In this article I examine the impact of drought on farm households in Ethiopia and their response to crisis conditions. I ask whether every household in a community is equally affected by drought and what households do to mitigate the effects of drought and associated food insecurity. Information on production, income and food consumption is disaggregated by agroecological zone (highland and lowland), and by socioeconomic strata (relatively wealthy versus poor). Such detailed analysis permits an improved understanding of why the poor are much more vulnerable than the wealthy to drought and associated famines and why they need to be more effectively targeted by relief and development interventions. In a world of limited public resources for crisis intervention, such understanding is crucial to the design of improved policies and projects for reaching people most at risk.  相似文献

This paper documents the rapid expansion and changes in food aid flows to Sub-Saharan Africa up to mid-1985. Trends for Sub-Saharan Africa as a whole and for the more seriously affected countries are examined, as are the comparative experiences of food aid of individual countries in the region. Table 11 lists the Sub-Saharan African countries and indicates the most seriously affected food-short countries, as defined by the WFP/FAO task force. It should be borne in mind that some practical problems exist in compiling data on food aid. These include lack of availability of reliable data, especially of most recent data; lack of common terminology and definitions; and different accounting systems. These data problems are sometimes a source of confusion. However, the basic facts are clear: food aid gradually emerged during the early 1980s as a resource too often of considerable significance to many countries of Sub-Saharan Africa. These trends were only accelerated with the crisis of 1984-1985. These facts provide a point of reference for further analysis of the sources of the crisis, its actual dimensions and consequences.  相似文献

This paper examines the 1998–2000 'border' war between Eritrea and Ethiopia and its continuing legacies from the perspective of food security.1 Focusing on the food crisis that hit both countries during the same period and was allowed to develop into a famine in southeast Ethiopia, it argues that this was linked with the war in more ways than hitherto recognised. Such connections can be appreciated only by taking a longer-term view of the decline of the rural economy of which this food crisis was part, factoring in the role played by this and other conflicts that have flared up in the region. An analysis of this kind might have helped donors and aid agencies to respond more effectively both to short-term humanitarian needs in the midst of an inter-state war and to the need for longer-term support for food security in a region beset by endemic conflict.  相似文献

A survey of thirty-four feeding programmes in Ethiopia and East Sudan was undertaken. Wie differences were found between the two countries and also within Ethiopia. Irrelugar general ration distribution was commonplace in Ethiopia, thus placing an extra strain on selective feeding programmes. The principal admission criteria to Selected Feeding Programmes (SFPs) were weight for height categories. The cut-off stages of the emergency. Useful compasirions between programmes were hampered by such differences, as well as by the different methods of reporting data.
The types of food usd in programmes depended on availability and included high energyu drinks, poridges, take-home pre-mixes and sometimes indigenous foods. A large number of foods e.g. cornedbedef, chicken paté, noodles, da4tes etc. Some added interesting variety and added nutritional value to the diet, while others caused more problems than they solved due to their low acceptability, inappropriate packaging, limited accompanying information and complex an costly preparation. The imlementation of food dination policies by donors and consignees regarding appropriate foodstuffs and their recommended use was considered to be the major solution to this problem.  相似文献

This study, based on situational crisis communication theory and set in the context of the Syrian refugee crisis, seeks first to conduct a comparative analysis of the management of online citizen engagement by local governments and non‐governmental organisations (NGOs). Second, it aims to examine the relationship between certain factors pertaining to the types of responses submitted by citizens via the social media of the aforementioned actors. The sample is composed of several Spanish local governments and NGOs belonging to Red de Municipios de Acogida de Refugiados (Local Government Network for Refugee Allocation). The main findings are that NGOs' online engagement with citizens is more than that of local governments. Notably, NGOs are much more active on their Facebook pages than are local governments. The two actors converge, though, in terms of disseminating instructive information and paying less attention to ‘basic crisis response options’. Moreover, the factors ‘content type’, ‘reputation’, and ‘woman’ affect the type of response messages sent by citizens.  相似文献

The southern Africa crisis represents the first widespread emergency in a region with a mature HIV/AIDS epidemic. It provides a steep learning curve for the international humanitarian system in understanding and responding to the complex interactions between the epidemic and the causes and the effects of this crisis. It also provoked much debate about the severity and causes of this emergency, and the appropriateness of the response by the humanitarian community. The authors argue that the over-emphasis on food aid delivery occurred at the expense of other public health interventions, particularly preventative and curative health services. Health service needs were not sufficiently addressed despite the early recognition that ill-health related to HIV/AIDS was a major vulnerability factor. This neglect occurred because analytical frameworks were too narrowly focused on food security, and large-scale support to health service delivery was seen as a long-term developmental issue that could not easily be dealt with by short-term humanitarian action. Furthermore, there were insufficient countrywide data on acute malnutrition, mortality rates and performance of the public health system to make better-balanced evidence-based decisions. In this crisis, humanitarian organisations providing health services could not assume their traditional roles of short-term assistance in a limited geographical area until the governing authorities resume their responsibilities. However, relegating health service delivery as a long-term developmental issue is not acceptable. Improved multisectoral analytical frameworks that include a multidisciplinary team are needed to ensure all aspects of public health are dealt with in similar future emergencies. Humanitarian organisations must advocate for improved delivery and access to health services in this region. They can target limited geographical areas with high mortality and acute malnutrition rates to deliver their services. Finally, to address the underlying problem of the health sector gap, a long-term strategy to ensure improved and sustainable health sector performance can only be accomplished with truly adequate resources. This will require renewed efforts on part of governments, donors and the international community. Public health interventions, complementing those addressing food insecurity, were and are still needed to reduce the impact of the crisis, and to allow people to re-establish their livelihoods. These will increase the population's resilience to prevent or mitigate future disasters.  相似文献

The traglic recent events in Ethiopia and other parts of Africa have again foccussed attention on the different anaytical approaches to the problems iof famine. Perhaps the most important analytical contribution to this field has been Sen's "entitlements approach." One of the case studies Sen used to articulate this approach was of the 1972–1973 famine in Wollo Province, Ethiopia. This article provides a provisional assessment of the famine process in the Wollo during 1982–1985 to set against the analysis by Sen of the earlier famine. In the Sahelian countries of West Africa, the problems of drought and famine are sufficiently long term to justify the existence of permanent food security agencies. Yet donors are reluctant to fund these agencies when there is not a crisis, forcing poor countries to use their own resources for food security and famine early warning efforts. To make more effective use of limited resources and since the data needs for effective famine early warning are similar to those for basic rural development, information systems to provide data simultaneously for development projects and famine early warning should be developed and supported. In Mali, one of the larger and poorer countries of the West African Sahel, basic information systems which gather a range of appropriate data already exist, but there need to be improvements in the quality of design and the timeliness of analysis to make the information more useful for either development or famine early warning.  相似文献

Food insecurity continues to be prevalent in parts of Africa. In December 2015, there were approximately 21.6 million food insecure people in the Horn and East Africa. Climate change is likely to exacerbate current volatility of agricultural production and lead to further food insecurity. Whilst the academic literature has acknowledged the complexity of food insecurity and systems, it is not clear to what extent this has been translated into practice. We argue that there is a tendency to explain complex failures of food systems as ‘droughts’, with insufficient attention paid to other drivers. We analyse humanitarian documents and climate outlook statements in Ethiopia, Kenya and Somalia and assess how these are reflected in the humanitarian responses to food insecurity in the region by analysing the financing of humanitarian operations. Our findings indicate that the continued evolution in understanding the complex causes of food insecurity and attempts to move away from emergency relief to a more sophisticated approach has not translated into an observable change in humanitarian responses. The reasons behind this persistence of short-term relief, which is being justified with reference to climatic factors, mainly drought, would warrant further research into the decision-making process that triggers humanitarian responses.

During 1999-2000, Ethiopia was brought to the edge of a major disaster, with some 10 million people estimated to be in need offood assistance at the height of the crisis. A repeat of the catastrophic famine of 1984-5 was avoided, but the numbers of people affected, the loss of life and the destruction of livelihoods made this one of the most serious crises in the Horn of Africa in the past 15 years. The humanitarian community has been slow to recognise the lessons of 1999-2000, and there have been surprisingly few attempts to conduct a serious, post-event evaluation of the overall crisis and response. The label famine averted' seems to summarise the crisis to the satisfaction of most parties involved. This paper reviews the crisis, the events that led up to it and the response effort. It examines thefactors that contributed to making this crisis so serious, in order to draw conclusions and note issues that are relevant to current thinking about disaster preparedness and response - in Ethiopia and elsewhere. Some of the lessons learned from the 1999-2000 crisis are not new. However, the veryfact that mistakes have been repeated should be a lesson to the humanitarian community.  相似文献

Food security reserve policy in Ethiopia since 1982 is reviewed in the light of the limited progress made elsewhere in Africa in establishing and maintaining such reserves. While the reserve played some role in dealing with the crisis of 1987/8, donor confidence was eroded by unauthorised drawings from the reserve and other factors. In 1992, the Ethiopian Food Security Reserve Authority was established to provide a system of management more acceptable to donors. This had led to donor pledges to replenish the reserve, though it remains well below the target level. Despite increased government commitment of funds, donor confidence remains fragile and the reserve remains dependent on donor support. The place of the reserve in national food security policy is not yet fully defined. Conclusions are drawn for food security reserve policy in Ethiopia and elsewhere in Africa.  相似文献

Natural hazards affect development and can cause significant and long-term suffering for those affected. Research has shown that sustained long-term disaster preparedness combined with appropriate response and recovery are needed to deliver effective risk reductions. However, as the newly agreed Sendai framework recognises, this knowledge has not been translated into action. This research aims to contribute to our understanding of how to deliver longer term and sustained risk reduction by evaluating the role of political decentralisation in disaster outcomes. Specifically, we investigate whether countries which devolve power to the local level experience reduced numbers of people affected by storms and earthquakes, and have lower economic damage. Using regression analysis and cross-country data from 1950 to 2006, we find that, in relation to both storms and earthquakes, greater transfers of political power to subnational tiers of government reduce hazard impacts on the population. The downside is that more politically decentralised countries, which are usually wealthier countries, can increase the direct economic losses associated with a natural hazard impact after the storm or earthquake than those which are more centralised. However, overall, it seems advantageous to give subnational governments more authority and autonomy in storm and earthquake risk planning.  相似文献

In 2006, Mexico became the first transition country to transfer part of its public-sector natural catastrophe risk to the international reinsurance and capital markets. The Mexican case is of considerable interest to highly exposed transition and developing countries, many of which are considering similar transactions. Risk financing instruments can assure governments of sufficient post-disaster capital to provide emergency response, disaster relief to the affected population and repair public infrastructure. The costs of financial instruments, however, can greatly exceed expected losses, and for this reason it is important to closely examine their benefits and alternatives. This paper analyzes the Mexican case from the perspective of the risk cedent (the Ministry of Finance and Public Credit), which was informed by analyses provided by the International Institute for Applied Systems Analysis (IIASA). The rationale for a government to insure its contingent liabilities is presented along with the fiscal, legal and institutional context of the Mexican transaction. Using publicly available data, the paper scrutinizes the choice the authorities faced between two different risk-transfer instruments: reinsurance and a catastrophe bond. Making use of IIASA's catastrophe simulation model (CATSIM), this financial risk management decision is analyzed within the context of a public investment decision.  相似文献

The Mexican case is of considerable interest to highly exposed transition and developing countries, many of which are considering similar transactions. This paper explores linkages between food security and crisis in different contexts, outlining the policy and institutional conditions needed to manage food security during a crisis and to rebuild the resilience of food systems in periods of relative peace. The paper reviews experiences over the past decade of countries in protracted crisis and draws lessons for national and international policy. It assesses the different alternatives on offer in fragile countries to address, for example, the disruption of institutional mechanisms and the decreasing level of support offered by international donors with respect to longer-term expectations. It proposes a Twin Track Approach to enhance food security resilience through specific policies for protracted crises that link immediate hunger relief interventions with a long-term strategy for sustainable growth. Finally, the article analyses policy options and the implications for both short- and longer-term responses vis-à-vis the three dimensions of food security: availability; access; and stability.  相似文献

This paper describes and analyses the public health system response to the deadly earthquake in Sichuan province, China, in May 2008. Drawing on an experiential learning project consisting of a literature review and field research, including a series of interviews with medical and public health professionals, policy‐makers and first responders, a conceptual framework was developed to describe the response. This approach emphasises the pre‐existing preparedness level of the medical and public health systems, as well as social, economic and geo‐political factors that had an impact on mitigation efforts. This framework was used to conduct post‐disaster analyses addressing major response issues and examining methods employed during the public health response to the disaster. This framework could be used to describe and analyse the emergency response to other disasters.  相似文献

The geographic and temporal scale of institutional responses to food crises suggests three levels of food information or famine early warning system: a seasonal national food balance, baseline data on household food poverty and estimates of vulnerability to climatic and economic variations, and targeted interventions based on individual entitlements and food deprivation. Stimulating the demand for food information, beyond the need to forecast famines, is a crucial factor in the adoption of improved monitoring systems. Issues in the design of food information systems are illustrated by the experience in Kenya in 1984–85. The government of Kenya responded to the 1984 drought and ensuing food crisis to prevent widespread famine, largely through timely commercial imports of yellow maize. Although qualified by the nature of the drought and Kenya's economic development, this success story emphasises the need to improve food information systems.  相似文献

The concept of vulnerability has become an important part of food security analyses since the 1980s. It is seen as having two sides: exposure to external hazards; and an inability to cope with those shocks, attributed to social, political, and economic factors. Numerous attempts have been made to construct models to determine levels of vulnerability among populations. This paper analyses one such attempt, the Chronic Vulnerability Index (CVI), developed to measure levels of vulnerability to food insecurity in Ethiopia. The example of the CVI reveals many of the difficulties associated with producing a basic model of vulnerability that can be used in disaster mitigation. Ultimately, the CVI assumes that vulnerability is a linear, additive phenomenon with discrete causes and effects and fails to capture interactions between hazards and the human systems that produce and complicate them. The paper concludes with a discussion of alternatives to the CVI.  相似文献
