's Marine Strategy and Maritime Policy, the Bergen Declaration of the North Sea Conference, and the EU Recommendation on Integrated Coastal Zone Management, have taken global leadership in implementing marine spatial planning. Belgium, The Netherlands, and Germany in the North Sea, and the United Kingdom in the Irish Sea, have already completed preliminary sea use plans and zoning proposals for marine areas within their national jurisdictions. This paper discusses the nature and context of marine spatial planning, the international legal and policy framework, and the increasing need for marine spatial planning in Europe. In addition, the authors review briefly three marine spatial planning initiatives in the North Sea and conclude with some initial lessons learned from these experiences.  相似文献

The case of Puerto Morelos reef marine protected area (MPA) provides an example of a community-based marine conservation initiative to protect a coral reef ecosystem. The establishment and maintenance of this MPA had five stages: (a) identification of community leaders who would participate in the project; (b) generation of consensus on the need to protect the reef through discussions among local stakeholders, NGOs and reef scientists; (c) involvement of government agencies in establishing the status of a MPA; (d) take-over of decision-making by centralized governmental agencies; and (e) continuous problem-solving process between the government and stakeholders. Over a 9-year period, the control of the MPA was taken over by government and stakeholders' participation downgraded from a decision-making to an advice-giving role. Government shortcomings to manage this MPA could be circumvented via collaborative co-management. Given the small population size of the community and strong sense of ownership, there was a high level of participation in the decision-making processes and scientific advisors are present in the area.  相似文献

The European Union (EU) is the world’s largest trading bloc and the most influential supra-national organisation in the region. The EU has been the goal for many eastern European States, for Croatia accession remains a priority and underpins many of its national policies. However, entry into the EU requires certain commitments and concessions. In October 2003 the Croatian parliament declared an ecological and fisheries protection zone in the Adriatic. Under pressure the zone was suspended, finally entering into force in March 2008 exempting EU States. There are other marine conflicts between Croatia and the EU, particularly the contested maritime border with Slovenia, and the development of the Croatian fishing fleet in opposition to the Common Fisheries Policy. Conversely, attempts to harmonise Croatian Nature Protection with the EU Habitats Directive, facilitated by pre-accession funding, has galvanised conservation policy. Since 2005 two marine protected areas have been declared, significantly increasing the marine ecosystem under protection. Finally, the development of the Marine Strategy Framework Directive is the latest EU attempt to integrate environmental policy in the maritime realm. This will have an effect not only on member States but neighbouring countries. For marine nature protection to be effective in the region the Adriatic Sea needs to be viewed as a mutually important shared and limited resource not a bargaining chip. Negotiations of the EU and Croatia have been watched closely by the other Balkan States and precedents set in this case have the potential to affect EU expansion to the East.  相似文献

Bioenergy production involves different agents with potentially different objectives, and an agent’s decision often has transboundary impacts on other agents along the bioenergy value chain. Understanding and estimating the transboundary impacts is essential to portraying the interactions among the different agents and in the search for the optimal configuration of the bioenergy value chain. We develop an agent-based model to mimic the decision making by feedstock producers and feedstock-to-biofuel conversion plant operators and propose multipliers (i.e., ratios of economic values accruing to different segments and associated agents in the value chain) for assessing the transboundary impacts. Our approach is generic and thus applicable to a variety of bioenergy production systems at different sites and geographic scales. We apply it to the case of producing ethanol using corn stover in Iowa, USA. The results from the case study indicate that stover removal rate is site specific and varies considerably with soil type, as well as other factors, such as stover price and harvesting cost. In addition, ethanol production using corn stover in the study region would have strong positive ripple effects, with the values of multipliers varying with greenhouse gas price and national energy security premium. The relatively high multiplier values suggest that a large portion of the value associated with corn stover ethanol production would accrue to the downstream end of the value chain instead of stover producers.  相似文献

Marine protected areas are not established in an institutional and governance vacuum and managers should pay attention to the wider social–ecological system in which they are immersed. This article examines Islas Choros-Damas Marine Reserve, a small marine protected area located in a highly productive and biologically diverse coastal marine ecosystem in northern Chile, and the interactions between human, institutional, and ecological dimensions beyond those existing within its boundaries. Through documents analysis, surveys, and interviews, we described marine reserve implementation (governing system) and the social and natural ecosystem-to-be-governed. We analyzed the interactions and the connections between the marine reserve and other spatially explicit conservation and/or management measures existing in the area and influencing management outcomes and governance. A top-down approach with poor stakeholder involvement characterized the implementation process. The marine reserve is highly connected with other spatially explicit measures and with a wider social–ecological system through various ecological processes and socio-economic interactions. Current institutional interactions with positive effects on the management and governance are scarce, although several potential interactions may be developed. For the study area, any management action must recognize interferences from outside conditions and consider some of them (e.g., ecotourism management) as cross-cutting actions for the entire social–ecological system. We consider that institutional interactions and the development of social networks are opportunities to any collective effort aiming to improve governance of Islas Choros-Damas marine reserve. Communication of connections and interactions between marine protected areas and the wider social–ecological system (as described in this study) is proposed as a strategy to improve stakeholder participation in Chilean marine protected areas.  相似文献

Wildlife-road conflict has profound negative impacts on both wildlife populations and society. Despite a long-held understanding of this problem, in most regions the wildlife-management strategies (WMS) available to mitigate this conflict are still relatively underutilized. This study examines the implementation of these strategies into road infrastructure, using Southern Ontario as a case study, in order to develop an understanding of what leads to successful WMS implementation. The project management concept of critical success factors was applied and interviews with project decision-makers and key stakeholders were conducted. Nine factors were identified and a comparison between a ‘smooth’ and ‘rough’ project is used to illustrate the cumulative effects that these factors, and their interrelationships, have on project implementation success. Practitioners can use these findings to evaluate WMS projects based on likelihood of success and allocate resources accordingly, ultimately leading to increased chances of implementation and overall benefit to conservation and society.  相似文献
