This research paper is an attempt to define and analyse the concept of the blue economy (BE) and its implications for achieving Sustainable Development Goals (SDGs). This study covers aspects such as building a blue economy to achieve SDGs, the importance of a healthy ocean for current and future generations, maintaining the momentum to save the ocean, achievements of the United Nations (UN) conference on the Sustainable Blue Economy, and the highlights of the UN World Water Development Report 2020. This study specifically analyses the health effects and threats to biodiversity, adaptation and mitigation, improved wastewater management, prioritizing water, accessing climate funds, water and climate change, and the relationship between the blue economy and UN SDGs as well as identification of key stakeholders. This is achieved through a detailed literature review on the blue economy that identifies global organizations working on creating a blue economy, elements of the blue economy and current development efforts, United Nations Convention on the Law of the Sea, sustainability and equity, ocean governance, international law and frameworks, and improvement in governance frameworks among other issues. The methodology used attempted to develop a macro, comprehensive, and systematic aggregate database at the country level on macro parameters, namely blue economy, blue finance, BE-SDGs linkages, water development, marine sector, SDGs data on SDG-14 (life underwater), SDG-6 (access to safe drinking water and sanitation), SDG-3 (good health and well-being), and optimal management of water resources through scientific techniques, such as building several small reservoirs instead of mega projects, develop small catchment dams and protect wetlands, soil management, micro catchment development, recharging of underground aquifers thus reducing the need for large dams, which has encountered challenges due to data limitations. The results of this research study emphasize broader stakeholder consultations at the global level to resolve the issues relating to blue economy, blue finance, and ocean governance. The most important conclusion and policy implications of the study are that international organizations including the United Nations, the Asian Development Bank, and the World Bank are working towards achieving the SDGs in general, and the blue economy, blue finance, and ocean governance in particular.  相似文献

The Paris Agreement?s nationally determined contributions (NDCs) provide an excellent point of entry to simultaneously address climate change and the 2030 Agenda for Sustainable Development and its Sustainable Development Goals (SDGs). This study sets out to explore the connections between climate action plans (NDCs) and each of the 17 Sustainable Development Goals (SDGs). In this study, we used four levels of visibility, that is, present, generic, implied and absent to provide a broad perspective of the extent to which South Africa?s NDC is aligned with the targets of the SDGs. Our results revealed that South Africa?s NDC has 12% present level of visibility to the SDG targets, with SDG 7 Affordable and Clean Energy and SDG 13 Climate Action showing the highest representation of present level of visibility. By contrast, the absent level of visibility NDC showed 53% in the SDG targets, with SDG 5 Gender Equity, SDG 16 Peace, Justice and Strong Institutions and SDG 3 Good Health and Well‐Being, showing the highest representation of absent level of visibility. These results indicate that there is scope to improve the alignment of South Africa?s NDCs with the SDG targets. To this end, we have identified areas that may benefit with further elaboration in the country?s second NDC.  相似文献

The global agenda of sustainable development (SD) will get a major boost from the successful implementation of the Sustainable Development Goals (SDGs) in developing countries. This requires effective planning and understanding of the SDGs at the national level and developing sound SDG indicators that account for country priorities. Currently, there is no formal SDG indicator set in India, but the process for it is underway. This paper has attempted to propose a unique technique for identifying the most representative indicator set for SD measurement in India based on the SDGs. Considering the needs and preferences of the country, a three‐stage process is proposed to develop the priority indicator set. The application of the approach has been presented for SDG 7, which relates to energy. This is supported with a background on India's SD progress. The proposed technique is simple yet effective, and can be easily replicated by other developing countries.  相似文献

Since 1999, the International Atomic Energy Agency (IAEA) has been leading a multinational, multi‐agency effort to develop a set of energy indicators useful for measuring progress on sustainable development at the national level. This effort has included the identification of major relevant energy indicators, the development of a framework for implementation and the testing of the applicability of this tool in a number of countries. To achieve these goals, the IAEA has worked closely with other international organizations, leaders in energy and environmental statistics and analysis including the United Nations Department of Economic and Social Affairs (DESA), the International Energy Agency (IEA), Eurostat and the European Environment Agency (EEA). Also, the IAEA completed a three‐year coordinated research project for the implementation and testing of the original set of indicators in seven countries — Brazil, Cuba, Lithuania, Mexico, the Russian Federation, the Slovak Republic and Thailand. This article provides an overview of the IAEA programme on Indicators for Sustainable Energy Development (ISED) and highlights its experiences and accomplishments.  相似文献

目标间关系是影响可持续发展目标执行的重要挑战。本文回顾了关于目标间权衡和协同关系的研究成果,梳理了既有研究中平衡目标间关系的评估方法以及可以促进多目标实现的政策创新手段,总结了影响监测评估和政策手段发挥作用的因素。研究发现:目标间普遍存在部分或整体性的权衡和协同关系;以综合指数法和事前评估法为代表的评估方法开始转向关注目标间复杂的联动关系;减贫、减排、土地政策以及清洁生产和多元利益主体协作机制对目标的整体实现有助益;监测评估作用的发挥受限于数据管理和绩效测量方法的选择,政策手段的效果在一定程度上受到治理能力和既有制度安排的影响。最后,对未来中国落实可持续发展目标提出了展望和建议,要确立中国可持续发展目标间的整体关系,加强对目标执行和实现的事前评估能力,将更多本土化的SDGs指标纳入国家中长期发展规划。  相似文献

Sustainable development is a process which aims at establishing a harmonious relationship between man, on the one hand, and environmental and natural resources, on the other, capable of coping with ever-increasing changes and challenges over time. This paper investigates, in a conceptual and qualitative manner, the practices and procedures of sustainable development in Jordan and outlines constraints and difficulties facing Jordan in pursuing such development. Utilization of natural resources has multiplied globally, resulting in serious environmental deterioration and impeding the achievement of the Sustainable Development Goals (SDGs). For the harmonious development of human nourishment and the balance of nature, it is vital to evaluate environmental segments' resource usage, transformation, and residue, referred to as ‘footprint,’ in order to highlight carrying capacity and sustainability. This analysis highlights the Environmental Footprint (EF) of India per state from 2010 to 2020 in terms of hectares per capita. This study evaluates India's biological, hydrological, energy, ecological, and pollution footprints, carrying capacity, environmental pressure, and environmental deficit using 17 distinct parameters categorized under the themes of biological resource, hydrological resource, energy resource, and pollution concentration. We proposed a reoriented methodology and EF concepts that determine India's footprint, carrying capacity, nature of sustainability, environmental pressure index, and its consequential links to the 2030 SDGs. As a result, the biological resources contributed to ~50% of the environmental footprint, while hydrological, energy, and pollutants made up the remaining. Between 2010 and 2020, Delhi, Uttar Pradesh, Bihar, and West Bengal had the highest EF, while Jammu and Kashmir and the north-eastern provinces had the lowest. During the research period, the ecological deficit in India has increased overall. India impedes the 2030 SDGs; therefore, the study provides a picture of resource consumption, waste generation, economic growth, and societal changes, enabling academics and policymakers to redefine or document policy for a more sustainable future.  相似文献

Heating, ventilating, and air-conditioning (HVAC) systems in commercial buildings consume the largest amount of energy. Recent surge in energy cost necessitates constant re-evaluation of HVAC system for most of the buildings. The objective of this study is to present the strategic approach on energy saving analysis of the HVAC system and chiller sizing optimization for a library building. Energy modeling code (eQUEST) for buildings simulation has been applied to verify and predict the long-term energy consumption of HVAC systems. To improve the accuracy of simulation results, the actual performance curves of the chillers and pumps were the inputs of curve fitting data from on-site field measurements data. Energy consumption data acquisition from the building energy management system (BEMS) for one year has been conducted comprehensively to calibrate energy modeling and to quantify energy saving results. The results revealed good agreement between energy modeling and BEMS data with the error of less than 10%. Besides, energy savings through the chillers’ sizing based on cooling load profile could be achieved satisfactorily by utilizing energy modeling by using the actual chiller performance curve. The energy saving for HVAC system can be obtained satisfactorily at the saving of 110,362 kWh per year. It is expected that the study will stimulate a more robust investigation of energy-efficient and cost-effective HVAC system specific for library buildings.  相似文献

The authors commence by discussing the role of the United Nations (UN) Commission on Sustainable Development (CSD) in relation to the field of education. The report of the UN Secretary-General to the CSD, Promoting Education, Public Awareness and Training is then evaluated. Novel proposals for the development of an Education 21 programme and for the designation of the educational community as a major group are outlined and advocated. The International Energy Agency (IEA), together with the International Atomic Energy Agency (IAEA), UN‐DESA, Eurostat and the European Environmental Agency, has recently published a comprehensive joint‐agency overview of energy indicators for sustainable development. The IEA's contribution to this publication is based on the IEA energy indicator approach. This approach has been developed and used by the IEA over a number of years. The indicators advocated by the IEA are relatively disaggregated to allow for meaningful analysis of sustainability issues in the energy sector. Using a decomposition approach helps reveal the causal links between human/economic driving forces, energy use and emissions. This article presents examples of IEA's work with indicators and an overview of the methodology used, including an explanation of the link to sustainable development. It also provides an example of a simplified indicator analysis of India, to illustrate the importance of improved data systems in developing indicators that can provide meaningful policy analysis.  相似文献

This paper explores the role of education as it might assist in achieving a sustainable world. It examines the perceptions of the international community present at the seventh session of the Commission on Sustainable Development (CSD). A survey was conducted of 146 delegates and UN staff over the two weeks of the Commission's session in April 1999. The survey identified the primary importance placed on education as a cross-cutting theme of sustainability and the need for efforts to be co-ordinated to achieve education for sustainable development at all levels. To make further progress for implementing Agenda 21, the task management by UNESCO must improve through instigation of a supportive reporting system at the CSD. The education community must receive appropriate support and funding to make effective progress at local and national levels to implement the work programme for education, public awareness and training.  相似文献

Traditional construction practices provide little opportunity for environmental remediation to occur in urban areas. As concerns for environmental improvement in urban areas become more prevalent, innovative practices which create ecosystem services and ecologically functional land cover in cities will be in higher demand. Green roofs are a prime example of one of these practices. The past decade has seen the North American green roof industry rapidly expand through international green roof conferences, demonstration sites, case studies, and scientific research. This study evaluates existing international and North American green roof policies at the federal, municipal, and community levels. Green roof policies fall into a number of general categories, including direct and indirect regulation, direct and indirect financial incentives, and funding of demonstration or research projects. Advantages and disadvantages of each category are discussed. Salient features and a list of prompting standards common to successfully implemented green roof strategies are then distilled from these existing policies. By combining these features with data collected from an experimental green roof site in Athens, Georgia, the planning and regulatory framework for widespread green roof infrastructure can be developed. The authors propose policy instruments be multi-faceted and spatially focused, and also propose the following recommendations: (1) Identification of green roof overlay zones with specifications for green roofs built in these zones. This spatial analysis is important for prioritizing areas of the jurisdiction where green roofs will most efficiently function; (2) Offer financial incentives in the form of density credits and stormwater utility fee credits to help overcome the barriers to entry of the new technology; (3) Construct demonstration projects and institutionalize a commitment greening roofs on publicly-owned buildings as an effective way of establishing an educated roofing industry and experienced installers for future green roof construction.  相似文献

This paper describes the methods used to evaluate the potential for achieving sustainable energy development in six Chinese villages included in the Sustainable Users' Concepts for China Engaging Scientific Scenarios (SUCCESS) Project by examining energy efficiency potential and local renewable energy prospects. The approaches needed to obtain and analyse information on possible energy efficiency measures and renewable energy resources are summarised. Results are presented in terms of cumulative net savings in primary energy consumption, as an indicator of energy resource depletion, and associated carbon dioxide emissions, as an indicator of global climate change. Options for sustainable energy development are ranked in order of likely implementation and practical actions which could be considered in each village are identified.  相似文献

Natural landscapes produce goods and services, such as fish, wildlife, recreation, climate control, that are not adequately incorporated in their market values. Contingent Valuation (CV) and Energy Analysis (EA) approaches were used to estimate the nonmarket value of forests in Georgia. Both methods yielded similar estimates of approximately $200 ha–1, which was 31% of the total market and nonmarket value of forests. Energy analysis was also used to estimate the nonmarket value of the major land uses in Georgia. Relative contributions of nonmarket value to total value ranged from 0.1% for urban areas to approximately 100% for wetlands. For the state as a whole, nonmarket production of natural and developed ecosystems was estimated at $2.6 billion. This value is comparable to annual marketed agricultural ($2.8 billion) and timber ($4.5 billion) production, both very important industries in Georgia. Changing land use patterns in Georgia and elsewhere are likely to be accompanied by shifts in the relative importances of market and non-market values.  相似文献

The Covenant of Mayors has secured the commitments of over 5400 European Cities (as of December 2013) to achieving the European Union 20-20-20 climate change mitigation targets by 2020 through action at the local level. Due to the youth of the initiative, few experiences have been reported in the academic literature. We study the development of the Sustainable Energy Action Plan (SEAP) in the city of Girona (Catalonia, Spain) to analyse the opportunities and challenges this process may present in a small- to medium-sized, compact Mediterranean city. This knowledge can provide information to local authorities in similar municipalities, technical teams and decision-makers at the European level interested in enhancing the performance of such plans in the future. In this article, we explain how the SEAP was developed in Girona, the main results and proposed actions, and discuss the main setbacks. We conclude that an overarching European oversight organism is advisable to coordinate and aid local efforts.  相似文献

This study corroborates the importance of United Nations Sustainable Development Goal 7 (SDG-7), intended to ensure access to affordable, reliable, sustainable energy for all, and SDG-8, designed to promote decent work and sustainable economic growth. This article is motivated by the highlighted SDGs and empirically explores the long-run and causality relationship between energy consumption, urbanization, trade openness, and economic growth for annual frequency data from 1965 to 2021 for the case of Mexico. To this end, we leverage the use of fully modified ordinary least squares, dynamic ordinary least squares, and canonical regression estimation methods, while for the direction of causality, the gradual shift and wavelet coherence methods are used. According to the Autoregressive distributed lag (ARDL), the bounds test traces a long-run relationship between the outlined variables over the sampled period. Empirical evidence validates the energy-induced growth hypothesis. This result resonates with the causality analysis, where energy consumption drives economic growth one way in Mexico. This suggests that Mexico cannot embark on energy-conservative policies, as such actions will hurt economic progress. In addition, unidirectional causality is seen between urbanization, trade openness, and economic growth. These findings have far-reaching implications for economic growth and macroeconomic indicators in Mexico. More insights are highlighted in the concluding section.  相似文献

Forests managed through peoples' participation can help to achieve a number of sustainable development goals (SDGs). This paper, drawing data from four participatory forest management (PFM) projects in south-eastern Bangladesh, explored: (a) the factors that influenced the outcomes of PFM; and (b) contribution of PFM towards achieving selected SDGs. The research used observation, semi-structured household interviews, group discussions, vegetation survey and Ostromʼs design principles for data collection, Divergent forest conditions and factors in four PFM sites have had differential contribution to SDGs. Heterogeneity of user groups, insufficient coordination, absence of motivation, and land tenure conflicts had affected the attainment of SDGs. The PFM helped to achieve 9–11 SDGs comprising poverty reduction (Goal 1), improving food security (Goal 2), maintaining health and well-being (Goal 3), enhancing childrensʼ education (Goal 4), fair access to jobs and committees (Goals 5 and 10), sources of clean drinking water (Goal 6), affordable energy for cooking (Goal 7), increased household economy (Goal 8), climate change through carbon sequestration (Goal 13), forest conservation (Goal 15), and partnerships with relevant institutions (Goal 16). In order to achieve SDGs, PFM could be viewed as an integral part of government development strategies, which needs sectoral coordination and integration of relevant policies.  相似文献

Access to affordable and efficient energy is a basic human right and an imperative for human development. The energy policies usually ponder technical, economic, environmental, and social aspects for successful procurement of energy and endowment of energy resources. The objectives of this paper are to analyze energy policies in Pakistan and assess their relationship with environmental security and development. An empirical and multi-criteria decision analysis was used to unfold the strong interactions of energy security with development and environment. The energy policies in Pakistan are more equipped with economic and technical aspects, fairly framed with social aspects and poorly pampered with environmental facets. The dearth of environmental aspects will not only results in environmental degradation but also lag the development and achievement of Sustainable Development Goals.  相似文献
