The need to recover and recycle valuable resources from Waste Electrical and Electronic Equipment (WEEE) is of growing importance as increasing amounts are generated due to shorter product life cycles, market expansions, new product developments and, higher consumption and production rates. The European Commission (EC) directive, 2002/96/EC, on WEEE became law in UK in January 2007 setting targets to recover up to 80% of all WEEE generated.Printed Wire Board (PWB) and/or Printed Circuit Board (PCB) is an important component of WEEE with an ever increasing tonnage being generated. However, the lack of an accurate estimate for PCB production, future supply and uncertain demands of its recycled materials in international markets has provided the motivation to explore different approaches to recycle PCBs.The work contained in this paper focuses on a novel, dry separation methodology in which vertical vibration is used to separate the metallic and non-metallic fractions of PCBs. When PCBs were comminuted to less than 1 mm in size, metallic grades as high as 95% (measured by heavy liquid analysis) could be achieved in the recovered products.  相似文献

A total of 26.1 Mg of residual waste from 3129 households in 12 Danish municipalities was analysed and revealed that 89.6 kg of Waste Electrical and Electronic Equipment (WEEE), 11 kg of batteries, 2.2 kg of toners and 16 kg of cables had been wrongfully discarded. This corresponds to a Danish household discarding 29 g of WEEE (7 items per year), 4 g of batteries (9 batteries per year), 1 g of toners and 7 g of unidentifiable cables on average per week, constituting 0.34% (w/w), 0.04% (w/w), 0.01% (w/w) and 0.09% (w/w), respectively, of residual waste. The study also found that misplaced WEEE and batteries in the residual waste constituted 16% and 39%, respectively, of what is being collected properly through the dedicated special waste collection schemes. This shows that a large amount of batteries are being discarded with the residual waste, whereas WEEE seems to be collected relatively successfully through the dedicated special waste collection schemes. Characterisation of the misplaced batteries showed that 20% (w/w) of the discarded batteries were discarded as part of WEEE (built-in). Primarily alkaline batteries, carbon zinc batteries and alkaline button cell batteries were found to be discarded with the residual household waste. Characterisation of WEEE showed that primarily small WEEE (WEEE directive categories 2, 5a, 6, 7 and 9) and light sources (WEEE directive category 5b) were misplaced. Electric tooth brushes, watches, clocks, headphones, flashlights, bicycle lights, and cables were items most frequently found. It is recommended that these findings are taken into account when designing new or improving existing special waste collection schemes. Improving the collection of WEEE is also recommended as one way to also improve the collection of batteries due to the large fraction of batteries found as built-in. The findings in this study were comparable to other western European studies, suggesting that the recommendations made in this study could apply to other western European countries as well.  相似文献

Through an agreement with EEE producers, Swedish municipalities are responsible for collection of hazardous waste and waste electrical and electronic equipment (WEEE). In most Swedish municipalities, collection of these waste fractions is concentrated to waste recycling centres where households can source-separate and deposit hazardous waste and WEEE free of charge. However, the centres are often located on the outskirts of city centres and cars are needed in order to use the facilities in most cases. A full-scale experiment was performed in a residential area in southern Sweden to evaluate effects of a system for property-close source separation of hazardous waste and WEEE. After the system was introduced, results show a clear reduction in the amount of hazardous waste and WEEE disposed of incorrectly amongst residual waste or dry recyclables. The systems resulted in a source separation ratio of 70 wt% for hazardous waste and 76 wt% in the case of WEEE. Results show that households in the study area were willing to increase source separation of hazardous waste and WEEE when accessibility was improved and that this and similar collection systems can play an important role in building up increasingly sustainable solid waste management systems.  相似文献

The content of hazardous components in Waste arising from Electrical and Electronic Equipment (WEEE) is a major concern that urges governments and industry to take measures to ensure proper treatment and disposal. Thus, the European Union issued directives to encourage reuse, recycling and other proper forms of recovery of such waste while companies and academics are still studying methods and technologies for optimizing recovery processes. This paper presents an analysis of the logistics process assuring the correct collection, handling, transportation and storing of WEEE. The experience comes from an Italian WEEE treatment plant (TRED Carpi S.r.l.) where a new kind of container has been introduced in order to improve the logistics system. An evaluation framework is described and used in order to compare different system configurations and assess the advantages emerging from adopting proper equipments for WEEE transport and handling.  相似文献

Evaluation of sites for the location of WEEE recycling plants in Spain   总被引:1,自引:0,他引:1  
As a consequence of new European legal regulations for treatment of waste electrical and electronic equipment (WEEE), recycling plants have to be installed in Spain. In this context, this contribution describes a method for ranking of Spanish municipalities according to their appropriateness for the installation of these plants. In order to rank the alternatives, the discrete multi-criteria decision method PROMETHEE (Preference Ranking Organisation METHod for Enrichment Evaluations), combined with a surveys of experts, is applied. As existing plants are located in North and East Spain, a significant concentration of top ranking municipalities can be observed in South and Central Spain. The method does not present an optimal structure of the future recycling system, but provides a selection of good alternatives for potential locations of recycling plants.  相似文献

The article compiles and analyses sample data for toxic components removed from waste electronic and electrical equipment (WEEE) from more than 30 recycling companies in Switzerland over the past ten years. According to European and Swiss legislation, toxic components like batteries, capacitors and printed wiring boards have to be removed from WEEE. The control bodies of the Swiss take back schemes have been monitoring the activities of WEEE recyclers in Switzerland for about 15 years. All recyclers have to provide annual mass balance data for every year of operation. From this data, percentage shares of removed batteries and capacitors are calculated in relation to the amount of each respective WEEE category treated. A rationale is developed, why such an indicator should not be calculated for printed wiring boards. The distributions of these de-pollution indicators are analysed and their suitability for defining lower threshold values and benchmarks for the depollution of WEEE is discussed. Recommendations for benchmarks and threshold values for the removal of capacitors and batteries are given.  相似文献

The research presented in this paper shows that Waste Electrical and Electronic Equipment (WEEE) issues associated with home appliances, such as TV sets, refrigerators, washing machines, air conditioners, and personal computers, are linked in the WEEE flow and recycling systems and are important to matters of public policy and regulation. In this paper, the sources and generation of WEEE in China are identified, and WEEE volumes are calculated. The results show that recycling capacity must increase if the rising quantity of domestic WEEE is to be handled properly. Simultaneously, suitable WEEE treatment will generate large volumes of secondary resources. Environmental problems caused by the existing recycling processes have been investigated in a case study. Problems mainly stem from open burning of plastic-metal parts and from precious metals leaching techniques that utilize acids. The existing WEEE flow at the national level was investigated and described. It became obvious that a considerable amount of obsolete items are stored in homes and offices and have not yet entered the recycling system. The reuse of used appliances has become a high priority for WEEE collectors and dealers because reuse generates higher economic profits than simple material recovery. The results of a cost analysis of WEEE flow shows that management and collection costs significantly influence current WEEE management. Heated discussions are ongoing in political and administrative bodies as to whether extended producer responsibilities policies are promoting WEEE recycling and management. This paper also discusses future challenges and strategies for WEEE management in China.  相似文献

In Korea, generation of waste electrical and electronic equipment (WEEE), or electronic waste (e-waste), has rapidly increased in recent years. The management of WEEE has become a major issue of concern for solid waste communities due to the volumes of waste being generated and the potential environmental impacts associated with the toxic chemicals found in most electronic devices. Special attention must be paid when dealing with WEEE because of toxic materials that it contains (e.g., heavy metals, polybrominated diphenyl ethers, phthalates, and polyvinyl chloride). If managed improperly, the disposal of WEEE can adversely affect the environment and human health. Environmental regulatory agencies; electronic equipment manufacturers, retailers, and recyclers; environmental nongovernmental organizations; and many others are much interested in updated statistics with regard to how much WEEE is generated, stored, recycled, and disposed of. In Korea, an extended producer responsibility policy was introduced in 2003 not only to reduce the amount of electronic products requiring disposal, but also to promote resource recovery from WEEE; the policy currently applies to a total of ten electrical and electronic product categories. This article presents an overview of the current recycling practices and management of electrical and electronic waste in Korea. Specifically, the generation rates, recycling systems and processes, and recent regulations of WEEE are discussed. We estimated that 1 263 000 refrigerators, 701 000 washing machines, 1 181 000 televisions, and 109 000 airconditioning units were retired and handled by the WEEE management system in 2006. More than 40% of the products were collected and recycled by producers. Four major producers’ recycling centers and other WEEE recycling facilities are currently in operation, and these process a large faction of WEEE for the recovery of valuable materials. Much attention should still be paid to pollution prevention and resource conservation with respect to WEEE. Several suggestions are made in order to deal with electronic waste management problems effectively and to prevent potential impacts.  相似文献

The volume of waste electrical and electronic equipment (WEEE) has been rapidly growing in recent years. In the European Union (EU), legislation promoting the collection and recycling of WEEE has been in force since the year 2003. Yet, both current and recently suggested collection targets for WEEE are completely ineffective when it comes to collection and recycling of small WEEE (s-WEEE), with mobile phones as a typical example. Mobile phones are the most sold EEE and at the same time one of appliances with the lowest collection rate. To improve this situation, it is necessary to assess the amount of generated end of life (EoL) mobile phones as precisely as possible. This paper presents a method of assessment of EoL mobile phones generation based on delay model. Within the scope of this paper, the method has been applied on the Czech Republic data. However, this method can be applied also to other EoL appliances in or outside the Czech Republic. Our results show that the average total lifespan of Czech mobile phones is surprisingly long, exactly 7.99 years. We impute long lifespan particularly to a storage time of EoL mobile phones at households, estimated to be 4.35 years. In the years 1990-2000, only 45 thousands of EoL mobile phones were generated in the Czech Republic, while in the years 2000-2010 the number grew to 6.5 million pieces and it is estimated that in the years 2010-2020 about 26.3 million pieces will be generated. Current European legislation sets targets on collection and recycling of WEEE in general, but no specific collection target for EoL mobile phone exists. In the year 2010 only about 3-6% of Czech EoL mobile phones were collected for recovery and recycling. If we make similar estimation using an estimated average EU value, then within the next 10 years about 1.3 billion of EoL mobile phones would be available for recycling in the EU. This amount contains about 31 tonnes of gold and 325 tonnes of silver. Since Europe is dependent on import of many raw materials, efficient recycling of EoL products could help reduce this dependence. To set a working system of collection, it will be necessary to set new and realistic collection targets.  相似文献

As a result of the continuous change in the design and function of consumer electrical and electronic products, the mechanical and material properties of the obsolete products, called waste electric and electronic equipment (WEEE), are highly variable. The variability within WEEE is explained by the number of different appliances, and the heterogeneity in composition of any given appliance.This paper reports on an extended investigation of the properties of WEEE, in particular small appliances. The investigation focuses on the analysis of the composition of about 700 single appliances. Firstly, analytical methods to characterize the waste equipment are described. The results of the experimental analyses show that the mechanical properties, the material composition, the polymer composition and the chemical composition of WEEE vary not only between equipment types with different functions, but also between single appliances within one equipment type. Data on hazardous and valuable substances in selected equipment types are presented.Using detailed data on the composition of individual appliances to calculate rates of recovery for assumed recycling processes demonstrates that the performance of recycling processes depends strongly on the composition of WEEE. Recycling-oriented characterization is, therefore, a systematic approach to support the design and the operation of recycling processes.  相似文献

In Japan, waste electrical and electronic equipment (WEEE) that is not covered by the recycling laws are treated as municipal solid waste. A part of common metals are recovered during the treatment; however, other metals are rarely recovered and their destinations are not clear. This study investigated the distribution ratios and substance flows of 55 metals contained in WEEE during municipal waste treatment using shredding and separation techniques at a Japanese municipal waste treatment plant. The results revealed that more than half of Cu and most of Al contained in WEEE end up in landfills or dissipate under the current municipal waste treatment system. Among the other metals contained in WEEE, at least 70% of the mass was distributed to the small-grain fraction through the shredding and separation and is to be landfilled. Most kinds of metals were concentrated several fold in the small-grain fraction through the process and therefore the small-grain fraction may be a next target for recovery of metals in terms of both metal content and amount. Separate collection and pre-sorting of small digital products can work as effective way for reducing precious metals and less common metals to be landfilled to some extent; however, much of the total masses of those metals would still end up in landfills and it is also important to consider how to recover and utilize metals contained in other WEEE such as audio/video equipment.  相似文献

The consumption of electrical and electronic equipment is surging, so is the generation of waste electrical and electronic equipment (WEEE). Due to the large quantity, high potential risk and valuable capacity of WEEE, many countries are taking measures to regulate the management of WEEE. The environmental pollution and human health-harming problems caused by irregular treatment of WEEE in China make the government pay more and more attention to its management. This paper reviews the development of WEEE management in China, introduces the new policy which is established for WEEE recycling and especially analyzes the effectiveness of the policy, including huge recovery, formation of new recycling system, strict supervision to related enterprises, and the stimulation to public awareness. Based on the current achievement, some recommendations are given to optimize the WEEE management in China.  相似文献

Plastics from waste electrical and electronic equipment (WEEE) have been an important environmental problem because these plastics commonly contain toxic halogenated flame retardants which may cause serious environmental pollution, especially the formation of carcinogenic substances polybrominated dibenzo dioxins/furans (PBDD/Fs), during treat process of these plastics. Pyrolysis has been proposed as a viable processing route for recycling the organic compounds in WEEE plastics into fuels and chemical feedstock. However, dehalogenation procedures are also necessary during treat process, because the oils collected in single pyrolysis process may contain numerous halogenated organic compounds, which would detrimentally impact the reuse of these pyrolysis oils. Currently, dehalogenation has become a significant topic in recycling of WEEE plastics by pyrolysis. In order to fulfill the better resource utilization of the WEEE plastics, the compositions, characteristics and dehalogenation methods during the pyrolysis recycling process of WEEE plastics were reviewed in this paper. Dehalogenation and the decomposition or pyrolysis of WEEE plastics can be carried out simultaneously or successively. It could be ‘dehalogenating prior to pyrolysing plastics’, ‘performing dehalogenation and pyrolysis at the same time’ or ‘pyrolysing plastics first then upgrading pyrolysis oils’. The first strategy essentially is the two-stage pyrolysis with the release of halogen hydrides at low pyrolysis temperature region which is separate from the decomposition of polymer matrixes, thus obtaining halogenated free oil products. The second strategy is the most common method. Zeolite or other type of catalyst can be used in the pyrolysis process for removing organohalogens. The third strategy separate pyrolysis and dehalogenation of WEEE plastics, which can, to some degree, avoid the problem of oil value decline due to the use of catalyst, but obviously, this strategy may increase the cost of whole recycling process.  相似文献

The aim of this research activity is to investigate the environmental impact of different thermal treatments of waste electric and electronic equipment (WEEE), applying a life cycle assessment methodology. Two scenarios were assessed, which both allow the recovery of bromine: (A) the co-combustion of WEEE and green waste in a municipal solid waste combustion plant, and (B) the staged-gasification of WEEE and combustion of produced syngas in gas turbines. Mass and energy balances on the two scenarios were set and the analysis of the life cycle inventory and the life cycle impact assessment were conducted. Two impact assessment methods (Ecoindicator 99 and Impact 2002+) were slightly modified and then used with both scenarios. The results showed that scenario B (staged-gasification) had a potentially smaller environmental impact than scenario A (co-combustion). In particular, the thermal treatment of staged-gasification was more energy efficient than co-combustion, and therefore scenario B performed better than scenario A, mainly in the impact categories of "fossil fuels" and "climate change". Moreover, the results showed that scenario B allows a higher recovery of bromine than scenario A; however, Br recovery leads to environmental benefits for both the scenarios. Finally the study demonstrates that WEEE thermal treatment for energy and matter recovery is an eco-efficient way to dispose of this kind of waste.  相似文献

This paper deals with the creation of appropriate conditions aimed at developing social services for reuse and recycling of waste electrical and electronic equipment (WEEE), by the inclusion of handicapped and Roma people in the workforce. Application areas for the project are the Hellenic (Greek) regions of Thessaly and North Aegean, where these groups suffer from professional and social exclusion. The efforts to reduce unemployment in the two aforementioned groups, together with the efforts to implement related Greek and European legislation for sustainable WEEE management, are examined here. Furthermore, networking and cooperation at local, regional and central levels between small enterprises, entrepreneurships and local authorities are examined, so that these social enterprises and their corresponding investments may support the development of the Greek alternative WEEE recycling system.  相似文献

Yttrium is important rare earths (REs) used in numerous fields, mainly in the phosphor powders for low-energy lighting. The uses of these elements, especially for high-tech products are increased in recent years and combined with the scarcity of the resources and the environmental impact of the technologies to extract them from ores make the recycling waste, that contain Y and other RE, a priority.The present review summarized the main hydrometallurgical technologies to extract Y from ores, contaminated solutions, WEEE and generic wastes. Before to discuss the works about the treatment of wastes, the processes to retrieval Y from ores are discussed, since the processes are similar and derived from those already developed for the extraction from primary sources.Particular attention was given to the recovery of Y from WEEE because the recycle of them is important not only for economical point of view, considering its value, but also for environmental impact that this could be generated if not properly disposal.  相似文献

This study presents and analyzes the data of the Italian system for take-back and recovery of waste electrical and electronic equipments (WEEEs) in the start-up period 2008–2010. The analysis was focused particularly on the data about the treatment of end-of-life cooling and freezing equipments. In fact, the wastes of cooling and freezing equipments have a high environmental impact. Indeed, in their compressor oil and insulation polyurethane (PU) foams chlorofluorocarbon (CFC) ozone-depleting gases are still present. In the period 2001–2004 Northern Italy resulted the main source in Europe of CFCs. The European Directive on WEEE management was enacted in 2002, but in Italy it was implemented by the legislative Decree in 2005 and it became operational in 2008. Actually, in 2008 the national WEEE Coordination Centre was founded in order to organize the WEEE pick-up process and to control collection, recovery and recycling targets. As a result, in 2010 the average WEEE collection per capita exceeded the threshold of more than 4 kg per inhabitant, as well as cooling and freezing appliances represented more than one fourth of the Italian WEEE collection stream. During the treatment of end-of-life cooling and freezing equipments, CFCs were recovered and disposed principally by burner methods. The analyses of defined specimens collected in the treatment facilities were standardized to reliably determine the amount of recovered CFCs. Samples of alkaline solid salt, alkaline saline solution, polyurethane matrix and compressor oil collected during the audit assessment procedure were analyzed and the results were discussed. In particular, the analysis of PU samples after the shredding and the warm pressing procedures measured a residual CFCs content around 500–1300 mg/kg of CFCs within the foam matrix.  相似文献

The main aim of this study is the integrated assessment of a proposed Waste-to-Energy facility that could contribute in the Municipal Solid Waste Management system of the Region of Central Greece. In the context of this paper alternative transfer schemes for supplying the candidate facility were assessed considering local conditions and economical criteria. A mixed-integer linear programming model was applied for the determination of optimum locations of Transfer Stations for an efficient supplying chain between the waste producers and the Waste-to-Energy facility. Moreover different Regional Waste Management Scenarios were assessed against multiple criteria, via the Multi Criteria Decision Making method ELECTRE III. The chosen criteria were total cost, Biodegradable Municipal Waste diversion from landfill, energy recovery and Greenhouse Gas emissions and the analysis demonstrated that a Waste Management Scenario based on a Waste-to-Energy plant with an adjacent landfill for disposal of the residues would be the best performing option for the Region, depending however on the priorities of the decision makers. In addition the study demonstrated that efficient planning is necessary and the case of three sanitary landfills operating in parallel with the WtE plant in the study area should be avoided. Moreover alternative cases of energy recovery of the candidate Waste-to-Energy facility were evaluated against the requirements of the new European Commission Directive on waste in order for the facility to be recognized as recovery operation. The latter issue is of high significance and the decision makers in European Union countries should take it into account from now on, in order to plan and implement facilities that recover energy efficiently. Finally a sensitivity check was performed in order to evaluate the effects of increased recycling rate, on the calorific value of treated Municipal Solid Waste and the gate fee of the candidate plant and found that increased recycling efforts would not diminish the potential for incineration with energy recovery from waste and neither would have adverse impacts on the gate fee of the Waste-to-Energy plant. In general, the study highlighted the need for efficient planning in solid waste management, by taking into account multiple criteria and parameters and utilizing relevant tools and methodologies into this context.  相似文献

Waste from electrical and electronic equipment (WEEE) constitutes one of the most complicated solid waste streams in terms of its composition, and, as a result, it is difficult to be effectively managed. In view of the environmental problems derived from WEEE management, many countries have established national legislation to improve the reuse, recycling and other forms of recovery of this waste stream so as to apply suitable management schemes. In this work, alternative systems are examined for the WEEE management in Cyprus. These systems are evaluated by developing and applying the Multi-Criteria Decision Making (MCDM) method PROMETHEE. In particular, through this MCDM method, 12 alternative management systems were compared and ranked according to their performance and efficiency. The obtained results show that the management schemes/systems based on partial disassembly are the most suitable for implementation in Cyprus. More specifically, the optimum scenario/system that can be implemented in Cyprus is that of partial disassembly and forwarding of recyclable materials to the native existing market and disposal of the residues at landfill sites.  相似文献
