The scientific field of impact assessment encompasses various ‘traditions’, each reflecting a set of particular policy objectives. This paper analyses two types of impact assessment. Regulatory impact analysis focuses on better regulation and competitiveness, while sustainability assessment fosters a holistic approach centred on the values of sustainable development. Through an analysis of the political discourses at the level of the European Union and at the sub-national level of the Flemish Region of Belgium, elements of convergence between the better regulation and sustainable development discourse are identified. The paper analyses how integrated impact assessment can be an integrative tool that allows to merge both discourses and to implement them in day-to-day decision-making. The potential of the existing Flemish regulatory impact analysis framework to be the starting point of an integrated assessment scheme for sustainable development is advocated and motivated.  相似文献

While numerous studies have investigated discourses of “sustainable development” in a variety of institutional and academic contexts, media discourses on this issue have remained largely unexamined. But considering the intertwined nature of media and society, the construction of sustainable development in the news may be an important factor shaping future ecological and social outcomes. Proceeding from the thesis that the news is a site in which hegemony may be reproduced, this paper critically analyses discourses used to construct sustainable development in news texts published over the 10-year period 2004–2013 across the eight most widely circulated newspapers in Australia. The findings show that sustainable development news is confined to a narrow range of discourses that largely serve to perpetuate the status quo, which is broadly consistent with the media hegemony thesis. Finally, I discuss the implications of these findings, propose possible explanations, and explore avenues for future research.  相似文献

In the field of sustainable product development, a new perspective for approaching sustainability has been advocated, challenging designers and engineers to aim beyond ‘reducing unsustainability’. Several design strategies – including Biomimicry and Cradle to Cradle – have been suggested for developing truly sustainable, or ‘beneficial’, products. But do these strategies help in developing such products, and how to assess their ‘sustainability’? Based on a review of the objectives in nature-inspired design, we argue that assessing environmental sustainability is not straightforward. Whereas both Biomimicry and Cradle to Cradle build on the perspective of ‘achieving sustainability’, current life-cycle assessment-based tools are geared towards reducing current impacts. As a consequence, existing tools are insufficiently equipped for the purpose of the assessment: they do not cover some of the main results that nature-inspired design is set out to accomplish. To be able to include these results, we propose two new constituents to current life-cycle-based product assessment: assessing against conditions of sustainability and assessing ‘achievement’, the extent to which these conditions of sustainability have been achieved. Furthermore, the product context needs to be included for assessing beneficial impacts. This article discusses how these constituents can contribute to an assessment tool that enables designers and engineers to assess the development of environmentally sustainable solutions.  相似文献

Evidence shows that some conceptual ideas relevant to both local and global sustainability have been adopted in some official documents in northeast Asian nations, particularly China, South Korea, and Japan. This seems to be a very positive signal for the future development of sustainability science in this region. However,studyes show that there are still some major gaps there. One is the problem of how to build up the regional research capacity of sustainability science among northeast Asian research institutes across different disciplines as well as different political systems. Another is how to shift the conceptual frameworks of sustainability science into the operational policy frameworks. Asian nations are currently facing a number of challenges, including environmental degradation and growing societal inequalities, in the course of their rapid economic growth and industrialization. Under such conditions, it is of critical importance to develop appropriate assessment tools with which to comprehensively measure the sustainability status of a region in order to guide its transformation into a sustainable society. This paper proposes a method of sustainability assessment consisting of the three components of environment, resource, and socio-economic with aggregated time-series scores. This method can demonstrate the relative sustainability scores of targeted regions for different time periods, thereby, enabling the comparison of relative sustainability status for different regions over these periods. We carried out a case study of Chinese provinces for the years 2000 and 2005 using the proposed method and confirmed its applicability as the indicative type of sustainability assessment at the regional level, while actually investigating the sustainability status and its chronological changes. The results indicated that aggregate sustainability index scores improved between 2000 and 2005 in most provinces, mainly due to significant improvement in the scores for the socio-economic component, whereas the scores for the environment component deteriorated in some provinces over the study period. Our method proves to be effective in analyzing the relative sustainability status among targeted regions for different time periods in the form of aggregate scores, paving the way for practical applications, such as policy analysis, in the pursuit of a sustainable society.  相似文献

Sustainable development has broad consensus in environmental science and policy discourse, but its implications differ in specific cultural contexts. This article articulates sustainable development from a Chinese cultural perspective by tracing ideas from Chinese traditional culture and exploring China’s concept of harmonious development with emphasis on environmental management. Ideas that resemble sustainable development are not new to Chinese culture, but have roots in ancient Chinese thoughts, which in turn influence current governance and policies. Notably, Chinese traditional philosophies such as Confucianism, Taoism, Legalism, and Yin–Yang contain philosophies fundamental to sustainable development. As a distinct local discourse, such concepts were well interpreted and understood in the ancient meaning of harmony, giving China unique sustainability perspectives with institutional implications for policies of harmonious development and environmental management. Currently, China is driven to create a new national identity of harmonious development that involves Chinese traditional philosophies and values in its modern administration. The slogans “harmonious society” and “Chinese dream” reflect this new way of responding to the world with the aspiration to achieve cleaner growth, personal prosperity, and social stability. The Chinese and Western roots of sustainable development are conceptually, ideologically, and historically different, and this paper articulates how the convergence of the two underlies contemporary international debates.  相似文献

Abstract

Sustainability-oriented undertakings employ a multitude of different definitions and understandings of the term sustainable development. Against this background, the question of which sustainability goals to refer to at project level must be posed. This article discusses this question using the example of research on land use issues. It presents a qualitative in-depth empirical analysis of the underlying sustainability understanding of research projects, and identifies crucial characteristics of the ways researchers deal with the respective normative goals. The notions of sustainable development advanced by such projects featured different foci with respect to the overall meaning of the concept and were influenced by diverse actor and stakeholder perspectives. Further, the identified sustainability conceptions were deliberated on to different extents, and also differed with respect to whether they were explicit or contextualized. Most importantly, the projects differed in how they broached the issue of sustainability goals as part of research. The findings were used to develop a set of guidelines that clarifies how research can be related successfully to the societal vision of sustainable development. The guidelines draw conceptually on general requirements for appropriate sustainability conceptions derived from the Brundtland definition. They offer a tool for reflecting on one’s assumptions with respect to sustainability goals at any stage of research, which is crucial for advancing the seminal field of sustainability science.  相似文献

Renewable energy is considered an indispensable basis of sustainable energy systems as electricity generation from renewable sources results in low emissions of greenhouse gases compared to fossil fuel based electricity and contributes to sustainable development. However, effective strategies and conducive institutional settings are needed for advancement of such clean electricity systems. Although Thailand, as a nation, has a huge potential for renewable energy utilization, its total amount of electricity generation from renewables is relatively small and could be enlarged substantially. Lack of policy mechanisms, institutional development and financing exist as major barriers for Thailand in this regard. Investigation of the nation’s current energy strategy implementation shows that relevant energy and development policies are at different stages of implementation and institutional settings are continuously evolving. This paper argues that further significant efforts could be made towards advancement of renewable electricity and thus achievement of energy sustainability in Thailand. Resource planning, effective policy and institutions, focussed planning for energy sustainability and implementation of the Clean Development Mechanism (CDM) under the Kyoto Protocol could facilitate further advancement of renewables for the nation.  相似文献

The implementation of sustainable development may seem a simple concept when written on paper. However to carry-out long term actions put forward by the Agenda 21 (AG21) at the local level represents one of the main challenges as municipal governments in general do not have the capacity to effectively implement the process. Regional environmental assessment (REA) has shown to be effective in supporting decision-making not only to correct environmental problems due to past unsustainable social-economic developments but also help local governments to implement sustainable actions. However this requires long-term investments of AG21 plans and projects. The allocation of regular and consistent financial resources is one of the main ingredients for the sustainable development process. But traditional plans and projects financed by national and/or international funds may not be sustainable in the long-term because they become dependent on external funding. Research demonstrate that innovative economic instruments such as ecotaxes represent a feasible alternative to sponsor local sustainability because taxes are collected permanently by the government and could be invested in continuous actions. Ecotaxes experiences have provided important reference to structure a municipal incentive model (MIM) to sponsor AG21’s environmental plans and projects on a long-term (permanent) basis. However sustainable development cannot be solely through economic investments. A comprehensive municipal environmental management scheme (MEMS) has been established to support the incentive model. The scheme seeks not only to improve local institutional framework but also incentive continuous participation of local stakeholders at all levels of society. Participatory events and the provision of incentives (educational and financial) are key to motivate society to protect the environment and support actively the sustainable development process as emphasised in the RIO-92 Conference.  相似文献

Abstract

Sustainable development, a concept which has been built with the sustainability of economic progression as a main thrust, has been a widely preferred model to traditional developmental models. However, the real meaning of what sustainable development is and should include has been an object of debate. On the one hand, differing from traditional economic developmental models, economic progress does not necessitate the practice of ‘sustainable development’. On the other hand, current levels of science and technology are still unable to solve several problems that arise with economic development. Sustainable development has transferred the responsibility of environmental destruction to that of developing countries. Lastly, instead of utilizing the best technology and leadership into formulating excellent environmental- protection policies, it is more important to create widespread awareness to the public on the need to protect the environment and thereby engage their participation in decision-making to actually realize what is truly ‘sustainable development’.  相似文献

The issue of sustainable design and assessment of the residential building envelope is a complex process that requires considering many factors including life cycle performance. As such, in an effort to develop an integrated approach that combines relevant sustainable development factors and life cycle concepts for sustainable designs, an integrated performance model (IPM) was developed. The IPM is an essential tool to aid the sustainable design of the residential building envelope, reduce the carbon emission and the whole residential building energy consumption, thereby ensuring sustainable performance of the building envelope and building sustainability. The IPM application indicates that sustainable performance of the building envelope in extreme weather and climatic condition is significantly influenced by the energy efficiency performance of the development.  相似文献

Transition to sustainability is a search for ways to improve the social capacity to guide interactions between nature and society toward a more sustainable future and, thus, a process of social learning in its broadest sense. Accordingly, it is not only learning that is at issue but education and educational science, of which the latter is about exploring the preconditions of and opportunities for learning and education—whether individual or social, in formal or informal settings. Analyzing how educational science deals with the challenge of sustainability leads to two complementary approaches: the ‘outside-in’ approach sees the idea of sustainability influencing educational practice and the way the relationship of learning and teaching is reviewed, theoretically as well as within the social context. In an ‘inside-out’ approach, an overview is given of how educational science can contribute to the field of sustainability science. An examination of the literature on education and sustainability shows that, while sustainability features prominently in one form or another across all sectors, only little work can be found dealing with the contributions of educational science within sustainability science. However, as sustainability is a concept that not only influences educational practices but also invites disciplinary contributions to foster inter- and transdisciplinary research within the sustainability discourse, the question remains as to how and to what extent educational science in particular can contribute to sustainability science in terms of an ‘inside-out’ approach. In this paper, we reconstruct the emergence of education for sustainable development as a distinctive field of educational science and introduce and discuss three areas of sustainability research and throw into relief the unique contribution that educational science can make to individual action and behavior change, to organizational change and social learning, and, finally, to inter- and transdisciplinary collaboration.  相似文献

The idea of sustainability is intrinsically normative. Thus, understanding the role of normativity in sustainability discourses is crucial for further developing sustainability science. In this article, we analyze three important documents that aim to advance sustainability and explore how they organize norms in relation to sustainability. The three documents are: the Pope’s Encyclical Laudato Si’, the Sustainable Development Goals and the Paris Agreement. We show that understanding the role of different types of norms in the three documents can help understand normative features of both scientific and non-scientific sustainability discourses. We present the diverse system of norms in a model that interrelates three different levels: macro, meso, and micro. Our model highlights how several processes affect the normative orientation of nations and societies at the meso-level in different ways. For instance, individual ethical norms at the micro-level, such as personal responsibility, may help decelerate unsustainable consumerism at the aggregate meso-level. We also show that techno-scientific norms at the macro-level representing global indicators for sustainability may accelerate innovations. We suggest that our model can help better organize normative features of sustainability discourses and, therefore, to contribute to the further development of sustainability science.  相似文献

This study’s aim is mainly to provide insights into the factors that affect sustainable tourism entrepreneurs’ behavioural intentions, employing data from Greece. Given that intention is a powerful predictor of actual behaviour, to stimulate sustainable entrepreneurial activity in the tourism sector and achieve sustainable development, it is important to study the factors that affect entrepreneur’s behavioural intentions towards sustainability. Findings through this empirical analysis support that entrepreneur’s demographics parameters and firm characteristics have distinctive effects in explaining respondents’ behaviour towards sustainable entrepreneurship and acknowledgement of sustainability options of a community. In particular, results suggest that younger entrepreneurs are probably more informed about the potential of the sustainability for the regions and are more likely to favour sustainable tourism practices. Entrepreneur’s income is also a statistical significant parameter towards sustainable entrepreneurship intentions within the tourism sector. Finally, entrepreneurs reported as important for the promotion of tourism sustainability the creation of knowledge networks and websites to focus on sustainable business and the promotion of environmental labels and certified management systems in tourism businesses.  相似文献

Sustainability assessment (SA) is an increasingly popular term referring to a broad range of approaches to align decision-making with the principles of sustainability. Nevertheless, in public and private sectors sustainability results are still disappointing, and this paper reflects on this problem and proposes a way forward. We argue that, because sustainability issues are generally wicked problems (i.e. a ‘complex of interconnected factors in a pluralistic context’), effective assessments need to be reflexive about the definition of the issue and about the criteria for sustainable solutions. Based on a distinction of policy problems, we characterize SA as a form of problem structuring, and we distinguish three typical ways of problem structuring, corresponding to three different ways of integrating reflexivity in the assessment. We illustrate these routes in three examples. We discuss the way reflexivity is integrated in each example by discussing the mix of methods, SA process and epistemological balance. Rather than merely calling for more stakeholder participation, our aim is to call for more reflexivity integrated into the SA approach, and we conclude by proposing a process map for reflexive sustainability assessment to support this.  相似文献
