Climate change is treated in China as an issue related closely to the national strategy for sustainable development as well as an issue in international collaboration in environment. The duality of the issue makes the climate change policy often waver between domestic and international emphases. In the past one and a half decades, the central government emphasized mostly on responding to international pressure by participating in negotiations in international treaties. However, the nation, as well as the world, will probably benefit more by taking a more proactive attitude towards mitigation and adaptation to climate change. This paper described the current governance structure for climate change management in China and made concrete recommendations for its improvement. The most urgent recommendation is to improve the cooperation of current National Coordination Committee on Climate Change with authority for policy-making and to oversee climate change.  相似文献

This paper explores the status of sustainable development in small island developing states (SIDS), through the presentation of a case study on the Maldives, which is a typical small island developing state in the Central Indian Ocean. At the outset, a brief history of sustainable development as related to SIDS on the international agenda is outlined, starting from Rio to Barbados to Johannesburg. SIDS are expected to face many challenges and constraints in pursuing sustainable development due to their ecological fragility and economic vulnerability. It is the position of this paper that issues related to environmental vulnerability are of the greatest concern. A healthy environment is the basis of all life-support systems, including that of human well-being and socio-economic development. Priority environmental problems are: climate change and sea-level rise, threats to biodiversity, threats to freshwater resources, degradation of coastal environments, pollution, energy and tourism. Among these, climate change and its associated impacts are expected to pose the greatest threat to the environment and therefore to sustainable development. For small islands dependent on fragile marine ecosystems, in particular on coral reefs, for their livelihoods and living space, adverse effects of climate change such as increased frequency of extreme weather events and sea-level rise will exacerbate the challenges they already face. It is concluded that the paper path from Rio to Barbados to Johannesburg has made significant progress. However, much remains to be done at the practical level, particularly by the developed countries in terms of new and additional efforts at financial and technical assistance, to make sustainable development a reality for SIDS.  相似文献

我国目前应对气候变化的策略表现为:将气候变化政策视为可持续发展政策的一部分;在参与全球气候变化的国际协议方面有着鲜明立场;重视气候变化方面的科学研究;把气候变化问题作为环境外交的重要部分;努力吸引公众参与等方面。但在政策的制定和执行中仍缺乏应有的积极性、主动性和前瞳性。我国的气候变化治理结构存在的问题主要包括:缺乏明确的决策机构和执行机构。科学研究对政策制定的支持能力不足,公众参与薄弱.企业减缓气候变化的动力不足。针对这些问题.提出了以“走向更为积极的气候变化政策与管理”为核心的改进治理结构的政策建议。  相似文献

ABSTRACT

What people believe about the beliefs of other people – second-order beliefs – has been acknowledged as a key factor that shapes public support for international climate policy. However, very little is known about their origins. Based on data from an online survey (n?=?935), we analyzed how German citizens assess the climate change awareness in their own nation as compared to those of the US and China. Even if the public climate change awareness in the US and China factually differs, we found that German citizens equivalently rate both nations similar and much lower than their own, a finding which can be explained with social identity processes and “in-group”/“out-group” biases. Hierarchical regression analyses demonstrate that the attention individuals pay towards television and social media predict second-order beliefs on climate change awareness positively, while attention to print media is a negative predictor.  相似文献

A growing body of literature argues that subjective factors can more accurately explain individual adaptation to climate change than objective measurers of adaptive capacity. Recent studies have shown that personal belief in climate change and affect are much better in explaining climate awareness and action than income, education or gender. This study focuses on the process of individual adaptation to climate change. It assesses and compares the influence of cognitive, experiential and structural factors on individuals’ views and intentions regarding climate change adaptation. Data from this study comes from a survey with 836 forest owners in Sweden. Ordinal and binary logistic regression was used to test hypotheses about the different factors. Results show that cognitive factors—namely personal level of trust in climate science, belief in the salience of climate change and risk assessment—are the only statistically significant factors that can directly explain individuals’ intention to adapt to climate change and their sense of urgency. Findings also suggest that structural or socio-demographic factors do not have a statistically significant influence on adaptation decision-making among Swedish forest owners. The study also offers valuable insights for communication interventions to promote adaptation. Findings strongly suggest that communication interventions should focus more strongly on building trust and addressing stakeholders’ individual needs and experiences.

In 2016, Swedish climate reporting declined in quantity and shifted focus somewhat from climate change as such to the harmful climate impacts of meat consumption. The latter prompted discussions in social media—an increasingly important forum for public debate but infrequently studied in environmental communication research. Despite strong evidence that a meat and dairy-based diet is harmful for the environment, meat consumption is increasing, and this qualitative study aims to—through the lens of social representation theory—contribute knowledge about how livestock production is legitimized in everyday discourse on Facebook. The article identifies representations that legitimize livestock production through polarization between (1) livestock production and other (environmental) issues, (2) environmentally “good” and “bad” countries, and (3) “reliable” and “unreliable” information. It concludes by discussing the influence of national ideology on the legitimization of livestock production and the potential of social media to counter the post-politicization of environmental issues.  相似文献

Climate change has become widely accepted as a challenge that humans will face in the not-too-distant future.Mountain ecosystems and their inhabitants are among the most vulnerable to climate change.This paper seeks to explain migration drivers in specific mountain regions in the context of climate change based on Foresight’s conceptual framework.A climate change sensitive field named Shangnan County in southern Shaanxi Province is chosen as the case study area to investigate local migration drivers.A series of qualitative research methods is employed in the case study including participant observation,semi-structured interviews,and focus group discussions.The evidence of survey suggests that migration decisions are not only shaped by macro factors in aspects of environmental,economics,demographic,social,politics and psychological,but also influenced by placed-related barriers and facilitating mechanisms and personal characteristics.  相似文献

本文首先总结了气候变化意识的定义和内涵,认为气候变化意识包括对气候变化的原因、影响和应对措施等问题的认知和应对气候变化的行为意愿两部分.其次基于问卷调查的数据,统计了企业管理人员对气候变化问题的认知和应对气候变化的行为意愿的各项问题的得分率.在气候变化的认知方面,受访者对于气候变化的原因的认知水平比较低,对于气候变化的全球协议和中国政策的认知水平非常低,对于气候变化的原因和减缓气候变化的措施的认知水平比较高,对于适应气候变化的各项措施的认知程度则有明显的差异;在应对气候变化的行为意愿方面,大多数受访者愿意在日常生活中采取行动减缓气候变化,也有大部分受访者认为企业是应对气候变化的主要利益相关方之一,企业应对气候变化的最主要的推动力是强制性的标准和法令的执行以及经济激励政策的引导,中国企业已经采取的应对气候变化的措施主要是节能减排取得了明显成效、淘汰了落后产能、开展了清洁生产及循环经济等.  相似文献

气候变化对我国社会、经济与环境的协调可持续发展影响日趋严重,把应对气候变化问题纳入国家环境规划必要且适时.在分析行为效益、实施成本、适应性排放和国际因素的基础上,提出我国"十二五"环境规划中应同时考虑"减缓"和"遥应"行为应对气候变化并权衡二者优先次序,采用以适应为主的"单效"方案,将自然承载力、生产系统、社会人居环境三个层次和自然生态系统、水资源、灾害与风险、低碳经济、敏感部门、城市化环境效应、海岸带等7个相关主要问题作为规划应对气候变化的熏点领域.  相似文献

气候变化对生态环境和人类健康造成的影响一直受科学家和国际组织的广泛关注。在现有的科学技术无法确切论证气候变化对环境的总体影响及对小岛和低地国家带来损害情况下,该议题自提出至今的进展都举步维艰。本文对议题谈判进展及各方立场进行梳理,提出未来谈判和规则的制定应以全球气候正义为价值衡量标准,树立整体观上的气候正义理念。并对气候正义内涵进行具体解读:一是以人权保护为维度,指出保护小岛和低地国家的基本人权是实现气候正义的逻辑前提;二是指出应当基于分配正义与矫正正义的传统分析视角,将共同但有区别责任原则作为设定权利与义务分配机制时的基础标准;三是气候正义要求一国在行使权利时应遵循领土无害使用原则,负有不污染和破坏他国环境和生态的义务,如违反便可能引发国家责任或惩戒。本文进而以气候正义为价值指引提出三种救济路径:一是国家责任路径,以国际人权法、国际环境法的规则或原则为法律依据,根据一定的规则,来判断当事国的损害行为或结果是否构成国际法上的国家责任;二是国际环境规制路径,即在《联合国气候变化框架公约》(以下简称《公约》)所确立的遵约与履约机制下解决问题,利用市场机制和激励手段如基金和保险支持制度来救济或补偿损失与损害;三是国际环境争端解决路径,主要以磋商、协商、和解、谈判等非强制性方式及国际仲裁、国际司法的法律手段解决气候争端。在救济路径上,应以全球规制路径为主,以国家责任路径为补充,以环境争端解决方式为程序性保障。中国基于全球气候治理的积极推动者,应表明立场,以共同但有区别责任原则为谈判基础,加强南南合作,履行国际气候承诺,发展低碳经济,积极推进该议题的国际谈判。  相似文献

Climate change generally requires species to migrate northward or to higher elevation to maintain constant climate conditions, but migration requirement and migration capacity of individual species can vary greatly. Individual populations of species occupy different positions in the landscape that determine their required range shift to maintain similar climate, and likewise the migration capacity depends on habitat connectivity. Here, we demonstrate an approach to quantifying species vulnerabilities to climate change for 419 rare vascular plants in Alberta, Canada, based on a multivariate velocity of climate change metric, local habitat fragmentation, and migration capacity. Climate change velocities indicated that future migration requirements ranged from 1 to 5 km/year in topographically complex landscapes, such as the Alberta Foothills and Rocky Mountains. In contrast, migration requirements to maintain constant climate in relatively flat Boreal Plains, Parkland, and Grassland ranged from 4 to 8 km/year. Habitat fragmentation was also highest in these flat regions, particularly the Parkland Natural Region. Of the 419 rare vascular plants assessed, 36 were globally threatened (G1–G3 ranking). Three globally threatened species were ranked as extremely vulnerable and five species as highly vulnerable to the interactions among climate change velocity, habitat fragmentation, and migration capacity. Incorporating dispersal characteristics and habitat fragmentation with local patterns in climate change velocity improves the assessment of climate change threats to species and may be applied to guide monitoring efforts or conservation actions.  相似文献

国际上对气候因素引致人口迁移的直接关联性和重要程度一直存在争议.2010年我国西南地区遭受的特大千旱给探索极端气候事件和气候变化移民之间的复杂关系提供了研究背景.在此特大干旱影晌下,当地农村居民是否、以及怎样采用迁移的方式来应对?本文以2010年8-9月在受灾严重的云南省昆明市寻甸县所进行的田野调查为基础,揭示了特大干旱背景下当地农村人口的迁移行为及特征.调研结果表明在所调查的村组并未因此极端气候事件而引起大规模的气候变化移民活动,无论是暂时的还是永久的.为了解释灾后当地农村人口的迁移选择,本文引入“气候变化一人口迁移响应”的基本理论框架模型,考虑公共和私人两个层面的作用,对当地政府、村集体和农户自身的灾后适应行为进行深入分析和效果评价.结果表明在公共层面的各类帮扶和救助下,农户自身亦采取了多样化的适应措施,两个层面适应行为的共同作用缓解了特大干旱给农户生计带来的压力,使得农户家庭成员的迁移并不成为必须的选择.  相似文献

We use a discourse network analysis approach to answer two questions about national news coverage of climate change policy debate in Canada during the period 2006–2010. First, what is the media visibility of actors relevant to policy development and advocacy on climate change? Second, given the political and economic context of climate policy-making in Canada, does greater or lesser media visibility reflect effectiveness in climate policy advocacy? Multiple interpretive frameworks characterize Canadian political discourse about climate change, with fragmentation between the federal government, opposition political parties, provincial governments, and environmental organizations. Contrary to expectations, environmental organizations had high levels of media visibility while the relative invisibility of fossil fuel corporations was notable in the media coverage of Canadian climate discussions. Our findings challenge optimistic accounts of the relationship between media power and political power, and suggest that media power does not necessarily translate to political efficacy.  相似文献

For the adverse impacts of climate change, China government should place the problem of adaptation to climate change on the agenda. It is time to institute and implement a state adaptive strategy to reduce the adverse impacts on economy, community and people's health and life by international cooperation and our own endeavor. A state strategy of adaptation to climate change should be closely linked with other current interrelated national strategies, and they should be supplemented and improved by each other. This paper discusses the roles of the state strategy of adaptation to climate change in the state climate change integrative strategy, the environmental protection strategy, and the sustainable development strategy in China. The impacts of climate change are apparent in various regions of the world. Even though climate change may have a positive effect, it is anticipated that there will be many severely negative effects on human and natural resources in the future. Therefore, in addition to the need for stronger promotion of mitigation policies, it is urgently necessary to study and implement adaptation policies over the longer term to prepare for the possible negative impact of climate change. To implement climate change adaptation measures rapidly in Japan, it would seem practical and effective to make good use of the various countermeasures already promoted by both the national and the local governments for many sectors such as disaster prevention, environmental management, food production, and protection of the nation’s health. These countermeasures are considered to have potential for effecting climate change adaptation. This study, focusing on adaptation to climate change negative impacts, investigates to what extent the existing policies of the Tokyo Metropolitan Government could contribute to climate change adaptation, based on a comprehensive examination of targeted fields and indicators for which adaptation policies could be pursued. The results showed many of the existing policies could be useful for adaptation to climate change in many sectors. Furthermore, less than half of these policies need to take future climate change into account in order to contribute to climate change adaptation. This study proposes three basic steps that consider future climate change and local governmental propositions for the rapid implementation of adaptation policies in Japan.  相似文献

Water insecurity, induced or intensified due to climate change, has emerged as a key policy challenge in poor and developing countries such as India. Drawing on social cognitive theory, this paper examines the role of perceived collective efficacy—people's shared beliefs about their group's capabilities to accomplish collective tasks—and trust in government as factors influencing Indians' engagement with government water conservation policies. Using a national survey of Indians (N = 4031), we found that individuals with high levels of perceived collective efficacy and trust in government are more likely to support government water conservation policies. Moreover, for individuals with low trust in government, higher collective efficacy is associated with greater policy support. Perceived collective efficacy is also associated with activist behaviours, while distrust is not. Increasing collective efficacy beliefs, for example through mass media channels and targeted campaigns, could help increase citizens' engagement with climate change adaptation policies.  相似文献

Despite numerous international studies on climate change, there is skepticism in the media and it is prominent in public opinion polls. This article focuses in particular on the framing of climate skepticism in Germany, a country that, in the main, is said to be convinced about climate change. By using a two-step content analysis of 379 news articles (print and online) we demonstrate that climate skepticism is present in German news media reporting on the 17th Conference of the Parties (COP17) to the United Nations Framework Convention on Climate Change in Durban, South Africa. We identify two overarching skepticism frames: skepticism about the phenomenon of climate change and about climate science. Our analysis further shows that climate skepticism is not exclusive to a specific political ideology, even though a newspaper's ideology may influence how skeptical frames are being evaluated.  相似文献

Modern science is global. This is particularly true of environmental science, which has been guided to a considerable extent by international environmental policy. Accordingly, one might expect the standards of scientific research around the globe to have unified over the last 30 years. Yet environmental scientists from different nations and scientific schools have demonstrably dissimilar views on key environmental issues. This is the conclusion we reached after a series of in-depth interviews with prominent American and Russian environmental scientists. Abstract

For the adverse impacts of climate change, China government should place the problem of adaptation to climate change on the agenda. It is time to institute and implement a state adaptive strategy to reduce the adverse impacts on economy, community and people's health and life by international cooperation and our own endeavor. A state strategy of adaptation to climate change should be closely linked with other current interrelated national strategies, and they should be supplemented and improved by each other. This paper discusses the roles of the state strategy of adaptation to climate change in the state climate change integrative strategy, the environmental protection strategy, and the sustainable development strategy in China.
