Activities beyond national park boundaries are now the principal source of threats to park natural resource integrity. Assessing the full impact of major threats as air and water pollution requires a long-term ecosystem-level approach in research design and execution, and park management. Failure to take such an approach renders most existing park data bases useless in the documentation of external threats. While the concept of managing national parks as ecosystems is not new, Park Service research and its organization have not provided the information necessary for such a basis of management. Quantifying the impacts on park resources due to external hydrologic regulation and air pollution is a good example of the need to employ an ecosystem approach in research. However, implementing such a program will require a fundamental change in research administration, priority setting, and conceptual approach.The first four of the articles in this special section arise from an AAAS symposium onExternal Threats to Ecosystems of the National Parks in the USA, which was convened in 1982. The articles have been revised to reflect subsequent developments in this field. The first article, by Dr. Stottlemyer, the symposium organizer, serves as an introduction to the topic. The fifth article in this special section was submitted separately, but included because it also is related to this particular topic.  相似文献

The United States Congress established Grand Canyon National Park in 1919 to preserve for posterity the outstanding natural attributes of the canyon cut by the Colorado River. In some cases National Park Service attempts to maintain Grand Canyon's natural environment have been thwarted by activities outside the park. One of the most obvious external threats is Glen Canyon Dam, only 26 km upstream from the park boundary. Constructed in 1963, this gigantic dam has greatly altered the physicochemical and biological characteristics of 446 km of the Colorado River in Grand Canyon National Park. The river's aquatic ecosystem has been greatly modified through the loss of indigenous species and the addition of numerous exotics. We consider this anexotic ecosystem. The riparian ecosystem has been less modified, with addition of a few exotics and no loss of natives—this we consider anaturalized ecosystem.The great dilemma now faced by park managers is that, after 20 years of managing resources along a river controlled by Glen Canyon Dam, the Bureau of Reclamation has proposed major changes in operational procedures for the dam. Scientists and managers from the National Park Service, Bureau of Reclamation, and cooperating federal and state resource management agencies are using a systems analysis approach to examine the impacts of various Colorado River flow regimes on aquatic, riparian, and recreational parameters in the park. This approach will help in the development of management alternatives designed to permit the most efficient use of that river's natural resources without their destruction.  相似文献

We conducted a natural resource assessment at two national parks, New River Gorge National River and Shenandoah National Park, to help meet the goals of the Natural Resource Challenge—a program to help strengthen natural resource management at national parks. We met this challenge by synthesizing and interpreting natural resource information for planning purposes and we identified information gaps and natural significance of resources. We identified a variety of natural resources at both parks as being globally and/or nationally significant, including large expanses of unfragmented, mixed-mesophytic forests that qualify for wilderness protection, rare plant communities, diverse assemblages of neotropical migratory birds and salamanders, and outstanding aquatic recreational resources. In addition, these parks function, in part, as ecological reserves for plants in and wildlife. With these significant natural resources in mind, we also developed a suite of natural resource management recommendations in light of increasing threats from within and outside park boundaries. We hope that our approach can provide a blueprint for natural resource conservation at publically owned lands.  相似文献

Yosemite National Park is one of the nation's most scenic and ecologically/geologically important parks. Unfortunately, the park is subject to extensive development of concession facilities and associated high levels of visitor use. Those concerned with preservation of the park's resources have attempted to limit the types and extent of such facilities to reduce adverse impacts. Strictly speaking, resolution of the preservation versus use controversy must be based on whether the National Park Service is adhering to its legislative mandate to regulate development and use in the parks. The common interpretation of legislative mandates for national parks, including Yosemite, is that they call for a difficult balancing between the conflicting goals of preservation and use. Accordingly, although concession developments cause significant impacts, they usually have been interpreted to be within the legal discretion allowed the secretary of the interior. However, the usual interpretations of the meanings of legislative mandates for Yosemite National Park have not considered Title 16 United States Code §55, which is a very restrictive statute limiting concession facilities. Many of the limitations imposed on concession facilities by the plain language of the statute have been exceeded. If it can be shown that 16 United States Code §55 is a valid statute, the policy implications for park management in Yosemite National Park would be considerable — namely, that significant reductions in concession facilities could be required. This article examines whether the statute can reasonably be thought to be valid and encourages others to conduct further examination of this question.  相似文献

Chronology of Awareness About US National Park External Threats   总被引:1,自引:0,他引:1  
The objective of this paper is to raise understanding of the history of protected area external threat awareness in the United States and at World Protected Area Congresses. The earliest concerns about external threats to US national parks began in the late nineteenth century: a potential railroad transgression of Yellowstone National Park in the 1880s. During the early and mid 1930s, George Wright and colleagues focused on outside boundary concerns like of hunting and trapping of furbearers, grazing, logging, disease and hybridization between species. In the 1960s, a worldwide recognition began about the role of outside habitat fragmentation/isolation on nature reserves and human generated stressors crossing their boundaries. The State of the Park Report 1980 added a plethora of threats: oil/gas and geothermal exploration and development, hydropower and reclamation projects, urban encroachment, roads, resorts, and recreational facilities. The early 1980s ushered in political interference with NPS threats abatement efforts as well as Congressional legislative initiatives to support the abatement challenges of the agency. By 1987, the Government Accounting Office issued its first report on National Park Service (NPS) progress in dealing with external threats. Climate change impacts on parks, especially in terms of animals adjusting their temperature and moisture requirements by latitude and altitude, surfaced in the technical literature by the mid-1980s. By 1992, the world parks community stressed the need to integrate protected areas into the surrounding landscape and human community. The importance of the matrix has gradually gained appreciation in the scientific community. This chronology represents one example of national park and protected areas’ institutional history contributing to the breath of modern conservation science.  相似文献

It is estimated that more than half the threats to national park resources originate outside park boundaries, and most threats are attributable to degradation of air and water quality. Atmospheric contaminants are the principal source of external threats to national park ecosystems. This article examines the potential impact to national park resources by anthropic atmospheric inputs and summarizes present research methods and results regarding impacts. Air quality monitoring currently receives much more emphasis and support than effects research. Present research on effects focuses on vegetation impact, biomonitoring, and acid rain. This research and that of other investigators suggest that the most likely impacts will not be direct cause-effect situations, but indirect, incremental, and possibly synergistic effects on the interactions of ecosystem components. Conceptually, such alteration of interactions can be measured through long-term observation of biogeochemical cycles, energy transfer, and community structure and function. But traditional Park Service research has not emphasized the ecosystem and especially ecosystem processes and component interactions. Most research on effects, then, must begin with baseline data acquisition. A research program to mitigate present national data base deficiencies would require a fundamental change in present research priorities, administration, and funding.  相似文献

Water quality criteria were developed for delivery waters to Everglades National Park. The park receives a minimum of 12.34 m3/sec (315,000 acre-ft/yr) of water from controlled sources external to its boundary. These waters often originate from areas that are or potentially are impacted from urban and agricultural developments. When, in 1970, the U.S. Congress guaranteed minimum water deliveries to Everglades National Park, it also required that these waters be of good quality.The Everglades National Park water quality data base was analyzed from 1970 to 1978 at both in-park and water delivery sites to determine the current level of delivery water quality and to select representative delivery sites. It was found that current delivery water quality was sufficiently high to be adopted as criteria against which future water quality could be compared. From the delivery sites S-12C and L-67A all data were combined from 1970–1978 for 36 parameters including macronutrients, heavy metals, and field parameters such as DO, pH, and specific conductance. Mean concentrations and upper limits were computed and tabulated for comparison during future monitoring programs. These criteria were subsequently adopted through a joint memorandum of agreement between the U.S. Army Corps of Engineers, South Florida Water Management District and the U.S. National Park Service.  相似文献

Over the course of the last two decades there has been a recurring theme among proponents of the National Park Service mission that politics has undermined the day-to-day goals of the Service. With the increased politization of the Park Service, two recent proposals have called for removal of the NPS from the Department of the Interior and call for it to become an independent body along the lines of other government entities such as the Smithsonian Institution. This article reviews these proposals and suggests that in the long run removal from the Department of the Interior will not solve the problems of the NPS and may well accelerate them.  相似文献

This study explored the public perceptions of mobile telecommunications development – new landscape elements installed to deliver new technology – in a protected area. It examined: (1) the perceived landscape impacts of such development; (2) the importance attached to the socio-economic value of mobile telecommunications; and (3) the factors underlying the perceived landscape impacts of mobile telecommunications development. A postal questionnaire survey was conducted in the Peak District National Park, England with 420 respondents drawn from National Park residents and visitors, urban dwellers and members of environmental organisations. The study suggests that: (1) there was a prevailing antipathy towards the landscape impacts of mobile telecommunications development in the National Park; (2) apart from emergency uses, the other socio-economic benefits of mobile telecommunications technology were thought to be relatively unimportant in the National Park; and (3) rather than socio-demographic characteristics, it was respondents' understandings of protected areas' needs for the technology and potential health risks that had significant effects on the perceived landscape impacts. Overall, this study suggests that the significance of National Park landscapes is respected by the public, even when setalongside the convenience of modern technology, which has substantial implications for landscape planning and management in protected areas.  相似文献

We estimate an individual travel cost model for Great Sand Dunes National Park and Preserve (GSD) in Colorado using on-site, secondary data. The purpose of the on-site survey was to help the National Park Service better understand the visitors of GSD; it was not intended for a travel cost model. Variables such as travel cost and income were estimated based on respondents’ Zip Codes. Following approaches found in the literature, a negative binomial model corrected for truncation and endogenous stratification fit the data the best. We estimate a recreational benefit of U.S. $89/visitor/year or U.S. $54/visitor/24-h recreational day (in 2002 U.S. $). Based on the approach presented here, there are other data sets for national parks, preserves, and battlefields where travel cost models could be estimated and used to support National Park Service management decisions.  相似文献

Populations of introduced European wild boar, feral pigs, and combinations of both types (all Susscrola L.) inhabit thirteen areas in the National Park Service system. All parks have relatively stable populations, with the exception of Great Smoky Mountains National Park, which reported a rapidly expanding wild boar population. Suspected and documented impacts were apparently related to pig densities and sensitivity of the ecosystem; the three largest units with dense wild pig populations reported the most damage. Overall, wild pigs are a relatively minor problem for the Park Service; however, problems are severe in at least three parks, and there is potential for invasion of wild boars into several additional parks in the Appalachian Mountains. More specific information is needed on numbers of wild pigs and their impacts in the various parks.  相似文献

Regulations at recreation sites have been described as anathema to recreation itself. Many recent authors have suggested that managers use more light-handed techniques, such as information and education, before attempting regulatory and intrusive actions. This study of visitors to Glacier National Park in Montana, USA, during the fall bald eagle migration season demonstrates that, under certain conditions, recreationists will view regulations as a way to enhance the opportunity rather than detract from it. The results reinforce previous suggestions in the literature that managers carefully examine the objectives and consequences of regulations prior to their use.  相似文献

National park resource management planning requires ecological information describing the objectives to be achieved. This information must be quantitative and unambiguous. Since most acts creating United States national parks, beginning with the Yellowstone National Park Act of 1872, specify that these parks should be maintained in a natural condition, resource management objectives for each national park must be defined in terms of quantitative standards of naturalness. Such quantitative standards of naturalness do not yet exist for any national park in the United States. Although this article focuses on US national parks, the same problem exists in national parks, reserves, and wilderness areas throughout the world. The physical evidence needed to develop quantitative standards of naturalness is rapidly disappearing because of the effects of management fires, wildfires, decomposition, successional changes, and other disturbances. Therefore, a nationwide rescue ecology program is recommended to recover as much remaining ecological information as possible before it is lost. This information is essential for developing quantitative standards to restore naturalness to national parks.  相似文献

/ Aquatic resources in Soda Butte Creek within Yellowstone National Park, USA, continue to be threatened by heavy metals from historical mining and milling activities that occurred upstream of the park's boundary. This includes the residue of gold, silver, and copper ore mining and processing in the early 1900s near Cooke City, Montana, just downstream of the creek's headwaters. Toxicity tests, using surrogate test species, and analyses of metals in water, sediments, and macroinvertebrate tissue were conducted from 1993 to 1995. Chronic toxicity to test species was greater in the spring than the fall and metal concentrations were elevated in the spring with copper exceeding water quality criteria in 1995. Tests with amphipods using pore water and whole sediment from the creek and copper concentrations in the tissue of macroinvertebrates and fish also suggest that copper is the metal of concern in the watershed. In order to understand current conditions in Soda Butte Creek, heavy metals, especially copper, must be considered important factors in the aquatic and riparian ecosystems within and along the creek extending into Yellowstone National Park.KEY WORDS: Mining; Metals; Toxicity; Biomonitoring; Copper; Yellowstone National Park  相似文献

The Pinelands National Reserve was created in 1978 when private interests and federal, state, and local governments allied to protect 378,000 ha (935,000 acres) of New Jersey's Pine Barrens from encroaching development. An intergovernmental authority, the Pinelands Commission, manages the reserve by implementing a regional plan to guide development away from environmentally sensitive areas and into designated growth centers. Through transferable development rights, financial gains from development in growth centers are used to compensate owners and localities in the reserve who might otherwise have developed their lands. The national reserve strategy contrasts with other federal strategies for preserving unique environments in which the federal government exercises exclusive control (e.g., national parks, monuments, and recreation areas). This article describes the strategy applied in the Pinelands and discusses the conditions in which it may be more or less effective than other strategies used to protect unique or valued landscapes. It then compares the Pinelands model with the strategies and conditions of california's Redwood National Park and Point Reyes National Seashore to develop propositions about the circumstances in which one or another strategy is more likely to be viable. Finally, it applies these propositions to the possibilities for future forest preservation in New England.  相似文献

ABSTRACT: The development of a nondegradation policy for high quality waters is a complex and often controversial process. This paper discusses the development of a nondegradation policy for two components of the National Wild and Scenic Rivers System. Water quality in these reaches of the Delaware River is threatened by rapid growth and development and the cumulative impacts from numerous wastewater discharges and nonpoint sources of pollution. The Delaware River Basin Commission, with assistance from its member states and the National Park Service, conducted a highly public, six-year planning process to develop a nondegradation policy that protected existing water quality without impinging upon local and state economic development objectives. The resulting non-degradation policy includes such features as numeric definitions of existing water quality and measurable change; stringent point source requirements; nonpoint source requirements including watershed planning requirements; and other water quality management policies.  相似文献
