This paper addresses questions of affective responses of residents of rural Arizona to changes in proximate community and riparian landscapes and the congruence of their perceptions of change with physical measures of change in those landscapes. Based on findings and concepts from previous studies, perceptions of change were assessed using a mail survey. Physical measures of land use and vegetation change were obtained from aerial photography for two points in time spanning approximately 13 years and were analyzed using a geographic information system. Significant differences were found in perceptions of change in the community and riparian landscapes. In contrast with previous findings, a majority of respondents found the changes as either improving or having no effect on landscape quality. Those who were more frequent users of the riparian landscape tended to be more aware of changes in it. The findings also suggest challenges for planners and resource managers working in rural areas adjacent to riparian landscapes.  相似文献

ABSTRACT: Appearances matter for managing riparian landscapes because the appearance of landscapes affects public willingness to accept plans and designs that improve ecological quality. Riparian landscape design and planning should respect and strategically incorporate characteristics that the public values and expects to see. Such design can be quite novel in its ecological effects, but it also should be sufficiently familiar in appearance to correspond with cultural values. This paper describes some influential cultural values for riparian landscapes and demonstrates how attention to such values supports public acceptance of ecologically innovative design in rural and urban watersheds.  相似文献

Regulators protecting riparian areas need to understand the integrity, health, beneficial uses, functions, and values of this resource. Up to now most methods providing information about riparian areas are based on analyzing condition or integrity. These methods, however, provide little information about functions and values. Different methods are needed that specifically address this aspect of riparian areas. In addition to information on functions and values, regulators have very specific needs that include: an analysis at the site scale, low cost, usability, and inclusion of policy interpretations. To meet these needs a rapid method has been developed that uses a multi-criteria decision matrix to categorize riparian areas in Washington State, USA. Indicators are used to identify the potential of the site to provide a function, the potential of the landscape to support the function, and the value the function provides to society. To meet legal needs fixed boundaries for assessment units are established based on geomorphology, the distance from “Ordinary High Water Mark” and different categories of land uses. Assessment units are first classified based on ecoregions, geomorphic characteristics, and land uses. This simplifies the data that need to be collected at a site, but it requires developing and calibrating a separate model for each “class.” The approach to developing methods is adaptable to other locations as its basic structure is not dependent on local conditions.  相似文献

海洋环境民事公益诉讼与环境民事公益诉讼系特殊与一般的关系,海洋环境问题较强的涉外属性决定了海洋环境民事公益诉讼在适格主体、管辖法院等方面存在特殊的规定,此种特殊规定不宜废除。但海洋环境民事公益诉讼与环境民事公益诉讼双轨并行的关系造成了海陆交叉污染案件存在适格主体、管辖等争议,且存在两诉协同上的挑战。导致这一问题的根本原因在于,海洋环境民事公益诉讼的受案范围限制在地理概念上的海域,这割裂了同一污染行为下陆地与海洋的联系。陆海统筹理念要求打通陆地与海洋之间的联系,以陆海一体化保护海洋生态环境。在这一理念的指导下,可对海洋环境民事公益诉讼受案范围进行陆海一体化调整,以克服陆地与海洋环境民事公益诉讼双轨并行造成的协同问题。具体而言,在海陆交叉污染案件中可以损害发生地为判断标准,当损害发生地在海洋时,则以海统陆,属海洋环境民事公益诉讼受案范围;当损害发生地在陆地时,则以陆统海,属环境民事公益诉讼受案范围。  相似文献

ABSTRACT: Beaver (Castor canadensis) are habitat‐modifying keystone species, and their activities broadly influence many other plants and animals. Beaver are especially important to waterfowl in the western U.S. where riparian and wetland habitats comprise less than 2 percent of the landscape yet provide habitat for greater than 80 percent of wildlife species. Wyoming is currently ranked sixth of the 50 states in the size of its breeding waterfowl population, and beaver ponds may play a significant role in providing habitat for these birds. The objectives of this research were to: (1) identify streams in Wyoming where beaver are currently present, extirpated, or used to manage riparian habitat; (2) identify areas where beaver could be relocated to create wetlands and improve riparian habitat; (3) compare wetland surface areas between areas that have beaver with those that did not; and (4) compare waterfowl numbers in areas with and without beaver. Using a survey of 125 land managers in Wyoming, we found that beaver have been removed from 23 percent (6,497 kin) of the streams for which managers had direct knowledge (28,297 kin). The same managers estimated that there are over 3,500 km of streams where beaver could improve habitat conditions. The riparian width in streams with beaver ponds averaged 33.9 m (95 percent CI = 25.1–42.7 m) in contrast to 10.5 m (CI = 8.6–12.4 m) in streams without beaver. During waterfowl surveys we counted 7.5 ducks/km (CI = O.9–14.4 ducks/kin) of stream in areas with beaver ponds and only O.1 ducks/km (no CIs calculated) of stream in similar areas without beaver present. Beginning in 1994, we restored beaver to 14 streams throughout Wyoming in an effort to create wetlands and improve riparian habitat. Waterfowl have been quick to respond to these important habitats. We feel that beaver restoration and management can be used to improve habitat in drainages where conflicts with other land uses are minimal.  相似文献

Management of ecosystems has been improved both by our understanding of how ecosystems function, as well as by what people consider to be suitable future land uses. This is particularly true with contaminated lands where decisions must be made about clean-up and future land use. In this paper I synthesize several surveys of public recreational rates and preferences for future land use of the Savannah River Site (SRS), a Department of Energy (DoE) facility located in South Carolina. Four groups of people were interviewed: on-site hunters; sportsmen; local residents attending an event near Aiken, South Carolina; and the general public attending a festival in Columbia, South Carolina. The general public that engaged in recreational activities averaged 20 days/ year or more for hunting and fishing, while sportsmen averaged over 50 days/year. All four groups rated maintaining SRS as a National Environmental Research Park (NERP) and using it for recreation as the highest preferred land uses. The general public rated hiking and camping higher than hunting and fishing, while sportsmen rated hunting higher than hiking and camping. All groups rated using SRS for homes as the lowest, or second lowest, preferred land use. There was disagreement on the ratings for industrial development, with people living closer to the site rating it higher than the general South Carolina population. These data can be used by local planners and managers in decision making regarding clean-up levels and future land use. The relative unanimity of views for cleaning up DoE sites, continued use of the site as a NERP and increased recreational use suggests that different groups of people share similar preferences for future use of SRS, and provides a useful paradigm for considering future land use decisions at other DoE sites nationwide. The relatively low ranking for housing and factories suggests that clean-up levels could be geared to future land use, such as recreation, which are less stringent than residential levels.  相似文献

ABSTRACT: Riparian zones perform a variety of biophysical functions that can be managed to reduce the effects of land use on instream habitat and water quality. However, the functions and human uses of riparian zones vary with biophysical factors such as landform, vegetation, and position along the stream continuum. These variations mean that “one size fits all” approaches to riparian management can be ineffective for reducing land use impacts. Thus riparian management planning at the watershed scale requires a framework that can consider spatial differences in riparian functions and human uses We describe a pilot riparian zone classification developed to provide such a framework for riparian management in two diverse river systems in the Waikato region of New Zealand. Ten classes of riparian zones were identified that differed sufficiently in their biophysical features to require different management. Generic “first steps” and “best practical” riparian management recommendations and associated costs were developed for each riparian class. The classification aims to not only improve our understanding of the effectiveness of riparian zone management as a watershed management tool among water managers and land owners, but to also provide a basis for deciding on management actions.  相似文献

Indigenous forests in Kenya, as in other developing countries, are under heavy pressure from competing agricultural land uses and from unsustainable cutting. The problem in Kenya is compounded by high population growth rates and an agriculturally based economy, which, even with efforts to control birth rates and industrialize, will persist into the next century. Both ecological and economic consequences of these pressures need to be considered in land-use decision making for land and forest management to be effective. This paper presents one way to combine ecological and economic considerations. The status of principal forest areas in Kenya is summarized and competing land uses compared on the basis of ecological functions and economic analysis. Replacement uses do not match the ecological functions of forest, although established stands of tree crops (forest plantations, fuel wood, tea) can have roughly comparable effects on soil and water resources. Indigenous forests have high, although difficult to estimate, economic benefits from tourism and protection of downstream agricultural productivity. Economic returns from competing land uses range widely, with tea having the highest and fuel wood plantations having returns comparable to some annual crops and dairying. Consideration of ecological and economic factors together suggests some trade-offs for improving land allocation decisions and several management opportunities for increasing benefits or reducing costs from particular land uses. Conservation buffers have the potential to reduce agricultural nonpoint source pollution and improve terrestrial wildlife habitat, landscape biodiversity, flood control, recreation, and aesthetics. Conservation buffers, streamside areas and riparian wetlands are being used or have been proposed to control agricultural nonpoint source pollution. This paper proposes an innovative strategy for placing conservation buffers based on the variable source area (VSA) hydrology. VSAs are small, variable but predictable portion of a watershed that regularly contributes to runoff generation. The VSA-based strategy involves the following three steps: first, identifying VSAs in landscapes based on natural characteristics such as hydrology, land use/cover, topography and soils; second, targeting areas within VSAs for conservation buffers; third, refining the size and location of conservation buffers based on other factors such as weather, environmental objectives, available funding and other best management practices. Building conservation buffers in VSAs allows agricultural runoff to more uniformly enter buffers and stay there longer, which increases the buffers capacity to remove sediments and nutrients. A field-scale example is presented to demonstrate the effectiveness and cost-effectiveness of the within-VSA conservation buffer scenario relative to a typical edge-of-field buffer scenario. The results enhance the understanding of hydrological processes and interactions between agricultural lands and conservation buffers in agricultural landscapes, and provide practical guidance for land resource managers and conservationists who use conservation buffers to improve water quality and amenity values of agricultural landscape.  相似文献

The potential impacts of land use on large woody debris (LWD) were examined in Sourdough Creek Watershed, a rapidly growing area encompassing Bozeman, Montana, USA. We identified six land classes within a 250 m buffer extending on either side of Sourdough Creek and assessed aquatic habitat and geomorphologic variables within each class. All LWD pieces were counted, and we examined 14 other variables, including undercut bank, sinuosity, and substrate composition. LWD numbers were generally low and ranged from 0 to 8.2 pieces per 50 m of stream. Linear regression showed that LWD increased with distance from headwaters, riparian forest width, and sinuosity in four of the six land classes. Statistically significant differences between land classes for many aquatic habitat and geomorphologic variables indicated the impacts of different land uses on stream structure. We also found that practices such as active wood removal played a key role in LWD abundance. This finding suggests that managers should prioritize public education and outreach concerning the importance of in-stream wood, especially in mixed-use watersheds where wood is removed for either aesthetic reasons or to prevent stream flooding.  相似文献

Data collected from 172 sites in 20 major river basins between 1993 and 1995 as part of the US Geological Survey's National Water-Quality Assessment Program were analyzed to assess relations among basinwide land use (agriculture, forest, urban, range), water physicochemistry, riparian condition, and fish community structure. A multimetric approach was used to develop regionally referenced indices of fish community and riparian condition. Across large geographic areas, decreased riparian condition was associated with water-quality constituents indicative of nonpoint source inputs—total nitrogen and suspended sediment and basinwide urban land use. Decreased fish community condition was associated with increases in total dissolved solids and rangeland use and decreases in riparian condition and agricultural land use. Fish community condition was relatively high even in areas where agricultural land use was relatively high (>50% of the basin). Although agricultural land use can have deleterious effects on fish communities, the results of this study suggest that other factors also may be important, including practices that regulate the delivery of nutrients, suspended sediments, and total dissolved solids into streams. Across large geographic scales, measures of water physicochemistry may be better indicators of fish community condition than basinwide land use. Whereas numerous studies have indicated that riparian restorations are successful in specific cases, this analysis suggests the universal importance of riparian zones to the maintenance and restoration of diverse fish communities in streams.  相似文献

Humans have severely impacted riparian ecosystems through water diversions, impoundments, and consumptive uses. Effective management of these important areas is becoming an increasingly high priority of land managers, particularly as municipal, industrial, and recreational demands for water increase. We examined radial tree growth of four riparian tree species (Pinus jeffreyi, Populus trichocarpa, Betula occidentalis, and Pinus monophylla) along Bishop Creek, California, and developed models relating basal area increment (BAI) and relative basal area increment (RBAI) to climatic and stream flow variables. Between years 1995–1999, univariate regression analysis with stream flow explained 29 to 61% of the variation in BAI and RBAI among all species except P. trichocarpa; growth by P. trichocarpa was not significantly related to stream flows over this period. Stepwise linear regression indicated that species responded differently to climatic variables, and models based on these variables explained between 33 to 86% of variation in BAI and RBAI during the decade of the 1990s. We examined branch growth of P. trichocarpa for sensitivity to differences in stream flow regimes and found that annual branch growth did not vary between a high- and low-flow site, but that annual branch growth was significantly higher in wet years with greater stream flows. Our results support the establishment of site-specific management goals by land managers that take into account all of the important tree species present in riparian ecosystems and their differential responses to altered hydrologic condition. Instream flow requirements for maintaining tree growth and vigor are only one of the species-specific responses that need to be evaluated, and these assessments should attempt to separate experimentally stream-flow (managed) controls from climatic (unmanaged) controls on growth.  相似文献

Catchment riparian areas are considered key zones to target mitigation measures aimed at interrupting the movement of diffuse substances from agricultural land to surface waters. Hence, unfertilized buffer strips have become a widely studied and implemented "edge of field" mitigation measure assumed to provide an effective physical barrier against nitrogen (N), phosphorus (P), and sediment transfer. To ease the legislative process, these buffers are often narrow mandatory strips along streams and rivers, across different riparian soil water conditions, between bordering land uses of differing pollution burdens, and without prescribed buffer management. It would be easy to criticize such regulation for not providing the opportunity for riparian ecosystems to maximize their provision for a wider range of ecosystem goods and services. The scientific basis for judging the best course of action in designing and placing buffers to enhance their multifunctionality has slowly increased over the last five years. This collection of papers aims to add to this body of knowledge by giving examples of studies related to riparian buffer management and assessment throughout Europe. This introductory paper summarizes discussion sessions and 13 selected papers from a workshop held in Ballater, UK, highlighting research on riparian buffers brought together under the EU COST Action 869 knowledge exchange program. The themes addressed are (i) evidence of catchment- to national-scale effectiveness, (ii) ecological functioning linking terrestrial and aquatic habitats, (iii) modeling tools for assessment of effectiveness and costs, and (iv) process understanding enabling management and manipulation to enhance pollutant retention in buffers. The combined understanding led us to consider four principle key questions to challenge buffer strip research and policy.  相似文献

Concepts of wild land have recreational, ecological and cultural dimensions, and place varying emphasis on physical landscape attributes and the perceptions of users. In Scotland, national and NGO policies show reasonable consistency in interpreting and defining ‘wild land’, emphasising the (perception of) lack of current human influence as a key criterion. This research used semi-structured interviews with key individuals and a questionnaire survey of land managers to evaluate concepts and perceptions of wild land in Scotland. Recognising that the conceptual and spatial definition of wild land is a key issue, a new typology is proposed. Weaknesses in the policy framework, as well as key potential threats to, and opportunities associated with, wild landscapes are identified. Management initiatives are fitted to the typology and divided into four management themes. Key recommendations are: (i) that national policy for wild landscapes needs to incorporate criteria, which recognise the multiple values deriving from such areas; and (ii) that future research should combine user group preferences with physical attribute information in determining what constitutes wild landscapes.  相似文献

ABSTRACT: Successful restoration of declining anadromous species is dependent upon effective riparian buffer zone management. Natural resource managers, policy developers and local conservation groups require science‐based information concerning the width at which a given buffer will be effective for its stated purpose. This paper summarizes a method developed in 1999 to determine effective riparian buffer widths for Atlantic salmon habitat protection as part of the Atlantic Salmon Conservation Plan for Seven Maine Rivers. A major assumption of the method is that no two buffers are alike with respect to their effectiveness and that various buffer characteristics dictate the required width for a given level of effectiveness. The method uses a predictive model that generates suggested riparian buffer widths as a function of specific, measurable buffer characteristics (such as slope, soil characteristics, and plant community structure and density) that affect buffer function. The method utilizes a variable‐width, two‐zone approach and specifies land uses that are consistent with desired buffer function within the two zones.  相似文献

Castor canadensis ) management in Wyoming, USA, was sent to 5265 private-land managers and 124 public-land managers during 1993. The survey was developed in response to increasing interest in beaver management and beaver reintroduction possibilities. Private-land managers responding to the survey supplied information on 62,859 km2 of land area and 20,037 km of streams. Primary concerns about beaver damage centered on (in decreasing order of importance) blocked irrigation ditches, girdled timber, blocked culverts, and flooded pastures, roads, crops, and timber. Primary benefits that landowners perceive that beaver give them were, in order of importance, elevated water tables, increased riparian vegetation, and increased stock-watering opportunities. Public-land managers also listed these benefits and detriments among their top concerns for beaver. Over 45% of landowners with beaver on their property and all of the public-land managers displayed an interest in a beaver reintroduction program and in more proactive beaver management.  相似文献

Some of the greatest challenges for managing residential development occur at the interface between the terrestrial and aquatic ecosystems--in a lake's riparian area. Land use planners need a framework they can use to identify development hotspots, areas were the next push for development will most likely occur. Lake riparian development profiles provide a framework for linking ecological and social factors important to development. In a test of this framework in northern Minnesota, researchers identified seven constructs influencing riparian area development: current general development, current housing development, and availability, accessibility, suitability, aesthetics, and proximity to services. Profiles display a lake's value for each construct relative to the range of values for all lakes in the county. Maps, developed using indicators for several constructs, allow us to identify how the factors interact and are dispersed across the landscape. These profiles help policy makers, planners, and managers identify lakes that are potential development hotspots so they can take timely steps to manage development or control the impacts of development.  相似文献

ABSTRACT: Private lakeshore development usually precedes establishment of public lake access. As a result, the best access areas are often occupied before public access is provided. The public then has a problem to provide access for nonriparian citizens. This problem can be anticipated and prevented by classifying undeveloped lakeshore areas according to suitability for both private and public uses, and incorporating appropriate recommendations into the municipal, comprehensive land use plan. To accomplish this, a site evaluation system has been developed which numerically rates the lakeshore for each of four public uses: public beaches, picnic areas, boat access areas, and public marinas; and two private uses: private marinas and vacation homes. Ratings are developed for: slope, soil suitability, shoreland type, water quality, site location, scenery, and road access. These ratings are combined with a statement of public goals developed from attitude surveys to produce a lakeshore land use plan. The plan recommends that lakeshore areas best suited for private development are so used, and areas best suited for public use are reserved for that purpose. This site evaluation system is demonstrated by a case study on Lake Champlain in Ferrisburg, Vermont.  相似文献
