The global waste sector produces, on average, 2–5 % of global anthropogenic greenhouse gas (GHG) emissions. The amount of GHG emissions has grown steadily and is predicted to increase considerable in the forthcoming decades because of the increases in population and gross domestic product (GDP). However, the GHG mitigation opportunities for the sector are still fully not exploited, in particularly in developing countries. A series of initiatives were highly successful and showed that large reductions in emissions are possible. This study aims to propose a holistic quantification model, which can be used for estimation of waste generation and evaluation of the potential reduction of GHG emissions in waste sector for developing countries with a particular application to Vietnam. The two scenarios set for the study were business as usual (BaU) which waste management is assumed to follow past and current trends and CounterMeasure (CM) which alternative waste treatment and management are assessed. Total emissions in the BaU scenario are projected to increase from 29.47 MtCO2eq in 2010 to 85.60 MtCO2eq by 2030 and 176.32 MtCO2eq by 2050. The highest emissions are due to methane (CH4) released by disposal sites, accounting for about 60 % of the GHG emissions from waste in Vietnam in 2030. This emission is projected to increase significantly (67 % in 2050), unless more of the methane is captured and used for energy generation. The CM scenario gives emission reductions from 25.7 % (2020), 40.5 % (2030) to 56.6 % (2050) compared to the BaU scenario. The highest GHG reduction is achieved through recycling, followed by methane recovery to optimize the co-benefit for climate change mitigation.

Coal-based olefin (CTO) industry as a complement of traditional petrochemical industry plays vital role in China's national economic development. However, high CO2 emission in CTO industry is one of the fatal problems to hinder its development. In this work, the carbon emission and mitigation potentials by different reduction pathways are evaluated. The economic cost is analyzed and compared as well. According to the industry development plan, the carbon emissions from China's CTO industry will attain 189.43 million ton CO2 (MtCO2) and 314.11 MtCO2 in 2020 and 2030, respectively. With the advanced technology level, the maximal carbon mitigation potential could be attained to 15.3% and 21.9% in 2020 and 2030. If the other optional mitigation ways are combined together, the carbon emission could further reduce to some extent. In general, the order of mitigation potential is followed as: feedstock alteration by natural gas > CO2 hydrogenation with renewable electricity applied > CCS technology. The mitigation cost analysis indicates that on the basis of 2015 situation, the economic penalty for feedstock alteration is the lowest, ranged between 186 and 451 CNY/tCO2, and the cost from CCS technology is ranged between 404 and 562 CNY/tCO2, which is acceptable if the CO2 enhanced oil recovery and carbon tax are considered. However, for the CO2 hydrogenation technology, the cost is extremely high and there is almost no application possibility at present.

A credible accounting of national and regional inventories for the greenhouse gas (GHG) reduction has emerged as one of the most significant current discussions. This article assessed the regional GHG emissions by three categories of the waste sector in Daejeon Metropolitan City (DMC), Korea, examined the potential for DMC to reduce GHG emission, and discussed the methodology modified from Intergovernmental Panel on Climate Change and Korea national guidelines. During the last five years, DMC's overall GHG emissions were 239 thousand tons C02 eq./year from eleven public environmental infrastructure facilities, with a population of 1.52 million. Of the three categories, solid waste treatment/disposal contributes 68%, whilst wastewater treatment and others contribute 22% and 10% respectively. Among GHG unit emissions per ton of waste treatment, the biggest contributor was waste incineration of 694 kg CO2 eq./ton, followed by waste disposal of 483 kg CO2 eq./ton, biological treatment of solid waste of 209 kg CO2 eq./ton, wastewater treatment of 0.241 kg CO2 eq./m3, and public water supplies of 0.067 kg CO2 eq./m3. Furthermore, it is suggested that the potential in reducing GHG emissions from landfill process can be as high as 47.5% by increasing landfill gas recovery up to 50%. Therefore, it is apparent that reduction strategies for the main contributors of GHG emissions should take precedence over minor contributors and lead to the best practice for managing GHGs abatement.

Public policies are promoting biofuels as an alternative to fossil fuel consumption in order to mitigate greenhouse gas (GHG) emissions. However, the mitigation benefit can be at least partially compromised by emissions occurring during feedstock production. One of the key sources of GHG emissions from biofuel feedstock production, as well as conventional crops, is soil nitrous oxide (N2O), which is largely driven by nitrogen (N) management. Our objective was to determine how much GHG emissions could be reduced by encouraging alternative N management practices through application of nitrification inhibitors and a cap on N fertilization. We used the US Renewable Fuel Standards (RFS2) as the basis for a case study to evaluate technical and economic drivers influencing the N management mitigation strategies. We estimated soil N2O emissions using the DayCent ecosystem model and applied the US Forest and Agricultural Sector Optimization Model with Greenhouse Gases (FASOMGHG) to project GHG emissions for the agricultural sector, as influenced by biofuel scenarios and N management options. Relative to the current RSF2 policy with no N management interventions, results show decreases in N2O emissions ranging from 3 to 4 % for the agricultural sector (5.5–6.5 million metric tonnes CO2?eq.?year?1; 1 million metric tonnes is equivalent to a Teragram) in response to a cap that reduces N fertilizer application and even larger reductions with application of nitrification inhibitors, ranging from 9 to 10 % (15.5–16.6 million tonnes CO2?eq.?year?1). The results demonstrate that climate and energy policies promoting biofuel production could consider options to manage the N cycle with alternative fertilization practices for the agricultural sector and likely enhance the mitigation of GHG emissions associated with biofuels.

Agricultural lands have been identified to mitigate greenhouse gas (GHG) emissions primarily by production of energy crops and substituting fossil energy resources and through carbon sequestration in soils. Increased fertilizer input resulting in increased yields may reduce the area needed for crop production. The surplus area could be used for energy production without affecting the land use necessary for food and feed production. We built a model to investigate the effect of changing nitrogen (N) fertilizer rates on cropping area required for a given amount of crops. We found that an increase in nitrogen fertilizer supply is only justified if GHG mitigation with additional land is higher than 9–15 t carbon dioxide equivalents per hectare (CO2-eq../ha). The mitigation potential of bioenergy production from energy crops is most often not in this range. Hence, from a GHG abatement point of view land should rather be used to produce crops at moderate fertilizer rate than to produce energy crops. This may change if farmers are forced to reduce their N input due to taxes or governmental regulations as it is the case in Denmark. However, with a fertilizer rate 10 % below the economical optimum a reduction of N input is still more effective than the production of bioenergy unless mitigation effect of the bioenergy production exceeds 7 t carbon dioxide (CO2)-eq../ha. An intensification of land use in terms of N supply to provide more land for bioenergy production can only in exceptional cases be justified to mitigate GHG emissions with bioenergy under current frame conditions in Germany and Denmark.

Quantification of energy related industrial eco-efficiency of China
Improving eco-efficiency is propitious for saving resources and reducing emissions, and has become a popular route to sustainable development. We define two energy-related eco-efficiencies: energy efficiency (ENE) and greenhouse gas (GHG) emission-related eco-efficiency (GEE) using energy consumption and the associated GHG emissions as the environmental impacts. Using statistical data, we analyze China’s energy consumption and GHG emissions by industrial subsystem and sector, and estimate the ENE and GEE values for China in 2007 as 4.871×107 US/PJ and 4.26×10 < sup > 8 < /sup > US/PJ and 4.26×108 US/TgCO2eq, respectively. Industry is the primary contributing subsystem of China’s economy, contributing 45.2% to the total economic production, using 79.6% of the energy consumed, and generating 91.4% of the total GHG emissions. We distinguish the individual contributions of the 39 industrial sectors to the national economy, overall energy consumption, and GHG emissions, and estimate their energyrelated eco-efficiencies. The results show that although ferrous metal production contributes only 3.5% to the national industrial economy, it consumes the most industrial energy (20% of total), contributes 16% to the total industrial global warming potential (GWP), and ranks third in GHG emissions. The power and heat sector ranks first in GHG emissions and contributes one-third of the total industrial GWP, although it only consumes about 8% of total industrial energy and, like ferrous metal production, contributes 3.5% to the national economy. The ENE of the ferrous metal and power and heat sectors are only 8 and 2.1×107 US/PJ, while the GEE for these two sectors are 9 and 4×10 < sup > 4 < /sup > US/PJ, while the GEE for these two sectors are 9 and 4×104 US/GgCO2eq, respectively; these are nearly the lowest ENE and GEE values among all 39 industry sectors. Finally, we discuss the possibility of ecoefficiency improvement through a comparison with other countries.

The objectives of this research are to assess the greenhouse gas mitigation potential of carbon policies applied to the ruminant livestock sector [inclusive of the major ruminant species—cattle (Bos Taurus and Bos indicus), sheep (Ovis aries), and goats (Capra hircus)]—with particular emphasis on understanding the adjustment challenges posed by such policies. We show that market-based mitigation policies can greatly amplify the mitigation potential identified in marginal abatement cost studies by harnessing powerful market forces such as product substitution and trade. We estimate that a carbon tax of US$20 per metric ton of carbon dioxide (CO2) equivalent emissions could mitigate 626 metric megatons of CO2 equivalent ruminant emissions per year (MtCO2-eq year?1). This policy would also incentivize a restructuring of cattle production, increasing the share of cattle meat coming from the multiproduct dairy sector compared to more emission intensive, single purpose beef sector. The mitigation potential from this simple policy represents an upper bound because it causes ruminant-based food production to fall and is therefore likely to be politically unpopular. In the spirit of the Paris Agreement (UNFCCC 2015), which expresses the ambition of reducing agricultural emissions while protecting food production, we assess a carbon policy that applies both a carbon tax and a subsidy to producers to manage the tradeoff between food production and mitigation. The policy maintains ruminant production and consumption levels in all regions, but for a much lower global emission reduction of 185 MtCO2-eq year?1. This research provides policymakers with a quantitative basis for designing policies that attempt to trade off mitigation effectiveness with producer and consumer welfare.

We examine carbon (C) reference and mitigation scenarios for the Mexicanforest sector between the year 2000 and 2030. Estimates are presentedseparately for the period 2008–2012.Future C emissions and capture are estimated using a simulation modelthat: a) allocates the country land use/land cover classes among differentfuture uses and categories using demand-based scenarios for forestryproducts; b) estimates the total C densities associated to each land usecategory, and c) determines the net carbon implications of the process ofland use/cover change according to the different scenarios. The options analyzed include both afforestation/reforestation, such ascommercial, bionenergy and restoration plantations, and agroforestrysystems, and forest conservation, through the sustainable management ofnative forests and forest protection. The total mitigation potential, estimated as the difference between the totallong-term carbon stock in the reference and the mitigation scenario reaches300 × 106 Mg C in the year 2012 and increases to 1,382 × 106 Mg C in 2030. The average net sequestration in the 30 year period is 46 × 106 Mg C yr-1, or 12.5 × 106 Mg C yr-1 within the period 2008 to 2012. The costs of selected mitigation options range from 0.7–3.5 Mg C-1 to 35 Mg C-1. Some options are cost effective.

Dairy farming is the largest agricultural source of the greenhouse gases methane (CH4) and nitrous oxide (N2O) in Europe. A whole-farm modeling approach was used to investigate promising mitigation measures. The effects of potential mitigation measures were modeled to obtain estimates of net greenhouse gas (GHG) emissions from representative dairy model farms in five European regions. The potential to reduce farm GHG emissions was calculated per kg milk to compare organic and conventional production systems and to investigate region and system specific differences. An optimized lifetime efficiency of dairy cows reduced GHG emissions by up to 13% compared to baseline model farms. The evaluation of frequent removal of manure from animal housing into outside covered storage reduced farm GHG emissions by up to 7.1%. Scraping of fouled surfaces per se was not an effective option since the reduction in GHG emissions from animal housing was more than out-weighed by increased emissions from the storage and after field application. Manure application by trail hose and injection, respectively, was found to reduce farm GHG emissions on average by 0.7 and 3.2% compared to broadcasting. The calculated model scenarios for anaerobic digestion demonstrated that biogas production could be a very efficient and cost-effective option to reduce GHG emissions. The efficiency of this mitigation measure depends on the amount and quality of organic matter used for co-digestion, and how much of the thermal energy produced is exploited. A reduction of GHG emissions by up to 96% was observed when all thermal energy produced was used to substitute fossil fuels. Potential measures and strategies were scaled up to the level of European regions to estimate their overall mitigation potential. The mitigation potential of different strategies based on a combination of measures ranged from −25 up to −105% compared to baseline model farms. A full implementation of the most effective strategy could result in a total GHG emission reduction of about 50 Mt of carbon dioxide (CO2) equivalents per year for conventional dairy farms of EU(15) comparable to the defined model farms.

A recent assessment of agricultural greenhouse gas (GHG) emissions has demonstrated significant potential for mitigation, but suggests that the full mitigation will not be realized due to significant barriers to implementation. In this paper, we explore the constraints and barriers to implementation important for GHG mitigation in agriculture. We also examine how climate and non-climate policy in different regions of the world has affected agricultural GHG emissions in the recent past, and how it may affect emissions and mitigation implementation in the future. We examine the links between mitigation and adaptation and drives for sustainable development and the potential for agricultural GHG mitigation in the future. We describe how some countries have initiated climate and non-climate policies believed to have direct effects or synergistic effects on mitigating GHG emissions from agriculture. Global sharing of innovative technologies for efficient use of land resources and agricultural chemicals, to eliminate poverty and malnutrition, will significantly mitigate GHG emissions from agriculture.Previous studies have shown that as less than 30% of the total biophysical potential for agricultural GHG mitigation might be achieved by 2030, due to price- and non-price-related barriers to implementation. The challenge for successful agricultural GHG mitigation will be to remove these barriers by implementing creative policies. Identifying policies that provide benefits for climate, as well as for aspects of economic, social and environmental sustainability, will be critical for ensuring that effective GHG mitigation options are widely implemented in the future.

We assessed the economic suitability of 4 greenhouse gas (GHG) mitigation options and one GHG offset option for an improvement of the GHG balance of a representative Swiss suckler cow farm housing 35 Livestock units and cultivating 25 ha grassland. GHG emissions per kilogram meat in the economic optimum differ between the production systems and range from 18 to 21.9 kg CO2-eq./kg meat. Only GHG offset by agroforestry systems showed the potential to significantly reduce these emissions. Depending on the production system agroforestry systems could reduce net GHG emissions by 66% to 7.3 kg CO2-eq./kg meat in the most intensive system and by 100% in the most extensive system. In this calculation a carbon sequestration rate of 8 t CO2/ha/year was assumed. The potential of a combination of the addition of lipids to the diet, a cover of the slurry tank and the application of nitrification inhibitors only had the potential to reduce GHG emissions by 12% thereby marginal abatement costs are increasing much faster than for agroforestry systems. A reduction of the GHG emissions to 7.5 kg CO2-eq./kg meat—possible with agroforestry only—raised costs between 0.03 CHF/kg meat and 0.38 CHF/kg meat depending on the production system and the state of the system before the reduction. If GHG emissions were reduced maximally average costs ranged between 0.37 CHF/kg meat, if agroforestry had the potential to reduce net GHG emissions to 0 kg CO2-eq., to 1.17 CHF/kg meat if also other options had to be applied.

While bioenergy plays a key role in strategies for increasing renewable energy deployment, studies assessing greenhouse gas (GHG) emissions from forest bioenergy systems have identified a potential trade-off of the system with forest carbon stocks. Of particular importance to national GHG inventories is how trade-offs between forest carbon stocks and bioenergy production are accounted for within the Agriculture, Forestry and Other Land Use (AFOLU) sector under current and future international climate change mitigation agreements. Through a case study of electricity produced using wood pellets from harvested forest stands in Ontario, Canada, this study assesses the implications of forest carbon accounting approaches on net emissions attributable to pellets produced for domestic use or export. Particular emphasis is placed on the forest management reference level (FMRL) method, as it will be employed by most Annex I nations in the next Kyoto Protocol Commitment Period. While bioenergy production is found to reduce forest carbon sequestration, under the FMRL approach this trade-off may not be accounted for and thus not incur an accountable AFOLU-related emission, provided that total forest harvest remains at or below that defined under the FMRL baseline. In contrast, accounting for forest carbon trade-offs associated with harvest for bioenergy results in an increase in net GHG emissions (AFOLU and life cycle emissions) lasting 37 or 90 years (if displacing coal or natural gas combined cycle generation, respectively). AFOLU emissions calculated using the Gross-Net approach are dominated by legacy effects of past management and natural disturbance, indicating near-term net forest carbon increase but longer-term reduction in forest carbon stocks. Export of wood pellets to EU markets does not greatly affect the total life cycle GHG emissions of wood pellets. However, pellet exporting countries risk creating a considerable GHG emissions burden, as they are responsible for AFOLU and bioenergy production emissions but do not receive credit for pellets displacing fossil fuel-related GHG emissions. Countries producing bioenergy from forest biomass, whether for domestic use or for export, should carefully consider potential implications of alternate forest carbon accounting methods to ensure that potential bioenergy pathways can contribute to GHG emissions reduction targets.

One of the major justifications for bio-energy systems is their low greenhouse gas (GHG) emissions compared to fossil-energy ones. Transforming a sugar mill into a bio-energy plant would contribute to climate change mitigation via the extraction of renewable electricity and ethanol. This study takes the case of the sugar industry in Thailand and identifies scenario options that offer GHG reduction benefits. Improving efficiency in electricity generation from sugar cane residues e.g. excess bagasse and cane trash is such a beneficial option. Furthermore, extracting ethanol in a so-called bio-refinery, where the co-product stillage is utilized for energy, tends to magnify the potential benefit. The largest savings potential achieved with extracting ethanol from surplus sugar versus current practice in the sugar industry in Thailand amounts to 14 million tonnes CO2e a year. This cannot be realized in practice until the carbon debt from land conversion is repaid, which takes 4.5–7 years, assuming that the land converted is grassland.

As highlighted in the outcome of the Paris Agreement at the 21st Conference of Parties of the United Nations Framework Convention on Climate Change there has been a recent push for the stronger mitigation actions of cities, regions, and local governments. Energy efficiency is a tool that can be leveraged by not only industry or national governments but also cities, regions, and local governments for mitigation purposes. However, studies on energy efficiency as a mitigation tool thus far have focused on the national or transnational scale, and on certain sectors of industry. The purpose of this paper is to find the most cost-efficient energy efficiency measures (EEMs) at the city, region, and local government level. To that end, this paper examines the yearly energy savings and greenhouse gas (GHG) reduction intensity, as well as energy savings and GHG reduction efficiency, in the case of EEMs conducted by South Korean local governments. Yearly energy savings intensity and GHG reduction intensity are estimated to be in the range of 0.094~0.375 tonne of oil equivalent (TOE)/M-KRW (million Korean won) and 0.287~1.180 tCO2e/M-KRW. Results show that inverter installation at water and sewage treatment plants and improvement of pump efficiency are the most cost-efficient EEMs. Moreover, energy savings efficiency and GHG reduction efficiency are within the range of 18.29~45.31 %, at an average of 30.5 % GHG reduction potential. If this reduction potential is applied to the buildings and facilities regulated and run by cities/local governments, there is a worldwide reduction potential of 1.023 billion tCO2 compared to 2020 business as usual levels.

Greenhouse gas (GHG) data submitted in April 2014 on land use, land use change and forestry (LULUCF), energy, industrial processes, solvents and other product use, agriculture, and waste for 37 developed countries was analyzed to estimate the relative contributions of different sectors to GHG emission reductions. This GHG data from the first commitment period of the Kyoto Protocol included 35 parties to Annex B of the Kyoto Protocol, the United States and Canada. Results show that the contribution of each sector was, in order: energy (36.9%), industrial processes (12.4%), agriculture (9.9%), LULUCF (7.7%), waste (3.4%), and solvents and other product use (0.1%). The average proportion of base year emissions reduced in each sector by countries in Annex B was, in order: energy (7.4%), agriculture (2.7%), LULUCF (1.9%), industrial processes (1.2%), waste (0.5%), and solvents and other product use (0.1%). Overall, the energy sector contributed the highest GHG emission reductions, while the agriculture and LULUCF sectors also made contributions. Most countries achieved limited absolute GHG reductions from their chosen LULUCF activities, but the relative contribution of GHG emission reductions from LULUCF was significant but small. This suggests that, unless there are substantial changes to accounting rules, future emission reductions will mainly result from mitigation actions targeting fossil fuel consumption, while the agriculture and LULUCF sectors will continue to play auxiliary roles.

Managing forests to increase carbon sequestration or reduce carbon emissions and using wood products and bioenergy to store carbon and substitute for other emission-intensive products and fossil fuel energy have been considered effective ways to tackle climate change in many countries and regions. The objective of this study is to examine the climate change mitigation potential of the forest sector by developing and assessing potential mitigation strategies and portfolios with various goals in British Columbia (BC), Canada. From a systems perspective, mitigation potentials of five individual strategies and their combinations were examined with regionally differentiated implementations of changes. We also calculated cost curves for the strategies and explored socio-economic impacts using an input-output model. Our results showed a wide range of mitigation potentials and that both the magnitude and the timing of mitigation varied across strategies. The greatest mitigation potential was achieved by improving the harvest utilization, shifting the commodity mix to longer-lived wood products, and using harvest residues for bioenergy. The highest cumulative mitigation of 421 MtCO2e for BC was estimated when employing the strategy portfolio that maximized domestic mitigation during 2017–2050, and this would contribute 35% of BC’s greenhouse gas emission reduction target by 2050 at less than $100/tCO2e and provide additional socio-economic benefits. This case study demonstrated the application of an integrated systems approach that tracks carbon stock changes and emissions in forest ecosystems, harvested wood products (HWPs), and the avoidance of emissions through the use of HWPs and is therefore applicable to other countries and regions.

This paper combines life-cycle analyses and economic analyses for Miscanthus and willow heat and electricity fuel-chains in Ireland. Displaced agricultural land-uses and conventional fuels were considered in fuel-chain permutations. Avoided greenhouse gas (GHG) emissions ranged from 7.7 to 35.2 t CO2 eq. ha−1 a−1. Most fuel-chain permutations exhibited positive discounted financial returns, despite losses for particular entities at a farm-gate processed-biomass price of €100 t−1 dry-matter. Attributing a value of €10 t−1 CO2 eq. to avoided GHG emissions, but subtracting financial returns associated with displaced fuel supplies, resulted in discounted annual national economic benefits (DANEBs) ranging from −457 to 1887€ ha−1 a−1. Extrapolating a plausible combination of fuel-chains up to a national indicative scenario resulted in GHG emission avoidance of 3.56 Mt CO2 eq. a−1 (5.2% of national emissions), a DANEB of 167 M€, and required 4.6% of national agricultural land area. As cost-effective national GHG avoidance options, Miscanthus and willow fuel-chains are robust to variation in yields and CO2 price, and appear to represent an efficient land-use option (e.g. compared with liquid biofuel production). Policies promoting utilisation of these energy-crops could avoid unnecessary, and environmentally questionable, future purchase of carbon credits, as currently required for national Kyoto compliance.
