Haie, Naim and Andrew A. Keller, 2012. Macro, Meso, and Micro‐Efficiencies in Water Resources Management: A New Framework Using Water Balance. Journal of the American Water Resources Association (JAWRA) 48(2): 235‐243. DOI: 10.1111/j.1752‐1688.2011.00611.x Abstract: One of the most important performance indicators for water resources systems (WRSs) management is efficiency. Here, water balance, based on mass conservation, is utilized to systemically develop three levels of composite efficiency indicators for a WRS, which are configurable based on two types of water totals: total inflow and total consumption (outflow that effectively is not available for reuse). The indices characterize hydrology of an area by including in their formulations the flow dynamics at three integrated levels. Furthermore, the usefulness of water is incorporated into the indicators by defining two weights: one for quality, and the other for beneficial attributes of water use. Usefulness Criterion is the product of quality and beneficial weights, emphasizing the equal significance of the two dimensions. Both of these weights depend on the system itself and the priorities of the supervising organization, which also are shaped by the objectives and values of the given society. These concepts lead to the definition of Macro, Meso, and Micro‐Efficiencies, which form a set of integrated indicators that explicitly promotes stakeholder involvement in evaluation and design of WRSs. Macro, Meso, and Micro‐Efficiencies should be maximized for both water totals, which is an integrated prerequisite for sustainability and is less promoted by competing stakeholders. To demonstrate this new framework, it is applied to published data for urban and agricultural cases and some results are explained.  相似文献

A budget allocation system for regional water quality management to achieve environmental sustainability was developed in this study to assist a local authority with making appropriate budget allocations for improving Regional Water Environmental Sustainability (RWES) in an efficient manner. The system consists of visions and goals, RWES indicators, and an analysis of budget allocation versus RWES. Visions and goals define task priorities for improving water environmental sustainability. Indicators are used to measure the progress of related tasks toward RWES goals. These indicators are classified by the Driving Force-State-Response (DSR) framework to facilitate the analysis of relationships among indicators. Linkages between budget allocation and indicators are also analyzed, and the result is used to assess whether the available budget is allocated properly to raise the RWES. The applicability of the system is demonstrated by a case study involving a local environmental protection authority.  相似文献

ABSTRACT: Integrated water resources management is important, especially in watersheds where substantial interactions exist between the ground and surface water sources. This management warrants the need for reliable estimates of both an overall basin water budget and hydrologic fluctuations between ground water and surface water sources. The objectives of this study were to estimate the total water budget and to simulate the effects of the management of water in the Big Lost River Basin in Idaho. The study used the FIPR Hydrological Model (FHM), a hydrological model developed by the University of South Florida for the Florida Institute of Phosphate Research (FIPR). The FHM is an integrated model that simulates the full water budget of the surface and ground water systems. It has two public domain components: Hydrological Simulation Program ‐ FORTRAN (HSPF) and Modular Three‐Dimensional Finite‐Difference Ground Water Flow Model (MODFLOW). This study quantified the hydrologic fluxes between ground water and surface water and determined a comprehensive and accurate water budget for the Big Lost River. The study showed an annual amount of 10.44 m3/sec leaves the basin and never to return to the system. The study is useful in developing and calculating the annual water budget in the Big Lost River, and this process should be applicable to estimating water budgets in other basins.  相似文献

A mathematical model simulates the cumulative volume of debris produced from brushland watersheds. Application of this model to a 176-km2 (0.678 = mi2) watershed along the southern flank of the Central San Gabriel Mountains permits assessment of expected debris production associated with alternative fire-management policies. The political implications of simulated debris production are evaluated through a conceptual model that links interest groups to particular successional stages in brushland watersheds by means of the resources claimed by each group. It is concluded that in theory, a rotation burn policy would provide benefits to more interest groups concerned about southern California's brushland watersheds than does the current fire exclusion policy.This research was supported by the College of Agriculture and Life Sciences, University of Wisconsin-Madison, and by the Office of Water Research and Technology, USDI, under the Allotment program of Public Law 88–379, as amended, and by the University of California. DOI: 10.1111/j.1752‐1688.2010.00478.x Abstract: The objective of this paper is to present a simulation model to address the water dispatch problem of the south‐to‐north water transfer project for the Middle Route system in China. Reasonable rules and a system network structure are established. This model consists of five modules: (1) a data‐processing module, (2) an initial control module, (3) a multisource simulation dispatch module, (4) a system identification module, and (5) a revision module. Water allocated to each province and city along the route is obtained by simulation, and the long‐term operation results show that water supply reliabilities are significantly improved if the transferred water is jointly dispatched with the local water resources.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00580.x Abstract: The SPAtially Referenced Regressions On Watershed attributes (SPARROW) model was used to perform an assessment of surface‐water nutrient conditions and to identify important nutrient sources in watersheds of the Pacific Northwest region of the United States (U.S.) for the year 2002. Our models included variables representing nutrient sources as well as landscape characteristics that affect nutrient delivery to streams. Annual nutrient yields were higher in watersheds on the wetter, west side of the Cascade Range compared to watersheds on the drier, east side. High nutrient enrichment (relative to the U.S. Environmental Protection Agency’s recommended nutrient criteria) was estimated in watersheds throughout the region. Forest land was generally the largest source of total nitrogen stream load and geologic material was generally the largest source of total phosphorus stream load generated within the 12,039 modeled watersheds. These results reflected the prevalence of these two natural sources and the low input from other nutrient sources across the region. However, the combined input from agriculture, point sources, and developed land, rather than natural nutrient sources, was responsible for most of the nutrient load discharged from many of the largest watersheds. Our results provided an understanding of the regional patterns in surface‐water nutrient conditions and should be useful to environmental managers in future water‐quality planning efforts.  相似文献

Abstract: Large‐scale water resources modeling can provide useful insights on future water availability scenarios for downstream nations in anticipation of proposed upstream water resources projects in large international river basins (IRBs). However, model set up can be challenging due to the large amounts of data requirement on both static states (soils, vegetation, topography, drainage network, etc.) and dynamic variables (rainfall, streamflow, soil moisture, evapotranspiration, etc.) over the basin from multiple nations and data collection agencies. Under such circumstances, satellite remote sensing provides a more pragmatic and convenient alternative because of the vantage of space and easy availability from a single data platform. In this paper, we demonstrate a modeling effort to set up a water resources management model, MIKE BASIN, over the Ganges, Brahmaputra, and Meghna (GBM) river basins. The model is set up with the objective of providing Bangladesh, the lowermost riparian nation in the GBM basins, a framework for assessing proposed water diversion scenarios in the upstream transboundary regions of India and deriving quantitative impacts on water availability. Using an array of satellite remote sensing data on topography, vegetation, and rainfall from the transboundary regions, we demonstrate that it is possible to calibrate MIKE BASIN to a satisfactory level and predict streamflow in the Ganges and Brahmaputra rivers at the entry points of Bangladesh at relevant scales of water resources management. Simulated runoff for the Ganges and Brahmaputra rivers follow the trends in the rated discharge for the calibration period. However, monthly flow volume differs from the actual rated flow by (?) 8% to (+) 20% in the Ganges basin, by (?) 15 to (+) 12% in the Brahmaputra basin, and by (?) 15 to (+) 19% in the Meghna basin. Our large‐scale modeling initiative is generic enough for other downstream nations in IRBs to adopt for their own modeling needs.  相似文献

文章将熵权法与综合评价法有机结合,建立了南京市水资源可持续利用评价指标体系的层次结构模型,并通过熵权法确定权重,对南京市水资源可持续的利用进行评价。结果表明,2000~2007年南京市水资源利用综合指数(ISU)水平良好,总体呈上升趋势,涨幅相对缓慢,仍有较大潜力;在2000~2002年和2006~2007年,水资源可持续利用水平两次呈现小幅的下降趋势,可见南京市水资源可持续利用水平较为不稳定,易受多重因素影响。分系统对比分析得出:科技与教育、人群健康、水资源利用等方面对水资源的可持续利用贡献率较高,但经济发展、社会文化等方面稍显不足,特别是生态环境方面贡献率最低,需进一步加大上述薄弱方面的投入与管理。  相似文献

DOI: 10.1111/j.1752‐1688.2011.00529.x Abstract: Water quality is a problem in Lake Houston, the primary source of drinking water for the City of Houston, Texas, due to pollutant loads coming from the influent watersheds, including Spring Creek and Cypress Creek. Statistical analysis of the historic water quality data was developed to understand the source characterization and seasonality of the watershed. Multivariate analysis including principal component, cluster, and discriminant analysis provided a custom seasonal assessment of the watersheds so that loading curves may be targeted for season specific pollutant source characterization. The load duration curves have been analyzed using data collected by the U.S. Geologic Survey with corresponding City of Houston water quality data at the sites to characterize the behavior of the pollutant sources and watersheds. Custom seasons were determined for Spring Creek and Cypress Creek watersheds and pollutant source characterization compared between the seasons and watersheds.  相似文献

Sustainability has become an increasingly significant issue, although practical implementation remains difficult. In Italy, promoting sustainability is particularly problematic at the provincial and municipal level, where the lack of resources and expertise, and the effects of uncoordinated policies make it difficult to achieve minimum requirements to make sustainable policies operational. One essential requirement is knowledge of baseline environmental conditions in each municipality. In the province of Reggio Emilia (Northern Italy) Legambiente, an environmental association, launched an initiative called 'Ecopaese' aimed at gathering data on environmental conditions and stimulating local administrations to implement sustainable policies. To this end, the state of the environment in the 45 municipalities within the province has been monitored using 25 indicators. Their values have been used to rank the municipalities by multiple criteria analysis (MCA). The results of this comparative approach provide information about the level of sustainability attained in the province as a whole as well as in the single municipalities. It is hoped that it will provide the basis for direct action plans at the provincial level by identifying areas for remedial action, as recommended by Agenda 21, the declaration adopted by many countries attending the Rio Summit in 1992.  相似文献

DOI: 10.1111/j.1752‐1688.2012.00668.x Abstract: Understanding the basic relationships between rainfall and runoff is vital for effective management and utilization of scarce water resources. Especially, this is important in Central America with widespread potable water shortage during the dry months of the monsoon. Potential good water sources are cloud forests, but little information concerning its potential is available to water supply engineers. Our objective is to define rainfall‐runoff‐base flow relationships for a cloud forest catchment. Flumes were installed for measuring river flow in four subwatersheds in La Tigra National Park, Honduras. One of the four watersheds was a 636‐ha subwatershed (WS1) with 60% cloud forest coverage. Precipitation averaged 1,130 mm/yr over the entire basin. About half of the total rainfall became runoff for the cloud forest watershed whereas, for the adjacent undisturbed forested watershed, the total discharge was <20% of the amount of precipitation. Infiltration rates were generally greater than rainfall rates. Therefore, most rainfall infiltrated into the soil, especially in the upper, steep, and well‐drained portions of the watershed. Direct runoff was generated from saturated areas near the river and exposed bedrock. This research provides compelling evidence that base flow is the primary contributor to streamflow during both wet and dry seasons in cloud forest catchments. Protecting these flow processes over time is critical for the sustained provision of potable water.  相似文献

This study analyzed changes in hydrology between two recent decades (1980s and 2010s) with the Soil and Water Assessment Tool (SWAT) in three representative watersheds in South Dakota: Bad River, Skunk Creek, and Upper Big Sioux River watersheds. Two SWAT models were created over two discrete time periods (1981‐1990 and 2005‐2014) for each watershed. National Land Cover Datasets 1992 and 2011 were, respectively, ingested into 1981‐1990 and 2005‐2014 models, along with corresponding weather data, to enable comparison of annual and seasonal runoff, soil water content, evapotranspiration (ET), water yield, and percolation between these two decades. Simulation results based on the calibrated models showed that surface runoff, soil water content, water yield, and percolation increased in all three watersheds. Elevated ET was also apparent, except in Skunk Creek watershed. Differences in annual water balance components appeared to follow changes in land use more closely than variation in precipitation amounts, although seasonal variation in precipitation was reflected in seasonal surface runoff. Subbasin‐scale spatial analyses revealed noticeable increases in water balance components mostly in downstream parts of Bad River and Skunk Creek watersheds, and the western part of Upper Big Sioux River watershed. Results presented in this study provide some insight into recent changes in hydrological processes in South Dakota watersheds. DOI: 10.1111/j.1752‐1688.2011.00527.x Abstract: Regional water management on the United States’ side of the middle and lower portions of the Rio Grande basin of Texas has been aided by a functioning water market since the early 1970s. The water market operates over a region that stretches from the Amistad Reservoir to the Rio Grande’s terminus into the Gulf of Mexico. This article provides an overview of the organizations, institutions, policies, and geographic particulars of the region’s water‐management system and its water market. In recent years, this region has experienced high population growth, periodic droughts, and a reallocation of water resources from the area’s agricultural sector to the municipal sector. Demand growth for potable water and a relatively fixed supply of raw water are reflected in increasing prices for domestic, municipal, and industrial water rights. Rising prices in the presence of scarcity and the transfer of water from lower‐value to higher‐value uses indicate that the market is operating as suggested by economic theory. Reasons for the market’s functionality are presented and discussed. Finally, suggestions are presented which might mitigate potential complications to market operations from aquifer depletion and aid the management of instream river flows.  相似文献

DOI: 10.1111/j.1752‐1688.2012.00670.x Abstract: Data collected by citizen scientists, including K‐12 students, have been validated by the scientific community through quality assurance/quality control tests and publication of results in peer‐reviewed journal articles. However, if citizen science data are to be used by local communities, research is needed to determine which factors contribute to local community member trust in citizen science data, and how to increase the benefits and use of citizen science programs. This article describes the Groundwater Education Through Water Evaluation & Testing (GET WET!) program that employs middle and high school students, state and local government employees, environmental nongovernmental organization leaders, business representatives, college faculty and students, and other volunteers as citizen scientists to create a database of groundwater quality for use as a baseline for local water resources management. Data were gathered through semi‐structured interviews pre‐ and post‐involvement from 40 participants in this citizen science program conducted in five states in the northeastern United States. Results indicate that factors of trust are largely based on interpersonal trust and familiarity. We conclude with recommendations and future research that may improve local community member willingness to trust citizen science data generated by students.  相似文献

ABSTRACT: Alaska possesses a diversity and magnitude of water resources unmatched in any other state. With over 15% of the area of the whole United States, and 40% of the nation's total fresh water supply, but an extreme lack of basic hydrologic and climatologic data, cooperation among agencies and individuals concerned with evaluating, planning, and carrying out water resources programs is essential. Toward this end, the Inter-Agency Technical Committee for Alaska (IATCA) was established under charter from the Water Resources Council. Representation in IATCA includes virtually all Federal, State, and academic entities in Alaska having an interest in the water resources of the State. Existence of IATCA has permitted or facilitated numerous Alaskan water resources programs. Several are described briefly in this paper: A flood warning network in the Chena River basin; establishment of the Caribou-Poker Creeks Research Watershed in Central Alaska; preparation and periodic updating of the “Ten-Year Plan for Water Resources Data Acquisition”; current planning for an integrated “real-time reporting network” for hydrometeorological data within the State; and a framework for implementation of the Alaskan phase of the National Water Resources Assessment, currently in the initial phases. Accomplishments to date testify that it is indeed possible to “get it all together” in the broad field of “Water Resources” in the largest of our 50 states.  相似文献

This paper introduces a policy-making support tool called ‘Micro-level Urban-ecosystem Sustainability IndeX (MUSIX)’. The index serves as a sustainability assessment model that monitors six aspects of urban ecosystems – hydrology, ecology, pollution, location, design, and efficiency – based on parcel-scale indicators. This index is applied in a case study investigation in the Gold Coast City, Queensland, Australia. The outcomes reveal that there are major environmental problems caused by increased impervious surfaces from growing urban development in the study area. The findings suggest that increased impervious surfaces are linked to increased surface runoff, car dependency, transport-related pollution, poor public transport accessibility, and unsustainable built environment. This paper presents how the MUSIX outputs can be used to guide policy-making through the evaluation of existing policies.  相似文献

ABSTRACT: Many water bodies within the United States are contaminated by non‐point source (NPS) pollution, which is defined as those materials posing a threat to water quality arising from a number of individual sources and diffused through hydrologic processes. One such NPS pollutant that is of critical concern are pathogens derived from animal wastes, including humans. The potential presence of pathogens is identified by testing the water for fecal conform, a bacteria also associated with animal wastes. Water contaminated by animal wastes are most often associated with urban and agricultural areas, thus it is postulated that by utilizing land cover indicators, those water bodies that may be at risk of fecal coliform contamination may be identified. This study utilizes land cover information derived from the Multi‐Resolution Land Characterization (MRLC) project to analyze fecal coliform contamination in South Carolina. Also utilized are 14 digit hydro‐logic unit code (HUC) watersheds of the state, a digital elevation model, and test point data stating whether fecal coliform levels exceeded State Water Quality Standards. Proportions of the various land covers are identified within the individual watersheds and then analyzed using a logistic regression. The results reveal that watersheds with large proportions of urban land cover and agriculture on steep slopes had a very high probability of being impaired. ABSTRACT The field of water resources has become increasingly aware of public demands for evaluating alternative project commitments that consider environmental and social objectives in addition to traditional economic criteria. This has led to endeavors to identify the full array of social goals in Water Resources Council Special Task Force reports as well as in research funded through the Office of Water Resources Research and other agencies. It seems appropriate, however, to consider efforts already completed or currently underway in the social science disciplines, professional fields, and national commissions not affiliated with water resource interests. This report identifies and discusses major efforts to identify social goals as a logical input in evaluation procedures highlighted by Water Resources Council Special Task Force reports. The framework of the study was its contribution as background material for the Western Regional Social Goals Project funded by the Office of Water Resources Research of the Department of the Interior.  相似文献

为分析小流域水质评价方法的准确度和适应度,以小安溪流域2017年和2018年的监测数据为基础,利用单因子评价法、综合指数评价法、内梅罗污染指数法和加拿大水质指数法进行水质评价,利用等标水质分析的思想对比了四种方法的评价准确度。评价结果显示:单因子评价法更适合评价水质分布较均匀的流域,内梅罗污染指数法要更为客观一些,加拿大水质指数法更适合较大的、评价指标较多的流域。综合指数评价法是最适合小流域水质评价的。其结果为小流域水质评价方法选择提供了借鉴。  相似文献
