This article examines energy priorities for Thailand from the economic, social and environmental perspectives of sustainable development. The article uses a set of indicators devised by the International Atomic Energy Agency in partnership with other international agencies and research institutes in seven countries. Thailand's energy efficiency in the 1980s and 1990s are analysed using energy intensity indicators, and possible impacts on sustainable energy development are highlighted. The early 1990s in particular was an important period for Thailand, as the country was at the height of its economic growth, and a number of energy efficiency and conservation programmes were launched. Energy intensity indicators show continuing and faster growth in energy consumption relative to economic activity. The financial crisis in the late 1990s did halt growth in energy consumption, with positive consequences on environmental emissions, but only temporarily as Thailand's economy quickly started to recover in 2000. Notwithstanding the financial crisis, the other indicators show significant progress in economic and social dimensions.  相似文献

A fundamental purpose of intergovernmental growth management has been to infuse regional concerns—especially regional environmental and economic development concerns—into local land use planning. This paper presents results from a study of state-mandated local planning in coastal North Carolina during the mid-1990s, addressing in particular local efforts to ‘strike a balance’ between environment and economy as required by the state's planning mandate. While acknowledging the need for coastal resource protection, coastal localities were not striking a balance between environment and economy through their planning efforts beyond stating support for the State's minimum resource protection rules. Within this context, key factors yielding less environmentally focused local planning included both local elected officials' concerns about the need for economic development for jobs and their belief that environmental protection was not a local problem. Factors that tended to shift local planning back toward environmental protection included local officials' perception that the local economy was in good shape and heightened citizen engagement.  相似文献

Over the past decades, many Asian economies have achieved striking levels of economic growth. This economic growth has been necessary in order to fulfil the material needs and aspirations of growing populations. However, it has also been accompanied by substantial environmental degradation. While the precise interactions between economic growth, economic development and environmental degradation is subject to controversy and a comprehensive assessment of the Asian environment may be required to fully understand this relationship and the present conditions of the environment, it is argued in this paper that the achievement of sustainable economic development and the harmonizing of economic and environmental objectives will not be possible without deliberate policy interventions. Such policies need to incorporate a regional dimension in the form of institution building, in parallel to the concept of regional economic growth. The article focuses on the current problems of environmental and natural resource degradation in Asia, within a possible conceptual framework of impoverishing or unsustainable economic growth, and suggests a set of policies that need to be adopted in order to solve current difficulties.  相似文献

Current international research focuses on topics like sustainable development, regional planning, environmental decision making and implementation, biodiversity conservation plus a number of other relevant issues, especially at times of economic crisis as today. Economic growth and environmental protection can go hand in hand, provided that decision makers develop and use tools and insights targeting in the implementation of successful and robust long term policies. This paper was developed in the framework of a European research project and implements a Multicriteria Mathematical Programming model that optimises the sustainable management of agricultural regions taking in account the available resources (land, labour, capital) and environmental parameters (agrochemicals, water consumption). The model achieves the optimum farm plan in the area combining different criteria to a utility function under a set of constraints and the spatial integration of the vulnerability maps of the regions into the model enables the regional authorities to design policies for the optimal agricultural development and the groundwater protection from the agricultural land uses. Furthermore, the model is used to simulate different scenarios and policies by the local stakeholders, due to changes on different social, economic and environmental parameters. In this way the decision makers can achieve alternative farm plans and agricultural land uses as well as to estimate economic, social and environmental impacts of different policies. The model has been applied to an agricultural region in Northern Greece and proved to be a valuable tool in the implementation of environmental policies and actions, especially in agricultural regions in a delicate balance as the study area.  相似文献

The late 1980s saw an astonishing turnaround in the Asian oil market. After years of stagnation, three main factors - economic dynamism, lower oil prices and reduced government regulation of the market - resulted in a consumption surge that surprised even those analysts who had predicted such a recovery. The chronically capacity-surplus refining industry saw a leap in profitability, and new construction began. Rapid demand growth spread from the middle distillates to such formerly depressed products as gasoline and fuel oil, and naphtha markets began to expand again as the petrochemical industry resumed rapid growth. At the same time that demand has been rising and demand patterns have been shifting, other changes have begun. A new environmental awareness has taken root in Asia, and new environmental standards are being set almost daily, not only in the richer countries of East Asia, but also in many of the region's developing nations. Unfortunately, traditional sources of low-sulphur oil for power generation may be limited in the coming decade. Despite many new discoveries within the region, Asian crude availability is shrinking, both in terms of availability on the international market and in terms of percentage contribution to regional oil demand. After years of decreasing reliance, the region will face rapid increases in imports from the Persian Gulf in the 1990s.  相似文献

Regions under stress from rapid development require comprehensive planning and management tools, capable of identifying the pace, location and magnitude of growth and assessing social, economic and environmental impacts. Northwest Colorado, endowed with massive rich deposits of oil shale, went through a boom-bust cycle of growth during the early 1980s as US interest in synthetic fuels peaked and then rapidly declined. An innovative resource information system has been developed which has assisted the region in anticipating growth and modifying its consequences. This article reviews the organization and development of the Colorado Resource Information System (CRIS) and evaluates its role and impact in the decisionmaking process. Experience shows that regions which develop and maintain planning and information tools can have significant influence on economic development.  相似文献

Our immense national water quality control program has been launched on a wholly empirical basis, much as our ancestors initiated early navigation improvements and flood control. Not only has there been no effort to determine the benefits of water quality control; the theoretical groundwork for optimization has not been developed. Three main national objectives for consideration are national economic efficiency, preserving and improving the national environment for man's use and development (conservation), and regional development. Although popular at present, the regional development objective is not particularly useful from an economic viewpoint. Efficiency objectives other than environmental can be evaluated but are apt to be minor. Other water quality benefits can be broken down appropriately into four main categories: (a) man's recreational environment; (b) man's home environment; (c) man's working environment; (d) intangibles related to scientific, historic, health and cultural values. In management of water quality, various technical relationships must be considered, particularly as to quantity of water needed for waste disposal, and relationship of this use to water supply withdrawals. Advanced waste treatment must be compared with other alternatives, not only of flow augmentation, but also technological process changes, distribution of effluents, and artificial river aeration.  相似文献

Overseas mineral exploration and mining investment by Australian companies increased dramatically from the early 1990s until 1997. In the wake of the Asian economic crisis and lower commodity prices it declined somewhat in 1998 and 1999. Reflecting their international competitiveness, Australian resource companies were actively involved in projects in about eighty nations in 1999. This study assesses the extent of growth in exploration and mining operations, the distribution between large and small companies and the changing regional focus which has been occurring. It also reflects on some of the key influences on this development. These include a strong domestic finance sector, supporting mining services provision, technological competitiveness, a growing attractiveness of offshore locations and increasing structural impediments at home.  相似文献

随着中共中央在2014年将京津冀协同发展上升为国家战略,京津冀区域再次成为我国北方重要的经济增长极。然而,京津冀地区当前环境形势仍十分严峻,是全国水资源最短缺,大气污染、水污染最严重的区域,生态环境是京津冀协同发展需要尽快补齐的突出短板。本文深刻分析了京津冀区域当前大气、水、生态三个领域存在的突出问题以及内在的体制机制不协调。在此基础上,明确了解决京津冀生态环保总体思路,并分别从环境功能区划、生态保护红线、大气联防联控、跨界水环境治理、环境监管联动以及体制政策创新等方面提出针对性解决措施,为国家开展京津冀生态环境协同治理提供参考借鉴。  相似文献

The objective of this paper is to analyse the effect of mining on economic and social development in the region of Antofagasta from 1985 to 2008. Analysis of development is restricted to spheres described by available indicators used by several international and non-governmental organizations such as income distribution, education, health, poverty, human development and security, satisfaction, cost of living, income per capita, GDP per capita, employment, productive activity, added value and its distribution. Correlation between some of these variables is estimated as well as the gap between these indicators and those of developed countries.  相似文献

More than 10% of the labor force that works in Antofagasta lives in other regions, commuting on average more than 800 km in a shift system that allows working several days in a row followed by several days off. The mining industry is the main contractor of such workers and the impact of the process spreads through the rest of the Chilean territory.Using an input-output approach, this paper shows that a significant amount of resources generated by the mining industries in the Region of Antofagasta goes to other regions in wages earned by commuters who have decided to work in this region but live in another. The commuting process seems to be driven by centripetal forces that support centralization, thus arguing for regional policies to promote the attractiveness of the peripheral regions.  相似文献

The first round of regional planning strategies in England in the 1990s only made tentative attempts to incorporate environmental priorities. More recent work is giving sustainability a higher profile and other factors, including the establishment of more co-ordinated government regional offices in 1994 and of the Environment Agency (with new regional boundaries) in 1996, are also raising questions about the future focus on economic and environmental planning at the regional level. Regional planning in Germany has incorporated environmental considerations to a greater degree and for longer. The paper examines experience in Lower Saxony (Niedersachsen) in the 1990s, when the Land has been ruled first by a Social Democrat-Green Party coalition and then by the Social Democrats on their own, but with still some environmental emphasis. Particular attention is paid to policies in the energy, water and waste sectors. Although any direct transfer to experience in England is clearly not possible, it is argued that there are implications for possible directions for regional planning. This is the case whether the new British government initiates major changes or whether there is only gradual building on the foundations laid since 1990.  相似文献

Intensified surface mining, power generation, and smelting operations in the Hunter River lowlands, NSW, Australia have posed numerous new environmental management problems. Legislative controls over water, soils, and land use management have been clearly insufficient and remain so. The complex range of environmental changes is challenging government agencies as well as coal developers. While water demands are increasing in the region the proportionally greatest competitors are power generation and irrigation. Comprehensive regional water quality assessment is inadequate and divided between a number of agencies with fragmentary interests. Coal development inquiries signal further controversy over appropriate management solutions and are an ongoing phenomenon in the region. The early 1980s resource boom has been followed by lower rates of economic growth, which have resulted in disparate agency responses to major ongoing environmental questions. While issue attention cycles are often remarkably short in environmental management, matters of water, land, and air quality require intensive and ongoing monitoring and policy development.  相似文献

ABSTRACT: The national and regional economic impact of the Bureau of Reclamation's Uncompahgre Project which was authorized in 1903 is assessed. Benefit-cost ratios for the project are calculated for a range of production cost estimates and discount rates. An economic base approach is used to estimate the project's regional economic impact. Although the project has been marginal in terms of an economic efficiency rationale it has been an important impetus to regional economic growth in the Uncompahgre Region over time.  相似文献

The rapid expansion of the dimension stone and black granite industry in Zimbabwe in the 1990s, a result of increasing domestic and international demand for black granite, has ushered in new challenges and opportunities for producers and beneficiaries alike. This article investigates the social, environmental and economic challenges emanating from the export boom, the economic opportunities presented by the expanding market and the potential role the robust industry could play in regional economic development and poverty alleviation. The article evaluates the long-term sustainability of the dimension stone industry and recommends the reinvestment of revenues into diversification of the regional economic base, upgrading of local infrastructure, further processing of rough stone before export and encouragement of micro-businesses to enhance sustainability. The author argues for modification of economic incentives to incorporate environmental and social objectives in order to enhance sustainability. The need for a holistic approach to policies affecting the exploitation, processing and marketing of granite resources and their products is recognized. The prevailing system of environmental management strongly depends on the economic and political structures of a country and is influenced by the current condition of them. Environmental degradation in the Soviet Union has been caused mainly by the political and economic misconceptions listed in this article. With the transformation of its state order to the model of Western democracies, the Soviet Union is experiencing a deep economic crisis of restructuring, reflected in a parallel crisis in its system of environmental management, which is manifest in the form of rapid transformation. This is characterized by the contradiction of the state’s old administrative institutions, which still exist, with the efforts to use market mechanisms of environmental control. Such methods include various fees and payments for the use of natural resources or for pollution and creation of specialized regional funds and banks to finance environmental programs. All these occur in the context of the strengthening of regional sovereignty, the introduction of self-accounting for economic units, the adoption of comprehensive legal enactments, and the setting up of an efficient administrative system of their enforcement. Public activism, as one of the principal actors in this structure, also has undergone quick maturation. Nevertheless the future development of the new Soviet system of environmental control remains uncertain because of the present unpredictability of the overall situation in the short run.  相似文献

This paper attempts five tasks. First, it briefly traces the collapse of regional economic planning since the mid 1970s. Second, it re‐assesses the case for regional economic planning. Third it asks whether a statutory economic development role for local authorities is the way forward. Fourthly, it critically evaluates current practice in economic development in a depressed area using the Newcastle City region as an example. Finally the paper concludes by outlining the nature of the applied research necessary to underpin a more rational approach to regional economic development planning, referring to the example of the Regional Industrial Research Unit established in the University of Newcastle upon Tyne.  相似文献

The Vancouver Region is widely recognised as one North American jurisdiction where strong growth management plans and policies have been put in place in order to control urban sprawl. While many authors have lauded the region for its good planning intentions, there has been little in the way of assessment of actual performance. This paper attempts to identify some quantitative growth management goals that have been (officially and unofficially) espoused by planning authorities in the region, and to measure these against actual trends. The results are mixed: on the one hand, some key growth management goals adopted by the region are not ambitious compared with existing trends and even these goals are not being met. For instance, the supposedly compact scenario adopted by the region deviates hardly at all from existing growth trends, which regional planners had clearly identified as untenable and requiring drastic change. On the other hand, the region's goal of preserving extensive green areas has been achieved without being watered down during goal formulation or implementation. Whereas these findings may appear contradictory, they are not: conservation in the region has not compromised the potential for growth in the region—at least for the time being. The real test of regional growth management efforts will come in the near future when further expansion meets the 'green wall' on the periphery and NIMBY resistance against densification within existing urban areas. The study suggests that the current structure of regional planning, relying on a partnership between municipal and regional governments, has served the region fairly well in building support for the need for growth management and in elaborating growth management vision. However, there is serious doubt about the ability of this system to set ambitious growth management objectives and to see through the implementation of those objectives in the face of social forces attempting to preserve business-as-usual trends in the region.  相似文献
