This paper explores linkages between food security and crisis in different contexts, outlining the policy and institutional conditions needed to manage food security during a crisis and to rebuild the resilience of food systems in periods of relative peace. The paper reviews experiences over the past decade of countries in protracted crisis and draws lessons for national and international policy. It assesses the different alternatives on offer in fragile countries to address, for example, the disruption of institutional mechanisms and the decreasing level of support offered by international donors with respect to longer-term expectations. It proposes a Twin Track Approach to enhance food security resilience through specific policies for protracted crises that link immediate hunger relief interventions with a long-term strategy for sustainable growth. Finally, the article analyses policy options and the implications for both short- and longer-term responses vis-à-vis the three dimensions of food security: availability; access; and stability.  相似文献

Food security reserve policy in Ethiopia since 1982 is reviewed in the light of the limited progress made elsewhere in Africa in establishing and maintaining such reserves. While the reserve played some role in dealing with the crisis of 1987/8, donor confidence was eroded by unauthorised drawings from the reserve and other factors. In 1992, the Ethiopian Food Security Reserve Authority was established to provide a system of management more acceptable to donors. This had led to donor pledges to replenish the reserve, though it remains well below the target level. Despite increased government commitment of funds, donor confidence remains fragile and the reserve remains dependent on donor support. The place of the reserve in national food security policy is not yet fully defined. Conclusions are drawn for food security reserve policy in Ethiopia and elsewhere in Africa.  相似文献

The crisis cannot be attributed to any one cause, but rather it was the product of a number of interacting factors whose precise combination varied between countries. Drought, internal political and economic factors and an unfavourable external economic environment were significant contributory factors. Civil war and externally financed insurgency were primarily responsible for propelling a food crisis into a famine in four out of the six worst affected countries. Within the literature, there is a tendency for writers to emphasize the relative contribution of factors within their own disciplines. So far the literature on the responses, both within country and internationally, is comprised of eye witness accounts by journalists and evaluations by aid agencies of their performance. The international response by governments and the public was massive and unprecedented, but the response by governments, indigenous NGO's and the public within affected countries is often overlooked by the journalistic literature. Generalizations about "the African food crisis" have obscured the considerable diversity amongst countries. This is well illustrated by the experiences of Ethiopia, Kenya and Botswana. This diversity indicates the biased perspectives that arise from focussing on the extreme famines, as in Ethiopia. Research priorities should include studies of systems that coped during the crisis, historical analysis of the crisis, the way early warning information is processed within bureaucratic institutions, environmental degradation and fully integrated analysis of food production and consumption systems.  相似文献

This paper considers the principal elements that underpin policy frameworks for supporting food security in protracted crisis contexts. It argues that maintaining the food entitlements of crisis-affected populations must extend beyond interventions to ensure immediate human survival. A 'policy gap' exists in that capacities for formulating policy responses to tackle the different dimensions of food insecurity in complex, fluid crisis situations tend to be weak. As a result, standardised, short-term intervention designs are created that fall short of meeting the priority needs of affected populations in the short and long term and only partially exploit the range of policy options available. The paper discusses key attributes of agency frameworks that could support more effective policy processes to address longer term as well as immediate food security needs. Additionally, it points to some main challenges likely to be encountered in developing such frameworks and, with the participation of beneficiaries, translating them into effective action.  相似文献

This paper documents the rapid expansion and changes in food aid flows to Sub-Saharan Africa up to mid-1985. Trends for Sub-Saharan Africa as a whole and for the more seriously affected countries are examined, as are the comparative experiences of food aid of individual countries in the region. Table 11 lists the Sub-Saharan African countries and indicates the most seriously affected food-short countries, as defined by the WFP/FAO task force. It should be borne in mind that some practical problems exist in compiling data on food aid. These include lack of availability of reliable data, especially of most recent data; lack of common terminology and definitions; and different accounting systems. These data problems are sometimes a source of confusion. However, the basic facts are clear: food aid gradually emerged during the early 1980s as a resource too often of considerable significance to many countries of Sub-Saharan Africa. These trends were only accelerated with the crisis of 1984-1985. These facts provide a point of reference for further analysis of the sources of the crisis, its actual dimensions and consequences.  相似文献

The humanitarian crisis in Darfur remains extremely serious. The optimism that followed the signing of the Abuja Peace Accord was followed by a rapid deterioration in security on the ground in part associated with increasing factionalism in various rebel movements. This paper briefly reviews the evolution of the crisis, its impact on lives and livelihoods and the response by the World Food Programme (WFP) to June 2006. The major challenges and issues facing the food aid programme in the previous 18 months included: dealing with insecurity while maintaining or even extending programme outreach; the need to link protection with assistance more explicitly; and determining the wider impact of food aid programming on the processes and institutions linked with the conflict. The paper discusses the main strategic issues facing WFP in the future such as: integrating security and protection with needs assessments and operational decisions, broadening response strategies beyond food aid and bringing livelihoods to the fore, the need to review cost-efficiency, promoting partnerships and strengthening national and regional capacities.  相似文献

A survey of thirty-four feeding programmes in Ethiopia and East Sudan was undertaken. Wie differences were found between the two countries and also within Ethiopia. Irrelugar general ration distribution was commonplace in Ethiopia, thus placing an extra strain on selective feeding programmes. The principal admission criteria to Selected Feeding Programmes (SFPs) were weight for height categories. The cut-off stages of the emergency. Useful compasirions between programmes were hampered by such differences, as well as by the different methods of reporting data.
The types of food usd in programmes depended on availability and included high energyu drinks, poridges, take-home pre-mixes and sometimes indigenous foods. A large number of foods e.g. cornedbedef, chicken paté, noodles, da4tes etc. Some added interesting variety and added nutritional value to the diet, while others caused more problems than they solved due to their low acceptability, inappropriate packaging, limited accompanying information and complex an costly preparation. The imlementation of food dination policies by donors and consignees regarding appropriate foodstuffs and their recommended use was considered to be the major solution to this problem.  相似文献

This is the first part of a two-part article which stresses the need to move away from short term emergency measures to a more general system of social security. A weakness in much of the thinking on food security in Sudan is its conception of a normally self-provisioning peasantry which is pushed into distress only as a consequence of exceptional external conditions. Food catastrophes are therefore seen as, essentially, temporary phenomena requiring emergency interventions. This article proposes a different view: that the commercial development of Sudan has engendered a crisis of subsistence synonymous with the collapse of indigenous support systems, the spread of absolute poverty and the erosion of the country's resource base. In the North this situation has come about through economic means and in the South through war. The spread of absolute poverty and the resulting vicious struggle for scarce resources cannot, however, be separated from the decay in governance. Part I of the article attempts to establish the interconnections between these elements and thereby to indicate the problems which a system of social security would have to overcome. Part II will examine the institutional consequences of the crisis, namely the imposition of a donor-led system of social security.  相似文献

Food security in Ethiopia is discussed in the context of the repeated famines and the international responses both to them and to the socialist agricultural policies being pursued by Ethiopia. Increasing concern has been expressed by the international donor community regarding the ability of Ethiopia to absorb development funds without a major shift in emphasis in agricultural policy-making. The background to Ethiopia's present vulnerability is shown both in terms of the size of the vulnerable population and in terms of the poor performance of the agricultural sector in the last decade. The author looks at the present agricultural and marketing policy reforms and questions whether they are sufficient to generate the sort of international response needed to create the level of food security that would be required to avert future famines.  相似文献

In this article I examine the impact of drought on farm households in Ethiopia and their response to crisis conditions. I ask whether every household in a community is equally affected by drought and what households do to mitigate the effects of drought and associated food insecurity. Information on production, income and food consumption is disaggregated by agroecological zone (highland and lowland), and by socioeconomic strata (relatively wealthy versus poor). Such detailed analysis permits an improved understanding of why the poor are much more vulnerable than the wealthy to drought and associated famines and why they need to be more effectively targeted by relief and development interventions. In a world of limited public resources for crisis intervention, such understanding is crucial to the design of improved policies and projects for reaching people most at risk.  相似文献

Famine Early Warning Systems (EWS) are reliant on data aggregated from multiple sources. Consequently, they are often insensitive to localized changes in food security status, leading to delayed response or interventions. While price and infrastructural data are often gathered, this case study suggests that local street markets and vendor knowledge are underutilized. Few efforts have been made to monitor systematically the street markets as an indicator of local stressors. Findings from Ethiopia show that knowledge generated by expanding food security indicators in this sector can be used in combination with EWS to facilitate earlier intervention in, or to monitor more effectively, on-going humanitarian crises. Indicators developed from this study are accurate, cost effective, and sensitive to local climatic and food stressors.  相似文献

During 1985 more than 5,000 tonnes of biscuits consisting of twenty-eight different brands were sent to Ethiopia and Sudan for emergency relief feeding. They were freely available to recognized agencies operating feeding programmes. Biscuits were popular with programme supervisors as few resources (fuel, staff and personnel) were required for their preparation and distribution. They were also popular with beneficiaries.
Different aspects of biscuits were examined and characteristics considered important included: nutritional composition, acceptability to beneficiaries, packaging, the biscuit dimensions, shelf-life and accompanying information (nutritional composition, ingredients and guidelines for use).
The results of a field study indicated that biscuits have a limited, but useful, role to play in the early stages of emergency relief. Based on the study, guidelines for both donors and users, on the use of food aid biscuits were developed, which emphasize their joint responsibility in minimizing the misuse of biscuits.  相似文献

The 2003 war with Iraq has generated security concerns that present unique challenges to the practice of providing international humanitarian assistance during war and conflict. Objective research studies on security management are lacking. However, case studies have proven to be an important education and training tool to advance situational awareness of security risks. These challenges are illustrated by an analysis of the events surrounding the first ambush of, and assassination attempt on, a senior US aid official in Baghdad. Before deployment to conflict areas, especially those characterised by insurgent activity, humanitarian providers must realistically assess the threats to life and to the mission. They must obtain pre-deployment situational awareness education, security training and optimal protective equipment and vehicles.  相似文献

This paper provides an analysis of the Nuba Mountains Programme Advancing Conflict Trans-formation (NMPACT) as an example of an operational response in a complex emergency that innovatively addressed an incipient food security crisis. NMPACT is notable for having brought together an array of actors around a common principled agenda and for being the only operational programme in the Sudan to which both warring parties subscribed during the conflict. The key features of the programme are presented and the main innovative elements are reviewed, including the role of the principles of engagement and the 'political humanitarianism' of NMPACT. The paper looks at how NMPACT broke from traditional externally driven responses to food insecurity, and, drawing on lessons from Operation Lifeline Sudan, adopted an approach that focuses on capacity building, sustainable agriculture and market revitalisation, alongside conflict transformation and peace-building. The limitations of the model are also assessed, and preliminary lessons regarding its replication in other complex emergency contexts are presented.  相似文献

Developmental relief has become the central doctrine of 'good practice' in humanitarian responses to complex political emergencies. This is despite the fact that a proliferation of such emergencies reflects a failure of development for people in those countries in crisis. Drawing on case study material from Sudan, Somalia, Rwanda and Uganda, this paper challenges assumptions made about the efficacy of developmental relief models in complex emergencies. The trend towards developmental relief practices coincides with an increasing acceptance of higher levels of humanitarian distress in Africa. Myths of aid dependency and the pursuit of sustainable programming in the midst of war are linked to a global reduction in aid. The mantra of 'local solutions to local problems' locates the causes of crises firmly within those societies in crisis. It provides a premise for international disengagement, and the denial of international responsibility for the genesis and prolongation of humanitarian crises in Africa. Assigning solutions to the poor, the marginalised and victimised through enhanced 'participation' and local financing of services sustains a myth that development is occurring, when in fact levels of distress are rising.  相似文献

The southern Africa crisis represents the first widespread emergency in a region with a mature HIV/AIDS epidemic. It provides a steep learning curve for the international humanitarian system in understanding and responding to the complex interactions between the epidemic and the causes and the effects of this crisis. It also provoked much debate about the severity and causes of this emergency, and the appropriateness of the response by the humanitarian community. The authors argue that the over-emphasis on food aid delivery occurred at the expense of other public health interventions, particularly preventative and curative health services. Health service needs were not sufficiently addressed despite the early recognition that ill-health related to HIV/AIDS was a major vulnerability factor. This neglect occurred because analytical frameworks were too narrowly focused on food security, and large-scale support to health service delivery was seen as a long-term developmental issue that could not easily be dealt with by short-term humanitarian action. Furthermore, there were insufficient countrywide data on acute malnutrition, mortality rates and performance of the public health system to make better-balanced evidence-based decisions. In this crisis, humanitarian organisations providing health services could not assume their traditional roles of short-term assistance in a limited geographical area until the governing authorities resume their responsibilities. However, relegating health service delivery as a long-term developmental issue is not acceptable. Improved multisectoral analytical frameworks that include a multidisciplinary team are needed to ensure all aspects of public health are dealt with in similar future emergencies. Humanitarian organisations must advocate for improved delivery and access to health services in this region. They can target limited geographical areas with high mortality and acute malnutrition rates to deliver their services. Finally, to address the underlying problem of the health sector gap, a long-term strategy to ensure improved and sustainable health sector performance can only be accomplished with truly adequate resources. This will require renewed efforts on part of governments, donors and the international community. Public health interventions, complementing those addressing food insecurity, were and are still needed to reduce the impact of the crisis, and to allow people to re-establish their livelihoods. These will increase the population's resilience to prevent or mitigate future disasters.  相似文献

The paper engages in the discussion of conducting research in war zones, initiated in Disasters by Barakat and Ellis. It looks specifically at possibilities for research in the war zones of Eritrea and Northern Ethiopia during the 1980s, and notes the ways in which this context differs from wars in the former Yugoslavia to which Barakat and Ellis mainly refer. The authors suggest that the unique context of every internal war, and the institutional actors that converge around this context, create both the potential and the demand for particular kinds of information, especially when humanitarian programmes involving international donors are under way. De-contexualising research in war zones from the specific context in which it occurs, in order to derive general guidelines, can thus be problematic.  相似文献

During 1999-2000, Ethiopia was brought to the edge of a major disaster, with some 10 million people estimated to be in need offood assistance at the height of the crisis. A repeat of the catastrophic famine of 1984-5 was avoided, but the numbers of people affected, the loss of life and the destruction of livelihoods made this one of the most serious crises in the Horn of Africa in the past 15 years. The humanitarian community has been slow to recognise the lessons of 1999-2000, and there have been surprisingly few attempts to conduct a serious, post-event evaluation of the overall crisis and response. The label famine averted' seems to summarise the crisis to the satisfaction of most parties involved. This paper reviews the crisis, the events that led up to it and the response effort. It examines thefactors that contributed to making this crisis so serious, in order to draw conclusions and note issues that are relevant to current thinking about disaster preparedness and response - in Ethiopia and elsewhere. Some of the lessons learned from the 1999-2000 crisis are not new. However, the veryfact that mistakes have been repeated should be a lesson to the humanitarian community.  相似文献

In the first part of this article I examined the crisis of subsistence in Sudan resulting from the commercial development of the North and the war in the South. An attempt was also made to relate the deepening impoverishment that this represents to a decay in governance. There is a tendency amongst donor and government officials, which is reflected in the literature, to regard the unfolding crisis as the transitory result of exceptional circumstances rather than as irreversible and therefore warranting a major revaluation of policy. As a consequence, social security and emergency planning has generally been of an emergency type. In this, the final part of the article, I examine the donor response in more detail. In particular, I argue that the decay of governance is so extensive that a donor-led system of social security has been imposed on Sudan. This system has a number of characteristics, the most important of which is that it exists in the absence of the political renewal and democratisation that would be necessary for the technical solutions it advocates to be implemented. The result is that donor-led security, which is typical of the Horn of Africa, proceeds in a relation of antagonism to the sovereign power, a situation which significantly reduces the efficiency of the measures undertaken.  相似文献
