Initiating ecosystem management in a coastal region is facilitated if multiple stakeholders recognise common problems. New management initiatives arise from a comparison of shared goals embodied in law and in planning documents with trends in the environment and society. Applying this approach to the Narragansett Bay ecosystem in the north-eastern US produces four types of relationships. Each relationship leads to different actions that managers and others may wish to pursue. First, when trends are consistent with goals, management activities limited to monitoring are appropriate. For example, in the Narragansett Bay ecosystem, the trend of declining metal loading is consistent with the goal of increased water quality and requires only passive observation to confirm its continuation. Second, when trends important to achieve specific goals are uncertain or unknown, applied research is an appropriate management response. Recent questions about the causes of low oxygen in selected Bay waters and about the magnitudes of different nitrogen sources call for additional applied research. Third, when known trends are inconsistent with goals, then managers and stakeholders must collaborate to devise new programmes. Fisheries decline and increasing nitrogen loading are examples where new management initiatives are mandated. The former has received important attention through changes in state legislation. Finally, the goals themselves may be uncertain, as in the case of a major port development. In this situation, managers can play an important role in clarifying goals through creating processes to enable better understanding of underlying values.  相似文献

Coastal waters have been significantly influenced by increased inputs of nutrients that have accompanied population growth in adjacent drainage basins. In Tampa Bay, Florida, USA, the population has quadrupled since 1950. By the late 1970s, eutrophic conditions including phytoplankton and macroalgal blooms and seagrass losses were evident. The focus of improving Tampa Bay is centered on obtaining sufficient water quality necessary for restoring seagrass habitat, estimated to have been 16,400 ha in 1950 but reduced to 8800 ha by 1982. To address these problems, targets for nutrient load reductions along with seagrass restoration goals were developed and actions were implemented to reach adopted targets. Empirical regression models were developed to determine relationships between chlorophyll a concentrations and light attenuation adequate for sustainable seagrass growth. Additional empirical relationships between nitrogen loading and chlorophyll a concentrations were developed to determine how Tampa Bay responds to changes in loads. Data show that when nitrogen load reduction and chlorophyll a targets are met, seagrass cover increases. After nitrogen load reductions and maintenance of chlorophyll a at target levels, seagrass acreage has increased 25% since 1982, although more than 5000 ha of seagrass still require recovery. The cooperation of scientists, managers, and decision makers participating in the Tampa Bay Estuary Program’s Nitrogen Management Strategy allows the Tampa Bay estuary to continue to show progress towards reversing many of the problems that once plagued its waters. These results also highlight the importance of a multi-entity watershed management process in maintaining progress towards science-based natural resource goals.  相似文献

ABSTRACT: The 1990s have featured a rapid proliferation of “watershed initiatives” in the western United States and elsewhere. Watershed initiatives are ad hoc, voluntary associations typically featuring both governmental and non-governmental actors organized together to collaboratively seek new strategies for addressing water and related natural resource problems at physically relevant regional scales. These efforts are a response to historical and sociopolitical trends that have resulted in increasingly ineffective forums and processes of resource management decision-making, and that have subordinated the role of local stakeholders in problem-solving efforts. In most cases, watershed initiatives appear to provide a pragmatic vehicle for resource managers and stakeholders to address common concerns in a more efficient manner than is otherwise possible, and as such, deserve further application and continued support.  相似文献

Decision rules are the agreed-upon points at which specific management interventions are initiated. For marine mammal management under the U.S. Marine Mammal Protection Act (MMPA), decision rules are usually based on either a numeric population or biological-removal approach. However, for walrus and other ice-associated pinnipeds, the inability to reliably assess population numbers or biological removals highlights a significant gap in the MMPA, particularly when the Arctic environment is rapidly changing. We describe the MMPA's ecosystem-based management goals, and why managers have bypassed these goals in favor of an approach that depends upon numerical population assessment. We then revisit the statute's primary goals in light of current knowledge about the Pacific walrus ecosystem and new developments in environmental governance. We argue that to monitor and respond to changes in the walrus ecosystem, decision rules should be based on scientific criteria that depend less on the currently-impractical goal of accurately enumerating population size and trends, or removals from that population. Rather, managers should base decisions on ecological needs and observed ecological changes. To implement this approach would require an amendment to the MMPA that supports filling the gap in management with achievable decision rules. Alternatively, walrus and other ice-associated pinnipeds will remain largely unmanaged during a period of profound environmental change.  相似文献

This study analysed 14 management plans and guidelines from a 25-year period to understand trends in conservation planning. A Rosetta Stone Analysis was used for the systematic comparison of plans and guidelines. Management plans incorporated management philosophies, management scenarios, opportunities for infrastructure, and plans for data collection by 2000. As of 2010, they incorporated ecosystem services, stakeholders’ objectives and methods for storing and analysing data. The results demonstrate the complex nature of management plans, with an important workload for site managers. Recommendations for future planning include adjustments in planning timeframes and a better identification of conservation targets from initial stages.  相似文献

Sound ecosystem management meshes socioeconomic attitudes and values with sustainable natural resource practices. Adaptive management is a model for guiding natural resource managers in this process. Ecosystems and the societies that use them are continually evolving. Therefore, managers must be flexible and adaptable in the face of uncertainty and lack of knowledge. To couple good science to management, it is important to develop goals, models, and hypotheses that allow us to systematically learn as we manage. Goals and models guide the development and implementation of management practices. The need to evaluate models and test hypotheses mandates monitoring, which feeds into a continuous cycle of goal and model reformulation. This paper reviews the process of adaptive management and describes how it is being applied to oak/pine savanna restoration at Necedah National Wildlife Refuge as an illustration. Our aim is to help managers design their own adaptive management models for successful ecosystem management.  相似文献

A broad range of tools are available for integrated water resource management (IWRM). In the EU research project NeWater, a hypothesis exists that IWRM cannot be realised unless current management regimes undergo a transition toward adaptive management (AM). This includes a structured process of learning, dealing with complexity, uncertainty etc. We assume that it is no longer enough for managers and tool researchers to understand the complexity and uncertainty of the outer natural system-the environment. It is just as important, to understand what goes on in the complex and uncertain participatory processes between the water managers, different stakeholders, authorities and researchers when a specific tool and process is used for environmental management. The paper revisits a case study carried out 2001-2004 where the tool Bayesian networks (BNs) was tested for groundwater management with full stakeholder involvement. With the participation of two researchers (the authors) and two water managers previously involved in the case study, a qualitative interview was prepared and carried out in June 2006. The aim of this ex-post evaluation was to capture and explore the water managers' experience with Bayesian belief networks when used for integrated and adaptive water management and provide a narrative approach for tool enhancement.  相似文献

In response to concerns regarding the health of streams and receiving waters, the United States Environmental Protection Agency established a total maximum daily load for nitrogen in the Chesapeake Bay watershed for which practices must be in place by 2025 resulting in an expected 25% reduction in load from 2009 levels. The response of total nitrogen (TN) loads delivered to the Bay to nine source reduction and land use change scenarios was estimated using a Spatially Referenced Regression on Watershed Attributes model. The largest predicted reduction in TN load delivered to the Bay was associated with a scenario in which the mass of TN as fertilizer applied to agricultural lands was decreased. A 25% decrease in the mass of TN applied as fertilizer resulted in a predicted reduction in TN loading to the Bay of 11.3%, which was 2.5–5 times greater than the reductions predicted by other scenarios. Eliminating fertilizer application to all agricultural land in the watershed resulted in a predicted reduction in TN load to the Bay of 45%. It was estimated that an approximate 25% reduction in TN loading to the Bay could be achieved by eliminating fertilizer applied to the 7% of subwatersheds contributing the greatest fertilizer‐sourced TN loads to the Bay. These results indicate that management strategies aimed at decreasing loading from a small number of subwatersheds may be effective for reducing TN loads to the Bay, and similar analyses are possible in other watersheds.  相似文献

Climate change has the potential to compromise the sustainability of natural resources in Mediterranean climatic systems, such that short-term reactive responses will increasingly be insufficient to ensure effective management. There is a simultaneous need for both the clear articulation of the vulnerabilities of specific management systems to climate risk, and the development of appropriate short- and long-term strategic planning responses that anticipate environmental change or allow for sustainable adaptive management in response to trends in resource condition. Governments are developing climate change adaptation policy frameworks, but without the recognition of the importance of responding strategically, regional stakeholders will struggle to manage future climate risk. In a partnership between the South Australian Government, the Adelaide and Mt Lofty Ranges Natural Resource Management Board and the regional community, a range of available research approaches to support regional climate change adaptation decision-making, were applied and critically examined, including: scenario modelling; applied and participatory Geographical Information Systems modelling; environmental risk analysis; and participatory action learning. As managers apply ideas for adaptation within their own biophysical and socio-cultural contexts, there would be both successes and failures, but a learning orientation to societal change will enable improvements over time. A base-line target for regional responses to climate change is the ownership of the issue by stakeholders, which leads to an acceptance that effective actions to adapt are now both possible and vitally important. Beyond such baseline knowledge, the research suggests that there is a range of tools from the social and physical sciences available to guide adaptation decision-making.  相似文献

ABSTRACT

Northern coastal regions are facing multiple challenges from accelerating global environmental and socioeconomic changes, such as ecosystem degradation, climate change, intensified resource extraction, land use change and declining populations. Based on interviews with 13 farmers, fishers and aquaculture employees from coastal Nordland, northern Norway, this study demonstrates how the local stakeholders’ perceptions of change and experiences of vulnerability are closely linked to their livelihood values and worldviews. What the informants consider a sustainable and meaningful way of coastal living does not coincide with national goals for sustainable, natural resource dependent development of the region. The article demonstrates the importance of attending to local values if policymakers and managers are to ensure successful local mobilisation, reduce vulnerability to ongoing and future processes of change, and ensure legitimacy and consistency in development goals of coastal zone management. Insights from this study are useful for local and regional decision makers with responsibility for natural resource policies and development efforts.  相似文献

Our recent paper advocating adaptive management of invasive nonnative species (INS) in Kings Bay, Florida received detailed responses from both Daniel Simberloff, a prominent invasion biologist, and Mark Sagoff, a prominent critic of invasion biology. Simberloff offers several significant lines of criticism that compel detailed rebuttals, and, as such, most of this reply is dedicated to this purpose. Ultimately, we find it quite significant that Simberloff, despite his other stated objections to our paper, apparently agrees with our argument that proposals for alternative management of established INS (i.e., alternatives to minimization/eradication) should not be rejected on an a␣priori basis. We argue that more specific development and application of adaptive approaches toward INS management, whether in Kings Bay or other appropriate case studies, would be facilitated if ecosystem managers and invasion biologists follow Simberloff’s lead on this key point. While Sagoff largely shares (and, indeed, served as a primary source for developing) our general arguments that challenge common moral and scientific assumptions associated with invasion biology, he does question our suggestion that participatory adaptive management provides an appropriate framework for approaching environmental problems in which science and politics are inherently entangled. We attempt to answer this criticism through a brief sketch of what participatory adaptive management might look like for Kings Bay and how such an approach would differ from past management approaches.  相似文献

Understanding the environmental consequences of changing water regimes is a daunting challenge for both resource managers and ecologists. Balancing human demands for fresh water with the needs of the environment for water in appropriate amounts and at the appropriate times are shaping the ways by which this natural resource will be used in the future. Based on past decisions that have rendered many freshwater resources unsuitable for use, we argue that river systems have a fundamental need for appropriate amounts and timing of water to maintain their biophysical integrity. Biophysical integrity is fundamental for the formulation of future sustainable management strategies. This article addresses three basic ecological principles driving the biogeochemical cycle of nitrogen in river systems. These are (1) how the mode of nitrogen delivery affects river ecosystem functioning, (2) how increasing contact between water and soil or sediment increases nitrogen retention and processing, and (3) the role of floods and droughts as important natural events that strongly influence pathways of nitrogen cycling in fluvial systems. New challenges related to the cumulative impact of water regime change, the scale of appraisal of these impacts, and the determination of the impacts due to natural and human changes are discussed. It is suggested that cost of long-term and long-distance cumulative impacts of hydrological changes should be evaluated against short-term economic benefits to determine the real environmental costs.  相似文献

This paper develops the outlines of a pragmatic, adaptive management-based approach toward the control of invasive nonnative species (INS) through a case study of Kings Bay/Crystal River, a large artesian springs ecosystem that is one of Florida’s most important habitats for endangered West Indian manatees (Trichechus manatus). Building upon recent critiques of invasion biology, principles of adaptive management, and our own interview and participant–observer research, we argue that this case study represents an example in which rigid application of invasion biology’s a␣priori imperative to minimize INS has produced counterproductive results from both an ecological and social standpoint. As such, we recommend that INS control in Kings Bay should be relaxed in conjunction with an overall program of adaptive ecosystem management that includes meaningful participation and input from non-institutional stakeholders. However, we also note that adaptive management and INS control are by no means mutually exclusive, in Kings Bay or elsewhere. Instead, we suggest that adaptive management offers a means by which INS control efforts can emerge from—and be evaluated through—ongoing scientific research and participatory dialogue about the condition of specific places, rather than non-contextual assumptions about the harmfulness of INS as a general class.  相似文献

Lake Erie water quality has improved dramatically since the degraded conditions of the 1960s. Additional gains could be made, but at the expense of further investment and reductions in fishery productivity. In facing such cross-jurisdictional issues, natural resource managers in Canada and the United States must grapple with conflicting objectives and important uncertainties, while considering the priorities of the public that live in the basin. The techniques and tools of decision analysis have been used successfully to deal with such decision problems in a range of environmental settings, but infrequently in the Great Lakes. The objective of this paper is to illustrate how such techniques might be brought to bear on an important, real decision currently facing Lake Erie resource managers and stakeholders: the choice of new phosphorus loading targets for the lake. The heart of our approach is a systematic elicitation of stakeholder preferences and an investigation of the degree to which different phosphorus-loading policies might satisfy ecosystem objectives. Results show that there are potential benefits to changing the historical policy of reducing phosphorus loads in Lake Erie.  相似文献

This paper presents an agile participatory urban soundscape planning process model, which is proposed as a prerequisite on which to build and reference the efficacy of urban soundscape planning. The model was developed through data synthesis and analysis and mapping engagement with diverse stakeholders across four applied soundscape projects in Brighton and Hove, UK. To the best of the authors’ knowledge, the model is the first of its kind in applied soundscape practice. The data was collected through semi-structured interviews with key stakeholders and document analysis of published resources. The framework used for the analysis of the findings comprised four core urban planning stages: goals and objectives, engagement (e.g. prediction/modelling/design/planning), implications, evaluation. The study found that when integrating soundscape planning with core urban planning stages it was necessary to first identify the appropriate stakeholders in relation to the project context. It was found that these stakeholders could be wide-ranging and unexpected, thereby reinforcing the appropriateness of incorporating an agile approach in the resulting model. The study also found that users’ perceptions are central to soundscape practice and need to be considered at each stage of a planning process to produce an effective and sustainable outcome. A variety of specific events, appropriate to the requirements of the stakeholders, are important for engaging planning authorities, users and other stakeholders at different stages. This study also demonstrated that an evidence-based evaluation method is recommended in an agile participatory urban soundscape planning process to assess stakeholders’ engagement at each stage and to inform and guide subsequent steps in the planning process relevant to the local context(s).  相似文献

Defining Goals and Criteria for Ecosystem-Based Management   总被引:4,自引:0,他引:4  
/ Identifying goals or targets for landscape and ecosystem management is now a widely recognized need that has received little systematic attention. At a micro-level most planners and managers of both ecosystems and economies continue to pursue traditional goals and targets that miss many desirable characteristics of ecosystem-based management goals. Desirable characteristics of ecosystem and landscape management goals and targets include: addressing complexity, transdisciplinarity, and the dynamic nature of natural systems; reflecting the wide range of interests and goals that exist; recognizing goals and values and limits; involving people and being explainable and implementable in a consistent way to different people and groups; and evolving adaptively as conditions and knowledge change. Substantive and procedural goals can be distinguished; the latter supporting the former. Substantive goals can be grouped according to their relationship to system structure, organization, and process/dynamics, and their disciplinary or subsystemic breadth. These discussions are illustrated by a review of the goals of biodiversity, sustainability, ecological health, and integrity. An example of a hierarchical framework of procedural goals and objectives that supports achievement of substantive goals is also provided. The conclusion is that a parallel, linked system of substantive and procedural goals at different levels of complexity and disciplinarity is needed to facilitate ecosystem-based management.KEY WORDS: Ecosystem management; Goals and objectives; Assessment criteria  相似文献

The current Mexican environmental law provides the legal basis for comprehensive land-use planning. Under the law, development of natural ecosystems must combine goals, policies, and practices towards the sustainable use of natural resources and the protection of biological diversity. Thus, ecosystem manipulation must be able to counter fragmentation of natural ecosystems and isolation of natural reserves, while providing for human needs. Assessment of the potential of natural ecosystems and management impacts are required. Multiple-resource simulation is an assessment and land-use planning tool that permits managers and decision makers to comply with the law, providing a flexible, user-oriented system that can meet the needs of managers, conservationists, and researchers. A multiple-resource model and an example of how it can be applied to meet planning needs is presented for discussion.  相似文献

Fuzzy cognitive mapping was used to develop a participatory ecosystem management plan for Uluabat Lake, Turkey. Interviews were conducted with stakeholders belonging to six different groups. Lake pollution was the most central and most mentioned variable for stakeholders. Stakeholder groups agree that lake pollution is negatively affecting ecosystem health and thereby local economies. Thus, reducing lake pollution was chosen as the overall goal for the management plan. Possible ways to reduce lake pollution and increase ecosystem health were seen differently by the different groups. Hunters, factory managers, NGO personnel, and local people thought industry was the main cause of lake pollution, while officials from the government and local municipalities thought roads and urban development contributed the most to lake pollution. Generally the stakeholder groups did not perceive their own actions as affecting the lake as strongly as other groups thought. For example, factory managers viewed factory pollution as negatively affecting the lake but less strongly than the other groups did. According to policy option simulations, reducing lake pollution had positive effects on all variables, especially fish, birds, animal husbandry, irrigation, agriculture, and the ecological balance of the lake. Results of this analysis were used to facilitate meetings among stakeholder groups and to develop a participatory ecosystem management plan. The analysis was useful for pointing out the similarities as well as the differences among the groups. It also helped the facilitators understand the focus of each stakeholder group and enabled them to suggest activities in which each group would want to participate.  相似文献

This article demonstrates why it is necessary to have the restoration of marine coastal ecosystem health as a new goal for integrated catchment management in the coastal area of Tolo Harbor. The present goal of integrated catchment management (ICM) in the Tolo Harbor is based on water quality objectives. The performance of the ICM plan, the Tolo Harbor Action Plan (THAP), was evaluated using marine coastal ecosystem health indicators including both stress and response indicators. Since the implementation of THAP in 1988, some significant reductions in pollution loading have been observed: reduction of 83% of biological oxygen demand load and 82% of total nitrogen between 1988 and 1999. There has also been an improvement in the health of Tolo Harbor’s marine coastal ecosystem as evidenced by trends in physical, chemical, and biological indicators, although reverse fluctuations in some periods exist. However, such improvement can only be considered as the first sign of complete ecosystem health restoration, because ecosystem health covers not only physical, chemical, and biological aspects of an ecosystem, but also ecosystem service functions. The findings support the need to take the restoration and protection of marine coastal ecosystem health as a new goal rather than using water quality objectives. Steps necessary to further improve Tolo Harbor’s marine coastal ecosystem health are also discussed.  相似文献

/ Many of the aquatic and terrestrial ecosystems of the Pacific Northwest United States have been simplified and degraded in part through past land-management activities. Recent listings of fishes under the Endangered Species Act and major new initiatives for the restoration of forest health have precipitated contentious debate among managers and conservation interests in the region. Because aggressive management activities proposed for forest restoration may directly affect watershed processes and functions, the goals of aquatic and terrestrial conservation and restoration are generally viewed as in conflict. The inextricable links in ecological processes and functions, however, suggest the two perspectives should really represent elements of the same problem; that of conserving and restoring more functional landscapes. We used recent information on the status and distribution of forest and fish communities to classify river subbasins across the region and explore the potential conflict and opportunity for a more integrated view of management. Our classification indicated that there are often common trends in terrestrial and aquatic communities that highlight areas of potential convergence in management goals. Regions where patterns diverge may emphasize the need for particular care and investment in detailed risk analyses. Our spatially explicit classification of subbasin conditions provides a mechanism for progress in three areas that we think is necessary for a more integrated approach to management: (1) communication among disciplines; (2) effective prioritization of limited conservation and restoration resources; and (3) a framework for experimentation and demonstration of commitment and untested restoration techniques.  相似文献
