Wind energy is a renewable energy resource that has increased in usage in most countries. Site selection for the establishment of large wind turbines, called wind farms, like any other engineering project, requires basic information and careful planning. This study assessed the possibility of establishing wind farms in Ardabil province in northwestern Iran by using a combination of analytic network process (ANP) and decision making trial and evaluation laboratory (DEMATEL) methods in a geographical information system (GIS) environment. DEMATEL was used to determine the criteria relationships. The weights of the criteria were determined using ANP and the overlaying process was done on GIS. Using 13 information layers in three main criteria including environmental, technical and economical, the land suitability map was produced and reclassified into 5 equally scored divisions from least suitable to most suitable areas. The results showed that about 6.68 % of the area of Ardabil province is most suitable for establishment of wind turbines. Sensitivity analysis shows that significant portions of these most suitable zones coincide with suitable divisions of the input layers. The efficiency and accuracy of the hybrid model (ANP-DEMATEL) was evaluated and the results were compared to the ANP model. The sensitivity analysis, map classification, and factor weights for the two methods showed satisfactory results for the ANP-DEMATEL model in wind power plant site selection.  相似文献

Desertification, land degradation in arid, semi-arid, and dry sub-humid regions, is a global environmental problem. With respect to increasing importance of desertification and its complexity, the necessity of attention to the optimal de-desertification alternatives is essential. Therefore, this work presents an analytic hierarchy process (AHP) method to objectively select the optimal de-desertification alternatives based on the results of interviews with experts in Khezr Abad region, central Iran as the case study. This model was used in Yazd Khezr Abad region to evaluate the efficiency in presentation of better alternatives related to personal and environmental situations. Obtained results indicate that the criterion "proportion and adaptation to the environment" with the weighted average of 33.6% is the most important criterion from experts viewpoints. While prevention alternatives of land usage unsuitable of reveres and conversion with 22.88% mean weight and vegetation cover development and reclamation with 21.9% mean weight are recognized ordinarily as the most important de-desertification alternatives in region. Finally, sensitivity analysis is performed in detail by varying the objective factor decision weight, the priority weight of subjective factors, and the gain factors. After the fulfillment of sensitivity analysis and determination of the most sensitive criteria and alternatives, the former classification and ranking of alternatives does not change so much, and it was observed that unsuitable land use alternative with the preference degree of 22.7% was still in the first order of priority. The final priority of livestock grazing control alternative was replaced with the alternative of modification of ground water harvesting.  相似文献

为了评价并进行城市水环境质量考核排名,介绍了江苏省组织开展涵盖地表水、饮用水、地下水、近岸海域和城市内河5种类型"全要素、代表性"水质监测断面(点位)体系建设工作的情况以及全要素断面设置的基本原则和做法。分苏南、苏北、苏中3个区域,对全省地表水监测代表性进行了量化计算,结果表明,调整后全省水质综合指数极差从41.07降至7.17,标准差从3.16降为0.49;采用德尔斐层次分析法分析,设计了水质代表性指数,含1项一级指标、5项二级指标、12项三级指标,计算表明,调整前全省水质代表性指数得分为69.1分,调整后为88.7分。将调整结果进行论证后再与各市环保主管部门交换意见,取得最终一致后正式实施。  相似文献

Urban metabolism components define the energy and material exchanges within a city and, therefore, can provide valuable information on the environmental quality of urban areas. Assessing the potential impact of urban planning alternatives on urban metabolism components (such as energy, water, carbon and pollutants fluxes) can provide a quantitative estimation of their sustainability performance. Urban metabolism impact assessment can, therefore, contribute to the identification of sustainable urban structures with regards, for example, to building types, materials and layout, as well as to location and capacity of transportation and infrastructural developments. In this way, it enables the formulation of planning and policy recommendations to promote efficient use of resources and enhance environmental quality in urban areas.The European FP7 project BRIDGE (sustainaBle uRban plannIng Decision support accountinG for urban mEtabolism) has developed a decision-support system (DSS) that systematically integrates urban metabolism components into impact assessment processes with the aim of accurately quantifying the potential effects of proposed planning interventions. The DSS enables integration of multiple spatial and non-spatial datasets (e.g. physical flows of energy and material with variables of social and economic change) in a systematic manner to obtain spatially defined assessment results and to thus inform planners and decision-makers. This multi-criteria approach also enables incorporation of stakeholders' perceptions in order to prioritise decisive assessment criteria. This paper describes the methodological framework used to develop the DSS and critically examines the results of its practical application in five European cities.  相似文献

Criteria and indicators assessment is one of the ways to evaluate management strategies for mountain watersheds. One framework for this, Integrated Watershed Management (IWM), was employed at Chittagong Hill Tracts region of Bangladesh using a multi-criteria analysis approach. The IWM framework, consisting of the design and application of principles, criteria, indicators, and verifiers (PCIV), facilitates active participation by diverse professionals, experts, and interest groups in watershed management, to explicitly address the demands and problems to measure the complexity of problems in a transparent and understandable way. Management alternatives are developed to fulfill every key component of IWM considering the developed PCIV set and current situation of the study area. Different management strategies, each focusing on a different approach (biodiversity conservation, flood control, soil and water quality conservation, indigenous knowledge conservation, income generation, watershed conservation, and landscape conservation) were assessed qualitatively on their potential to improve the current situation according to each verifier of the criteria and indicator set. Analytic Hierarchy Process (AHP), including sensitivity analysis, was employed to identify an appropriate management strategy according to overall priorities (i.e., different weights of each principle) of key informants. The AHP process indicated that a strategy focused on conservation of biodiversity provided the best option to address watershed-related challenges in the Chittagong Hill Tracts, Bangladesh.  相似文献

Mangroves are known for their global environmental and socioeconomic value. Despite their importance, mangrove like other ecosystems is now being threatened by natural and human-induced processes that damage them at alarming rates, thereby diminishing the limited number of existing mangrove vegetation. The development of a spatial vulnerability assessment model that takes into consideration environmental and socioeconomic criteria, in spatial and non-spatial formats has been attempted in this study. According to the model, 11 different input parameters are required in modelling mangrove vulnerability. These parameters and their effects on mangrove vulnerability were selected and weighted by experts in the related fields. Criteria identification and selection were mainly based on effects of environmental and socioeconomic changes associated with mangrove survival. The results obtained revealed the dominance of socioeconomic criteria such as population pressure and deforestation, with high vulnerability index of 0.75. The environmental criteria was broadly dispersed in the study area and represents vulnerability indices ranging from 0.00?C0.75. This category reflects the greater influence of pollutant input from oil wells and pipelines and minimal contribution from climatic factors. This project has integrated spatial management framework for mangrove vulnerability assessment that utilises information technology in conjunction with expert knowledge and multi-criteria analysis to aid planners and policy/ decision makers in the protection of this very fragile ecosystem.  相似文献

This paper proposes a methodology for the assessment of the sustainability among three different structural design alternatives for a single-family home. The response associated with each alternative has been measured using 43 indicators considering all stages of the life cycle. A decision-making model is carried out on the basis of a neutrosophic group analytical hierarchy process (NAHP-G) capturing the maximum information in terms of credibility, inconsistency and indetermination. The 9 criteria on which an expert group intervenes are finally evaluated using VIKOR. The results show that non-probabilistic uncertainties influence the weights obtained, with maximum deviations in the criteria between 11.91% and 4.95%, if compared to conventional AHP. From the methodology it is obtained that the technological alternative with non-conventional concrete performs best in sustainable terms. Although the industrialized option has less environmental impact, only the simultaneous consideration of the economic, environmental and social pillars in a project will lead to appropriate sustainable designs.  相似文献

Actors in the built environment are progressively considering environmental and social issues alongside functional and economic aspects of development projects. Infrastructure projects represent major investment and construction initiatives with attendant environmental, economic and societal impacts across multiple scales. To date, while sustainability strategies and frameworks have focused on wider national aspirations and strategic objectives, they are noticeably weak in addressing micro-level integrated decision making in the built environment, particularly for infrastructure projects. The proposed approach of this paper is based on the principal that early intervention is the most cost-effective and efficient means of mitigating the environmental effects of development projects, particularly macro infrastructure developments. A strategic overview of the various project alternatives, taking account for stakeholder and expert input, could effectively reduce project impacts/risks at low cost to the project developers but provide significant benefit to wider communities, including communities of future stakeholders. This paper is the first exploratory step in developing a more systematic framework for evaluating strategic alternatives for major metropolitan infrastructure projects, based on key sustainability principles. The developed Strategic Project Appraisal (SPA) framework, grounded in the theory of Strategic Environmental Assessment (SEA), provides a means of practically appraising project impacts and alternatives in terms of quantified ecological limits; addresses the neglected topic of metropolitan infrastructure as a means of delivering sustainability outcomes in the urban context and more broadly, seeks to open a debate on the potential for SEA methodology to be more extensively applied to address sustainability challenges in the built environment. Practically applied and timed appropriately, the SPA framework can enable better decision-making and more efficient resource allocation ensuring low impact infrastructure development.  相似文献

针对黑龙江省水资源生态环境现状,构建以水资源、社会经济、生态环境为子系统的水资源生态安全评价指标体系。运用粒子群算法(PSO)优化投影寻踪评价模型(PPE),对黑龙江省水资源生态安全进行研究。结果表明,该地区2003—2016年水资源生态安全整体呈现上升趋势。水资源污染指数和工业万元产值耗水量等指标状态的极大改善,使得2009、2013年水资源生态安全程度分别较前一年增加67.16%和98.76%。2003—2016年水资源、生态环境系统发展波动较大,前者略有降低,后者上升,社会经济系统(权重为0.426 5)发展最为迅速且对水资源生态安全影响最显著。对水资源生态安全影响最显著的指标有人均湿地面积、农业万元产值耗水量、水资源污染指数、工业用水比例、工业万元产值耗水量。该评价结果可为当地政府及环保部门制定政策提供理论参考。  相似文献

Impacts of urbanization on aquatic ecosystems are intensifying as urban sprawl spreads across the global land base. The urban stream syndrome (USS) identifies “symptoms” associated with urban development including changes in biotic communities, hydrology, water chemistry, and channel morphology. Direct relationships between road density (as surrogate of urbanization) and indicators of the USS were identified for streams in the Toronto region. Significant negative relationships were revealed between road density and biological (fish and benthic macroinvertebrate) richness, diversity, and fish Index of Biotic Integrity scores. Significant positive relationships were found between road density and tolerant fish/benthic macroinvertbrates, benthos Family Biotic Index scores, mean summer stream temperature, stream flashiness, and several water quality variables. Analysis of biological data showed that only four fish species and a reduced number of benthic macroinvertebrate families remained at the most urbanized sites. Road density was found to be a major determinant in both the fish and benthic macroinvertebrate community structure.  相似文献

The focus of this research was upon consequences of urban stormwater runoff entering two streams in Mayagüez, Puerto Rico. Mayagüez is the largest urban area of the western side of the island of Puerto Rico and provides an excellent point of reference to monitor the affects of urban development on water quality in a tropical climate. The two monitored streams were Quebrada del Oro and Cano Majagual. The research hypothesis asks, "Does stormwater runoff from urban development measurably affect the water quality of downstream receiving water by raising the conductivity, temperature, and flow quantity characteristics during storm events in comparison to upstream water quality?" In essence, the results for Quebrada del Oro agreed with the hypothesis of this project, while Cano Majagual produced results different from the hypothesis primarily due to the absence of non-urbanized land use for both upstream and downstream sections as well as the buffering capacity of a large wetland just upstream of the downstream instrument location of Cano Majagual. Both streams showed signs of stream impairment according to the temperature criteria (32°C or 90°F) set by the Junta de Calidad Ambiental and the US Environmental Protection Agency. Dissolved oxygen levels of the streams were severely affected by water temperature and oxygen-consuming matter within these stream systems, making dissolved oxygen and temperature important water quality parameters for tropical climates.  相似文献

Growing urban populations, combined with environmental challenges, have placed significant pressure on urban planning to supply housing while addressing policy issues such as sustainability, affordability, and liveability. The interrelated nature of these issues, combined with the requirement of evidence-based planning, has made decision-making so complex that urban planners need to combine expertise on energy, water, carbon emissions, transport and economic development along with other bodies of knowledge necessary to make well-informed decisions. This paper presents two geospatial software systems that can assist in the mediation of complexity, by allowing users to assess a variety of planning metrics without expert knowledge in those disciplines. Using Envision and Envision Scenario Planner (ESP), both products of the Greening the Greyfields research project funded by the Cooperative Research Centre for Spatial Information (CRCSI) in Australia, we demonstrate a workflow for identifying potential redevelopment precincts and designing and assessing possible redevelopment scenarios to optimise planning outcomes.  相似文献

通过测算江苏省城镇化每增长一个百分点引起的资源消耗与环境污染物产排放变化量,分析城镇化发展的边际资源环境效应。结果表明,1996年—2010年期间,城镇化每增长一个百分点带来的城镇生活用水量、城镇生活污水排放量、COD产生量、NH3-N产生量、NOx排放量、CO2排放量、垃圾产生量仍呈上升趋势,而城镇化每增长一个百分点带来的COD、NH3-N排放量和SO2排放量由"十五"的增加逐步转为"十一五"的减少。提出,江苏省应选择有特色的城镇化发展道路,合理把握城镇化发展速度和节奏,重视城镇化发展质量,促进城镇与环境协调发展。  相似文献

The USDA Forest Service Forest Health Monitoring (FHM) program indicators, including forest mensuration, crown condition classification, and damage and mortality indicators were used in the Cadillac Brook and Hadlock Brook watershed forests at Acadia National Park (ANP) along coastal Maine. Cadillac Brook watershed burned in a wildfire in 1947. Hadlock Brook watershed, undisturbed for several centuries, serves as the reference site. These two small watersheds have been gauged and monitored at ANP since 1998 as part of the Park Research and Intensive Monitoring of Ecosystems Network (PRIMENet). Forest vegetation at Hadlock Brook was dominated by late successional species such as Acer saccharum, Fagus grandifolia, Betula alleghaniensis, Acer rubrum and Picea rubens. Forest vegetation at Cadillac Brook, on the other hand, was younger and more diverse and included those species found in Hadlock as well as early successional species such as Betula papyrifera and Populus grandidentata. Differences in forest species composition and stand structure were attributed to the severe wildfire that affected the Cadillac Brook watershed. The high per capita generation of solid waste and the environmental problems in major rural communities of Ensenada, Baja California, have prompted authorities to seek alternatives for waste treatment. In the absence of a selection methodology, three technologies of waste treatment with energy recovery (an anaerobic digester, a downdraft gasifier, and a plasma gasifier) were evaluated, taking the broader social, political, economic, and environmental issues into considerations. Using the scientific literature as a baseline, interviews with experts, decision makers and the community, and waste stream studies were used to construct a hierarchy that was evaluated by the analytic hierarchy process. In terms of the criteria, judgments, and assumptions made in the model, the anaerobic digester was found to have the highest rating and should consequently be selected as the waste treatment technology for this area. The study results showed low sensitivity, so alternative scenarios were not considered. The methodology developed in this study may be useful for other governments who wish to assess technologies to select waste treatment.  相似文献

Restoration of urban streams and rivers has increased rapidly in developing countries in recent years. Estimating river health provides a new perspective on evaluating the ecological conditions of streams and rivers. The Suzhou Creek restoration project in Shanghai, China is a milestone for environmental protection. Based on the environmental and ecological data, including 17 indicators in five categories, collected from March 11 to April 20, 2007, the river health index (RHI) for Suzhou Creek was constructed and analysed to quantify the ecosystem of this urban river after a restoration project. The RHI scores of 34 sites ranged from 19.24 to 33.36, i.e. from poor to good. There were no significant RHI differences among stream orders, while differences in land use resulted in significant differences in channel flow status (B12), channel alteration (B21), channel sinuosity (B22), bank stability (B23), bank profile type (B25) and riparian vegetative zone width (B31). River restoration led to improved hydrological condition and channel physical form, while ammonia nitrogen (B44) and indicator scores of the presence of macro-invertebrate families (B51) were the lowest of any indicator. This case study supports the use of river health assessment as a supplement to water quality analysis in China.  相似文献

A decision analysis method for integrating environmental indicators was developed. This was a combination of Principal Component Analysis (PCA) and the Analytic Network Process (ANP). Being able to take into account the interdependency among variables, the method was capable of ranking ecosystems in terms of environmental conditions and suggesting cumulative impacts across a large region. Using data on land cover, population, roads, streams, air pollution, and topography of the Mid-Atlantic Region of the United States, we were able to point out areas which were in relatively poor condition and/or vulnerable to future deterioration regarding various environmental aspects. The method offered an easy and comprehensive way to combine the strengths of conventional multivariate statistics (PCA) and decision-making science tool (ANP) for integrated environmental assessment.  相似文献

The development of an environmental information system necessitates a phased implementation approach. Phase 1 includes the elements that are traditionally viewed as comprising monitoring and assessment activities. Analysis tools for interpretive work are identified including statistics, modelling, and GIS. Phase 2 follows the information flow beyond project reporting to examine the process of decision making. The inclusion of other forms of knowledge beyond the strictly scientific is necessary where the development of multi-sectoral decisions must be made. Phase 3 extends the decision-making process to the policy development and implementation field. This is accomplished by the inclusion of expert systems as advanced decision support systems which enable the manager to test various hypotheses and policy options prior to commitment. In addressing water resource issues, the importance of setting achievable and enforceable sectoral criteria and standards for industrial, agricultural, and drinking water supplies is discussed with reference to both usage and effluent criteria. Quality assurance and control is an area which must be critically addressed in any water resource project. The implementation of quality control programs must extend from the field sampling procedures and laboratory standard methods to both inter- and intra-laboratory tests and the development and maintenance of databases.  相似文献
