The 2006 end-of-life vehicles (ELVs) directive target for the recycled and reused material content of an ELV has been undertaken using the current recovery infrastructure within the UK. The current expectation is that the conformance for the 2006 recycling target will be mainly achieved using existing post-fragmentation separation technologies rather than manually disassembling vehicles into their constituent materials. With the economic pressure of the current legislative targets weighing heavily on end-of-life stakeholders, and the further increase of recycling levels for 2015, it is important to understand “when” and “if” manual dismantling activities become economically viable within a dramatically changing vehicle recovery industry. This paper describes a method of costing the dismantling of specific makes and models of vehicle due for retirement in 2015, and discusses the economic implications of such practice and possible strategic directions for pre-fragmentation vehicle recovery.  相似文献

Every year, in Europe, End-of-Life Vehicles (ELVs) constitute about 8–9 million tonnes of waste, that must be properly managed. Directive 2000/53/EC fixed new European targets for vehicle recovery (i.e., recycling plus energy recovery): 85% of recovery, of which 80% recycled or reused, by 2006, rising to 95% and 85% respectively by 2015. In order to comply with this Directive, both car producers and ELVs treatment plants must promptly tackle this issue.In this paper, a study on the impact that pre-shredder treatment could have in achieving 85% recyclability rate in 2015 has been carried out. To do this, a Design for Recycling (DfR) software has been used, named ProdTect®, that integrates real recycling market data, market feedback and development experience to provide an overall evaluation of products End-of-Life performance. An experimental disassembly and composition analysis of a commercial model of a car seat and a simulation of new ecodesigned joining techniques applied to it, have been performed, in order to investigate both the economics and the feasibility of this step in the future ELVs treatment chain.In order to achieve and, if possible, go beyond 85% of recyclability in 2015, car seats are found to play an important role: by dismantling them, 86.2% of recyclability may be achieved by recovering PUR, textile and belts.Another important result is that by pre-treating and dismantling bumpers, fuel tanks, tyres, glass and car seats it is possible to reduce ASR mass disposed in landfill by 42%.Moreover, design for dismantling techniques may reduce dismantling time to a third by simply innovating joinings.  相似文献

The technical progress causes that increasing number of used devices presents a threat for environment, particularly in the rural areas. It can be prevented by organizing a proper system of waste disposal. Currently, the most important problem to solve is recycling of vehicles. The key element for the improvement of the functioning of the recycling network in Poland is to redesign the system so that it will allow for a reduction of the total cost related to the vehicle recycling. This paper presents a modelling approach that could be used to establish one important part of the reverse logistics (RL) network for end-of-life vehicles (ELVs) by defining the optimum locations for dismantling facilities. The proposed modelling approach is illustrated using Mazovia province in Poland as an example. The optimization criteria for the location of the elements of the recycling network are the components of the total cost of the ELV's recycling. Due to high complexity of the model a genetic algorithm has been adapted for solving the model and getting a good solution in a reasonable run time. The criteria of optimization was cost of the following processes: transportation, storage, and dismantling of ELVs. The results of simulation proved that the transportation costs of parts and materials may amount to about 70%, and that the cost of dismantling may exceed 25% of the total cost of recycling. The obtained results confirmed that genetic algorithm method can be used effectively to location the ELV's dismantling facilities. The effect of changing the location of processing facilities on the location of dismantling stations was also studied. The developed model is universal and may be used to determine the locations of different kinds of facilities organized in a reverse recycling network.  相似文献

In Europe targets have been laid down by EU legislation for the recycling rate of end-of-life vehicles to be achieved within the nearby future. It is illustrated in this paper that the definition of the recycling rate and the realisation of the imposed targets are very much dependent on different parameters such as the changing lifetime of the product and product design. It may seem obvious that the recycling rate is determined by various time-varying factors, however, this paper endeavours to describe and quantify the role of these factors on the recycling rate over time by the use of a dynamic systems model. This model permits the prediction of the recycling rate as a function of the numerous presented parameters, changing design scenarios etc. In addition, different definitions of the recycling rate will be presented and discussed. This will lead to a better understanding of the parameters affecting the recycling system and a more precise understanding of the recycling targets and their realisation as imposed by EU legislation. This paper focuses on cars, but the discussion and the definitions derived are equally valid for any end-of-life product.  相似文献

The circular economy is an essential component of China's sustainable development. To promote the recycling of end-of-life products, the government has adopted various policies. Steel scrap is an important resource for steelmaking. Yet, the Chinese iron and steel industry uses less scrap to produce new steel compared to other large steelmaking countries. This article examines the reasons, why steel recycling is still relatively weak in China and what measures the government takes to improve the situation. We found that limited availability of scrap, high scrap prices, inadequate steelmaking capacities, industry fragmentation and unclear responsibilities for manufacturers are the main obstacles for steel recycling in China. The government is trying to improve steel recycling through tax incentives, import facilitation, support for supply, industry reorganization, and recycling parks, but with modest results.  相似文献

The Nitrate Sensitive Area (NSA) scheme and the more recent Nitrate Vulnerable Zone (NVZ) scheme are responses by the British Government to the growing demands of European legislation on water quality. Both are designed to check nitrate contamination from agriculture at source, with 'polluting' activities being changed or prohibited in areas forming the catchment of waters where the 1980 European Commission (EC) limit of 50 mg/l nitrate (N) is exceeded, or is likely to be exceeded. The NVZ scheme provides protection to surface and ground water,whereas the NSA scheme relates directly to the latter. Furthermore, action programmes to reduce nitrate pollution within NVZs are mandatory and uncompensated, whilst the more strict but voluntary measures of the NSA scheme are compensated. This paper sets out to critically analyse the NVZ scheme, with reference to the NSA scheme and further makes recommendations for an improved nitrate pollution land use control policy in relation to ground water protection. The study area is Minster NVZ on the Isle of Thanet in north east Kent.  相似文献

The Japanese system of recycling home electrical appliances has several unique aspects, including (1) a limited number of target appliances, (2) a recycling fee system that requires consumers to pay a recycling fee at the time of disposal, and (3) a direct recycling obligation for manufacturers, who have a physical, rather than a financial, responsibility for their end-of-life products. We studied data from 2001 to 2007 and found that the amount of four specified home electrical appliances and their materials that was recycled increased from about 319,249 tonnes in 2001 to about 447,262 tonnes—or 3.5 kg per inhabitant—in 2006. Recycling yield and development of recycling technologies have also improved. New recycling technologies have enabled a higher rate of material recycling of plastics (i.e., a closed-loop recycling). Improved eco-design, such as design for easier disassembly, has been promoted, and the higher quality of discarded appliances has enhanced the reuse market. Hazardous substances and fluorocarbons are being well managed. Problems with the recycling system include inelastic recycling fees, illegal dumping, illegal transfer by retailers, and the limited number of target appliances. Recycling fees could be reduced; this move might reduce the incidence of illegal dumping, as would engage stakeholders in collaborative efforts against illegal dumping. Illegal transfers could be reduced by improved traceability for retailers. Products such as liquid crystal displays, plasma display panels and clothes dryers have become increasingly common and should be also be targeted for recycling.  相似文献

本文围绕以手机为主的电子类生活垃圾回收环节,基于EPR电子生活垃圾回收实验及目前电子类生活垃圾的回收激励政策和效果,运用典型相关分析方法确定激励政策及政策效果的主要影响变量,研究以手机为主的电子类生活垃圾回收的激励政策与政策效果之间的关系,强化电子类生活垃圾回收的政策措施,扩大政策效果,促进资源的回收及再利用。本文设定的回收激励政策包括政府对废旧手机回收率的最低要求、优惠力度以及获得高优惠的最低回收率要求,政策效果包括废旧手机实际回收率、销售市场营业额以及生产者补贴总额等方面。研究结果表明,电子类生活垃圾回收激励政策与政策效果之间存在着显著的相关关系,其中,获得高优惠的最低回收率对废旧手机实际回收率有显著抑制作用,废旧手机回收率的最低要求对销售市场营业额有显著抑制作用。本文在此基础上给出了政策建议。  相似文献

China is a major supplier of rechargeable lithium batteries for the world's consumer electronics (CE) and electric vehicles (EV). Consequently, China's domestic lithium resources are being rapidly depleted, and the development of the CE and EV industries will be vulnerable to the carrying capacity of China's lithium reserves. Here we find that lithium demand in China will increase significantly due to the continuing growth of demand for CE and the briskly emerging market for EV, resulting in a short carrying duration of lithium, even with full recycling of end-of-life lithium products. With these applications increasing at an annual rate of 7%, the carrying duration of lithium reserves will oblige the end-of-life products recycling with a 90% rate. To sustain the lithium industry, one approach would be to develop the collection system and recycling technology of lithium-containing waste for closed-loop lithium recycling, and other future endeavors should include developing the low-lithium battery and optimizing lithium industrial structure.  相似文献

In this study, the application of modern recycling technologies in accordance with the European and Greek legislation, aiming at the recovery of lead, polypropylene and sulfuric acid from spent lead (Pb)/acid batteries, is presented. The present state of their disposal and exploitation is also depicted. The international situation is reviewed, the general trends are marked and the main technologies related to lead/acid battery treatment are reported. General recommendations are given regarding the collection of spent batteries and the installation of a recycling plant in Greece. A sensitivity analysis is carried out in order to define the most significant parameters affecting the viability of a recycling scheme. The present study proves that a possible installation of a Pb/acid batteries recycling process unit, treating 17 000 t/year (estimated total quantity) and situated in the industrial area of the greater Athens region, seems to be economically profitable. The already existing operation of small-scale battery recycling plants, common in small countries, should be discouraged as they demonstrate a rather not environmentally acceptable recycling operation.  相似文献

Policy-makers are increasingly recognising that the promotion of more sustainable consumption patterns is an indispensable prerequisite for achieving sustainable development in the long term. Policy documents and action plans have been published, and a wide array of policy instruments has been implemented with the aim of reducing the environmental and social burdens of consuming goods and services. But what are the latest trends and innovative approaches in sustainable consumption (SC) policies? What could be learnt for future policy-making? Based on an overview of European policy instruments and several case studies, the paper discusses instructive examples of SC policy instruments, in particular the Danish information campaign "One Tonne Less", the Dutch tax incentive scheme "Green Funds", the British "Red/Green calculator", and the pan-European internet platform "TopTen". Important features of novel policies — such as adaptability and collective action — are identified, and recommendations for future policies are presented. The recommendations refer to the foundation of SC policies, to the specific approach taken, to the applied instruments, and to the proper documentation of the implemented policies.  相似文献

Solid waste disposal is becoming a difficult problem for many states. Since 1960, the amount of municipal solid waste (MSW) has been increasing at a rate of 1% per year. More than 75% of the waste is comprised of recyclable materials. Several states have mandated recycling to decrease the volume of waste intended for disposal. Those mandated programs are very popular, but depend on many political, social, and economic factors for success. While Alabama has the manufacturing infrastructure to support a mandated recycling program, no recycling legislation has been promulgated. At this time recycling is only being done on a voluntary basis. A mandatory program with the proper support, education and funding could allow Alabama to recycle much of the 5.2 million tons of waste that are generated within its borders each year.  相似文献

Households’ recycling effort is often argued to be of an insignificant size. It is also frequently argued that this contribution, if significant, is not a cost to households, since it is voluntary. Thus households’ use of time and energy are frequently disregarded in cost-benefit analyses of stricter recycling targets. In this survey, based on 1162 interviews, we find that sorting at source involves significant extra use of time and energy in the households. On average, each of those asked reported that they use close to half an hour a week for cleaning, sorting and transporting recyclable waste. On average, 185 h is used per tonne of waste. Four out of ten reported that they use warm or hot water to clean the materials. When investigating the motives for sorting waste, we find that many perceive sorting as mandatory, while some in fact find it a pleasant activity in itself. Moral motives for sorting at source are also widespread. A majority would prefer that a company took over the sorting if this were possible, and on average, the respondents are willing to pay US$ 20/year for this service.  相似文献

Shredder residue is the residue from the shredding of end-of-life vehicles and white goods, after removal of the main metals. Approximately 850,000 tonnes of shredder waste is produced in the UK each year, and historically sent to landfill. Due to European legislation such as the End-of-Life Vehicle (ELV) Directive and the Landfill Directive there is pressure to minimise this waste through recycling and recovery.In this paper, primary data are presented showing that 40% of materials are potentially recoverable in the coarser fraction of UK automotive shredder residue (>30 mm). Barriers to such recycling are discussed in the context of several recent drivers, including this waste's possible reclassification as hazardous.The lack of full and timely implementation of the ELV Directive in the UK has made it an ineffective driver, and it is now unlikely that its 2006 recycling targets will be met as intended.  相似文献

As with other European countries, the French automotive industry needs to improve the end-of-life vehicle (ELV) recycling rate in order to reach the minimum reuse and recovery rate required by EU directives. This paper proposes a model to investigate the potential cost and benefit of ELV glazing recycling for all value-chain stakeholders, and for the network as a whole. Key parameters of future changes, namely glass cullet price, landfill cost, network coverage and transportation costs are identified at the level of field research. A system dynamics approach is then used to simulate the net economic balance of the recycling network under different future scenarios. The simulation reveals an increase in the income and considerable cost savings as a result of the recycling network in some of future scenarios.  相似文献

In Korea due to rapid economical growth followed by urbanisation, breakage of large traditional families into small nuclear families, continuous changes in equipment features and capabilities causes tremendous increase in sale of new electrical and electronic equipment (EEE) and decrease in sale of used EEE. Subsequently, the ever-increasing quantity of waste electrical and electronic equipment (WEEE) has become a serious social problem and threat to the environment. Therefore, the gradual increase in the generation of WEEE intensifies the interest for recycling to conserve the resources and protect the environment. In view of the above, a review has been made related to the present status of the recycling of waste electrical and electronic equipment in Korea. This paper describes the present status of generation and recycling of waste electrical and electronic equipment, namely TVs, refrigerators, washing machines, air conditioners, personal computers and mobile phones in Korea. The commercial processes and the status of developing new technologies for the recycling of metallic values from waste printed circuit boards (PCBs) is also described briefly. Since 1998, three recycling centers are in full operation to recycle WEEE such as refrigerators, washing machines and air conditioners, having the total capacity of 880,000 units/year. All waste TVs are recently recycled on commission basis by several private recycling plants. The recycling of waste personal computers and mobile phones is insignificant in comparison with the amount of estimated obsolete those. Korea has adopted and enforced the extended producer responsibility (EPR) system. Korea is making consistent efforts to improve the recycling rate to the standards indicated in the EU directives for WEEE. Especially environmentally friendly and energy-saving technologies are being developed to recycle metal values from PCBs of WEEE.  相似文献

The amount of electrical and electronic products is increasing rapidly, and this inevitably leads to the generation of large quantities of waste from these goods. Some of the generated e‐waste ends up in regions with sub‐standard recycling systems and may be processed under poor conditions. During uncontrolled incineration, halogenated dioxins and furans can be generated from brominated and chlorinated compounds in the products. In order to reduce the health and environmental risks involved in the recycling stage of the life cycle of electronics, an effective design‐for‐environment process must be established during the product development phase. Knowledge of the chemical substances in the product is crucial to being able to make informed decisions. Through full knowledge of the material content of procured components, phase‐outs of unwanted substances, such as halogenated substances, can be performed in an effective manner. Therefore, information is the key to success in phasing‐out substances; facilitating compliance of legal provisions for manufacturers of electrical and electronic devices; and improving the environmental footprint of products as they reach the end of the life cycle. After an introduction to the challenges of electronics waste management, this paper describes supply chain information systems and how they are used to facilitate substance phase‐outs in the electronics industry. Sony Ericsson has been working with phase‐outs of unwanted substances since it was founded in 2001. Through the introduction of a material declaration system that keeps track of all substances in the components used in the company's products, Sony Ericsson has been able to replace unwanted substances to improve environmental impacts at the recycling stage of a product.  相似文献

One possible route to responsible environmental management now under active discussion in the European Community (EC) is a European-wide environmental auditing program. The issue currently being debated by the EC's policy body is what form the program should take—mandatory or voluntary. Whatever the final form of the regulation, environmental management is about to gain added significance in boardrooms throughout Europe and the environmental auditing industry is about to experience a dramatic period of growth in the EC.  相似文献
