/ Surveys focusing on solid-waste-related issues, conducted over a period of several years, provided data from independent samples of residents of a Midwestern, USA, community. The collection of these data yielded useful information about the relationship between residents' recycling motives and their attitudes toward solid waste management in light of several changes in the solid waste infrastructure of the community over that time. The initial survey assessed baseline beliefs and attitudes, while later surveys were conducted after the implementation of a community educational program and a curbside recycling program. The findings indicated that for recyclers and nonrecyclers, different motives predicted endorsement of solid waste programs and policies. Although a similar percentage of recyclers and nonrecyclers were in support of various proposed programs and policies, concern for the environment was found to be positively related to nonrecyclers' support of proposed programs, particularly before these programs were implemented. Prior to program implementation, motives other than environmental altruism were found to be related to recyclers' support of the programs. Additional findings support the idea that educational programs and increased accessibility to recycling opportunities affect the relationship between people's attitudes toward solid waste management and their recycling motives.  相似文献

The management of municipal waste is one of the most emotive local environmental issues in the UK at present and represents a key sustainability “battleground” as local authorities seek to reduce waste arisings and encourage the reuse and recycling of materials among households. Within the literature on household waste management, a broad range of disciplinary perspectives and practical recommendations exist and it is the aim of this paper to step back and take stock of the role of households and communities in resource consumption and waste generation patterns across the UK within recent decades. By exploring the household in this context, trends in consumption and waste generation are outlined in addition to key influencing factors such as lifestyles and well-being, demographics and environment. Finally, key lessons learnt, challenges faced going forward and approaches for developing more sustainable practices at the household, community and national levels are discussed.  相似文献

In Mauritius, solid waste disposal has been a cause for concern since the 1980s. Currently, there is no segregation of waste and some 1200 tonnes of solid waste are generated daily by the 1.24 million inhabitants of the island. As processes such as recycling and composting are still in their infancy stage, most of the waste generated have to be disposed of at the sole landfill. The solid waste management practices of 1980s and early 1990s are no longer compatible with the changing composition and quantity of wastes now generated. As a result, there is an urgency to review the whole waste management system and come forward with sustainable solutions.This paper presents an overview of the disposal of non-hazardous solid waste in Mauritius and provides recommendations for improving the current disposal system.  相似文献

Solid waste management is one of the challenging problems worldwide and it is becoming more complex by the increase in population and subsequently the waste generated. In Malaysia, among industrial solid waste palm oil mill waste (POMW) contributes the highest share. Wastes from the oil palm mill includes palm oil mill effluent (POME), decanter cake, empty fruit bunches, seed shells and the fibre from mesocarp. Generally most of the waste generated is either disposed of via open dumping or used as fertilizers as such or as animal feed. Land application of POMW and POME is very common practice as it contains numbers of plant nutrients. Direct application of POMW into agricultural soil can result in a number of problems such as water pollution, leaching etc. To deal with these problems, vermicomposting of palm oil mill waste may be a sustainable waste management option.There are number of researches going on management of biomass residues from palm oil mill, but very few works are going on vermicomposting of these agro-industrial waste. Vermicomposting of POMW can be a good practice as it will also be helpful in recycling the useful plant nutrients and it is better than that of composting process. Present review deals with the various aspects of vermicomposting of POMW and its importance. Review also put forward the effect of potential application of vermicompost on plant growth. On the whole it looks for the possibility of vermicomposting of waste from palm oil mill as a sustainable waste management alternative.  相似文献

对固体废物应进行全过程管理,固体废物鉴别是固体废物全过程管理的基础和关键,包括依据产生来源鉴别和过程鉴别两种方法,依据产生来源鉴别包括丧失原有利用价值的物质、在生产过程中产生的副产物、环境治理和污染控制过程中产生的物质、其他物质四类,在每一类中详细地列举了属于该产生来源的具体固体废物种类名称,便于理解和增强可操作性。过程鉴别包括在固体废物再生利用过程和处置过程中的固体废物鉴别两类,其中在再生利用过程的固体废物鉴别中明确指出了固体废物再生利用产物只有同时满足产品质量标准要求、国家污染控制标准要求以及有实际市场需求、固定用户等条件时,才不作为固体废物管理,在处置过程的固体废物鉴别中具体地列出了处置固体废物全过程中仍然作为固体废物管理的国际惯用处置方式。同时,给出了清晰的"原料—产品—固体废物—处置或产品"全过程中固体废物的产生节点和相应的固体废物类别图,为固体废物鉴别工作提供参考,使固体废物全过程管理有的放矢,有效防止固体废物对环境和人体健康造成的危害。  相似文献

Municipal solid waste generation in Kathmandu, Nepal   总被引:1,自引:0,他引:1  
Waste stream characteristics must be understood to tackle waste management problems in Kathmandu Metropolitan City (KMC), Nepal. Three-stage stratified cluster sampling was used to evaluate solid waste data collected from 336 households in KMC. This information was combined with data collected regarding waste from restaurants, hotels, schools and streets. The study found that 497.3 g capita(-1) day(-1) of solid waste was generated from households and 48.5, 113.3 and 26.1 kg facility(-1) day(-1) of waste was generated from restaurants, hotels and schools, respectively. Street litter measured 69.3 metric tons day(-1). The average municipal solid waste generation rate was 523.8 metric tons day(-1) or 0.66 kg capita(-1) day(-1) as compared to the 320 metric tons day(-1) reported by the city. The coefficient of correlation between the number of people and the amount of waste produced was 0.94. Key household waste constituents included 71% organic wastes, 12% plastics, 7.5% paper and paper products, 5% dirt and construction debris and 1% hazardous wastes. Although the waste composition varied depending on the source, the composition analysis of waste from restaurants, hotels, schools and streets showed a high percentage of organic wastes. These numbers suggest a greater potential for recovery of organic wastes via composting and there is an opportunity for recycling. Because there is no previous inquiry of this scale in reporting comprehensive municipal solid waste generation in Nepal, this study can be treated as a baseline for other Nepalese municipalities.  相似文献

Higher economic growth in developing countries has caused higher amounts of wastes. Local government authorities in these countries usually fail to provide adequate services to dispose the increasing amounts of waste, resulting in threats for both the population and environment health. There is therefore an urgent need for recycling as a form of waste management in order to stop the devastating effects of solid waste in developing countries. Using a qualitative method of analysis, this study presents a model to measure and rank the sustainability of recycling programs in India and Tanzania. The model consists of six main constructs including “production, economic, governmental, social, technological, and international factors”. The results showed that India outperforms Tanzania in sustainable recycling programs: per capita waste generated per day in Delhi is higher than in Dar es Salaam; the government of India focuses more on developing recycling plans and techniques as compared to the government of Tanzania where the country is not actively involved in the recycling process; and the solid waste management planning in India is being performed better than Tanzania.  相似文献

The problem of municipal solid waste has remained intractable in Nigeria despite the state’s central role in municipal solid waste management (MSWM). Policy and reforms of the MSWM system have invariably excluded the informal economy, with this exclusion frequently reinforced by uncritical implementation of neo-liberal development policies. Yet, the informal economy fortuitously remains active in solid waste collection, recycling, and disposal. This article is the aggregate outcome of an 8-year multi-stakeholder engagement in MSWM in Nigerian cities. It draws on insights from first-hand qualitative engagement with informal waste workers, interviews with key stakeholders, policy documents, and relevant literature to situate the Nigerian informal waste economy within current international development discourse. While highlighting the implications of social acceptance and inclusion of the waste economy in post-2015 MSWM and development policy, the study notes the lack of an articulate policy on MSWM in Nigeria and canvasses a specific policy to integrate the ubiquitous informal waste economy in MSWM. The paper suggests that inclusion per sé is central to the sustainable development goals (SDGs), and argues that an inclusive MSWM policy in Nigeria is desirable as it maps onto the SDGs which aim to improve lives in the post-2015 development era.  相似文献

Solid waste is of serious concern in developing countries because of its high rate of generation and the low‐end quality of its management. Inefficient handling of solid wastes may result in deterioration of environmental quality, but it can also result in loss of potential resources. This study reviews current solid waste generation and management in Nigeria and the need for an effective collection, recovery, and recycling policy. Our review is based on literature searches and personal field surveys. Observations showed that uncontrolled electronic waste (e‐waste), agricultural‐waste (agro‐waste), scrap metals, waste polymers, and waste from the transportation sector are prevalent in Nigeria. Recent collection rates were less than 50% of the total solid waste generated (i.e., approximately 40% was collected). With an effective collection system and appropriate policies, the abundance of solid waste in the country could present material recovery and recycling opportunities that would boost the economy and move Nigeria closer to sustainable resource management.  相似文献

Instruments to reduce waste can be divided into three groups: first, pecuniary incentives; second, service level; finally, measurements stimulating prevention and waste reduction. Also specific characteristics of the community determine the amount of waste generated. We evaluate whether findings in literature on effectiveness of policy measures are valid for Belgium, specifically for the Flemish region. The policy mix instituted by the Flemish authorities in the ‘implementation plan household waste 2003–2007’ and implemented by local authorities, is assessed. Multiple regression analysis identifies those measurements having the greatest impact on household solid waste.We found an income elasticity of 0.326. Also the provided service level has a significant impact. Pecuniary incentives are effective instruments in reducing waste, with a price elasticity of −0.139. Furthermore, a higher percentage of direct costs, directly attributable to waste services, borne by households, reduces waste. A consequent implementation of the ‘polluter pays’ principle proves to be effective.  相似文献

Inadequate management of household solid waste is a serious problem in many developing cities. The study aimed to evaluate the quantities and composition of household solid waste generation in Abuja within different socioeconomic groups. The wastes from 74 households across different socioeconomic levels in Abuja were collected, weighted and classified on a daily basis for seven days in February 2012. The result showed that the average daily per capita household waste generation is 0.634 kg/capita/day. The characteristic of solid waste in Abuja are typical for the developing cities and dominated by organic waste. Households waste consisted of 63.6% organic waste, 9.7% paper, 8.7% plastics, 3.2% metal, 2.6% glass, 1.6% textile and 10.6% others (unclassified) and the bulk density was 240 kg/m3. The evaluation of relationship between income and daily per capita household waste generation showed a positive relationship. The study revealed a statistically significant difference between household size and daily per capita household waste generation in high-income group; a slight significant difference between household size and daily per capita household waste generation in medium income group and no statistically significant difference between household size and daily per capita household waste generation in low-income group.  相似文献

Recycling operations have become one of the primary strategies for waste management, worldwide. Especially, recycling operations are viewed as among the most effective techniques for reducing the amount of municipal solid waste disposed at landfill sites. Botswana's environmental policy on recycling stipulates, among others, that all waste management authorities should provide information on the classification and quantities of controlled waste targeted for recycling. This paper, therefore, examines the extent to which recycling operations in Botswana have either been conducted in compliance with or in violation of some major environmental requirements as enunciated on statutory guidelines. Compatibility between environmental policies on recycling and actual practice is evaluated focusing on two companies (Dumatau trading and Botswana Tissue) involved in recycling operation. Data from the two companies is complemented by one collected from the Gaborone landfill site. Finally, this study discusses on the role played by various stakeholders in policy formulation and implementation with particular emphasis being placed on a select number of non-governmental organisations (NGO).  相似文献

Many developed countries are using a challenging Zero Waste concept to change current waste management practices to more sustainable methods of managing waste, including household waste. The concept includes waste prevention; high levels of recycling and recovery of all resources from waste; and behavioural change. This research provides a case study on the development of a Zero Waste Strategy (ZWS) for Charnwood Borough Council (CBC), an English Local Authority (LA), which has an established household waste management system.This paper describes the steps taken by the authors, together with CBC to devise and implement a ZWS. A series of focus groups were held involving elected members of the LA and members of the community. The aim was to identify the core aspects of environmental, operational and social demands in order to prioritise actions to be included in a draft ZWS. The draft underwent wider public consultation, which highlighted areas for revision, and following revision has been adopted by the LA. The ZWS takes into account local issues, local policies, alongside national strategies and legislation.Many of the options identified during this research complement each other and if used in combination may see large steps taken towards Zero Waste. This is difficult to achieve without a holistic approach to waste generation, collection, treatment and disposal. Key findings from this research are to switch the focus from recycling to reuse and waste prevention, alongside increasing education and behaviour change programmes for householders. Additionally, the potential value of separately collecting food waste, with a recognised high potential yield, must be explored to ensure meeting targets set in the ZWS and the requirements of the Landfill Directive.  相似文献

The ability for small islands to meet sustainability goals is exacerbated by the costs of transporting goods on, and then, wastes off the islands. At small scales, recycling can be prohibitive and complicated by labor costs; the need to profitably recycle and manage solid waste output from tourism is complicated by scale and available technologies. A multi-year study documents the amount of solid waste generated on Great Exuma (Exuma), The Commonwealth of The Bahamas since 2010 with one year of benchmarking, then limited recycling of food waste generation by an all-inclusive resort, Sandals Emerald Bay (SEB). For the island of Exuma, the rapid increase in the rate of accumulation of solid waste associated with a large destination resort has led to an increase in pests such as rats and flies, along with an increased occurrence of fires associated with unburied solid waste. Solid waste has accumulated faster than the island solid waste management can absorb. SEB kitchen and hotel operations contributes an estimated 36% of all solid waste generated on the island, about 1752 t1 out of a total of 4841 t generated on the island in 2013 (exclusive of vegetation waste). Based on 4 weeks of benchmarking, 48.5% of all the waste coming out of the SEB resort is compostable, organic waste, but waste composition varies widely over time. Exuma Waste Management (EWM) and Recycle Exuma (RE), both privately-held Bahamian businesses, worked for one year (2012–2013) with SEB resort to implement a benchmarking and pilot recycling project to meet Earth Check green resort certification requirements. This paper outlines the costs and resources required for food waste recycling and some barriers to implementing more effective solid waste management for the tourism industry on small islands.  相似文献

Municipalities everywhere are coping with increasing amounts of solid waste and need urgently to formulate efficient and sustainable solutions to the problem. This study examines the use of economic incentives in municipal waste management. Specifically, we address the issue of recycling, if and when this waste management option is—on social welfare grounds—a preferred solution.A number of studies have recently assessed the monetary value of the externalities of alternative solid waste management options. In the present context, these subsidies could be interpreted as the implicit value of the benefits from reducing environmental externalities associated with landfilling as perceived by local government authorities. We surmise that the difference between mean households willingness to pay (WTP) for recycling services, via the purchase of a subsidized waste disposal facility, and the above (proxy) value of externalities reflects the difference between private and public perception regarding the negative externality associated with landfilling. We believe that this information is useful in determining the level of subsidization needed (if at all) to sustain any recycling program.The study is unique in the sense that its conclusions are based on revealed household behavior when faced with increased disposal costs, as well as information on WTP responses in hypothetical but related (and, therefore, familiar) scenarios. The article also explores the influence of the subsidization schemes on recycling rates. It was found that with low levels of effort needed to participate in a curbside recycling program, households participation rates are mainly influenced by economic variables and age, and households are willing to pay a higher price for the recycling scheme. When the required effort level is relatively high, however, households would pay a lower price, and the rate is influenced mainly by their environmental commitment and by economic considerations. We found that in both cases a subsidy would be required in order to achieve an efficient level of recycling. The median price that households are willing to pay for recycling devices is found to be about NIS 370 (New Israeli Shekel, approximately $90).  相似文献

Four Illinois communities with different sociode-mographic compositions and at various stages of planning for solid waste management were surveyed to determine the influence of sociodemographic variables and planning stages on the factors that motivate recycling behavior. A factor analysis of importance ratings of reasons for recycling and for not recycling yielded five factors interpreted as altruism, personal inconvenience, social influences, economic incentives, and household storage. The four communities were shown to be significantly different in multivariate analyses of the five motivational factors. However, attempts to explain these community differences with regression analyses, which predicted the motivational factors with dummy codes for planning stages, a measure of self-reported recycling behavior, and sociodemographic measures were unsatisfactory. Contrary to expectation, the solid waste management planning stages of the cities (curbside pickup, recycling dropoff center, and planning in progress) contributed only very slightly to the prediction of motivational factors for recycling. Community differences were better explained by different underlying motivational structures among the four communities. Altruistic reasons for recycling (e.g., conserving resources) composed the only factor which was similar across the four communities. This factor was also perceived to be the most important reason for recycling by respondents from all four communities. The results of the study supported the notion that convenient, voluntary recycling programs that rely on environmental concern and conscience for motivation are useful approaches to reducing waste.  相似文献

A questionnaire survey was conducted in 2002 on 1365 households in two prefectural-level cities in the Pearl River Delta, Jiangmen and Zhongshan. Three groups of issues are covered in this paper: 1) waste management literacy, concerns, and public participation; 2) waste recycling practices and the potential for waste avoidance; and 3) public environmental literacy. This study confirms findings from previous surveys and provides new information on important issues such as imposing monetary charges on waste and environmental activities, littering, source separation programs (SSPs), and public participation and expectations in local waste management. Saving up recyclable materials for redemption in waste depots is commonly practiced in mainland China regardless of the level of development of a city, although at the household level, high-income families tend to place less value on the revenues to be gained from redemption than lower income groups do. Data from the previous and the present studies indicate that such voluntary but largely economically driven waste recovery behavior diverts at least 10% of the household waste from the waste stream. Although uncompensated SSP is less appealing in the two cities than compensated SSP, it was found that when the median per capita income of a city reaches RMB2000 per month, a high participation rate for uncompensated waste recovery is more likely to occur. Education and income levels are the chief factors affecting littering behavior and the potential for waste avoidance. Contrary to general belief, the local Chinese community is active in microwaste management. The concern, however, is over the inability of the grassroots bureaucracy to deal with rising expectations for waste collection services and neighborhood cleanliness.  相似文献

This research was conducted with the objective of determining and evidencing the social and environmental/economic results from the implementation of a reverse logistics program providing for the recycling, reuse, and, when necessary, final, environmentally correct disposal of post‐consumption products and product wastes by a multinational manufacturer of computer peripherals with an operation based in the city of São Paulo, Brazil. The reverse logistics process (logisticareversa, or, in this paper, LR) was intended to meet the objectives and principles of the regulatory framework defined in the National Solid Waste Policy (PNRS) in Brazil. A single case study was carried out. The results showed that after the adoption of the solid waste management policy, the study company no longer disposed of 1,413,552 kilograms (kg) of materials classified as mixed iron, polystyrene, cardboard, toner powder, and plastic in landfills. The LR process made a profit in two companies: the company surveyed made, in Brazilian reais (R), R$ 9,188,185.51, and the company contracted to carry out the process made, R$ 411,325.97. This latter profit is called by us the “social profit.” The measurement of the environmental/economic, social, and financial results by internalizing the expenses of the LR program into the costs of production shows that reuse and recycling better meets the needs of society and the company than landfilling these post‐consumption materials. Furthermore, the use of cost accounting allows the verification of other goals not indicated in the current model, such as the generation of employment, income, mitigation of environmental problems, and the profit earned by the company contracted to implement the LR process. We also conclude that cost accounting makes it possible to obtain necessary information for decision makers, who are seeking to neutralize environmental impacts and promote sustainable development, thus harmonizing the economic, social, and environmental aspects, to understand the impacts of the LR process.  相似文献

Future limitations on the availability of selected resources stress the need for increased material efficiency. In addition, in a climate-constrained world the impact of resource use on greenhouse gas emissions should be minimized. Waste management is key to achieve sustainable resource management. Ways to use resources more efficiently include prevention of waste, reuse of products and materials, and recycling of materials, while incineration and anaerobic digestion may recover part of the embodied energy of materials. This study used iWaste, a simulation model, to investigate the extent to which savings in energy consumption and CO2 emissions can be achieved in the Netherlands through recycling of waste streams versus waste incineration, and to assess the extent to which this potential is reflected in the LAP2 (currently initiated policy). Three waste streams (i.e. household waste, bulky household waste, and construction and demolition waste) and three scenarios compare current policy to scenarios that focus on high-quality recycling (Recycling+) or incineration with increased efficiency (Incineration+). The results show that aiming for more and high-quality recycling can result in emission reductions of 2.3 MtCO2 annually in the Netherlands compared to the reference situation in 2008. The main contributors to this reduction potential are found in optimizing the recycling of plastics (PET, PE and PP), textiles, paper, and organic waste. A scenario assuming a higher energy conversion efficiency of the incinerator treating the residual waste stream, achieves an emission reduction equivalent to only one third (0.7 MtCO2/year) of the reduction achieved in the Recycling+ scenario. Furthermore, the results of the study show that currently initiated policy only partially realizes the full potential identified. A focus on highest quality use of recovered materials is essential to realize the full potential energy and CO2 emission reduction identified for the Netherlands. Detailed economic and technical analyses of high quality recycling are recommended to further evaluate viable integrated waste management policies.  相似文献

To be rightly implemented, an environmental policy ought to set an institutional framework (goals, rules and instruments) which incents decentralised actors to adopt the appropriate range of technologies. In the household waste management policy, the development of valorisation techniques (and particularly recycling) must be supported by convenient instruments and incentives. The paper analyses the problems encountered with the French household waste policy to ensure the takeoff of recycling techniques. At the moment, a rather under-proportioned institutional setting leads to favour the adoption of incineration with energy recovery at the expenses of recycling. This tends to create a structural bias in favour of incineration.  相似文献
