The ever-growing industry of municipal solid waste (MSW) disposal appeals to the growing need for disposal facilities, and MSW treatment facilities are increasingly an environmental and public health concern. Residents living near MSW management facilities are confronted with various risk perceptions, especially odour. In this study, in an effort to assist responsible decision-makers in better planning and managing such a project, a structured questionnaire was designed and distributed to assess the nearby residents’ concerns and attitudes surrounding the Laogang Landfill in Shanghai. Geographic information system techniques and relevance analysis were employed to conduct the spatial analysis of physical perceptions, especially odour annoyance. The findings of the research indicate that a significant percentage of the responding sample was aware of the negative impacts of landfills on the environment and public health, and residents in close proximity preferred to live farther from the landfill. The results from the spatial analysis demonstrated a definite degree of correlation between odour annoyance and distance to the facility and proved that the benefits of the socially disadvantaged have been neglected. The research findings also direct attention to the important role of public participation, information disclosure, transparency in management, and mutual communication to avoid conflicts and build social trust.  相似文献

Actors in the built environment are progressively considering environmental and social issues alongside functional and economic aspects of development projects. Infrastructure projects represent major investment and construction initiatives with attendant environmental, economic and societal impacts across multiple scales. To date, while sustainability strategies and frameworks have focused on wider national aspirations and strategic objectives, they are noticeably weak in addressing micro-level integrated decision making in the built environment, particularly for infrastructure projects. The proposed approach of this paper is based on the principal that early intervention is the most cost-effective and efficient means of mitigating the environmental effects of development projects, particularly macro infrastructure developments. A strategic overview of the various project alternatives, taking account for stakeholder and expert input, could effectively reduce project impacts/risks at low cost to the project developers but provide significant benefit to wider communities, including communities of future stakeholders. This paper is the first exploratory step in developing a more systematic framework for evaluating strategic alternatives for major metropolitan infrastructure projects, based on key sustainability principles. The developed Strategic Project Appraisal (SPA) framework, grounded in the theory of Strategic Environmental Assessment (SEA), provides a means of practically appraising project impacts and alternatives in terms of quantified ecological limits; addresses the neglected topic of metropolitan infrastructure as a means of delivering sustainability outcomes in the urban context and more broadly, seeks to open a debate on the potential for SEA methodology to be more extensively applied to address sustainability challenges in the built environment. Practically applied and timed appropriately, the SPA framework can enable better decision-making and more efficient resource allocation ensuring low impact infrastructure development.  相似文献

Highway construction or expansion projects are among major activities of economic development especially in developing countries. However, road development consistently can lead to major damages to the environment, including habitat fragmentation and ecological instabilities and a considerable threat to fauna and flora. At this point, Environmental Impact Assessment (EIA) in road developments is needed to address and evaluate the ecological issues in decision-making. The object of this study is to strengthen the consideration of ecological issues, i.e., biodiversity in the existing EIA tools. This paper regards a network method as a means to make informed planning decisions by the lessons from a case study. The results indicate that network method is well suited to be applied in ecological impacts assessment. However, some limitations such as complexity and time consumed make casual networks unpopular. Also, impact of traffic noise on acoustic communication (wildlife and human) was performed. It has been shown that sound level for human is much higher than admissible standards. Finally, the study expresses some mitigation measures to improve the acquisition for environmental impact assessment process.  相似文献

Fire risk evaluation using multicriteria analysis—a case study   总被引:2,自引:0,他引:2  
Forest fires are one of the major causes of ecological disturbance and environmental concerns in tropical deciduous forests of south India. In this study, we use fuzzy set theory integrated with decision-making algorithm in a Geographic Information Systems (GIS) framework to map forest fire risk. Fuzzy set theory implements classes or groupings of data with boundaries that are not sharply defined (i.e., fuzzy) and consists of a rule base, membership functions, and an inference procedure. We used satellite remote sensing datasets in conjunction with topographic, vegetation, climate, and socioeconomic datasets to infer the causative factors of fires. Spatial-level data on these biophysical and socioeconomic parameters have been aggregated at the district level and have been organized in a GIS framework. A participatory multicriteria decision-making approach involving Analytical Hierarchy Process has been designed to arrive at a decision matrix that identified the important causative factors of fires. These expert judgments were then integrated using spatial fuzzy decision-making algorithm to map the forest fire risk. Results from this study were quite useful in identifying potential “hotspots” of fire risk, where forest fire protection measures can be taken in advance. Further, this study also demonstrates the potential of multicriteria analysis integrated with GIS as an effective tool in assessing “where and when” forest fires will most likely occur.  相似文献

The costs of conducting Environmental Impact Assessment (EIA) are well known. Yet the benefits of EIA are much more intangible, leading to a situation where some question its value as the tool of choice for informing decision makers of the sustainability consequences of their actions. Exponents of EIA have thus called for more research on the benefits of EIA in order to provide better evidence on its costs versus benefits, and therefore its value as a decision-making tool. This paper contributes to this evidence by exploring the perceived potential benefits and perceived realised benefits of EIA from a regulators' perspective in the context of sustainable development. Using South Africa as a case study, one third of all the officials responsible for EIA review and decision-making (referred to in this paper as the “regulator”) were surveyed to identify their perceptions of the benefits of EIA, and their ideas on how to bridge the gap between potential benefits and realised benefits. The paper contributes suggestions for the analysis of benefits in a sustainable development context, and identifies some additional benefits currently missing from the literature. In a South African context, the key potential and realised benefits as perceived by regulators are the protection of biodiversity, public participation, access to information, mitigation of environmental impacts, and legal compliance and enforcement.  相似文献

Managing urban soil sealing is a difficult venture due to its spatial heterogeneity and embedding in a socio-ecological system. A systemic solution is needed to tackle its spatial, ecological and social sub-systems. This study develops a guideline for urban actors to find a systemic solution to soil sealing management based on two case studies in Germany: Munich and Leipzig. Legal-planning, informal-planning, economic-fiscal, co-operative and informational responses were evaluated by indicators to proof which strategy considers the spatial complexity of urban soil sealing (systemic spatial efficiency) and, while considering spatial complexity, to assess what the key management areas for action are to reduce the ecological impacts by urban soil sealing (ecological impact efficiency) and to support an efficient implementation by urban actors (social implementation efficiency). Results suggest framing the systemic solution to soil sealing management through a cross-scale, legal-planning development strategy embedded in higher European policies. Within the socio-ecological system, the key management area for action should focus on the protection of green infrastructure being of high value for actors from the European to local scales. Further efforts are necessary to establish a systemic monitoring concept to optimize socio-ecological benefits and avoid trade-offs such as between urban infill development and urban green protection. This place-based study can be regarded as a stepping stone on how to develop systemic strategies by considering different spatial sub-targets and socio-ecological systems.  相似文献

The quantitative assessment of health impacts has been identified as a crucial feature for realising the full potential of health impact assessment (HIA). In settings where demographic and health data are notoriously scarce, but there is a broad range of ascertainable ecological, environmental, epidemiological and socioeconomic information, a diverse toolkit of data collection strategies becomes relevant for the mainly small-area impacts of interest. We present a modular, cross-sectional baseline health survey study design, which has been developed for HIA of industrial development projects in the humid tropics. The modular nature of our toolkit allows our methodology to be readily adapted to the prevailing eco-epidemiological characteristics of a given project setting. Central to our design is a broad set of key performance indicators, covering a multiplicity of health outcomes and determinants at different levels and scales. We present experience and key findings from our modular baseline health survey methodology employed in 14 selected sentinel sites within an iron ore mining project in the Republic of Guinea. We argue that our methodology is a generic example of rapid evidence assembly in difficult-to-reach localities, where improvement of the predictive validity of the assessment and establishment of a benchmark for longitudinal monitoring of project impacts and mitigation efforts is needed.  相似文献

Environmental Impact Assessments (EIAs) that are applied in the planning phases of large land-use and construction projects are aimed at aiding decision-making and mitigating significant environmental impacts. In light of the global biodiversity crisis, conducting high-quality biodiversity impact assessments is important, as biodiversity information, among other factors, has the potential to influence how projects will be implemented in the end. We investigated the biodiversity and bird surveys conducted and the number of bird species of conservation concern in peat extraction and wind farm projects to which an EIA was applied to in 1995–2016 in Finland and compared whether these factors differed between the project types and between implemented and unimplemented projects. We also studied the availability of follow-up monitoring data of biodiversity impacts within the two project types. The number of nationally threatened breeding birds was significantly lower in implemented than in unimplemented peat extraction projects. The overall probability of being implemented was significantly negatively associated with the year the EIA began for both project types. All permitted peat extraction projects and 22% of wind farm projects conducted post-construction biodiversity monitoring; however, only some projects enabled before-after comparisons. Our results are in line with earlier findings that demonstrate the difficulty of showing the direct impacts of biodiversity information on EIA decision-making and to what extent it is related to project approval or rejection. The role of follow-up monitoring in the EIA and project development could also be strengthened.  相似文献

Increasing concerns over climate change have prompted rapid growth of renewable energy over the past few decades, particularly wind energy. However, as the installation of wind farms rises, so will the need for decommissioning and analysis of the environmental impacts associated with decommissioning. This paper investigates how Environmental Impacts Assessments (EIA) identify, estimate and manage potential impacts of decommissioning. EIAs from 12 onshore and offshore windfarms consented between 2009 and 2014 in England and Scotland were analysed and compared. Attributes of these windfarms' Environmental Statements (ES) were scored under six categories: decommissioning in EIA stages, definitions of decommissioning, amount of analysis, depth of analysis, impacts identified, and proactive planning. Onshore windfarms generally tended to investigate the impacts of decommissioning less than offshore windfarms, even those which gained consent in the same year. The investigation of the impact of decommissioning improved for windfarms consented in the latter years of the study period. Across the ESs there was a lack of analysis of potential impacts from decommissioning in their own right: not simply as a reversal of the construction process. The impacts of different end of life scenarios were not analysed in any of the ESs studied. There is evidence to suggest the presence of windfarms, especially offshore, could in some cases be environmentally beneficial for certain species. However, the ecological impact of removing offshore structures at the end of life is unknown and is currently not investigated nor predicted in EIAs. Understanding the potential implications of full or partial removal of marine structures, or alternatives to decommissioning, could ensure that appropriate mitigation is considered at an early stage by both developer and consenting authority. That being said, it is also important to update the assessment of potential impacts over the life of the project as more information on the environment is gathered and end of life plans develop.  相似文献

Continuing industrial development has created large quantities of construction and demolition (C&D) waste, which has led to severe environmental and social problems. The aim of this study was to investigate the decision-making behaviours of stakeholders involved in C&D waste management. Based on evolutionary game theory, stakeholder decision-making behaviours in C&D waste management were analysed, and their influencing factors were identified, including government supervision costs, public participation costs, government penalties, government incentives, government supervisory intensity, probability of contractors conducting illegal dumping, probability of public participation, and probability of illegal dumping being detected. The results also revealed how government penalties and incentives impacted the decision-making behaviours of the contractors and public. Penalties and incentives can effectively reduce illegal C&D waste dumping behaviours, while excessive penalties and incentives have limitations in controlling illegal dumping. The model proposed in this research provides an experimental simulation platform to determine the appropriate values for government penalties and incentives for C&D waste management based on stakeholder decision-making behaviours. In addition, the research results for the stable strategy point of a three-party evolutionary game model demonstrated the importance of public participation in C&D waste management. These results may inform research hypotheses for future empirical studies and provide a simple model for developing appropriate government penalties and incentives in practice.  相似文献

The U.S. National Environmental Policy Act (NEPA) of 1969 heralded in an era of more robust attention to environmental impacts resulting from larger scale federal projects. The number of other countries that have adopted NEPA's framework is evidence of the appeal of this type of environmental legislation. Mandates to review environmental impacts, identify alternatives, and provide mitigation plans before commencement of the project are at the heart of NEPA. Such project reviews have resulted in the development of a vast number of reports and large volumes of project-specific data that potentially can be used to better understand the components and processes of the natural environment and provide guidance for improved and efficient environmental protection. However, the environmental assessment (EA) or the more robust and intensive environmental impact statement (EIS) that are required for most major projects more frequently than not are developed to satisfy the procedural aspects of the NEPA legislation while they fail to provide the needed guidance for improved decision-making. While NEPA legislation recommends monitoring of project activities, this activity is not mandated, and in those situations where it has been incorporated, the monitoring showed that the EIS was inaccurate in direction and/or magnitude of the impact. Many reviews of NEPA have suggested that monitoring all project phases, from the design through the decommissioning, should be incorporated. Information gathered though a well-developed monitoring program can be managed in databases and benefit not only the specific project but would provide guidance how to better design and implement future activities designed to protect and enhance the natural environment.  相似文献

Public opinions play a pivotal role in public participation and decision-making in mega construction projects. The rise of technology and social media has facilitated the online public debate on social impacts derived from mega construction projects. This study presents a novel approach to analyze the evolution of public opinions through social media. This analysis framework covers: the temporal patterns of online messages, evolution of frames, and evolution of users. Such novel approach is employed to analyze the evolution of online public opinions on a mega construction project. Content analysis and a number of curve fitting methods were innovatively combined. Results show that social event had dual diffusion cycles while the formation mechanism of each cycle was completely different. The key parameters of Bimodal Gaussian model can depict the characteristics of online diffusion of public opinions. Elites and media organizations form the crucial nodes in the online diffusion process. The sequence of each frame and their share in the total number of frames are determined by preference of elites and media organizations. These findings are useful to develop effective strategy for public engagement, and to prevent and intervene the social conflicts.  相似文献

The Brazos River, the second largest basin in Texas, represents one of the most highly developed river systems in the state. Thirty-nine reservoirs with capacities greater than 5,000 acre-feet are currently in operation in the basin. Impacts on stream ecosystems are evidenced by changes in flow regimes and resulting changes in fish assemblages over the past 50 years. These changes have been widely attributed to human impacts, through the construction of dams, diversion of water supplies for agricultural and municipal uses, and land use change. However, streamflow regimes result from a complex mix of drivers that include climate, topography, land cover, land use practices, reservoir management practices, dam releases, and water consumption patterns, making determination of anthropogenic impacts problematic. This study quantifies changes in flow regime and probable historical drivers including precipitation, dam construction, population growth, and changing water demand in the Brazos River basin over the past 100 years. Results indicate that the climate of the basin has been relatively stable over the study period, while large-scale changes in human population densities and intense water resources development are correlated with impacts on flow regimes, decreasing the frequency and magnitude of high flow events and stabilizing low flows. These changes have resulted in an increase of habitat generalist fish species, a decrease of native obligate riverine fishes, and an overall homogenization of species assemblages. The results of this study indicate the importance of combining ecological data with an assessment of social drivers for a greater understanding of the dynamics of river basin systems.  相似文献

This study explores ecological vulnerability to land-use change in the U.S. Mid-Atlantic Region by spatially extrapolating land and economic development, and overlaying these projections with maps of sensitive ecological resources. As individual extrapolations have a high degree of uncertainty, five methods with different theoretical bases are employed. Confidence in projections is increased for counties targeted by two or more projection methods. A county is considered at risk if it currently supports three or more sensitive resources, and is projected to experience significant growth by the year 2010 by two or more methods. Analysis designated 19 counties and two cities as at risk, highlighting within a large region the priority areas where state and regional efforts would contribute the most to integrating environmental considerations into the process of land development. The study also found that potentially severe ecological effects of future land-use change are not limited to the outskirts of major urban areas. Recreational demands on smaller communities with mountain and coastal resources are also significant, as are initiatives to promote economic development in rural areas of high ecological quality. This approach provides a comprehensive overview of potential regional development, leading to an objective prioritization of high-risk areas. The intent is to inform local planning and decision-making so that regional and cumulative ecological degradation are minimized.  相似文献

The construction of roads is one of the most widespread forms of natural landscape modification. Over the last 20 years, dozens of road constructions have been assessed in Slovakia, which makes it possible to talk about methodological positives and negatives. A special feature of Slovakia is that many planned or renovated roads are located in protected areas or are in contact with them (including Natura 2000 sites). Therefore, it is important to understand the scope of the roads' ecological impacts and find ways for their appropriate evaluation and incorporation into the Environmental Impact Assessment process. For this reason, the Ecological Impact Assessment methodology can be used as a basis for our research, which consists of three stages. In the first stage (scoping), a buffer circumventing the proposed road is created to determine the area for impact prediction and evaluation. Subsequently, the landscape structure and baseline landscape conditions are discussed, a map of current landscape structure is created and the current ecological status of the affected area is calculated. In the second stage (the evaluation of ecological resources), important ecological parts of the landscape are delineated. This step is based on the importance of previous information and its vulnerability, and leads to the mapping of the road ecological impact zone. In the third stage (impact assessment), important ecological parts are spatially correlated with the proposed road construction. Finally, the significance of ecological impacts of the activity is evaluated by applying specific criteria (duration, reversibility, magnitude, size and road ecological impact zone significance). A scale is proposed for each criterion to evaluate the total significance of impacts. In this way, detailed significant ecological impacts can be found which will help lead to proposed correct mitigation measures and a post-project analysis.  相似文献

This study assesses the theoretical and practical limitations of evaluations of infrastructure projects. Existing tools used in such evaluations typically exhibit two main limitations. Firstly, they tend to accommodate only two dimensions at once and rely on extensive use of averages for additional dimensions. Secondly, they mostly produce a narrow (project exclusive) or information that is too general, thereby precluding both broader and more detailed interpretations at once.Development decisions so informed are consequently based on partial information. Too often this has produced unsatisfactory outcomes for some stakeholders along with increased risks and heightened uncertainties. This is particularly the case for infrastructure projects.This paper proposes an alternative approach to development decision-making called ‘complex stakeholder perception mapping’ (CSPM). CSPM's evaluations inclusively involve a spectrum of insights and perception maps which offer flexibility, combined with complex perceptions of multiple stakeholders on multiple aspects of development.Applicability of CSPM is demonstrated using four perceptual dimensions in infrastructure development evaluation. Different perception combinations and individual group perceptions generate patterns which indicate aspects and groups that need attention. This approach generates rigorous interpretations of information at both the micro and macro level of the project environment, thereby supporting well-informed strategic decision making to advance project outcomes.  相似文献

This study is designed to develop an alternative evaluation method for ecological green space. It offers criteria for identifying ecological green space on building sites. The grey decision-making method is applied to assess the greening project at the first step. The evaluation items are rebuilt by the analytic hierarchy process (AHP) method at the second step. The range of standard values and the weighting values are also obtained by AHP. Grey classes are identified using the whitening weight function of the grey number. The evaluation system of the ecological green space is framed by grey clusters. We considered the factors of building environment and the scale of building sites in the ecological greenery of green building sites.This study proposes a new model to solve the problems hard to be quantified. Especially for those ecological benefits are too close to decide. Architects and landscape architects can input the engineering data and the design information into the ecological greenery assessment system. The identification and assessment system of green space is fit for Taiwan area. We will obtain the best greening project by the maximum value of absolute degree of grey incidence (max{varepsilon ( ij )}) in grey-decision making. The maximum value of synthetic clustering coefficient (max{sigma ( k )}) in grey clustering assessment reflects the quality and variation of green space.  相似文献
