This article examines the problems and prospects of manganese nodule mining. The technological requirements for the exploitation of nodule deposits are considered, superimposed on an interdisciplinary policy-oriented approach. The technological dimension is emphasized because its crucial importance is often underrated when deep ocean mining is assessed. This dimension cannot be divorced from the interactions between economics, international law and oceanography. The technological problems and opportunities of nodule mining are diverse. Provided delays at the UN and economic uncertainties do not channel some of the interest into land-based alternatives, this could be an important area of future technical development.  相似文献

The deep ocean floor represents the latest frontier of knowledge about global mineral resources. The ocean environment poses unique problems for mineral resource development - problems of resource assessment, adaptation of mining technology, and management of resources common to all of mankind. In the first of three related articles on the mineral resources of the ocean, Mr. Odunton assesses the current state of knowledge about the nature and extent of marigenous minerals. He examines the processes of formation, the composition, and the regional distribution of ferromanganese nodules, which represent the most promising of these minerals at present. Attention is also given to the considerations involved in the location, evaluation and exploitation of nodule deposits. Future articles will review ocean mining technology and the economic and policy issues involved in the development of ocean mineral resources.  相似文献

: This article examines the willingness and capacity of local districts to control ground water mining of the Ogallala Aquifer in the High Plains. The questions of willingness and capacity were approached through extensive field interviews and a survey of all district board members and managers. The analysis focuses on the policy alternatives board members and managers perceive and how they evaluate these alternatives. Methodologically, the study utilized factor analysis of responses rating the desirability of various policy alternatives to ascertain what alternatives were perceived by the sample. Then the sample's preferences for each of the identified factors were calculated. The results demonstrate that the sample of those who must regulate if ground water mining is to be controlled at the substate level are not oriented to regulatory policies and therefore lack the willingness to deal with ground water mining.  相似文献

ABSTRACT: An intensive water quality investigation was conducted in western North Carolina to determine whether water quality problems existed from point and nonpoint source inputs of sediment from surface mining activities. Depth integrated measurements of sediment transport and biological sampling of benthic communities indicated that very serious water quality problems were caused by erosion from a concentrated area of open pit mining for mica, kaolin, and feldspar. The erosion occurred on haul roads, active mines, inactive mines, and tailings disposal piles. The need for using specific “Best Management Practices” for erosion control on the mining operation is discussed. These practices need to be implemented to restore populations of trout to the degraded reaches of the river. Additional monitoring data are presented that indicate that the biological integrity of surface waters can be preserved in the vicinity of point source mining discharges when the operators utilize proper practices in settling and neutralizing their effluent. While much has been done to abate the point source discharges, attention now needs to be focused on the nonpoint sources of sediment from mining operations.  相似文献

ABSTRACT: Hydrologic records from six small Eastern Kentucky watersheds were analyzed to determine the effect of surface mining on storm flows and peak flows. Average storm flow volumes were not changed by surface mining, whereas average peak flows were increased 36 percent. Peak flow increases were only in the summer. Smaller peak flows are doubled; moderate ones are increased by about a third; peak flows around 100 csm seem to be largely unaffected; and the larger peak flows may have been reduced by surface mining. The maximum annual storm flows, usually in winter or spring, appeared slightly reduced. No time trend in either storm flows or peak flows could be detected in five years of postmining record. Surface mining is not a serious floodwater discharge problem.  相似文献

ABSTRACT: The Tucson area is totally dependent on ground water, which is in increasingly short supply due to excessive overdrafts. Tucson area waste water treatment plants discharge material quantities of secondary effluent downstream, which is lost to evapotranspiration and recharge of the ground water basin. The city and the four large mining companies who share the common Santa Cruz basin ground water, recognized the common water supply problem and agreed to fund a feasibility study for mining process use of the effluent to partly alleviate the overdraft of ground water. The study analyzed the projected waste water effluent resources, potential mining company demand for waste water effluent and possible interface of an effluent delivery facility with the proposed Central Arizona Project. The effluent resources were analyzed with respect to potential demand. An optimum alignment was selected. An optimum system was detailed through design schematics, amortized cost and finance requirements, and an implementation schedule. It was concluded that a waste water effluent delivery facility could be implemented which would utilize reclaimed effluent in quantities approximating 35 percent of basin overdraft and which would provide revenue for full cost recovery over a 20 year operation period. The mining companies are studying the internal economic impacts of the project.  相似文献

ABSTRACT: A study was conducted over a six-year period in East-Central Ohio to determine the effects of surface mining and reclamation on physical watershed conditions and on ground-water hydrology in three ground-water zones in three small experimental watersheds. Mining disturbances in watersheds adjacent to the experimental sites affected ground-water levels in the undisturbed experimental watersheds prior to actual mining in the experimental sites. New subsurface flow paths, with different characteristics, formed during mining and reclamation. At all three sites mining dewatered the saturated zone above the underclay of the mined coal seam. Mining and reclamation affected ground-water levels below the mined coal seam in the middle and lower zones within at least two sites. Ground-water level recovery in the mined upper saturated zone was slow and irregular both temporally and spatially after reclamation. Hydraulic conductivities of postmining (Phase 3) spoil were generally greater than those of Phase 1 bedrock, but wide spatial variability was observed. Modelers need to be aware of the complexities of new flow paths and physical characteristics of subsurface flow media that are introduced by mining and reclamation, including destruction of the upper-zone clay.  相似文献

ABSTRACT: During the summers of 1982, 1983, and 1985, we assessed the effects of placer mining sedimentation on Arctic grayling, Thymallus arcticus, in the headwaters of Birch Creek, northeast of Fairbanks, Alaska. We compared differences between two streams (one that was undisturbed and one with mining activity upstream) near the confluence. Studies of caged fish demonstrated that, if grayling could not escape from streams carrying mining sediments, they would either die at high rates (sac fry) or suffer gill damage, starvation, and slowed maturation (age-O fingerlings and age-2 juveniles). Indirect effects of sedimentation, through loss of summer habitat for feeding and reproduction, may more severely affect grayling populations than the direct effects of sedimentation on the health and survival of individual fish.  相似文献

ABSTRACT: Prior to PL95–87 little research had been conducted to determine the impacts of mining and reclamation practices on sediment concentrations and yields on a watershed scale. Furthermore, it was unknown whether sediment yield and other variables would return to undisturbed levels after reclamation. Therefore, three small watersheds, with differing lithologies and soils, were monitored for runoff and suspended sediment concentrations during three phases of watershed disturbances: undisturbed watershed condition, mining and reclamation disturbances, and post‐reclaimed condition. Profound increases in suspended‐sediment concentrations, load rates, and yields due to mining and reclamation activities, and subsequent drastic decreases after reclamation were documented. Even with increases in runoff potential, reductions in suspended‐sediment concentrations and load rates to below or near undisturbed‐watershed levels is possible by using the mulch‐crimping technique and by removing diversions. Maximum concentrations and load rates occurred during times of active disturbances that exposed loose soil and spoil to high‐intensity rains. Sediment concentrations remained elevated compared with the undisturbed watershed when diversions were not well maintained and overtopped, and when they were not removed for final reclamation. Diversions are useful for vegetation establishment, but should be maintained until they are removed for final reclamation after good vegetative cover is established.  相似文献

ABSTRACT: A study was conducted to determine the effects of mining and reclaiming originally undisturbed watersheds on surface-water hydrology in three small experimental watersheds in Ohio. Approximately six years of data were collected at each site, with differing lengths of premining (Phase 1), mining and reclamation (Phase 2), and post-reclamation (Phase 3) periods. Mining and reclamation activities showed no consistent pattern iii base-flow, and caused slightly more frequent higher daily flow volumes. Phase 2 activities can cause reductions in seasonal variation in double mass curves compared with Phase 1. Restoration of seasonal variations was noticeably apparent at one site during Phase 3. The responses of the watersheds to rainfall intensities causing larger peak flow rates generally decreased due to mining and reclamation, but tended to exceed responses observed in Phase 1 during Phase 3. Natural Resources Conservation Service (NRCS) curve numbers increased due to mining and reclamation (Phase 2), ranging from 83 to 91. During Phase 3, curve numbers remained approximately constant from Phase 2, ranging from 87 to 91.  相似文献

The seminal work of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services on pollinators, pollination, and food production, informed scientific studies on the understudied impacts of mining on agriculture sub-sectors. This paper assesses the potential impacts of mining activities on beekeeping as an agricultural sub-sector, and the flow-on effects on associated economic values and enterprises to enhance sustainable development. A case study is conducted in the emerging northwest gold mining region of Ghana. The Location Quotient (LQ) and Location Association (La) models are used to explore the economic significance of beekeeping, its spatial links with tree habitats, and mining activities. Geographic Information Systems (GIS) were used to analyze the spatial interactions between concessions, trees, and beekeeping. The paper finds that districts with LQ < 1 in beekeeping also record LQ > 1 in mining, and La < 50 between beekeeping and mining. The findings are useful for stakeholder decision-making toward harnessing and leveraging the prospects of mining on integrated rural and sustainable development.  相似文献

This article discusses the legal criteria of a mining investment decision - the legal status of investments, fiscal regime and mining legislation. The importance of the security of tenure of mining titles and of the stability of the terms and conditions, as stated from the inception, is emphasized, and the concepts of state sovereignty, state ownership of mineral deposits and state participation in mining ventures are considered. The preference for legalistic solutions rather than ad hoc contracts is stated, and a brief review of the various types of mining agreements is given. Cet article analyse les critères juridiques de la decision concernant l'investissement minier: statut juridique des investissements, régime fiscal et legislation minière. L'importance de la sécurité de la concession minière et la garantie des clauses de contrats est mise en evidence. L'article considère également les concepts de souveraíneté de l'Etat, la propriété étatique des dépôts minéraux et la participation de l'Etat dans la recherche minérale. L'auteur indique sa préférence pour des solutions juridiques plutôt que des contrats particuliers et passe brièvement en revue les différents types d'accords miniers. Este artículo analiza los criterios legates empleados en la toma de decisiones sobre inversión minera: estado legal de la inversión, régimen fiscal y legislación minera. Se da énfasis a la importancia de la seguridad de posesión de los títulos mineros, la estabilidad de las condiciones iniciales de contrato y se consideran también los conceptos de soveranía del estado, propiedad estatal de los depósitos mineros y la participación del estado en la actividad minera. ABSTRACT The impacts of milled peat mining on runoff quality in northern Minnesota were determined using a multiple watershed approach. The frequency distributions of water quality constituents were used to detect whether runoff from a mined bog differed from that of 15 unmined (control) bogs. Peat mining increased water temperature, suspended sediment, specific conductance and concentrations of acidity, iron, sodium, and nitrogen species, although drinking water standards were not exceeded (α= 0.05). The method presented may be applicable for other nonpoint pollution investigations.  相似文献

The degree of security of investment afforded by the applicable legal regime is one of the most important factors affecting minerals projects. This article outlines the deep-sea mining regime contained in the recently adopted Law of the Sea Convention. A history of subsea mining, including petroleum mining, is presented and the events leading to adoption of the Convention are described. Those parts of the Convention relating to deep-sea mining are analysed, and the International Sea-Bed Authority is examined. It is concluded that deep-sea mining on a commercial scale is unlikely before the end of the decade.  相似文献

Rapid growth in marine sand mining for construction and other uses poses environmental challenges to coastal nations virtually worldwide. Yet the development of management policies, such as a system of fees imposed on operators for damage caused by mining, has been frustrated by a lack of studies to support such measures. Adapting a Beverton-Holt bioeconomic model, this paper attempts to contribute to the estimation of external costs to commercial fisheries due to marine mining. Using the major mining area of Ongjin in Korea as a case study, we estimate economic losses in use value of commercial fisheries through the time to recovery of the injured resource stocks. Present value of lost catch over a 1-year period from mining to resource recovery is estimated at $38,851 for a single “prototype” mining site. Estimated cumulative damages due to recurring mining for 5 and 10 years are $1.5 million and $2.2 million, respectively, at 20 mining sites. Sensitivity analyses are used to examine the effects of alternative assumptions to assess the many sources of uncertainty. Using a form of meta-analysis, dose-response information is used to assess the excess mortality the mining sediment plume has on eggs and larvae and, ultimately, on the value of lost catch ($841). Also addressed is the importance of specifying the appropriate “premining” conditions against which to assess environmental losses at the mining site. Damages estimated with premining fish populations are $23,066 higher than is the case using postmining conditions. Overall, the illustrative results suggest the variety of complex conditions which influence damage to fisheries from mining and which can benefit from further study to improve management guidelines. ABSTRACT: Information is lacking on the watershed scale effects of mining and reclaiming originally undisturbed watersheds for coal on surface water chemical concentrations and load rates for a variety of constituents. These effects were evaluated on three small, geologically dissimilar watersheds subjected to surface mining in Ohio. Comparisons were made between phases of land disturbances using ratios of average concentrations and load rates: Phase 1 (natural), subphases of Phase 2 (mining and reclamation), and subphases of Phase 3 (partial reclamation and final condition) using 4,485 laboratory analyses of 34 constituents. Average concentration and load rate ratios were categorized into three classes—minor, moderate, and substantial. Mining and reclamation (M/R) affected flow duration curves in different ways‐baseflow changes were variable, but high flows generally increased. The average concentration ratios for all sites were classified as 15 percent “minor,” 36 percent “moderate,” and 49 percent “substantial” (average ratio of 2.4.) Generally load rate ratios increased due to mining and reclamation activities (average ratio of 3.3). Minor, moderate, and substantial impacts were found on average for 7 percent, 23 percent, and 70 percent, respectively, of load rate ratios. The impact of M/R on average load rates was not necessarily the same as on average concentrations due to changed hydrology and can be opposite in effect. The evaluation of the impacts of M/R requires knowledge of changing hydrologic conditions and changing supplies and rates of release of chemicals into streams. Median sediment concentration ratio is an indicator of average constituent load rate ratio of a wide variety of chemical constituents and is useful for development of best management practices to reduce chemical loads. The site at which diversion ditches were not removed during final reclamation sustained large chemical load rates, and removal of diversions at the other mined site reduced load rates. Revegetation of poorly reclaimed areas decreased chemical load rates. Chemical load rates were sensitive to geology, mining, and reclamation methods, diversions, and changing hydrology, concentration flow rate regressions, and watershed areas.  相似文献

The mining industry can be critical to a nation's economic well-being. Impacts may be felt on a national or regional level, with their significance dependent in part on the resources under development as well as existing government policies. This paper examines typical economic consequences of mining and how such impacts are being felt in the so-called transitional economies of Asia and Europe. Clearly, while mining continues to play an important role in the economies of Russia, China, Vietnam and other transitional nations, the nature and impacts of mining are different by virtue of years of centralized planning in the industry and the use of non-economic measures of efficiency. ABSTRACT: A study was conducted to determine the effects of surface mining and reclamation on ground-water chemistry in three saturated zones in each of three small East-Central Ohio water-sheds. The extensive disturbances of mining and reclamation: (1) caused more changes in constituent concentrations in the upper zone than in lower zones, most of which were statistically significant increases (many were “drastic”); (2) affected ground-water chemistry in lower zones - those that were not physically disturbed; (3) tended to increase the frequency of exceedance of regulated constituents in all saturated zones; and (4) affected the chemistry of surface baseflow water at the watershed outlets. Several constituents were still changing at the end of the project within all sites and zones.  相似文献

Ghana is the second largest producer of gold in sub-Saharan Africa, and has experienced a significant increase in national mining production over the last two decades. Between 1983 and 1998, the mining industry brought approximately US $4 billion in foreign direct investment to Ghana. While large-scale gold mining has seen a significant increase, artisanal gold and diamond mining product have grown exponentially. While much research has been conducted on gold mining in Ghana, there is relatively little research on the environmental and human development consequences of diamond mining in the country. Unlike other West African countries such as Sierra Leonne and Liberia, small-scale diamond mining in Ghana has not been linked to conflict but its role in development has also been relatively modest. This paper examines large and small-scale mining in Ghana's largest diamond mining town, Akwatia, and their relative impact on environmental degradation, health, and the livelihood of artisanal miners. We conclude that while an increase in artisanal diamond mining has been a means of employement and income-generation for small-scale miners, there are some human development challenges, related to environmental burden from land degradation and health. GCD is an ailing mining company in Ghana, in desperate need of an injection of capital to keep the mine alive, but botched bidding has slowed the process of de-regulating the company. We also conclude that the de-regulation of GCD may lead to a relatively reduced environmental burden in Akwatia and more revenue for the GCD to invest in the human development needs of communities in the town.  相似文献
