In this paper we explore the challenges involved in engaging the full range of stakeholders needed for effective marine resource management in the transboundary Grenadine Islands shared by the small island developing States (SIDS) of Saint Vincent and the Grenadines and Grenada. The study describes the ways stakeholders were engaged in the development of participatory geographic information systems (PGIS), both in terms of the research approach (process) and the final geodatabase (product); it illustrates how the approach provides a practical means to strengthen aspects of marine governance, particularly in a SIDS context. We found that PGIS can provide a foundation for ecosystem‐based transboundary marine governance. The advantages of this approach are two‐fold: it provides the fullest possible range of information as input for the management of marine resources and it engages the stakeholders. This engagement takes several forms: capacity to participate in research; ownership of information produced; increased stakeholder understanding; empowerment through access to information; capacity to interact with other stakeholders for information and problem‐solving; and competence to participate in actual governance processes. Lastly, we discuss considerations for other practitioners contemplating using PGIS, particularly those working in similar resource‐limited SIDS environments.  相似文献

Because seas and coastlines are shared between states, the formulation and implementation of marine spatial planning (MSP) should be transboundary by nature. The main argument of this paper is that MSP should be organized as a transboundary policy-making process, but this is hampered by the conceptual and institutional fragmentation MSP is facing. Based on an analysis of four transboundary planning processes in different European seas, the paper gives insight into the possibilities to develop and implement transboundary marine spatial planning (TMSP). To overcome the conceptual and institutional challenges, TMSP should be developed as a reflexive governance arrangement, in which the actors involved are able to change the rules of the game and to challenge the existing (national-oriented) MSP discourses. The paper develops four forms of reflexivity (unreflectiveness; performative reflectiveness; structural reflectiveness; and reflexivity) to assess TMSP processes and to formulate conditions which are crucial to develop TMSP as a reflexive marine governance arrangement.  相似文献

While transboundary waters are widely advocated to be best managed at the basin level, practical experience in transboundary waters at the basin vis‐à‐vis other scales has not been systematically examined. To understand past experiences in transboundary water management at alternate scales, this paper: (i) determines the relative abundance of water treaties at different scales and (ii) elucidates how transboundary water law varies according to the scale to which it applies. The paper developed a scale typology with six groups, and systematically applied it to stratify transboundary water treaties. Treaty contents were then compared across scales according to the following set of parameters: primary issue area, temporal development, and important water management attributes. Results of this work reveal: (i) treaties tend to focus on hydropower and flood control at smaller scales, and organizations and policies at larger scales; (ii) a temporal trend toward treaties concluded at larger scales; and (iii) a higher proportion of treaties is at larger scales in Africa and Asia than in Europe and the Americas. These findings suggest that smaller scale cooperation may constitute a more constructive scale in which to achieve development‐oriented cooperation. Further, scope may exist to complement basin scale cooperation with cooperation at smaller scales, in order to optimize transboundary water management. In the context of basin‐wide management frameworks, Africa and Asia may benefit from greater emphasis on small‐scale transboundary water cooperation.  相似文献

The natural complexity, heterogeneity, and extent of transboundary aquifers around the world, have led to controversy over which method or criteria should be used to identify and delineate their boundaries. Currently, there is no standard methodology that aquifer‐sharing countries can use to delineate the area of a transboundary aquifer. In the case of Mexico and Texas, Mexico uses administrative boundaries, whereas Texas uses geological boundaries. This paper proposes a method for delineation and prioritization of aquifers (or aquifer areas) called effective transboundary aquifer areas (ETAAs), which uses a combination of physical criteria (geological boundaries, topography, and hydrography) and the location and density of active water wells in the borderland between Mexico and Texas. This method identifies the area of priority (productivity area) in the aquifer using pumping patterns or hot spots regardless of the aquifer’s surficial geological limits, therefore offering a more effective, local and practical management option at the transboundary level. Different geological features or pumping patterns will have different sizes and locations of ETAAs within the same aquifer. In West Texas, which is dominated by bolsons, the method produces limited options for ETAAs, whereas in South Texas in the easternmost border the identified ETAAs are more significant.  相似文献

DOI: 10.1111/j.1752‐1688.2010.00494.x Abstract: The western and southwestern United States include dozens of groundwater basins that cross political boundaries. Common among these shared groundwater basins is an overlay of differing legal structures and water development priorities, typically, with insufficient water supply for competing human uses, and often, a degraded ecosystem. Resolution of conflicts over ambiguously regulated groundwater has clarified transboundary groundwater policy in some interstate basins, while transboundary groundwater policy in international basins is less evolved. This paper identifies and contrasts approaches to transboundary groundwater policy, drawing from recent conflicts and cooperative efforts, including those associated with the interstate compacts on the Arkansas and Pecos Rivers; the Hueco and Lower Rio Grande Basins shared by New Mexico, Texas, and Mexico; and the Mexicali Basin in California and Mexico. Some efforts seek to fit groundwater policy into existing surface water allocation procedures; some strive for a better fit – incorporating scientific understanding of key differences between groundwater and surface water into policy frameworks. In some cases, neither policy nor precedent exists. The collective experience of these and other cases sets the stage for improved management of transboundary groundwater; as such, challenges and successes of these approaches, and those contemplated in several hypothetical model agreements, are examined.  相似文献

Abstract: While transboundary flood events have become more frequent on a global scale the past two decades, they appear to be overlooked in the international river basin (IRB) cooperation and management arena. The present study therefore combined geopolitical measures with biophysical and socioeconomic variables in an attempt to identify the IRBs with adequate institutional capacity for management of transboundary floods. It also classified basins that would possibly benefit from enlarging the institutional capacity related to transboundary floods. Of the 279 known IRBs, only 78 were represented by a transboundary rivers institution. A mere eight of the 153 identified institutions had transboundary flooding listed as an issue in their mandate. Overall, 43 basins, where transboundary floods were frequent during the period 1985‐2005, had no institutional capacity for IRBs. The average death and displacement tolls were found to be lower in the 37 basins with institutional capacity, even though these basins experienced twice as much transboundary floods with significant higher magnitudes than those in basins without institutional capacity. Overall, the results suggested that institutional capacity plays a role in the reduction of flood‐related casualties and affected individuals. River basins such as the Juba‐Shibeli, Han, Kura‐Araks, Ma, Maritsa, Po, Coco/Segovia, Grijalva, Artibonite, Changuinola, Coatan Achute, and Orinoco experienced more than one transboundary river flood, but have not yet set up any institutions for such events, or signed any appropriate treaties focused on floods. These basins were therefore recommended to consider focusing attention on this apparent lack of institutional capacity when it comes to managing transboundary flood events.  相似文献

Climate variability and population growth have intensified the search internationally for measures to adapt to fluctuations in water supplies. An example can be found in the lower part of the transboundary Tigris‐Euphrates Basin where water shortages in 2008‐2009 resulted in high economic costs to irrigation farmers. Losses to irrigators in the lower basin have made a compelling case to identify flexible methods to adapt to water shortage. Few published studies have systematically examined ways to enhance the flexibility of water appropriation systems to adapt to water shortage. This article addresses an ongoing challenge in water governance by examining how profitability at both the farm and basin levels is affected by various water appropriation systems. Four water appropriation systems are compared for impacts on farm income under each of three water supply scenarios. Results show that a (1) proportional sharing of water shortages among provinces and (2) unrestricted water trading rank as the top two appropriation systems. The shadow price of water for irrigation rises from zero at a full water supply level to US$93/1,000 m3 when supply falls to 20% of full levels. Similar methods could be used to analyze challenges facing the design or implementation of water appropriation systems in the world's irrigated regions.  相似文献

After signing a peace accord in 1994, joint projects were initiated between Israel and Jordan aimed at enhancing environmental protection and resource management. This paper discusses the Red Sea Dead Sea Canal, the Eilat-Aqaba Municipal Cooperation initiative, the Joint Oil Spill Contingency Plan and the Red Sea Marine Peace Park (RSMPP). The latter is an exemplar of transboundary cooperation for planning of a marine protected area and therefore the main case study. Although the RSMPP never fully materialized, analysis of what transpired provides important lessons. We examine what happened in the 20 years since the attempt to establish the RSMPP began and focus on which of its goals were achieved. As a basis for analysis this paper presents factors identified as significant to the success of transboundary protected areas (TBPAs) and uses them to compare the RSMPP to the three other initiatives. In addition to factors reported in the literature that are known to be effective for TBPA success, we found two new factors as most relevant for the RSMPP case: a peripheral geographic location and intensive work among professionals, mostly marine scientists, on the ground operating under a low profile and with limited public attention.  相似文献

The aim of this paper is to presents a progress report on how a subnational jurisdiction, the Australian state of Victoria, is attempting to implement regional governance for sustainability through its catchment planning framework. The paper examines the lessons learnt from a best practice approach to the implementation of network governance to see whether there are actions that can be taken to improve regional governance for sustainability in Victoria. The authors argue that Victoria is implementing a network governance approach to natural resource management (NRM) as a significant component of sustainability and that this has certain advantages. In particular the emergence of Regional Catchment Strategies developed by the State's ten statutory Catchment Management Authorities as 'regional sustainability blueprints' is bringing a significant level of maturity to the state's governance framework. Furthermore the state is currently working to complete its governance for sustainability through new statewide integrating frameworks—an Environmental Sustainability Framework as well as a statewide Catchment Management and Investment Framework. The paper concludes that taking a network governance approach could have transformative potential but there are significant challenges ahead: the complex task of aligning of national, state, catchment and local government strategies through an outcomes focus; the scarcity of mechanisms and tools to assist in translation of strategies into integrated investment priorities; gaps in knowledge and understanding of natural resource management problems; limitations in the capacity of regional and local bodies, including local government; and getting the policy tools right within the framework. However, as the best practice examples illustrate, taking a gradual approach to the development of the institutions—building on successive wins in capacity—is the best and only way to proceed.  相似文献

The Allende–Piedras Negras (APN) aquifer is located between the states of Texas (United States [U.S.]) and Coahuila (Mexico). The Rio Grande crosses the aquifer, acting as a natural and political divide between the countries. However, it remains unclear whether the APN aquifer can be considered a truly transboundary aquifer flow system, which would potentially require joint management by two different administrative jurisdictions. The main purpose of this study was to evaluate the transboundary nature of this aquifer. This was achieved by developing a detailed hydrogeological model to analyze the direction of volumetric fluxes within the APN aquifer using Visual MODFLOW. The model simulated a spatially averaged cumulative drawdown of 0.76 m for the entire aquifer over an 18‐year modeling period (2000–2017). The flow convergence zone, previously located below the Rio Grande, has shifted to the U.S. side in most locations, driven by higher pumping rates of the wells located near the river. This shift of the convergence zone from one country to the other means that groundwater recharge from one side flows underneath the river to the other side. This qualifies the APN aquifer as a “transboundary groundwater flow system.” The procedure followed in this study may be applied to other aquifers that straddle the U.S.–Mexico border and may motivate future modeling studies on other poorly studied transboundary aquifers around the world and thereby enable bi‐national aquifer management.  相似文献

Collaborative governance is on the rise in the United States. This management approach brings together state and non-state actors for environmental decision-making, and it is frequently used in California for decisions regarding local groundwater management. This study examines groundwater decision-making groups and practices in a central California coastal community to understand whether groups meet specific collaborative governance criteria and whether and why certain subsets of the population are excluded from groundwater decision-making practices. It also identifies actions for better group inclusion. We find that small farmers, the Hispanic/Latino community, and the general public are often excluded from groundwater decision-making groups and practices due to unawareness, mistrust, and insufficient resources. Education and awareness as well as incentives could help increase inclusion. This study provides insights into more equitable groundwater decision-making groups and practices, and also calls for more critical examination of the current stakeholder approach to decision-making.  相似文献

Successful biodiversity conservation does not depend on ecologic knowledge alone. Good conservation policies and policy implementation tools are equally important. Moreover, the knowledge, skills, and attitudes of local actors, directly in charge of operations in the field, are a key to successful policy implementation. The connections between policy objectives and their implementation as well as the involvement of local actors’ efforts in implementing policy objectives largely depend on the governance model in use. This article assesses the knowledge of local actors in relation to the biodiversity conservation objectives and tools in Lithuanian forest management. As a main framework for this study, the needs assessment approach was applied. The study used both in-depth open-ended interviews and follow-up telephone interviews. Two state forest enterprises in Lithuania were selected as the study sites. The findings indicate that policy objectives in the field of forest biodiversity conservation and the related tools are well known but not well understood by those in charge of forest biodiversity policy implementation. To improve the situation, a transition toward adaptive learning and participatory governance as a means of facilitating conservation efforts is proposed.  相似文献

Regulating groundwater in the Eastern United States (U.S.), particularly transboundary aquifers between states, is a challenge given the patchwork quilt of common law, statutory frameworks, and agency rules. Such regulation is made more challenging by the need for better quantification of pumping and use. These dynamics are exemplified through several case studies, including the first ever U.S. Supreme Court case related to groundwater withdrawals (set in the Eastern U.S.). As dynamics such as expanded irrigation, population increases, and ecological considerations influence groundwater use across the Eastern U.S., water use will continue to be an important driver for economic activity and interaction within and between states. To effectively regulate transboundary aquifers, governance solutions must incorporate current science into decision making and be implemented at local, state, regional, and federal scales.  相似文献

Increasing water scarcity and stress are leading many nations to securing supplies for present and future water uses. National objectives are more and more pointed towards water security and the close links with food security and other macro-economic and sectoral aspects. Water security is seen as an important aspect of national and regional security and international positions on water often have a political dimension that reflects broader national objectives. Available options for sharing transboundary resources are established on the basis of general legal principles such as equitable utilization and absence of appreciable harmful transboundary effects downstream and others such as established historical utilization. These principles and doctrines must be fully understood by the advisers serving on the negotiating teams of international water treaties and agreements. From these perspectives, the paper recognizes the importance of the structural and strategic uncertainty in international relations. Co-ordination or harmonization of national policy, as an integrated part of, and administrated under existing frameworks for, regional co-operation are proposed as realistic, efficient and practicable approaches, alternative to more intensive co-operation and complicated planning and coordinating mechanisms. The article also highlights the need for training of legal specialists in countries which contemplate negotiating or re-negotiating water treaties or agreements.  相似文献

In this study, we look at the evolution of a cooperative water regime in the delta of the Rhine catchment. In a Dutch–German case study, we focus on cross-border cooperation on the local and regional scale, describing and analyzing how a remarkably resilient and robust transboundary water regime has evolved over the course of 50 years. Context-, interest- and knowledge-based explanations contribute important insights into the evolution of the Deltarhine regime, and it is shown that the legal, institutional and socio-economic context shapes and constrains regional cross-border cooperation. Surprisingly in this regard, we find that European water directives have not yet played a decisive, catalyzing role for policy harmonization across borders. Finally, we show that key individuals play a crucial role in regime formation and development. We suggest that the presence of entrepreneurs and leaders adds explanatory power to current conceptual frameworks in international river basin management, thus meriting further research.  相似文献

There has been a shift in natural resource management worldwide. This paper describes how modern institutions and policies influence management and shape access to and utilization of resources by rural communities in the Okavango Delta, Botswana. It is rooted in the framework of adaptive co‐governance within social‐ecological systems, and employs a critical literature review to analyse access to and use of natural resources in rural Botswana. Prior to the establishment of community‐based natural resource management (CBNRM) in Botswana in 1989, resource governance was dominated by strong traditional institutions that were responsible for natural resource management and decision‐making. Contemporary natural resource governance is characterized by a bureaucratic system that invariably undermines the role of traditional institutions in natural resource governance. Findings indicate that policies and regulatory instruments deny rural communities adequate access to and utilization of resources available within their immediate environment. In spite of an orientation towards an anthropocentric approach to natural resource management (as in the case of CBNRM), the current governance system continues to undermine the inclusion of local resource users as legitimate stakeholders in the decision‐making process.  相似文献
