US environmental controls for industry include numerous regulations that rely on the regulated community to self-identify, monitor, report, or complete other requirements on their own recognizance. These include state- and federal-issued general permits for stormwater discharges associated with industrial activities, effective in 1992, with known incomplete compliance by 2004. Results demonstrate highly incomplete compliance with variation in effectiveness among studied states and urbanized regions. Texas and Oklahoma, administered by US EPA during the research period, have attained higher compliance rates than California, administered by a state agency, or Florida, also administered by US EPA. Specific program designs and implementation strategies employed by states are evaluated for impacts on states' compliance effectiveness.  相似文献

Implementation of more stringent 8-hour ozone standards has led the U.S. Environmental Protection Agency to designate nonattainment status to 474 counties nationwide, many of which had never previously violated air quality standards. As states select emission control measures to achieve attainment in these regions, their choices pose significant implications to local economies and the health of their citizens. Considering a case study of one such nonattainment region, Macon, Georgia, we develop a menu of potential controls that could be implemented locally or in neighboring parts of the state. The control menu offers the potential to control about 20–35% of ozone precursor emissions in most Georgia regions, but marginal costs increase rapidly beyond 15–20%. We link high-order ozone sensitivities with the control menu to identify cost-optimized strategies for achieving attainment and for alternative goals such as reducing spatially averaged or population-weighted ozone concentrations. Strategies targeted toward attainment of Macon ozone would prioritize local reductions of nitrogen oxides, whereas controls in the more densely populated Atlanta region are shown to be more effective for reducing statewide potential population exposure to ozone. A U.S. EPA-sanctioned approach for demonstrating ozone attainment with photochemical models is shown to be highly dependent on the choice of a baseline period and may not foster optimal strategies for assuring attainment and protecting human health.  相似文献

The ecological systems of Earth are subjected to a wide array of environmental stresses resulting from human activities. The development of appropriate environmental protection and management policies and the appropriate allocation of resources across environmental stresses require a systematic evaluation of relative risks. The data and methodologies for comprehensive ecological risk assessment do not exist, yet we do have considerable understanding of econological stress-response relationships. A methodology is presented to utilize present knowledge for assignment of relative risks to ecological systems and human welfare from anthropogenic stresses. The resultant priorities, developed for the US Environmental Protection Agency's (EPA) relative risk reduction project, highlight global climate change, habitat alteration, stratospheric ozone depletion, and species depletion as the highest environmental risks, significantly diverging from the present emphasis by EPA and the public on toxic chemical issues. Enhanced attention to ecological issues by EPA and development of ecological risk assessment methodologies that value ecological and economic issues equitably are key recommendations.  相似文献

Over the past decade the U.S. Environmental Protection Agency (EPA) and the states have partnered in developing a web-based information sharing initiative that provides state environmental agencies easy access to federal environmental monitoring data and to the environmental data of other states, and gives the EPA access to data from state sources. The Environmental Information Exchange Network (EIEN) has established basic data exchange nodes in each of the states. Using multiple regression analysis we investigate the factors that account for the number and development stage of the data exchanges in which the states participate as of 2009. Overall, we find that administrative factors, especially the EPA’s grant program, are more important than political or environmental conditions. Participation in the exchanges is important not only as a way to reduce costs for data reporting and communication, but also as a precursor to greater eventual interstate environmental collaboration. Though clear evidence of a transition to collaboration is not yet seen here, there are some indications it may emerge in time.  相似文献

New systems approaches by the U.S. Environmental Protection Agency (EPA) have attempted to prevent and limit environmental damages through multimedia management of resources, energy, and environmental impacts, while engaging communities, environmental groups, facilities, industries, states, and local agencies. Collectively these diverse interests have begun to partner with corporate management to work toward a shared vision of how multimedia management and multistakeholder participation can best evolve in concert with environmental management system approaches. This article analyzes one industry-specific program under the Common Sense Initiative, called an Alternative System of Environmental Protection (ASEP) for the Computers and Electronics Subcommittee. The significance of this working group's attempt to increase regulatory flexibility lies in its collective establishment of an alternative regulatory framework for an entire industry. Contrary to many other EPA single-facility pilot programs, this method cuts across the entire computer and electronics industry. The group hopes to achieve sector-wide regulatory improvements through a process providing funding for shared research, dynamic feedback, and technical assistance, while engaging in multistakeholder relationships with communities, workers, local governmental agencies, and other stakeholders.  相似文献

虽然针对美国《清洁空气法》(CAA)的研究众多,然而诸多研究并未发掘至其之所以先进的核心。CAA之所以先进的关键在于重新分配法律(EPA是其代表)与州政府之间权力与义务的环境质量达标制度。CAA要求在联邦层面构建一个约束美国各州的大气环境质量标准体系,并且以各州的客观环境与发展程度为前提,赋予各州政府一系列的大气环境质量目标。各州政府需要在自身的权限范围内采取行动,从而为这一系列目标向联邦负责。CAA将自身的法律设置分为两大内容(或称两大原则):国家空气质量标准原则与州政府独立实施原则,并将两大原则转化为具体的程序:NAAQS与SIP。代表国家法律的环保署与代表实际环境义务承担者的州政府之间,是互相依赖又互相独立的关系。  相似文献

We all knew it was coming, and the proposal has finally arrived. On February 8, 2018, the US Environmental Protection Agency (EPA) announced that EPA Administrator Scott Pruitt signed a proposed rule regarding user fees for the administration of the Toxic Substances Control Act (TSCA). As amended by the Frank Lautenberg Chemical Safety for the 21st Century Act, TSCA provides the EPA the authority to levy fees on certain chemical manufacturers, including importers and processors, to “provide a sustainable source of funding to defray resources that are available for implementation of new responsibilities under the amended law” (EPA, 2018a, p. 1). "十五"以来,我国涉重行业高速发展,造成了严重的重金属污染和多起群体性污染事故。从2009年起,环保部等九部委连续四年对重金属排放企业违法排污行为进行环保专项行动。本文以2011年铅蓄电池行业环保专项行动为例,分析重金属污染治理的环境影响、经济影响和社会影响。专项行动对行业短期赢利能力和中小企业就业有一定负面影响,但是显著改善了行业产能利用率,提升了行业整体技术水平,提高了产业集中度,促进了空间布局向工业园区、向东部地区集中。总体来看,铅蓄电池行业环保专项行动达到了预期的环境和经济目标,行业发展从高增长、高代价的"非常态"模式进入相对可持续的中高速、低代价的"新常态"。"十三五"期间,要实现经济中高速增长和环境质量总体改善的双重目标,必须加强对高污染行业的环境管理。将行政执法与刑事执法紧密衔接,通过提高企业违法成本从源头遏制违法排污行为;根据污染企业的空间布局建设相应的环保机构,加强农村地区的环保能力;在欠发达地区要保持经济规划、城镇规划和环境规划的一致性,在区域协调发展过程中实现绿色发展。  相似文献

Air pollutant emission is one of the predominant factors affecting urban air quality such as ground-level ozone formation. This paper assesses the impact of changing emission inventory scenarios, based on combinations of point, mobile, area/non-road and biogenic sources, on the tropospheric ozone concentration in two southeast Texas urban areas, i.e. Houston-Galveston and Beaumont-Port Arthur, during the rapid ozone formation event (ROFE) on August 25, 2000. The EPA's Community Multiscale Air Quality (CMAQ) modeling system with 1999 national emission inventory (NEI99) estimates and updated SAPRC99 chemical mechanism are used in the sensitivity analysis for twelve different emission scenarios. Based on model results, it is found that the point source emission of NOx and VOC contributes the greatest ozone peak in the ROFE. Removing Texas point sources of VOC and NOx emission from the inventory results in a reduction in peak O3 concentration by 128 and 70 ppbv in Houston urban area, respectively. Similar but less drastic impact from point source is also observed in the Beaumont-Port Arthur area. The effect on peak ozone concentration due to mobile, area and non-road sources emissions are less significant compared to that of point source emission. Reducing VOC emission appears to be more effective than reducing NOx emission in lowering peak O3 concentration in the studied region. Although biogenic emission can contribute up to 37 ppbv of peak ozone level over a large area, the affected area is away from the urban region of concern, and should not be the main cause for O3 non-attainment in the two urban areas. Removing CO emission from mobile sources does not lead to significant reduction (< 1 ppbv) in ozone concentrations. The modeled data also show that the transport of O3 precursors from adjacent states can cause a significant ozone plume near Beaumont due to its proximity to the state border based on the conditions during the August 25, 2000 O3 episode.  相似文献

The effects of ozone air pollution on the agricultural sector are an important environmental challenge facing policy makers. Most studies of the economic impact of air pollution on agriculture have found that a 25% reduction in ambient ozone would provide benefits of at least $1–2 billion annually in the United States. This paper extends existing research by estimating the benefits of a reduction in emissions from a major source of ozone formation: motor-vehicle emissions. An agricultural production model is combined with an analysis of motor-vehicle emissions and air quality to estimate the impacts of emissions from six different motor-vehicle classes, at both the regional and national level. The benefits to the agricultural sector from completely eliminating ozone precursor emissions from motor vehicles ranges between $3·5 and $6·1 billion annually.  相似文献

The Houston-Galveston Area (HGA) is one of the most severe ozone non-attainment regions in the US. To study the effectiveness of controlling anthropogenic emissions to mitigate regional ozone nonattainment problems, it is necessary to utilize adequate datasets describing the environmental conditions that influence the photochemical reactivity of the ambient atmosphere. Compared to the anthropogenic emissions from point and mobile sources, there are large uncertainties in the locations and amounts of biogenic emissions. For regional air quality modeling applications, biogenic emissions are not directly measured but are usually estimated with meteorological data such as photo-synthetically active solar radiation, surface temperature, land type, and vegetation database. In this paper, we characterize these meteorological input parameters and two different land use land cover datasets available for HGA: the conventional biogenic vegetation/land use data and satellite-derived high-resolution land cover data. We describe the procedures used for the estimation of biogenic emissions with the satellite derived land cover data and leaf mass density information. Air quality model simulations were performed using both the original and the new biogenic emissions estimates. The results showed that there were considerable uncertainties in biogenic emissions inputs. Subsequently, ozone predictions were affected up to 10 ppb, but the magnitudes and locations of peak ozone varied each day depending on the upwind or downwind positions of the biogenic emission sources relative to the anthropogenic NOx and VOC sources. Although the assessment had limitations such as heterogeneity in the spatial resolutions, the study highlighted the significance of biogenic emissions uncertainty on air quality predictions. However, the study did not allow extrapolation of the directional changes in air quality corresponding to the changes in LULC because the two datasets were based on vastly different LULC category definitions and uncertainties in the vegetation distributions.  相似文献

Tropical deforestation provides a significant contribution to anthropogenic increases in atmospheric CO2 concentration that may lead to global warming. Forestation and other forest management options to sequester CO2 in the tropical latitudes may fail unless they address local economic, social, environmental, and political needs of people in the developing world. Forest management is discussed in terms of three objectives: carbon sequestration, sustainable development, and biodiversity conservation. An integrated forest management strategy of land-use planning is proposed to achieve these objectives and is centered around: preservation of primary forest, intensified use of nontimber resources, agroforestry, and selective use of plantation forestry. The information in this document has been wholly funded by the US Environmental Protection Agency. Geographically‐related information is needed for several elements of an integrated ground water quality management programme, including ground water monitoring planning, prioritization of pollution sources, usage of permits and inspections for source control, and planning and completion of remedial actions. Geographic Information Systems (GISs) can be used to support these elements along with delineating wellhead protection areas (WHPAs), prioritizing existing contaminant sources and evaluating proposed changes in land usage in such areas. Eight case studies of the use of GISs in wellhead protection programmes are summarized, including examples from Rhode Island, Mississippi, New Jersey, New York, Pennsylvania, Kansas, Massachusetts and Texas. Six additional examples are mentioned relative to the use of GISs for evaluating ground water pollution potential, facilitating data analysis for environmental restoration of a large area with numerous waste sites, evaluating trends in ground water nitrate contamination, establishing a national database for ground water vulnerability to agricultural chemicals, simulating water table altitudes from stream and drainage basin locations, and selecting radioactive waste dump sites. The applicability of GISs and their associated advantages in wellhead protection and other ground water management studies are demonstrated via the case studies. The GIS technology provides a unique opportunity for analysing and visualizing spatial data. Contaminant and source prioritization within WHPAs is needed for both extant conditions and in the evaluation of proposed land use changes. The coupling of a GIS with contaminant/source prioritization would provide a strategic tool which could be used to plan targeted ground water monitoring programmes, to identify appropriate management or mitigation measures, minimize introduction of contaminants from existing sources into the subsurface environment, and to evaluate the potential of proposed land use activities for causing ground water contamination. GISs can be useful in providing current information for policy makers, planners and managers engaged in ground water quality decision making.  相似文献

Emission inventory is one of the required inputs to air quality models. To assist in the urban and regional modeling efforts, United States Environmental Protection Agency (EPA) has compiled a National Emission Inventory (NEI) for criterion pollutants, and the precursors of ozone and particulate matter (PM). In December 2002, EPA released the 1999 NEI estimates (NEI99), which represent the most recent national emission data. However, the data sets are not in model-ready format for air quality simulations. This present work converts the NEI99 Final Version 2 data sets into Inventory Data Analyzer (IDA) format and processes the data using the Sparse Matrix Operator Kernel Emissions (SMOKE) modeling system to generate a gridded emission inventory in a domain covering the west Gulf Coast Region, USA. The spatial and diurnal emission characteristics of the gridded emission inventories are then assessed and compared with those of the National Emission Trend 1996 (NET96). The NEI99 database contains more complete emission records in both area and point sources. It is also found that NEI99 data exhibit greater emissions with respect to point and mobile sources but smaller emissions with respect to area sources when compared to the corresponding gridded NET96 data in the same study domain. The most distinct differences between the NEI99 and NET96 databases are CO emission of mobile sources, SO2 emissions of point sources, and VOC/PM/NH3/NOx emissions of area and non-road sources. The gridded NEI99 data show low VOC/NOx ratios (<2-5) in the urban areas of the study domain.  相似文献

我国面临着严重的细颗粒物(PM2.5)污染问题,PM2.5对人体健康、能见度、气候变化、生态系统等均产生了不良影响。本文旨在提出我国PM2.5污染防治目标和控制措施,为从根本上改善空气质量提供科学依据。首先,本文提出了2020年和2030年我国PM2.5污染防治目标。其次,采用能源和污染排放技术模型,分情景预测了我国未来一次大气污染物排放量的变化趋势。基于情景预测结果和此前研究建立的一次污染物排放与PM2.5浓度间的非线性关系,确定了2020年—2030年与PM2.5浓度改善相适应的全国和重点区域大气污染物减排目标。最后,利用能源和污染排放技术模型,提出了实现大气污染物减排的技术措施和对策建议。研究表明,2030年全国二氧化硫、氮氧化物、一次PM2.5和挥发性有机物的排放量应分别比2012年至少削减51%、64%、53%和36%,氨排放量也要略有下降。对于污染严重的重点区域,必须采取更严格的控制力度。要实现上述减排,应加快能源结构调整,推进煤炭清洁高效集中可持续利用,建立"车-油-路"一体的移动源控制体系,并强化多源多污染物的末端控制。  相似文献

Wetlands protection has become a topic of increased public attention and support, and regulation of wetlands loss under Section 404 of the Clean Water Act has received high priority within the US Environmental Protection Agency (EPA). Despite this, the nation is continuing to experience serious wetlands losses. This situation reflects the contentious nature of wetlands protection; it involves fundamental conflicts between environmental and development interests. Better information is needed to support regulatory decision making, including information on cumulative impacts. Currently, consideration of cumulative impacts, although required by various federal regulations, is limited. One reason is that most regulatory decisions are made on a permit-specific, site-specific basis, whereas cumulative impacts must be assessed on a broader, regional scale. In addition, scientific information and methods necessary to support cumulative impact assessment have been lacking. An anticipatory, planning-oriented framework to complement the existing site-specific permit review program is needed to support more effective consideration of cumulative impacts; such an effort is beginning to emerge. In addition, EPA is supporting research to provide better information on cumulative effects. It is recommended that the EPA program place initial emphasis on synthesis and analysis of existing information, on maximizing its use in decision making, and on information transfer. Recommended approaches include correlation of historic wetlands losses with loss of wetlands function and values, regional case studies, and development of indices of cumulative impact for use in permit review.Formerly Director, Office of Federal Activities, US Environmental Protection Agency  相似文献

ABSTRACT: Strategies for controlling nonpoint sources of water pollution are discussed in terms of three representative states and eighteen regional agencies. The programs in Virginia, New York, and Wisconsin are seen to exhibit control options which range from voluntary action to strict regulation. Four conclusions are drawn from the analysis. First, nonpoint sources of pollution are a major component of the overall water pollution problem in the three states. Second, technical controls are generally available to solve the problems. Third, existing controls programs are not necessarily technologically sound or cost effective. Finally, existing control programs are capable of instituting solutions to the problems if and only if specified actions take place within the respective states and regions in the future. Critical research needs are identified which will assist states and regions in developing cost effective programs to control nonpoint source pollution.  相似文献

This paper describes several alternatives to traditional methods of army training on dedicated ranges using live, full-calibre ammunition. These are: training/sub-calibre ammunition; training over private land; live or engagement simulation; virtual reality (VR) simulation; constructive simulation; and mechanical simulation. The advantages and disadvantages of each are examined with respect to military and environmental considerations. Varied examples from the British, US and Swiss armies are used to examine the future role of these alternative approaches in meeting a fast-changing training requirement within multiplying environmental controls and resource constraints. This paper concentrates particularly on the training requirements of artillery systems because these are amongst the most demanding in resource terms. The three cited nations operate similar artillery systems and are subject to similar constraints. The US Army's move towards simulation has been triggered largely by economic and operational factors along with tightening regulatory controls. The Swiss and British forces are highly constrained by space, the British due to population density and the Swiss due to topography. While all the alternatives offer environmental and resource advantages, VR simulation provides the most positive benefits.  相似文献
