本文根据某大型航运企业最近9年来发生的船员劳动工伤事故,按“企业职工伤亡事故分类标准”中的分类方法,对这些船员劳动工伤事故进行分类统计分析,并提出如何从管理角度,防范此类劳动工伤事故的发生.指出防止船员劳动工伤事故的管理性措施包括:建立船员职业健康安全管理体系,为船员提供一个健康的、安全的、卫生的工作场所;制定配套的船员劳动安全规章制度;建立完善的劳动安全监督机制;加强对船员劳动工伤事故的调查分析;加强安全教育和现场监督管理;进行船员劳动安全风险辨识;为船员提供必要的劳动防护等.  相似文献

This paper theorizes how and why safety climate can be conceived as both a leading and a lagging indicator of safety events (i.e., accidents, injuries). When safety climate is conceived as a leading indicator, a prospective design is utilized and safety climate data are correlated with accidents/injuries that occur in the future. When safety climate is conceived as a lagging indicator, retrospective designs are used in which safety climate data are correlated with prior accidents/injuries. We examine the research literature to reveal that safety climate has been investigated as both a leading and a lagging indicator, but it is usually only examined as one or the other within a given study and has been examined as a lagging indicator most frequently. Consistent with our theorizing, prospective designs yield stronger relationships than retrospective designs, suggesting that safety climate is a better leading indicator than lagging indicator; however, it is clearly both. Implications for safety climate research and study design are discussed.  相似文献

根据福州市2002年道路交通安全的现状,利用统计分析方法,对道路交通事故的成因、月份分布、事故形态及事故与道路类型等进行了分析和研究。与大多数城市相比,福州市道路交通事故的月份分布变化比较小;发生在路段上的交通事故比例较高,达到了83.1%;由人因造成的交通事故比例也比较高,达96.96%。针对福州市道路交通事故的特点与规律,本同时提出了改善福州市道路交通安全状况的若干具体措施。  相似文献

灰色层次分析法在航空工业企业事故中的分析运用   总被引:1,自引:0,他引:1  
航空工业常使用高精度、高价值的关键仪器、设备、设施,各种型号飞机试验、试飞频繁。机械伤害、高处坠落、冲压设备伤手等事故时有发生。分析航空企业事故致因主要为事故预防措施不到位,生产工艺设备安全性不高,职业病预防及管理不到位。利用数学建模的思路,引入灰色层次分析法(GAHP),以航空某企业为例,将评估对象安全状况分为指标层、准层次、目标层,逐级计算灰数,确定所属灰类,得出航空某企业的安全综合评估结果。评估结果显示,GAHP法能够客观反映航空企业安全状况,值得在航空企业安全生产事故风险评估中推广使用。  相似文献

To design comprehensive traffic safety measures, the risk of the occurrence of traffic accidents must be objectively evaluated. It is difficult, however, to evaluate the effects of traffic measures in terms of the change in the number of traffic accidents, because traffic accidents are unpredictable and rare events. Therefore, this study used a traffic conflict technique to objectively evaluate traffic safety at intersections. In this study, traffic conflicts that occur at the time of a signal violation were differentiated according to type, and a traffic conflict technology was developed that would consider the severity of each type of conflict. To apply this method, traffic images were collected from the Jungja intersection and the Naejung intersection in Sungnam City, Korea and were analyzed using traffic data by means of image procedure technology. The analyses showed that of the four levels of differentiated conflict conditions, the Level 1 condition occurred most often, followed by Level 2, which occurred much less frequently than Level 1. Level 3 (serious conflicts) and Level 4 (dangerous conflicts: accidents) conditions were not detected.  相似文献

为了使高校实验室安全管理科学化、精准化,应用事故树-风险矩阵法进行风险评估。首先采用事故树法对实验室火灾事故进行分析,得出导致事故发生的基本事件,然后依照事故致因理论,得出事故隐患三级原因,采用层次分析法对事故发生的频率和后果严重度及安全措施补偿系数的等级赋值,得到四级风险矩阵模型,对基本事件调查并由专家评估得出其风险值。评估结果表明导致实验室火灾事故的主要原因为:燃烧反应失控、加热、人员消防素质、操作不当、实验室管理水平、火灾报警系统缺陷、电气火花、灭火材料不足、消防系统缺陷、木制品、反应放热、存放不当。根据基本事件风险值高低针对性采取相应预防措施可以一定程度上提升实验室安全管理水平。  相似文献

矿井老空水水害一直是困扰煤矿安全生产的不利因素,必须加强其防治措施方面的研究。通过对老空水水害事故的分析,建立了一个系统全面的老空水水害事故的致因鱼刺图模型;并针对鱼刺图模型的各个致因事件提出了老空水防治的具体措施;然后根据安全技术措施等级顺序要求的具体原则,对措施进行等级排序。笔者提出了以下观点老空水的防治是多方位的;防治措施是有等级的;合理设计,严禁剃头开采是消除老空水水害事故的本质安全型措施。  相似文献

PROBLEM: A number of structural and organizational changes have occurred recently within the New Zealand Forestry Industry, with concerns being raised about the impact of these changes on the forestry worker in terms of fatigue, sleepiness, and compromised safety. This study explored the relationship of fatigue, and some of its key determinants, with accidents and injuries in a group of forestry industry workers in New Zealand. METHOD: A total of 367 forestry workers responded to a self-administered questionnaire. RESULTS: Fatigue was found to be commonly experienced at work in the forest, with 78% of workers reporting that they experienced fatigue at least "sometimes." This study found that certain groups of workers reported long working hours, reduced sleep, compromised recovery time, and intensely paced work. The results of logistic regression analysis showed that recent sleep, number of breaks taken during the workday, and specific job/tasks were independently associated with reporting of high fatigue levels at work. Near-miss injury events were significantly more common among those reporting a high level of fatigue at work. Accidents and lost-time injury were associated with length of time at work, ethnicity, and having had near-miss injury events. DISCUSSION: Together, these results suggest that fatigue and aspects of work organization, which are likely to be fatiguing, may be associated with compromised safety for forest workers. IMPACT ON INDUSTRY: With an already slim margin of error present in forest operations, an impairment due to increased fatigue may constitute a significant risk factor for accidents and injuries in this workforce. The results indicate the need for further examination of shift and workload management among forestry workers, as well as a role for improving industry awareness about the causes and consequences of fatigue.  相似文献

Introduction. From the point of view of workplace safety, it is important to know whether having a temporary job has an effect on the severity of workplace accidents. We present an empirical analysis on the severity of workplace accidents by type of contract. Method. We used microdata collected by the Italian national institute managing the mandatory insurance against work related accidents. We estimated linear models for a measure of the severity of the workplace accident. We controlled for time-invariant fixed effects at worker and firm levels to disentangle the impact of the type of contract from the spurious one induced by unobservables at worker and firm levels. Results. Workers with a temporary contract, if subject to a workplace accident, were more likely to be confronted with severe injuries than permanent workers. When correcting the statistical analysis for injury under-reporting of temporary workers, we found that most of, but not all, the effect is driven by the under-reporting bias. Conclusions. The effect of temporary contracts on the injury severity survived the inclusion of worker and firm fixed effects and the correction for temporary workers' injury under-reporting. This, however, does not exclude the possibility that, within firms, the nature of the work may vary between different categories of workers. For example, temporary workers might be more likely to be assigned dangerous tasks because they might have less bargaining power. Practical implications. The findings will help in designing public policy effective in increasing temporary workers' safety at work and limiting their injury under-reporting.  相似文献

Accidents in the process industry could be prevented or reduced by having good safety management measures. Such preventive measures could be further improved through the experiences and lessons learnt from past accidents. Therefore, analysis results of past accidents are valuable sources of information for determining root causes and as case material to prevent and reduce the adverse consequences of accidents in the process industry.This paper looks at accidents in the process industry that have occurred in the past 10 years from 1997 to 2006 in Sri Lanka to gain an understanding of the nature and consequences of accidents. Lessons and main areas of concern to improve safety in the Sri Lanka process industry are discussed. The analysis is done for different event types based on specific operating process stage during which the accident occurred such as processing, loading and unloading, repair and maintenance and storage, the immediate effect types such as fire, explosion, chemical releases and emissions and the consequences of each accident. Fire incidents were observed in 38 accidents analyzed. The results show that the highest number of accidents has occurred during processing operations followed by accidents during maintenance and repair work. The cause analysis shows that many accidents have occurred due to technical and human failures.The accidents are then classified according to the severity of the consequences in order to compare the nature of accidents experienced in Sri Lanka with respect to accidents in other countries in the world.  相似文献

统计归类高层建筑火灾事故原因,得出引发火灾的主要原因和起火的重点部位;采用事故树分析方法,应用安全系统工程理论,判断特定事故,对顶上事件进行演绎分析,层层剖析其发生的基本原因和典型故障,预测引发高层建筑重大或特大火灾事故的可能事件。采用定性和定量分析相结合的方法,对高层建筑火灾风险进行评估分析,并对易失控的初始事件进行量化,得出预防高层建筑火灾基本事件结构的重要度顺序。从安全技术和安全管理两个方面绘制高层建筑火灾防控措施框图,提出有针对性的应对措施和建议,为提高高层建筑预防和控制火灾的能力提供依据。  相似文献

Objective: Powered mobility devices (PMDs) are commonly used as aids for older people and people with disabilities, subgroups of vulnarable road users (VRUs) who are rarely noted in traffic safety contexts. However, the problem of accidents involving PMD drivers has been reported in many countries where these vehicles have become increasingly popular.

The aim of this study is to extract and analyze national PMD-related accident and injury data reported to the Swedish Traffic Accident Data Acquisition (STRADA) database. The results will provide valuable insight into the risks and obstacles that PMD drivers are exposed to in the traffic environment and may contribute to improving the mobility of this group in the long term.

Methods: The current study is based on data from 743 accidents and 998 persons. An analysis was performed on a subset of data (N?=?301) in order to investigate the development of accidents over a period of 10 years. Thereafter, each accident in the whole data set was registered as either single (N?=?427) or collision (N?=?315).

Results: The results show that there was a 3-fold increase in the number of PMD-related accidents reported to STRADA during the period 2007–2016.

With regard to single accidents, collisions, as well as fatalities, the injury statistics were dominated by males. Single accidents were more common than collisions (N?=?427 and N?=?316, respectively) and the level of injury sustained in each type of accident is on par.

The vast majority of single accidents resulted in the PMD driver impacting the ground (87%), due to either PMD turnover (71%) or the driver falling out of the PMD (16%). The reason for many of the single accidents was a difference in ground level (34%, typically a curb).

Cars, trucks, or buses were involved in 67% of collision events; these occured predominantly at junctions or intersections (70%).

Abbreviated Injury Scale (AIS) 3+ injuries were dominated by hip and head injuries in both single accidents and collision events.

Conclusions: The present study shows that further research on PMD accidents is required, with regard to both single accidents and collision events. To ensure that appropriate decisions are made, future work should follow up on injury trends and further improve the quality of PDM-related accident data. Improved vehicle stability and design, increased usage of safety equipment, proper training programs, effective maintenance services, and development of a supporting infrastructure would contribute to increased safety for PMD drivers.  相似文献

Several studies have indicated that outsourcing increases the risk of accidents and presented some explanations for this phenomenon. For example, higher accident proneness of external employees has been presented, but the common causes of accidents have not been reviewed in depth. This paper provides information about typical accidents, the contributing factors, and preventive measures of fatal occupational accidents that occurred in outsourced manufacturing tasks. This paper also compares whether these factors differ from accidents that occurred when tasks were performed in-house in the manufacturing industry. The focus is on operations executed in the factory area for or by an organization operating in the manufacturing business. The accident analysis is based on information gathered from accident reports for fatal workplace accidents that occurred in Finland during 1999–2008. At outsourced operations in manufacturing, accidents occur most commonly when installations or work preparations are being performed. According to the reports, dangerous work practices and insufficient hazard identification most frequently contributed to accidents. In order to prevent typical accidents, e.g., occupational instructional and guidance, hazard identification, work practices, supervision, and task planning should be improved. Statistical differences between outsourced and in-house operations were also found, mainly within the contributing factors. Therefore, the safety of outsourced manufacturing operations should be considered in detail in order to prevent accidents and ensure occupational safety also when operated with other performers.  相似文献

Most workplace accidents that happen in enterprises are simple and seldom result in serious injuries. Very often these kinds of workplace accidents are not investigated, and if they are, then the investigation is very brief, with comments such as that it was the victim’s own fault or just an unfortunate situation which could not be helped. Most prevention analysis and investigation methods focus on high risks, such as explosion, fire, and lack of containment for chemicals.In the industrial world, such risks do give rise to disasters, albeit very seldom. Nevertheless, the fact is that simpler accidents normally caused by apparent banalities occur much more frequently and with a higher rate of fatalities, disablements and other serious injuries than the ostensibly most dangerous kinds of accidents.In 1999 a practical tool for use by safety officers was developed; this tool is based on the investigation methods applied in major accidents, but comprises a simpler and more user-friendly presentation. The tool involves three steps: Mapping the facts, analysing the events, and developing preventive solutions. Practical application of the tool has shown that it affords managers and workers a heightened insight into the cause of accidents, including those that seemed to be unavoidable, and that simple workplace accidents always have root causes on which preventive action can be focused. The problem is however that making a proper analysis is difficult and requires appropriate training, even in cases where the accidents seem to be very simple.  相似文献
